If the forms of an author's name vary in fuilness from one work to another in the same ianguage and the AACR 2 form for the heading has not yet been determined, appiy the foilowing:

1) If the form found on the item being cataiogea agrees witn tne form used for tne heading on existing records in the catalog, accegt this form as AACR 2. (The "catalog" referred to nere is tne file against which the cataloging and searcning is being done.)

2) If the form found on the item being cataloged does not agree with the form aiready in use, choose as the AACR 2 form the form founa in 80%of the author's wor~sas the most commoniy founa form (counting forms appearing on bibiiographic records in wnicn the heading is used in both main and adaea entries). (The form found in the cnief source of a person's is taken into account when cnoosing the form to be used in the heading.)

When caicuiating the 80%, do it uuickly and use common sense. This means I) count the forms if there are no more t'nan approximateiv 15 records or

2) if there are more than a~proxlxateiy15, browse through the fiie, iooicing for an obvious case of predominance. If not'ning is obvious, sampie the file (every 3rd, 5th, loth, etc., record, depencifng on the iengtn of the file). When there is no commoniy found form (defined above), choose the fullest form as the AACR 2 form.. (Wnen determining the fuliest form for a person who uses both forename initials and forenames, make no distinction between initials and forenames, e.g., "B.E.F. Pagen" is fuller than "Bernard Edward Pagen."

Note: Equating the predominant form or the commonly found form with the form found in 80%of the person's worics applies oniy to 22.3A; no such formula has been assignea to "predominant form" or "commonly found form" in the other rules.

Headings Already Coded "AACR 2" or "AACR 2 Compatible"

If an established heading is aiready coded "AACR 2" (inciuding I those labeled preliminary008 byte 33 = d) and subsequently received I items show forms in the cnief source that vary in fullness, change the established heading to the form found in 80%of the autnor's worics if it differs from the form use6 in tne neading.

If an established heading is already coded "AACR 2 compatible" because it varies in fullness from the AACR 2 form, generally do not reconsider the heading.

Variant Fom Within One Item

If the name of an author appears in two or more forms in one work, apply the foliowing:

1) If the name appears in two or more sources, once in the chief source and one or more times in otner sources, choose the form appearing in the chief source.

Headings That lb Not Conflict Apply the optional provision. This means adding a date whenever it is known.

-- lhtmtieth Century Pemans 1. For persons living in the twentieth century, the date should be a precise one. Specifically, add the date to headings for these persons only if it falls into any of the following categories:

1) The person is still living and the year of birth is icnown ("1900- ").

2) The person is no longer iiving and the years of birth and death are known ("1900-1981").

3) The person is no longer living and oniy the year of birth is known ("b. 1900").

4: The person is no longer iiving and oniy the date of deatn is known ("d. 1981").

Note: If a date in one of these categories is avaiiabie oniy in a non-Gregorian year, add the Gregorian year to the heading oniy if tne Gregorian year is certain.

Pre-mtieth Century Persons Forpre-twentiethcenturypersons,iessprecisedatesmaybeused. Consult the examples under 22.18 for guidance. Note one detaii about the use of "flourished" dates: "Flourished" dates acceptable for

Do not add the date to an existing heading represented by a name authority record that nas already been coded "AACR 2" or ''AACR 2 compatible" (including in eitiner case those labeled "preliminary'L008 byte 33 = d). However, if such a heading must be revised later, add the date.

Also, do not add the date to a heading being coded for AACR 2 when the heading is represented by an access point on an existing bibliographic record in the cataiog (i.e., the file against which the cataloging and searching is done) and is otherwise in accord with current poiicy. However, if the person is no ionger iiving and the existing heading contains a date, cnange the date if it is obsolete in either form or fact. For exampie, if the existing heading has an open birth date such as "1861- ," eitiner add the death aate (if available) or change the open birtn date to "b. 1861," or, if the existing heading has an approximate date and the exact date is now available, use the exact date in the AACR 2 heading.

Abbmviations B.C. and A.D.

Use the abbreviation B.C. for dates in the pre-Christian era. Place the abbreviation at the end of a date or span of dates ,in that era.

