IEEE VEHICULAR TECHNOLOGY SOCIETY Election of Members to the Board of Governors For a Three-Year Term 1 January 2021 – 31 December 2023 ABDERRAHIM BENSLIMANE (M’99-SM’08) Biography: Abderrahim Benslimane is Full Professor of Computer-Science at the Avignon University/France since 2001. He has been nominated in 2020 as IEEE VTS Distinguished Lecturer. He has the French award for Doctoral supervision and Research 2017-2021. He has been recently an International Expert at the French Ministry of Foreign and European affairs (2012-2016). He served as a coordinator of the Faculty of Engineering and head of the Research Center in Informatics at the French University in Egypt. He was attributed the French award of Scientific Excellency (2011-2014). He has been as Associate Professor at the University of Technology of Belfort-Montbéliard since September 1994. He obtained the title to supervise researches (HDR 2000) from the University of Cergy- Pontoise, France. He received the PhD degree (1993), DEA (MS 1989) from the Franche-Comte University of Besançon, and BS (1987) from the University of Nancy, all in Computer Science. He has been nominated IEEE ComSoc VC of Multimedia TC 2020-2022. He is past Chair of the ComSoc Technical Committee of Communication and Information Security 2017-2019. He is EiC of Inderscience Int. J. of Multimedia Intelligence and Security (IJMIS), Area Editor of Security in IEEE IoT journal, editorial member of IEEE Transaction on Multimedia, IEEE Wireless Communication Magazine, IEEE System Journal, Elsevier Ad Hoc Networks, Springer Wireless Network Journal and Past Area Editor of Wiley Security and Privacy journal 2017-2019. He is co-founder and serves as General-Chair of the IEEE WiMob since 2005 and of iCOST and MoWNet international conference since 2011. He is General Chair of IEEE CNS 2020. He is Executive Forum Co-Chair at IEEE Globecom 2020. He is Program vice Chair of IEEE TrustCom 2020. He is Program Chair of IEEE iThings 2020. He served as a Symposium co-chair/leader in many IEEE international conferences such as ICC, Globecom, AINA and VTC. He was Guest Editor of many special issues. He participates to the steering and the program committee of many IEEE international conferences. He was Board committee member, Vice-chair of Student activities of IEEE France section/Region 8; he was Publication Vice-chair and Conference Vice-Chair of the ComSoc TC of Communication and Information Security. He participates to the steering and the program committee of many IEEE international conferences. He has more than 210 refereed international publications (books, conference proceedings, journals and conferences) and more than 16 Special issues. All publications are in my research topics. He supervised more than 17 Ph.D thesis and more than 40 M.Sc. research thesis. He has been reviewer of a great number of journals, of national research projects sponsored by the ANR/Telecom French Agency. He is involved in many national and international projects. If elected, I will be highly committed to: - Expand programs such as Distinguished Lecturer Tours and Student Travel Grants and awards. - Build multidimensional VTS-industry-academia linkages. - Strengthen the partnership with local Chapters and Sister Societies and IEEE regions; I propose to work closely with the region 8. - Promote the development of young leaders assuring open career paths for young members to become VTS leaders, organization of new programs, etc. - Promote the inclusion of members around the world in the VTS leadership team. ALVIN CHIN (M’99-S’02-M’09-SM’19) Biography: Dr. Alvin Chin is a Senior Researcher in Machine Learning at BMW Technology Corporation, Chicago where he works on big data and machine learning for improving driving behavior and enabling intelligent driving. His current research involves studying user behavior in driving to provide intelligent user and car experiences. Dr. Chin has authored more than 30 publications and 10 patents, including pending. He received a PhD in Computer Science from the University of Toronto, MASc in Computer Engineering from the University of Waterloo and BASc from the University of Waterloo. He has previously worked for Nokia Research Center, Nokia and Microsoft in Beijing, China. Dr. Chin is active in the Chicago community in data science and machine learning meetups, as member of various program committees of academic conferences, and has given more than 50 talks to universities, meetups and conferences. Statement: If I am selected for this position, I would like to have a plan to involve more industry professionals in the automotive industry and vehicular technology industry to be in the IEEE Vehicular Technology Society. This would be achieved by providing industry professionals a discounted IEEE VTS membership and have them be involved in IEEE VTS standards activities as well as involvement in the IEEE VTS conferences. As well, companies in