Anderson Associates Technical Report W259CK Minor Anderson Associates Broadcast Consultants Technical Report W259CK Minor Modification Non-adjacent channel change requested per FCC 19-40. This technical report is submitted for a minor modification to W259CK at Glasgow, KY, FCC file number BLFT-20161102AABE. A move to channel 247 is requested, in accordance with CFR §74.1233(a)(1) as modified in Report and Order FCC 19-40, May 9, 2019, allowing non-adjacent channel changes “…upon a showing of interference to or from any other broadcast station….”. The translator will serve as a fill- in facility to rebroadcast WOVO(FM) 292C2 HD4 at Horse Cave, KY, FCC facility I.D. 48702. W259CK Modification Analysis: An overlap study in exhibit E-1 shows the current W259CK facility has a 64.9 km incoming interference contour overlap from the co-channel WWTN(FM) 259C0 facility at Hendersonville, TN (exhibit E-2). The modification to the non-adjacent channel 247 (exhibit E-3) eliminates all incoming co-channel or adjacent channel interference overlaps. The proposed facility at channel 247 is within the WBVR-FM 244C2 third adjacent protected contour. Using the vertical elevation pattern of the Nicom BKG77 two bay, 0.85 wavelength-spaced antenna (exhibit E-4), the +40 112.76 F(50-10) dBu interfering contour (exhibit E-5) lowest point = 41.6 meters above the site, which does not reach any population, buildings or roads (exhibit E-6). The 60 dBu F(50-50) contour is within the primary WOVO(FM) 292C2 HD4 60 dBu analog equivalent contour 1 Anderson Associates Broadcast Consultants (exhibit E-7). Antenna System: The W259CK modification to 247D will remain located on the existing 147 meter tower, ASR 1063307, at coordinates: 36 57 34N 86 00 08W NAD 27 A Nicom BKG77 two bay, 0.85 wavelength-spaced, nondirectional antenna is mounted at a COR AGL of 116 meters, 323 meters AMSL, 110 meter HAAT (exhibit E-8) and operate at 0.250 kW ERP. RF Exposure Calculation: The RF contribution was calculated using the formula from the OET Bulletin 65: S (RF in microwatts/cm2) = 33.4 x F2 x (H ERP + V ERP in watts) R2 (height of radiation center in meters -2m) Using a worst-case vertical (F) factor of 1.000, the RF is calculated to be 1.29 μW/cm2 to the ground, which is below 5% of the 200 μW/cm2 maximum permissible for controlled exposure, allowing exclusion from consideration.
