I also want to acknowledge the advocates, community leaders and those working to end wage discrimination every day, including the leadership of Emanuela Heyninck, Ontario's Pay Equity Commissioner and the Pay Equity Office. We recognize the critical role that women play in our economy, while reflecting on the sombre reality that women earn less on average than men. We must recommit ourselves to ending this discrimination and celebrating the amazing contributions women make to our economy, while ensuring that the contributions of our daughters and granddaughters are fully valued and recognized. By acknowledging this day, Ontario joins others around the world in recognizing that while we've made significant progress, this inequality still exists and we still have more work to do. Women make up a central part of the workforce, the majority of post-secondary graduates, and a growing number of leaders in our economy and our society. Ontario women are innovators and scientists, teachers and CEOs, and, I'm incredibly proud to say, the Premier of Ontario. However, on average, women still do not make the same income as men, and this gap increases among racialized women and those women living with a disability. And as long as there is a wage gap, Ontario's economic engine is failing to fire on all cylinders. That's why we have asked the province's Pay Equity Commission to hold a roundtable to discuss ways to address the gender wage gap in Ontario. It was our government under Premier Peterson that passed the Pay Equity Act. Today, it is still recognized as one of the most progressive pay equity statutes in the world. In 2012, we provided nearly $1.5 million in funding to support women in the skilled trades. We've also launched the Second Career program and helped more than 38,000 women retrain for a new career. We recognize that 58 per cent of minimum wage earners are women. Our government is increasing the minimum wage to $11 on June 1. And we have introduced legislation that would, if passed, tie future annual minimum wage increases to Ontario's Consumer Price Index, to make it easier for women and all workers to put food on the table, a roof over their head, and help their kids get ahead. This will put more money in the pockets of hard working women and their families. The truth is, Mr. Speaker – Equal Pay Day is a day that shouldn't exist. Recognizing the value of the work that women do contributes to a more equal, just and prosperous society. So I call on all Ontarians to recommit themselves to closing the gender wage gap so we can achieve fairness in pay. Page 2 of 3 Minister Piruzza Mr. Speaker, I rise to join my colleague the Minister of Labour in recognizing April 16 th as Equal Pay Day. I share the Minister's and our government's belief in the importance of this day. It is particularly important to the women of Ontario. Today, half of Ontario's workforce are women and more than half of our post-secondary graduates are female. Professionally, women have broken through in every field. Almost 50 per cent of Canada's small and medium-sized businesses are owned or partially-owned by women. Across Canada, women-owned small businesses generate a massive $18 billion annually and provide 1.7 million jobs. Yet for all our successes — there are challenges. The fact that the gender wage gap exists means that women's economic potential is not fully utilized — shortchanging women in the labour market means shortchanging Ontario's families. We know that helping women achieve gender equality is vital to Ontario's economic prosperity. We also understand the challenges some women face in the labour market. My colleague Minister Flynn mentioned the important steps taken by the Ministry of Labour to increase the minimum wage and strengthen workplace rights for vulnerable workers. I am very encouraged by these measures because we know that they will particularly benefit women. Our government is also investing significantly in child care and full-day kindergarten. These investments help women return to the workforce or take training to upgrade their skills, knowing their children are well cared for. Through the Ontario Women's Directorate, we are also investing in training programs for women to help them secure better-paying jobs in the skilled trades and the information technology sector. We also continue to support the advancement of women in business and in senior leadership positions. We know that today women account for just 15.9 per cent of board members in the Financial Post 500 companies. This past summer our government asked the Ontario Securities Commission to undertake a review and public consultation on a "comply or explain" approach to corporate governance. We did this because there remains a stigma in the corporate world that we must work hard to change. We have seen that when other countries have adopted a "comply or explain" approach there has been an increase in female corporate leadership. As a government and as female role models we must continue to work hard to break down barriers. For the women of today and the leaders of tomorrow. So let's join together to recognize Equal Pay Day to promote the equality of women. We must close the gender gap for all Ontario women. Whether ensuring a decent wage for frontline service providers, breaking the corporate glass ceiling for senior business leaders, or overcoming an equality barrier faced by women in the skilled trades. Because it's good for our economy and it's the right thing do. Strong women mean a strong Ontario. Thank you Mr. Speaker. In particular, you may recall the discussion regarding the significant financial impacts of Bill 148 on Ontario’s municipalities and their day-to-day operations. As you are aware, there is a great deal of concern in the municipal sector regarding the potential costs associated with Bill 148, most notably in the areas of fire services and public works operations, both of which are essential services. With the draft Bill now progressing toward final reading, the EOWC wishes to reiterate the position that detailed exemptions must be made for municipal staff providing essential services on a standby or on-call basis. As of the writing of this letter, our member municipalities have not been able to ascertain the exact financial impact of the proposed Bill — and specifically how and when the on-call or standby provisions apply. The negative impacts of Bill 148 on rural Ontario municipalities, in its current form, cannot be stressed enough.

