This report is provided to the Minister for Planning to assist in considering and determining a request to endorse the Stage 1 QVM Munro Site Development Plan, 13 December 2017, and approve planning permit application PA 1700314. 2. The report will deal firstly with the Development Plan and then provide an assessment of the planning permit application. 3. Under the Schedule to Clause 61.01 of the Melbourne Planning Scheme (the Scheme), the Minister for Planning is the responsible authority for land within the Development Plan Overlay: Schedule 11 - Queen Victoria Market Precinct Framework Plan as shown in Figure 4 of the Schedule to clause 61.01. This includes the land known as the Munro Site at 93 - 141 Therry Street, 143-151 Therry Street and Rear, 128-130 Franklin Street, Melbourne within the Queen Victoria Market (QVM) precinct. 4. The Development Plan has been prepared by Bates Smart Architects on behalf of PDG and contains two building envelopes, one a 125m tower containing retail, hotel and residential components, the other, containing a 40m high building primarily for community uses including a child care centre, affordable housing and community spaces. A 502 space underground car park would also service customers of the QVM. 5. The Development Plan is required to be endorsed under the provisions of the Development Plan Overlay, Schedule 11 before a planning permit for major development of the land can be granted. The Development Plan must be consistent with the vision set out within the DPO11 and forms part of the larger QVM Precinct Renewal Master Plan, July 2015 which is intended to guide the strategic re- development of the whole QVM. 6. DPO11 contains mandatory building podium and overall heights, tower setbacks from the street, side and rear boundaries as well as building separation requirements. 7. The application was submitted following three pre-application meetings held with the Department, and the council between September and October 2016. 9. This request to endorse the Development Plan was submitted to the Minister for Planning on 15 December 2017. Further information was requested on 9 March 2018, and a final response was provided on 19 April 2018. This included an updated development plan dated 28 March 2018 and transport management plan dated 26 March 2018. These contained minor changes from initial submissions and are considered as information only and not to have superseded the initial submissions. Accordingly, the 13 December 2017 of the development plan and the 1 December 2017 version of the transport management plan will form the basis.on this assessment. 10. A number of meetings and further discussions were held in 2018 with PDG, DELWP, and the council. 11. The Development Plan relates only to the Munro Site and does not cover the remainder of land within the DPO11 area. 12. The Development Plan was considered at the council's Future Melbourne Committee on 3 April 2018. The Future Melbourne Committee resolved to support the amended Development Plan subject to a number of changes. Development Context QVM Precinct Renewal Master Plan 13. The QVM Precinct Renewal Master Plan (the Master Plan) was adopted by the council in July 2015. The Master Plan outlines Council's strategic vision for the QVM and includes a range of initiatives aimed at enhancing the market and its surrounds. The precinct is divided into four quarters, each having several key initiatives as shown below.