Reference hraluation

All cross references on authority records in the automated name authority fiie must eventualiy be in accordance with LC/AACR 2 practice in matters of form, style, and choice of references. Althougn much work was done prior to the adoption of AACR 2 to identify the correct AACii 2 heading, ft was not possible, to do this in advance for references. Ifear tine end of 1980, a new fixed filed. (008/29! was added, to t'ne authorities format to fndicate expiicltiy the status of the references with regard to the heaeing. The values in this byte of the fixed field are a = references have been evazuated b = references have not.been evaluated n = there are no references in tne record

For records in the automated fiie and coded for AACR 2 at the time of the "flip" of tne name authority fiie on Eiovember 15, 1980, the value "b" was automat:cally added to aii records with cross references and "n" to all records witnout references. Records on the file but not coded for AACR 2 at the time of the "flip" and records created before 1981 but added to the database after Eiovember 15 had the fixed fieid value "b" set as the result of the master file conversion completed March 22, 1984. When making any change to an authority record on wnich'the references have not been evaluated, the descriptive cataioger must evaluate and adjust the references for AACR 2 and LC practice. This must be done even if no actual changes are made to the reference tracings.

In evaluating references, search the necessary related authority records to verify the AACR 2 forms. If the headings on the reiated records are already in correct AACR 2 form (and coaed to so indicate this), it Is not necessary to evaluate *he references on these records uniess some other change to the record is needed. Otherwise, apply LCRI 26.3B-C, Evaluating Existing References. Linking References

1) Functions of linking references. Sin~ingreferences may serve in one or more of tnree different capacities: 1) As actual connections between different pre-1981 and post-1980 headings used; 2) As valid cross references leading to the form cnosen as tne post-1980 heading; and 3) As a mechanism for upaatfng headings in pre-AACR 2 bibliographic records to the AACR 2 form.

a) . Connections between pre-1981 and past-1980 headings. Whent'neheadingizasbeencnangedforAAC2 2,thepre-1981neadingwill generally be retained as a iinking reference in the name authority file. Vaiue "a" in byte 2 (position 3) of tile =fw control subfieid of tne 4xx fields is used to indicate the pre-1981 heading.

b) Valid crass references. The tracing from the pre-1981 heading may also be used to produce a valid cross reference to tine post-1980 heading if it is appropriate in exactly the same form as the pre-1981 heading. Based on tnis decision of validity as an appropriate AACR 2 reference, add or delete value "a" in byte 3 (position 4) of the =w control subfieid (cio not make) as necessary. A value "a" will suppress tne production of printed cross references; tine data in the - 18 Cataloging Service bulletin, No. 37 (Sunrmer 1987) field will be used to produce linking references only. If tine pre-1981 heading reference is vaiid in substance but not in form, make another tracing in the correct form. In this case the pre-1981 heading must have the vaiue "a" In byte 3. C) Mechanism for rpzdating headings. The linking reference from the old cataiog heading was used as a mechanism for updating headings on pre-AACR 2 bibliographic records. At LC, it was done through the "bib flip" projects. Since June 3, 1985, LC catalogers have been responsil~lefor initiating individiual changes to update pre- AACR 2 headings when establishing or coding a heading for AACR 2 and there are bibiiographic records in the machine file on which the heading appears in its gre-AACR 2 form.

Nevertheiess, iinking references wiil still be traced on authority records for the benefit of other libraries.

2) Guideldnes for &en to trace linking references

a) General. Trace a iinking reference from the LC gre- AACR 2 neading whenever the reference tracing wouid serve to identify exactly the ye-AAC3 2 form of neaaing found in MARC bibiiographic recoras or wouid serve as a connection between the 016 and. new LC cataiogs. Do not trace a iinking reference when there is no exact one- to-one correlation between the AACR 2 heaaing(s) and tne pre-AACR 2 heading(s) or when the iinking reference normaiizes to the same form as the heading (see e) Eceptians beiow). Eiote that oniy one linking reference can be traced; wnen multigie iiniring references appear to be needed, the linking reference technique is probabiy not appropriate. b) Bibliographic recomls. When establishing a new name authority record or assigning an AACR 2 neaaing to an existing name authority record and there are bibiiograpi-lic records in the machine