the industry would have the opportunity at a conference discount, to be a sponsor or have a booth showcasing their products as well as being able to provide recruiting activities to the many students who are looking for career opportunities during these conferences. I would also propose having a separate track in the IEEE VTC conferences on Connected and Autonomous Vehicles, to allow industry researchers and industry professionals to submit work in this area, where they wouldn’t submit before because the tracks were more of an academic and theoretical nature. DANIEL B. DA COSTA (GSM’07-M’09-SM’13) Biography: Prof. Daniel B. da Costa is currently Executive Editor of the IEEE COMMUNICATIONS LETTERS and Area Editor of the IEEE OPEN JOURNAL OF THE COMMUNICATIONS SOCIETY, Area: Green, Cognitive, and Intelligent Communications and Networks. He is also Editor of the IEEE COMMUNICATIONS SURVEYS & TUTORIALS, IEEE TRANSACTIONS ON COMMUNICATIONS, IEEE TRANSACTIONS ON VEHICULAR TECHNOLOGY, and IEEE TRANSACTIONS ON COGNITIVE COMMUNICATIONS AND NETWORKING. He has also served as Associate Technical Editor of the IEEE COMMUNICATIONS MAGAZINE. From 2012 to 2017 and from March 2019 to August 2019, he was Editor and Senior Editor, respectively, of the IEEE COMMUNICATIONS LETTERS. He has served as Lead Guest Editor and Guest Editor of several Journal Special Issues. He has been involved on the Organizing Committee of several conferences. He is currently the Latin American Chapters Coordinator of the IEEE Vehicular Technology Society. He has been elected as Vice-Chair Americas of IEEE Cognitive Networks Technical Committee (TCCN) for the biennium 2019-2020. He is also Director of the TCCN Newsletter and Chair of the Special Interest Group on "Energy Harvesting Cognitive Radio Networks" in IEEE TCCN. Prof. da Costa is the recipient of four conference paper awards. He received the Exemplary Reviewer Certificate of the IEEE WIRELESS COMMUNICATIONS LETTERS in 2013 and 2019, the Exemplary Reviewer Certificate of the IEEE COMMUNICATIONS LETTERS in 2016, 2017, and 2019, the Certificate of Appreciation of Top Associate Editor for outstanding contributions to IEEE TRANSACTIONS ON VEHICULAR TECHNOLOGY in 2013, 2015 and 2016, the Exemplary Editor Award of IEEE COMMUNICATIONS LETTERS in 2016, the Outstanding Associate Editor Award of IEEE ACCESS in 2017, and the Certificate of Appreciation for notable services and contributions to IEEE ACCESS in 2018 and 2019. He is a Distinguished Lecturer of the IEEE Vehicular Technology Society. He is a Senior Member of IEEE, Member of IEEE Communications Society, and IEEE Vehicular Technology Society. Statement: If elected to make part of the Board of Governors of VTS, I intend to work hard with all members to consolidate VTS as one of the world’s most relevant society for vehicular technologies and communications. I’ll make hard efforts to increase the VTS internationalization, particularly towards developing countries, for instance promoting the next IEEE Vehicular Technology Conferences in such areas (Brazil, for example). I also plan to discuss and develop new ways to attract and involve new members in the society. YUE GAO (S’03-M’09-SM’13) Biography: is a Professor and Chair in Wireless Communications at Institute for Communication Systems, University of Surrey, United Kingdom. He received his bachelor degree from Beijing University of Posts and Telecommunications in China in 2002, and his MSc and PhD degrees from Queen Mary University of London (QMUL) in the United Kingdom in 2003 and 2007, respectively. Dr Gao was a Lecturer, Senior Lecturer and Reader in Antennas and Signal Processing with QMUL. He currently leads a research lab developing fundamental research into practice in the interdisciplinary area of smart antennas, signal processing, spectrum sharing, millimetre-wave and Internet of Things technologies in mobile and satellite systems. He has published over 180 peer-reviewed IEEE journal and conference papers, 3 patents, 1 book and 5 book chapters and 3 best paper awards. He is an Engineering and Physical Sciences Research Council Fellow from 2018 to 2023. He was a co-recipient of the EU Horizon Prize Award on Collaborative Spectrum Sharing in 2016, shortlisted for the Newton Prize on Internet of Things systems for smart farming in 2019, and received Research Performance Award from Faulty of Science and Engineering at QMUL in 2017. He has obtained 4.4 million research grants as a principle investigator and supervised 9 PhD students and 6 postdoctoral research associates to completion as the first supervisor. Statement: I am willing to stand for election to the Board of Governors of the IEEE Vehicular Technology Society, and if elected agree to undertake the duties of the post, including attending face to face Board of Governor meetings (currently three per year), and taking responsibility for an area of Society activity as directed by the President.
