20-090 Public session 1) Members of the Public There were no members of the public present at the meeting. 2) Reports from Councillors appointed to outside bodies (a) Nothing to report. 3) Reports from the Police Liaison Officer, County Council and Borough Council (a) Cllr McKeown reported that there had been two calls to 101 since the last meeting, the first for the theft of an electric bike at the Risley Hall Estate and the second in relation to the dangerous parking near to the junction of Road and Breaston Lane. PCSO Pykett had reported that things seemed quiet around Risley at the moment but informed that there has been a spate of house burglaries and vehicle theft around Breaston and . Operation has just been launched and will run between 11 January and 31 May, to highlight the good work that is taking place within our communities focusing on speeding, anti-social behaviour and rural, wildlife and heritage crime. Cllr Stafferton reported that drug dealing is prevalent during the period 6.45 and 7.15pm on Derby Road and she was advised to report this on 101 and advise the Senior Co-ordinator of the Risley Neighbourhood Watch Scheme in order that he may liaise with PCSO Pykett.

(b) Cllr Scott had forwarded the Borough report on behalf of Cllr Clare and himself before the meeting. Erewash Borough Council has confirmed that its town hall receptions in and Long Eaton Town Halls will be closed to the public from midday on Wednesday 6 January. The move is aimed at helping to protect the safety and wellbeing of visitors and staff under the new national lockdown restrictions now in place across . Members of the public who wish to make enquiries about benefits advice, homelessness support, licensing, planning or other services should call the council’s contact centre on 0115 907 2244. You can pay council tax by taking your council tax bill to the Post Office or a local Paypoint retailer. If you have your council tax reference (which can be found on your bill) please use the automated payment phone line 0115 9072222, or pay online. Register for a My Erewash account and set up a direct debit, using an on- line form. If you need any help our phone lines will be open from 8.30am to 5pm (Monday to Thursday) and 8.30am to 4.30pm (Friday).

Erewash residents are being urged to get involved and give their views as the borough council shapes its budget for the next financial year, when it will again face having to make significant savings. The council has launched an online survey this month to ask local people about the council’s services ahead of deciding on the savings that will have to be made to balance the 2021/2022 revenue budget. The short survey is on the Consultations page on the Erewash Borough Council website, and will be available until the closing deadline of 11.55pm on 31 January. As in previous years, residents are asked about which services are most or least important to them and the results will help show any changes or trends in the opinions of residents. Those taking part can also make constructive comments about the council budget or make suggestions on how the council could increase income and reduce costs. Anyone wanting a hard copy of the consultation should email the council’s Community Engagement Officer. Erewash Borough Council is appealing for help this festive season to reduce rough sleeping across the borough. Due to the pandemic, this winter will be even more challenging as there will be no night shelters across Derbyshire to provide overnight accommodation for those sleeping rough. The council is reaching out to residents and asking people to contact the council-funded Derbyshire Outreach Team run by the P3 charity if they see anyone sleeping rough in Erewash. This can be done online or by free phone 0808 196 8199. The outreach team can then find them somewhere warm and safe to stay. Nearly £1m of grants have been paid out so far to help hundreds of small businesses across Erewash as the roll out of the latest Covid support continues for businesses affected by Tier restrictions over the last couple of months. Payments have been issued by Erewash Borough Council to over 700 businesses through four government local restrictions schemes, covering the previous Tier 2, national lockdown and Tier 3 restrictions, plus the local discretionary scheme called Additional Restrictions Grants.

The latest payment figures mean that since the start of the pandemic in March, nearly £22m of support in total has been awarded to businesses in the borough and a further £1m in discretionary grants to small businesses not eligible for other support – with that total now increasing daily as the council pays out the latest government-funded grants. Details of all the grants and criteria can be found on our Covid grants page of the EBC website and businesses are advised to register for a My Erewash business account where full details of the grants’ criteria and online application forms are available.

Councillor Major reported that severe weather is expected and gritters have been out in force.

The deadline for receipt of applications for school places is at the end of the week.

£2m has been given by the government to provide meals for children from disadvantaged backgrounds.

(c) Reports and updates from Parish Councillors Cllr McKeown reported that speedwatch sessions are still suspended and that it may be necessary for some of the volunteers who have yet to attend a session may need retraining. He also asked whether the ‘Inside 72’ newsletter which is distributed within the area would be beneficial to the Parish Council as Neighbourhood Watch will be using this channel for its members.

Neighbourhood Watch have recently accessed 2 grants from The Derbyshire Neighbourhood Watch Innovation Fund (dustbin stickers initiative and a post Covid social event aimed at our elderly & more vulnerable residents to provide useful hints & tips about home security and crime prevention. There are also 2 other grant schemes available, through Erewash Borough Council, which the Parish Council are eligible to apply for – The Erewash Small Grant Scheme and The Police & Crime Commissioner’s Vulnerability Fund. Details will be circulated for discussion at the next Parish Council Meeting. It was also announced that “The Good Neighbour of the Year Award” would be launched by NHW and the winner would be entered automatically into the Regional and National Awards.