Change oniy the particuiar heading being newly established or coded for AACR 2, aithougn tnis may result in a mixture of AACR 2 and pre-AACR 2 heacilngs on records that: were originally cataloged uncier pre-AACR 2 ruies. Wnen working with a name heading, do not change name/title series added entries to update the name portion of the added entry. (The entire series will be updated when the series authority record is prepared.) When the name of a conference is represented by an authority record tnat omits the number, date, and place qualifiers from the heading (cf. LCRI 24.73) and there are pre-AACR 2 MARC bibliographic recoras unaer the heaciing for the conference that show qualifiers in pre-AACR 2 form, u~datethe qualifiers to AACR 2 form and order.

c) New name authority records. Trace a linking reference from a pre-AACR 2 heading founci on bibliographic recoras in the master , serials, films, mags, or at;slc files when It differs from the AACR 2 heading. In rare cases when tne manuai authority card Is examinea, aiso trace a iinking refereme from the pre-AAC3 2 heading even if tnere are no LC MARC recoras. Coae the reference for "ao not make" when it is not a2proprlate in the AAC2 2 context.

1) Record ail forms of name found on the chief source of the work being cataloged (including CIP title pages). For forms of name that are not on the chief source but that are found in the normal course of examining the work, be selective: record only tinose forms that are judged to add important information identifying the author (most commonly, a fuller form of name) or justification for tracing a needed reference. In particular, do not record a form that consists of a surname alone when that form is a variant. References are traced only from recorded forms. See the guidelines below when deciding which recorded forms require references.

2) These guidelines are applicable primarily when estabiishing headings initialiy. Use juagment when deciding how many additionai variants require recording and/or tracing as references.

General Principles

1) Normally, trace a reference from the oid catalog heading. If the form of the resulting references (e.g., the way it is structured, not its degree of fullness) is not in accord with current poiicy, codeit"donotmake"andtraceanotnerreferenceconstructedaccording to current policy.

2) Trace a reference from each variant that affects the primary eiements of the name. For the normai, inverted heading tnis mean variations in all elements to the left of the comma and in the first eiement to t'ne right of the comma. Do not trace a reference that wouid normalize to the same form as the heading on the same record or to the same form as the heading on another record.

3) Use judgment in referring from otner variants (i.e., those that do not affect the primary entry elements). One frequentiy appiicable factor is a rather common-sounding surname seen in the form found prominently.

4) Make one reference from each possible entry element of the name chosen as the heading, including each separate particle or prefix but excluding connectives such as "yl' and "und." (In this connection,

5) Generally, make only one reference from each variant, normally constructing it in the form in which it would be constructed if chosen as the heading (cf. specific instructions in LCRI 26.0). In addition, if applicable, make one reference under each surname element, other than part!cles and prefixes, not already referred from. Normally, do not otherwise make references that are "variants of the variant."

Follow these principles when creating new headings, and follow them, also, as closely as possible when evaluating references on existing authority records and wnen creating automated authority records for neadings found in the machine fiies (or in the manual catalog, if this has been consulted). For already evaluated reference structures, generally, allow the references to stand that are not provided for in these instructions,

CANADIAN HEADINGS

NLC Authority File

NLC supplies LC with microfiche copies of its current name authority fiie, CaMdiana Authorities. The microfiche gives the NLC

When searching the NLC microfiche under initials, note that initials followed by periods but no spaces are filed as words; periods are not regarded' as spaces. For example, B.C. Hydro files after Bazzini.

Headings for corporate names are taken from the microfiche edition of the NLC authority file. If the needed heading is not found t'nere, NLC establishes it for LC's use and supplies LC with a copy of the record as found on the NLC DOBIS system.

The NLC form must be verified and used for all new Canadian corporate names and for all Canadian corporate names not yet coded for AACR 2 or coded for AACR 2 but lacking NLC verification. (If the NLC form differs from LC/AACR 2 practice for capitalization or punctuation, n follow NLC.)

Use judgment about considering meetings held in Canada as "Canadian." For example, if an international conference happens to meet in Canada, It is not necessary to verify its heading according to these instructions.

Search the microfiche for the NLC form. If the headfng is not found there, .request verification from NLC.

Lists of headings to be verified are sent by mail to NLC, and repiies are foryarded to catalogers. (If no reply is received within six weeks, initiate a second request.)

Exception: Cjhen verification is needed for a CIP item or a XACO heading, teiepnone the request to NLC.