The proposed changes in Schedule 30 of Bill 177 deal with: Providing authority for the Deputy Minister (DM) of the Ministry of Labour (MOL) to establish written directives for use by inspectors respecting the interpretation, administration and enforcement of the Act and its regulations; Allowing the authority to be granted to an Assistant Deputy Minister Adding a legal requirement that inspectors comply with the directives This power allows a DM to effectively write law, is essence by-passing the Legislature and Cabinet. These provisions will undermine the legal authority of the MOL inspectorate. This is not the first time that we have dealt with this issue. The bureaucrats tried to make a similar power grab with proposed amendments in 2011. Part of argument we heard back then was that they needed the changes to deal with a lack of consistency of enforcement. As we responded then and we say again today, if the issue is one of a lack of consistency then the MOL needs to do a better job of managing consistency. This is a labour relations issue that should be dealt with through the ministry’s labour/management process. The MOL already has the authority and indeed the responsibility to prepare policy and procedures, directives and interpretations. The management of the MOL also has the responsibility to ensure that everyone is following these policies, procedures, etc.

    Stronger Hospitals, Better Care for Halton Major Funding Boost Will Reduce Wait Times, Address Capacity Issues and Provide Better Care Closer to Home NEWS March 23, 2018 Ontario is investing an additional $27.58 million in Halton Healthcare hospitals in Oakville, Milton and Georgetown - for a total increase of 9.30 per cent for 2018-19. This is part of the province’s commitment to invest an additional $822 million investment in Ontario hospitals in 2018–19 — an increase of 4.6 per cent. Halton MPP Indira Naidoo-Harris joined Halton Healthcare President and CEO, Denise Hardenne at Oakville Trafalgar Memorial Hospital to explain how this major increase in hospital funding will provide better access to care, reduce wait times, address capacity issues and better meet the needs of Halton’s changing and growing population. This overall increase of 4.6 per cent across the province is on top of the 3.2 per cent provided last year — allowing hospitals to invest with more precision in the care and supports that address the specific needs of their patients and community. Patients and families across Ontario will also directly benefit from this increased funding with the expansion of essential services to reduce wait times and priority procedures such as cardiac care, critical care, chemotherapy, treatment for strokes, hip and knee replacements, and medical imaging. Increasing funding to hospitals and access to high-quality health care across the province is part of the government's plan to support care, create opportunity and make life more affordable during this period of rapid economic change.

    September 27, 2017 The Honourable Kathleen Wynne Premier Legislative Building, Room 281 Queen’s Park Toronto, ON M7A 1A1 Dear Honourable Premier: We are writing today, as representatives of trade unions, service providers and experts on gender-based violence, to call on the Ontario government to ensure that paid domestic and sexual violence (DV/SV) leave is a part of the amendments introduced to Bill 148, the Fair Workplaces, Better Jobs Act. We know that DV/SV has a significant impact on workplaces and workers – the evidence is clear. A recent national study on the impacts of DV/SV on workers and the workplace found that one third of Canadian workers experience DV/SV in their lifetime. For over half of them (54%), violence follows them to work. 82% of survivors found that DV/SV negatively affected their work performance and 37% said that their co-workers were also negatively impacted. Less than 10% of survivors lost their jobs for reasons connected to the volatility at home. Numerous studies have shown that women with DV/SV experiences have more disrupted work histories, are on lower personal incomes, have had to change jobs more often, and are employed at higher levels in casual and part time work than women without these experiences. Ontario has already taken a number of important steps in clarifying employers’ responsibilities to protect and support workers through reforms to the Occupational Health and Safety legislation. Although we support the recent amendment to provide a designated leave of survivors of DV/SV, it falls short of providing the support and job protection that is critical to survivors of DV/SV.
