OSCE Office for Democratic Institutions and Human Rights Election Observation Mission Republic of Moldova Parliamentary Elections, 24 February 2019 INTERIM REPORT 15 January – 4 February 2019 8 February 2019 I. EXECUTIVE SUMMARY • The 24 February parliamentary elections will be the first held under the newly introduced mixed electoral system with 50 members of parliament (MPs) elected through proportional closed lists in a single nationwide constituency and 51 MPs elected in single member majoritarian constituencies. ODIHR and the European Commission for Democracy through Law (Venice Commission) have previously raised concerns about the lack of an inclusive public debate and consultation during the change to the mixed system and because the issue polarized public opinion and did not achieve a broad consensus. • Significant amendments were made to the Election Code in 2017 to reflect the mixed electoral system, improve regulation of financing, and to introduce a number of other changes. Observation by ODIHR EOM to date has showed that some ambiguities in the legal framework remain open to interpretation. • Three levels of election administration are responsible for organizing the elections: the Central Election Commission (CEC), 51 District Electoral Councils (DECs) and 2,143 Precinct Electoral Bureaus (PEBs). The CEC established 125 polling stations in 37 countries for out-of-country voting and designated 47 polling stations on the government controlled territory for voters in Transniestria. CEC and DEC sessions have so far been open to observers and published their decisions on-line. The CEC is undertaking an extensive training programme for election officials and other stakeholders, including on ensuring voting rights of people with disabilities, and a voter information campaign focused on the specifics of the new electoral system. -

												The Mixed Electoral System: a New Challenge for Audiovisual Media in Moldova
This policy brief series is part of the Media Enabling Democracy, Inclusion and Accountability in Moldova (MEDIA-M) project April 2019 | No 8 The Mixed Electoral System: A New Challenge for Audiovisual Media in Moldova By Olga Gututui Introduction Parliamentary elections took place in Moldova on February 24, 2019. This was the first time that the Moldovan electorate voted under a mixed electoral system.1 The change to a mixed system from the former closed-list proportional system was a challenge not only for Moldova’s electoral process, but also for the local media that reported on that process. Recent legislation, including Moldova’s Code of Audiovisual Media Services and the amended Electoral Code, imposed new reporting guidelines on media institutions aimed at ensuring accurate and unbiased electoral coverage. This policy brief focuses on audiovisual media coverage during the 2019 parliamentary electoral cycle, analyz- ing the extent to which the media’s de jure obligations under the mixed electoral system were implemented in reality. It concludes with a number of recommendations to improve the regulatory environment and decrease bias in electoral reporting. The purpose of this research consists in the elucidation of regional and branch aspects of the water use in the Republic of Moldova. Introduction According to the economic-geographic criterion, the Republic of Moldova (RM) is divided into 4 distinct regions: Northern, Central, Southern and Eastern (figure 1). The North Region (NR) overlaps with the North Development Region, established by the RM Law on Regional Development (Legea nr. 438/2006) and comprises 11 districts from the northern part of the Republic of Moldova, as well as the Balti municipality. The total area of North Region is 10 thousand km2, which represents more than 30% of the total area of the Republic (table 1). The population of this region is 987 thousand inhabitants (25%), including 150 thousand inhabitants - in the Balti city. The largest part of NR is located within the Raut river (the main right tributary of the Dniester River) basin, including the districts of Donduseni, Soroca, Drochia, Floresti, Singerei, as well as Balti municipality. -

This article comprises a study on the development and use of agricultural lands in Northern Moldova Plateau. The spatial aspects of using these categories of lands within the limits of study region are also described. In this article, the research findings are reflected on the basis of presented data by Agency for Land Relations and Cadastre of the Republic of Moldova. Scientific publication also describes some current issues on agricultural lands use in Northern Moldova Plateau. Introduction The agricultural lands are generally land areas that are intended for agricultural production. After the way of use, the agricultural lands are classified into the following categories: arable lands, pastures and meadows, perennial plantations. Due to agro-climatic conditions, the Northern Moldova Plateau has a very high agro potential, favoring in result the cultivation of cereal crops, sugar beet, tobacco, etc. As a result, this territory has become highly valued from agricultural point of view. The high degree of agricultural use of lands, crisis of surface for other uses, high population density, etc., impose the need to rethink the current agricultural use of land [1]. 1. Materials and methods The agricultural lands use in Northern Moldova Plateau was carried out on the basis of research by Land Cadastre of the Republic of Moldova, which in this case was taken over by the Agency for Land Relations and Cadastre of the Republic of Moldova. -

BMC Health Services Research (2019) 19:339 https://doi.org/10.1186/s12913-019-4158-2 RESEARCH ARTICLE Open Access The feasibility and acceptability of collaborative learning in improving health worker performance on adolescent health: findings from implementation research in Moldova Galina Lesco1, Frances Squires2* , Viorel Babii3, Nadejda Bordian4, Olga Cernetchi5, Adriane Martin Hilber2 and Venkatraman Chandra-Mouli6 Abstract Background: Collaborative learning has been shown to be effective in improving health worker performance, but relatively little is known about the feasibility or acceptability of collaborative learning in youth-friendly health services (YFHS). This paper describes the characteristics, feasibility and acceptability of a collaborative learning approach implemented in YFHS in Moldova as part of a national scaling up process. Methods: We gathered and analysed data on the number, location, themes, and participants of sessions, as well as benefits and challenges of collaborative learning, using two information sources: 1) formal reports on collaborative learning sessions, and 2) two questionnaires conducted with participants and moderators. Results: Collaborative learning sessions have been implemented in 30 out of 35 YFHS in Moldova. In 2016, 464 collaborative learning sessions were conducted. Sessions were conducted one to three times per month, had a mean of 15 participants and an average duration of two - three hours. 74.3% of participants (n = 6942) were from rural areas and 55.1% were health professionals. The most common topics in 2016 were adolescent health and YFHS (159 of 464 sessions), sexual and reproductive health (103 sessions), and violence (76 sessions). Reported benefits for participants of collaborative learning fell into three categories: 1) improved knowledge on adolescent health / development and use of evidence-based resources; 2) strengthened teamwork and cooperation; and 3) empowerment to provide high quality, youth-friendly care.