The NLC. form is use6 for personal name headings on bitjiiographic records for items with Canadian imprints (i.e., the name of a Canadian city appears as the primary (first) piace of publication) in the foliowing cases:

a) The heading is being newiy established in LC or b) The heading has been established in LC but the AACR 2 form has not yet been assigned and the current LC form is not the AACR 2 form that would be assigned based on information in the LC data base (i.e., accept the NLC form instead of formulating an LC form).

(Note that the NLC authority file may be consulted as a reference source even for names that do not meet the above criteria.)

If the form would conflict with another heading, do not use it. Instead, estabiish tne name according to usual LC practice and recor6 the NLC form in a 670 field citation. Expiain the discrepancy by mairing the following note in the 667 fieia:

N.B. 1) If the existing LC heading matches the NLC heading except that the NLC neading incluaes a date, accept the existing LC heading as the AACR 2 form, i.e., do not change the heading. 2) When establishing a new heading and LC has date information but there is no conflict, do not include the date whenever the NLC form does not show this addition.

Annotation of Authority Records

For ali new authority records, give the usual citations for the item being cataloged and (if appropriate) LC data base citations in the 670 field.

Fcr corporate names, annotate the authority record by citing NLC as a 670 field. Do not searcn or cite other reference sources. Include the date of the NLC response to a request for verification. When the verification is obtained from the microfiche of the NLC authority file, use the date on the microfiche. Follow NLC by a parenthetical citation explicitiy giving the NLC approved form, as f oilows:

Justification of these references is not necessary. Additional references may be given if required, justified according to normal practice.

For personal names, formulate the references according to LC style, e.g., inciude dates if used in the heading. When evaluating references on existing authority records for corporate names, it will be necessary to check the heading on the NLC microfiche even if the name authority record contains a citation for the NLC form. If the heading is not found on the microfiche, request NLC verification. (Note that authority records for all corporate name

Canadian Corporate Headings-Quebec

In 1974 the government of Quebec established Frencn as the soie official ianguage of the province. As a resuit, LC's English headings for Quebec government bodies are obsolete for tne period that begins with the change of officiai language. For pubiications issued through the end of 1974, an English heading is proper. For publications,issued after 1974, use a French heading.

NLC verifies two headings for bodies that existed before and after the 1974/75 dividing iine: an English one (through 1974) and a Frencn one (after 1974). For headings for non-government bodies in Quebec, also accept NLC1s verification in French (even, for exampie, if the work being cataloged is in Engiish). There are some pureiy Engiish-language private bodies in Quebec, and PiLC verifies these in Engiisn. For those verified in French that cross the ianguage poiicy ciividing iine, appiy the provisions given above for government bodies.

If the Frencn form is chosen as the a~propriateLC heading and. it

NLC has sent us the following information regarding the forms of names for married women: "In Canada some of the provinces have new laws that allow women to choose their surname at the time of their marriage. Their legal name can be their maiden name, their husband's name, oraeompoundnamestructuredineitherorder. Wehavediscovered that authors seem to be inconsistent in how they present their names, making it difficult to assume that a woman has 'changedt her name as mignt have been assumed before the new laws came into effect."

For the time being, NLC prefers to leave the names as established on NLC fiche, until it can decide on a way to deal with this difficulty.

NACO Participants

NACO participants may have the NLC verification done by LC. Complete the name authority worksheet as usual, but the heading and reference fields may be left biank.

NLC Heading Cm m. When the Nationai Lflrary of Canada changes an existing heading, notification of the change is sent to LC. Changes to autnority an& bibliographic records (including minimal levei records) are made in the LC data base.

CATALOGING MICROFORMS

Cataloging Service Bulletin, no. I4 (Fall 1981), p. 56-58, carried the statement of the "Library of Congress Policy for Cataloging micro reproduction^,^^ and says that the policy covers only reproductions of previousiy existing materials. Materials originally issued in micropublication are not covered. This makes it necessary to distinguish the two categories, and the Library of Congress nas developed the internal guidelines below to aid in the distinction. For simplicity, the terns "reproduction" and "micropublication" are used here, "reproduction" designating the materials covered by the special policy and "microp~blication~~designating tnose excluded. LCSH IN MICROFICHE: THE NEW LOOK The December 1986 LCSH in microfiche displays a dramatic new appearance. Subscribers to the LCSE weekly lists nave already been exposed to some of these modifications. This article describes these changes and their impact on card catalogs. The need for improvements in LCSIl displays became a focus in the American Library Association wnen its RTSD CCS Subject Analysis Committee created in 1981 an Ad Hoc Subcommittee on the Format of LCSH. This committee made a survey tnat snowed that users woui6 li~ethe displays to be more understandable. The results of the survey were taken into account wnen pianning the new format of the microfiche. The new format was made possible because tine microfiche publication is now a byproduct of the onlihe system used to input and update authority records. The microfiche publication represents the

