Dear President Carter:

We first met at Arlington National Cemetary on Hay 9, 1980 at the memorial services held for our son, Captain Charles T. Hcl1illan II and the seven other brave Americans. At that time you met briefly with the families of the eight fallen Americans and we were the last of the families you talked with.

At that time I stated that I did not hold you responsible for the accident and that I approved of the rescue attempt 100. Also, if I personally could be of service to you or my country, I Hould.

Now,! four months later, after numerous interviews with ABC, NBC and CBS,' the Canadian }�roadcasting Company, Japanese TV, newspapers, and from all of the letters, telegrams and telephone calls inquiring as to my fee lings about you, the Iran situation and the co ndition of our country in general, being a Tennessean, a southener and above all a true and loyal American I feel I may be of help. o Attended Rice University in Houston, Texas, graduating with a degree in biology in 1969.

o Entered service immediately thereafter and has been in Marine aviation as a helicopter pilot for the past 10 years. During this time, he served a combat tour in Vietnam in 1971-1972 and was involved in the Haiphong Harbor mine sweeping operation in 1973. He has been in the Presidential mission with HMX-1 since 1976 and was a Marine One advance officer for the past three years.

Dick Hatcher, President of the u.s. Conference of Mayors, asked for this bi-partisan meeting in order to discuss your economic renewal program. -2-

III. Background

The USCM Executive Committee wants to make two requests of you relative to your economic program. 'c; •' '

__( 1. To send parts of your spending package to the Hill during the current session of Congress. They.feel their cities need the ·spending now to combat unemploy­ ment and the recession in general.

2. To ask your support of Local Public Works as an unemployment weapon and to get an EDA bill out of Congress.

As you know, the USCM has always been a stronger advo­ cate of these positions than other state and local groups. However, in many ways they have not understood the newer realities about Congressional views on spending, particularly in the Senate.

The request for this meeting resulted from a larger meeting of Mayors in Sun Valley last week. They decided to press on these two points and to support your program overall. (See attached press release. )

IV. Political Background

There have been one or two minor political incidents concerning this meeting which you should know about.

A. Lee Alexander was a little upset that h1s planned meeting of the National Conference of Democratic Mayors with you prior to the Convention was cancelled and that Dick Hatcher got a USCM meeting first. (The Democratic Mayors meeting was cancelled because we did not want the meeting to be used to push "stimulus spending" prior to the announcement of your program. ) I assured Lee that during the campaign we will make an opportunity for you to meet with the Democratic Mayors group.

B. We were concerned that Mayor Richard carver (R) of Peoria would use this meeting to attack the program. As immediate past President of USCM, it would have been impossible to exclude him.

Dick Hatcher has talked with him. They have an agreement to refrain from any partisan statements. In jest� Carver might present you with a cup and saucer from "Jimmy's Kitchen" in Hong Kong where he recently traveled. v. Talkirig�P6irits

Your entrance will start the meeting.

1. I am proud of the partnership I have been able to establish with the nation's Mayors. A relationship I hope transcends politics and this Presidential election.

2. The urban programs and policies I have initiated over the last four years were not drafted as political policies. Targeting to the areas with greatest need� not allowing sewer and highway money to be spent in ways that hu rt cities--have not always been popular.

3. I want to continue that relationship.

4. I am proud of the economic program announced last week and want to mention a few items where I need your help.

a. countercyclical� I will press for this $1 billion program immediately. It will be tough to pass. There are only a few legislative days left. We have a bill already reported in the House and we're working closely with the Senate. - ..�

b. Some of the provisions of my tax proposal wi.ll. ·be very controversial but they build on the .b�st of our strongest urban policies­ targeting. The targeted investme�t credit will provide a large tax incentive for businesses to invest in our cities; and the additional funds for industrial development will be very helpful. Finally, the social security tax cut will provide much needed fiscal relief to cities who pay social security-·in fact� $800 million to state and local governments. The best way to get these proposals is to stay united across party lines next year.

1. L6cal Public W6rks� When the Mayors raise the issue of a $2 billion local public works bill, we recommend that you make the following points:

o The EDA bill is an extremely high priority for me. We've worked for nine months to break the Conference deadlock.

o We tried earlier this year to work out an acceptable stand-by public works program. We were very close to agreement with the House Conferees. We were prepared to support that agreement. But the Senate is dead-set against any stand-by public works. Senators Randolph and Burdick feel that it will be beaten badly on the Senate floor and they're not going to accept that. .

o Yesterday, I met again with the House and Senate Conferees. In order to break the Conference deadlock, we proposed that the authorization for EDA's regular pu blic works and economic adjustment programs be incr�ased by $500 million. I also committed to 'requesting at least an additional $200 million of appropriations for EDA in my FY 1981 budget supplemental.

o I know that $500 million is not as mu ch as $2 billion, but I honestly feel that this is the only way to break the EDA deadlock.

2. Immediate Submission of Economic Legislation. When the Mayors urge you to send your economic legislation to the Hill this year, you could respond:

o On the two key spending initiatives, counter­ cyclical and supplemental unemployment benefits, I have asked Congress to act immediately. And we're already making progress on these.

o Congress simply will not have time to consider more than that. We're got fewer than 20 days left in this legislative session. We're going to have a hard enough time getting important pending bills-- Revenue Sharing, EDA, etc.-­ through before they adjourn.

ON. PRESIDENT'S ECONOMIC RENEWAL PROGRAM

The President's economic renewal program is a first step towards the !:ind of: national investment policy our cities need and our economy demands.