20-091 Minutes of the Ordinary Meeting held on 10 December 2020 The draft minutes of the ordinary meeting held on 10 December 2020 were proposed as a true record by Cllr O’Neill, seconded by Cllr Ancliff and unanimously agreed. These will be formally signed by the Chairman at the next possible physical meeting.

20-093 Chairman’s announcements/report The Chairman confirmed that the play area is to remain open during this lockdown.

The Annual Parish Meeting, which will be a virtual meeting this year, must be held before 7 May 2021. It is proposed to hold this prior to the April meeting on 8 April.

There has been yet another spate of fly tipping in the lay-by at Hopwell and it was suggested again that this area may be a productive place for the Borough Council to use its CCTV.

The PCSO is following up the investigation into the fatality on Derby Road and will report further if able.

He was pleased to confirm that the works which were necessary to the footbridge across the Golden Brook have now been carried out and asked the Clerk to write and thank the county council for its speedy and excellent workmanship in difficult conditions. He is also grateful for the signage which was quickly erected on the bridlepaths in order to stop cars and motorcycles from using them.

20-094 Clerk’s report The Clerk’s report had been circulated prior to the meeting, the contents of which were noted. Cllr Ancliff confirmed that the contractor was in the process of trimming back the brambles on Breaston Lane.

20-095 Derbyshire Association of Local Councils The DALC January newsletter had been distributed to members who were asked to pay particular attention to items 5 (precept referendum) , 6 (traffic survey) and 8 (annual Parish meeting).

20-096 Matters for determination (a) The Clerk informed the meeting that the proposed day for the Annual General Meeting (13 May) was the date of Erewash’s Annual meeting too. It was RESOLVED that she look at other dates in May and inform members accordingly. (b) The parish council had been asked if it was possible to provide additional litter/dog bins on Derby Road from the Risley Parish public house to the lay-by at Hopwell. The Clerk had obtained costs from the Borough Council. It was RESOLVED that whilst there has been an increase of litter in the parish that this be monitored for two months and then a decision be made. Cllr Ancliff volunteered to undertake a survey on how many bins were in existence. (c) A discussion took place on the problems of parking which are prevalent due to an increase in the number of walkers, not only along Derby Road near to Breaston Lane but also on the grassed verges near the lay-by at Hopwell. The question of parking permits, particularly on First and Second Avenue, was discussed with Cllr Clare reporting that this would probably be a non-starter due the necessity for 95% of residents agreeing with the scheme and the costs involved. It was RESOLVED that the only option open was for inconsiderate parking to be reported to 101 in the first instance. (d) Quotations had been received for the work to the trees identified by the survey on the play area and on Rush Meadow. It was proposed by Cllr Ancliff, seconded by Cllr O’Neill that that the work to the three trees on the play area be carried out but work

to the Red Oak on Rush Meadow be postponed for the moment. This was unanimously agreed.

(c) Budget for 2021/22 The Chairman referred back to the three year plan which was approved last year and the item as mentioned in DALC’s January newsletter regarding the necessity to show restraint when setting council tax precept levels. He further mentioned that the level of concurrent functions funds may well be reduced in the future. It was proposed by Cllr O’Neill and seconded by Cllr Ancliff that the budget as agreed last year, that being a 5% increase in precept, be confirmed. This was unanimously agreed and therefore RESOLVED.

20-098 Playground inspections The report for December was given by Cllr Jarratt with no real issues other than an amount of litter. A new rota for 2021/22 to be distributed to members.

20-099 Planning ERE/1220/0036 – Mount Pleasant, Risley (demolition of existing building and erection of dwelling house). It was RESOLVED that the follow be submitted to the Borough Council.

Whereas the parish council acknowledges that the plans have kept to the footprint of the original building and outbuildings, it finds the design of the front elevation to be overbearing on the street scene. The appearance will be of two large unbroken elevations of stone which we find out of keeping to a domestic dwelling in the green belt.

Also, parish councillors are concerned about the provision of parking for a five bedroomed dwelling and consider the plans inadequate.

We note the findings of the Bat Survey in that there was evidence of bat activity over a period of time although small. We also note the recommendation that the applicant applies for a Natural England and Low Impact Class Licence. We ask that the Borough Council ensures that this is in place. We would consider that an amphibian survey is advisable here for the following reasons:

• Given the proximity of Golden Brook and two ponds adjacent to this site, • that the site has been undisturbed for many years, • that this application is for demolition and rebuild which will cause disruption to what may well be sheltering and over wintering places.

We also ask that Derbyshire Wildlife Trust be consulted.