54 Catalcgring Senrice Bulletin, No. 37 (Sunnner 1987) cumulation of all subject headings in verified status in the subject authority data base at the Library of Congress at the end of the current quarter. Each fiche publication displays in effect a new edition of Library of Congress Subject H&irrgs (LCSH) and is, therefore, the most up-to-date version of LCSH available, except for the weekiy tape distribution. Secause the fiche is a byproduct of verified records in the online file, oniy compiete authority recoras are displayed; transactions against records are no ionger carried.

Tne example at the ena snows the heading Agricultural machinery as it a??es,ree i?l the 13th eeltion of LCSH and as it appears in tne 3ecenber 1986 microfiche. The new features are sumnarlzed as foilows:

1) The page format has been repiaced by a singie column format.

2: The number precede6 by sh appearing after each healifng Is the control number of the subject autnoritv record. Subscribers to MARC tapes may use this number to consult the authority record for a specific heacing. Tnis number wEi appear in the microfiche version of LCSH, Sut not in the llth edition of LCSH.

3) (May Subd Geog). This pnrase repiaces the former (Indirect) to indicate that a subject may be subdiviaed geographicaily. The changed pnrase does not indicate that rules for sabdivision by place have changed.

4) Class numbers ap2ear on a line after the heading; multiple class numbers will appear on separate lines.

5) The order of display of the references has been revamped, with see also references (now narrower terms) printed last.

6) New codes have been used to show the cross reference structure.

RESPONSE TO WEEKLY LIST QUESTIONNAIRE The Library plans to make numerous improvements to data in the subject authority database. Because these changes are more time- consuming and cumbersome if they must be printed on the weekly lists, the Library is interested in updating some aspects of subject authority records without recording all of these changes on the weekly lists. Therefore, a questionnaire was enclosed with the package of weekly lists 86/43-86/46 to solicit opinions about the importance of some of the information currentiy included in the lists. The results of the questionnaire and the revised policies recentiy implemented are described below.

Ciass numbers, see aiso references, and the canceiiation of name headings were felt to be relatively unimportant.

.As a result of the responses and in an attempt to ennance the Library's ability to maice needed improvements efficientiy, tne following decisions have been made:

I) New headings will continue to be printed on the iist with fuli authority data.

2) However, a project to prlnt previously-established headings for invertebrates formeriy not printed in LCSEi wili be omitted from the list. Exampies of the klnds of headings In this project appear on List 87/17 under tine groupings for Aphragmorphora, Archiacanthoceph- ala, and Beroe. Similar headings wiil be omitted from the list in the future but will appear in tne microfiche LCSH, on the weekiy update tapes and in later editions of LCSH.

3) Cancellations of a heading with replacement by another wili continue to be printed.

4) Some class number changes are being omitted from the list.

5) Deletion of some see also references from terms that continue to be vaiid may be omitted from the list. This wiil enable the Library toundertakeprojectstou~aatethereferencestructuretoconformwitn current rules for hierarchy.

6) The addition of some see aiso references wiil also be omitted, especially if the references are standard and. predictable. For exampie, headings constructed with a iegai qualifier, such as (Canon law), (Jewish law), and (Byzantine law), wili have a BT added for tne establisned form of law, in these cases Canon law, Jewish law, and Law, Byzantine. List 87/20 shows exampies gf these addit2ons; other such additions wili not appear on the weekly ilsrs.

It is important to note that all amendments to authority records will take place in the Library's oniine file. Therefore, ail revised authority records are distributed in the weekly tape service and wili appear in their newly approved form in subsequent editions of the microfiche and printed LCSH.

