This Situation Report is issued by the National Emergency Operation Centre and covers the period from 0800 hours to 1600hours, 20/02/2016.

HIGHLIGHTS

 Severe Tropical Cyclone Winston was located at 50 km East- Southeast of Taveuni or about 250 km East-Northeast of at 1500pm today.  The Cyclone is moving at 25km per hour with average wind speeds 220km/hr and momentary gust of 315km/hr.  Taveuni is now feeling the brunt of TC Winston.  Boat capsized in Druadrua 5 POB all rescued.  Blackout in Northern Division  All Public Transport hut down from movement after 1700hrs.

WEATHER OUTLOOK

 Severe Tropical Cyclone Winston was located at 50 km East- Southeast of Taveuni or about 250 km East-Northeast of Suva at 9am today.  The Cyclone is moving at 25km per hour with average wind speeds 220km/hr and momentary gust of 315km/hr.  Cyclone Winston, has changed direction again, tracking north of its previous forecast track, and is now expected to make landfall on Vanua Levu, near Nabouwalu at approximately 6pm today as a Category 5 storm with 220 kmh winds.  This would make Winston the strongest tropical cyclone ever recorded in the South Pacific waters.

Rastic Pathway Bag Packers – 20 - Momi Central Division  Situation is closely been monitored by the DivEOC.  Evacuation Centres [13 active] Tailevu 4 Centres I. Natovi Primary School II. Dawasamu primary School III. Tailevu North College IV. Krishna Janaardan Primary School Serua 4 Opened I. Johkhan Primary School II. LDS Serua III. Vashist Muni IV. Lobau Parish Number evacuees to be confirmed by the Police Department Eastern Division  Situation is closely been monitored by the DivEOC  6 evacuation centres have being occuppied I. Mabula Cicia - 9 adults, 2 Children and 1 infant – 12 persons II. Yadrana - 20 persons- break down to be confirmed III. Muanai Ra – Fulaga – 26 adults, 4 children – 30 persons[passengers of the vessel MV Liona. IV. Naqaidamu – 31 persons V. Naqaidamu JW – 13 All these centres are in Koro VI. Dulevi’s Residence - 10

Northern Division  Situation is closely been monitored by the DivEOC  Three evacuation centres activated and occupied I. Somosomo Provincial Hall - 6 adults, 3 Children – 9persons II. Wairiki Primary School - 44 adults, 55 children and 4 infants – 103 persons III. Cavaga Hall, Solevu Bua - 7 families TBC IV. Wairiki Community Hall- 34 adults, 22 children – 56 persons V. Nabouwalu Army camp – 33 adults, 25 childre – 58 persons VI. Namuka Settlement – 14 adults, 6 children – 20 persons VII. Vuya Community hall – 16 adults, 20 children – 36 persons SECTORAL UPDATES

Fiji Roads Authority

 Northern Division is currently experiencing gale force winds and FRA’s contractors are in lock down until the storm passes and the all clear is given. All clear will be given once it is assessed as being safe to start the operations and recovery plans.  Central Division is experiencing gusts and heavy rain in isolated areas. No reports of road closures have been received yet.  Eastern Division is still experiencing the full brunt of the cyclone, and there are no reports yet received on road conditions.  Taveuni, Savusavu, Bua and Labasa all blackout – Bua and Taveuni running on Generator whilst Labasa is under repair

Airport Travel  All Fiji Airways flights local and overseas are cancelled subject to further notices

Public Transportation  All bus operators and public transport are to cease operations effective from 1700hrs, 20/02/2016  Public advised to refrain from moving around and stay indoors.

WAY FORWARD

 Continue to monitor the cyclone system.  Continue to Issue Public Advisories  Continued coordination with DivEOC

GENERAL CORDINATION

 DivEOC have been placed on Cyclone alert within their areas of operation.

CONCLUSION

 The NEOC will continue to liaise closely with the DivEOC for the effective and efficient conduct of efforts whilst Public Advisories will continue to be issued as and when the need arises.
