The vote -- yeses from Councilmembers John McCowen, Mari Rodin and Phil Baldwin, and noes from Councilman Doug Crane and Mayor Mark Ashiku -- came as no surprise to those who had been following the discussion since it began in December. The meeting lasted only 25 minutes, putting a quick end to months of debate on the matter. The ordinance, which adds the act to the Ukiah City Code, will take effect July 13, just days before nomination forms are made available for the November election. While Baldwin, McCowen and Rodin have staunchly supported campaign reform, Crane and Ashiku have held strong in their disap- proval of the act since discussion began.