CATALOGING DISTF?IBWTION S-CE

Beginning with fiscal year 1988 (October 1, 1987) the Cataioging Distribution Service (CDS) wiii change its fiscai proceciures. At that time an automated system will be put into effect that will enable CDS to impiement Library of Congress reguiatlons tnat rewire tnat 1) all orders be on a pay-as-you-go basis and 2) payment be made in U.S. currency, UNESCO coupons, or international money orders.

There will be one exception to the new fiscal requirements: certain U.S. customers who are pronlbited by state or iocal government regulation from paying before receiving an oraer will be allowed to purchase on credit if they suppiy CDS with a copy of the reguiation pronibiting prepayment. However, a finance cnarge set annually by tne U.S. Department of the Treasury wiil be made on invoices unpaid more than thirty (30) days after the billing date. The current rate of eight percent is effective through December 31, 1987.

Foreign customers who have outstanding balances after October 1 will aiso be charged the late payment fee. Foreign customers, however, will not be allowed to charge merchandise after October 1 and will be required to make payments in U.S. currency, UNESCO coupons, or international money orders. No payments that require funds to be converted to U.S. currency will be accepted.

CDS is encouraging all customers to establish deposit accounts. Maintainingadepositaccountcanspeedprocessingandallowcustomers to order by telephone. In addition, it can eliminate the time and expense of writing frequent checks for small amounts. Orders witb accompanying full payment will aiso be accepted. Tne document contains approximately 980 cnaracters witn tnelr coding.

Through the cooperative cataioging project witn RLIN for the bibliographic control of CJK material, a USMARC- CJK database is being created and its CJK records are avaiiabie through the CDS MARC distribution services of the Library of Congress. The character sets will enhance subscribers1 abiiity to manipuiate the CJK data.

SUBJECT CATALOGING MANUAL: SHELFLISTING

Subject Cataloging mual: Shelflisting provides a set of guidelines for shelflisting as applied in the Subject Cataloging Division of the Library of Congress. The manual, packaged in a three- ring binder, consists of looseleaf pages containing individual instruction sheets, each limited to a single topic. Many of the instruction sheets included in the manual describe practices of interest to ail who use the Library of Congress Classification system and who wish Yo create call numbers according to LC policy. Otner instruction sheets describe internal practices that may assist others in handling certain probiem situations. Practicing catalogers or shelfiisters wishing to assign a cutter number in the spirit of LC's

This wor~is a practical guide to the procedures to follow in many different shelflishing situations. An individual instruction sneet typically consists of lists of procedures to be followed when dealing with a particular situation or topic. THe procedures may be preceded by introductory statements, inciuding purpose and background materiai. The latter usualiy provides historical perspectives. as well as theoretical considerations. Statements of procedures are usually accompanied by examples of actual titles. The - procedures are, however, not the definitive statement on how LC would currently shelflist any particular work. In some cases when actual titles are used as illustrations, the forms of headings shown may not reflect accurately the forms that had been assigned when the item was originally cataloged and shelflisted.

GEOGWHIC CUTTERS

Geographic Cutters, a 24X microfiche publication containing Cutter numbers for U.S. cities, counties, and regions, has recently been published. The Cutter system refines geographic classification so that material on even a small geographic area can be separately identified and easily located in a library's collection. Physical features, including cultural features such as historic buiidings, and natural features such as rivers are also inciuded. Catalogers can use the 32,000 Cutter numbers listed as an extension of the Library of Congress Classification: Class G to classify maps with greater consistency. Geographic Cutters was pregared by the Geography and Maps ilivision witn the aid of a resource person in each state. In MARC bibiiograpnic records, the codes may be used in conjunction witin tags 050 and 090 to ciassify maps; with tag 052 to code tine geographic areas identified in the subject analysis of any form of materiais; and tag 033 to indicate the location where a recording or interview took piace. Geographic Cutters offers an added advantage for iibrarians who use the geographic ciassification code inaex in the NUC Cartqraphlc mterials. The 2naex is arranged by geographic cutters; thus, looiting up the Cutter number can provide a snortcut to using tine inaex. In addition, iibrarfes that use tinese Cutter numbers to produce biblio~raphicrecoras will find that when tney exchange records witn other iibrarfes, they wiii be abie to retrieve easily their records as weli as those of other sharing libraries.