Although it is not everything we sought for the people who live in our cities, it offers hope for some relief from recession and from misguided attempts to fight inflation on the backs of the poor and the unemployed.

Eight of 11 anti-recession measures unanimously endorsed by the U.S. Conference of Mayors at its annual meeting in Seattle last June are included in the President's program, either in whole or in part.

We welcome the White House's pledge to seek immediate approval by Congress of $1 billion in countercyclical funds for fiscal 1981 and an additional 13 weeks of unemployment compensation. We pledge our support in this effort.

The proposed increase in federal funds for highway rehabilitation · and mass transit, weatherization of homes and public buildings, economic development and job training are also welcome investments in our cities.

We would have liked some of these increases, parti6ularly the $300 million proposed for the Comprehensive Employment and Training Act, to be larger. But we are ready to work for quick enactment of this package, or a similar package, in Congress.

We also will continue to support the programs endorsed by the Conference of Mayors which are not part of the Administration's package -- a labor­ intensive public works program, expanded housing su bsidies for low - and middle-income families and targeting of 10 percent of defense research and procurement funds into labor-surplus areas.

Finally, we trust that local officials, including mayors, will be represented on the President's proposed Economic Revitalization Board. The Board's recommendations on national industrial development and other matters could be vital to the health of our cities.

SUBJECT: Release of Interim Registration Data

Attached is a memorandum to you from Bernie Rostker, Director of the Selective Service System, conveying the initial results of our program to register young men born in 1960 and 1961. He has a firm count of 3,593,187 registrations -- 93 percent of those eligible -- received by August 22. This exceeds levels reached at this point in the past (1973) when registration ultimately reached 99 percent of those eligible.

There has been a good deal of recent speculation in the press that the registration was a failure, and that 25 percent or more of eligible young men did not register. To release and explain the actual count, Dr. Rostker has scheduled a press conference for tomorrow at 10:30 a.m.

In the press conference, Dr. Rostker will concentrate on the facts, which are very well backed up with data. No new policy on enforcement will be announced. Rather, our message will be that the registration has progressed remarkably well so far, bolstering our often-stated conviction that voluntary compliance will be nearly universal. At· the end of the required 90 day process for confirming registrations by letter, we will begin to identify those who have failed to comply and enforce the law.

We have consulted Jody Powell and he concurs that we should proceed with the announcement tomorrow.

Subj: Selective Service Registration

On 2 September 1980, we received the final shipment of keypunched registration forms and their associated computer files from the Internal Revenue Service. These registrations, together with continuing late and overseas registrations forwarded directly to Selective Service, provide the first preliminary count of the 1980 Selective Service Registration. Considering registration through 22 August 1980, Selective Service had received 3,593,187 registration forms. We estimate this to be about 93% of the eligible population.

The eligible population is based upon 1979 Census Bureau estimates of the population of the United States by year of birth. These data are reduced by estimates of the institutionalized population and those serving on active duty with the Armed Forces. We estimate that nation­ ally about 3.88 million young men are currently required to register with Selective Service. We do not have population profiles by geo­ graphic region, state, county, or city, and have cautioned against the . use of such estimates. Local comparisons are meaningless, since our procedures allowed young men to register at any post office in the country. Moreover, population shifts indicated by the preliminary results of the 1980 census point to the difficulty of establishing an appropriate base on anything but a national level.

The present registration can be compared with data available for 1973 (the 1955 year of birth group). In that year, we registered 77% of the eligible population "on-time", with an additional 6% "one-month­ later". This total of 83% compares with 93% for the current registra­ tion through August 22nd. It is important to note that within 12 months, the total registrations for the 1955 year of birth group were over 97%. We expect to continue to accept late registrations and thus our current performance should improve over time.

Finally, the quality of the registration data is extremely high. We estimate a net error rate of less than 1 percent. Also, we es�imate that about 15% checked the box indicating their desire to receive infor­ mation about opportunities in the Armed Services.

Our experience over the last nine months clearly indicates the need for a system of continuous registration. Even with six months of in­ tense planning and prepositioning of registration materials, it still took us four weeks, after Congressional approval, to mount the regis­ tration. The processing of completed registration material is still

Mr. President, if I may be allowed to end on a personal note, this registration was in a very real sense a cooperative effort. The United States Postal Service and the Internal Revenue Service provided invalu­ able support. The Office of Management and Budget, particularly John White and Harrison Wellford, was instrumental in providing the environ­ ment necessary to carry out this program.

SUBJECT: EPA Sanctions Against California for Failure to Adopt Vehicl� Inspection Law ) EPA has announced the initiation of a process that could lead to the cutoff of more than $800 million of federal sewer, water and highway funds to the State of California. EPA is forced to take this step because the State legislature failed, despite efforts by the Governor, Senator Cranston and others, to adopt an automobile inspection program mandated by the Clean Air Act.

The legislature's failure is closely tied to an intra-State fight between the State senate and the Governor over appoint­ ments to the State Clean Air Board. California has been given several extensions in time deadlines to meet this requirement and the Senate defeated the necessary measure by three votes several da ys ago just prior to adjournment.

The sanctions process will take time and will not result in the actual cutoff in funding for a number of months. The legislature convenes again in December and may pass the necessary legislation at that time in the face of the fund cutoff.

I spoke with Grey Davis, Jerry Brown's Executive Assistant. He reports that the issue is viewed in California as an intra-State fight and not one in which EPA or the Administra­ tion is being heavy-handed with California.

Stu and I are handling this matter in close consultation with the Governor's office and with Doug to insure that there is minimal criticism of the Administration.

This matter has been discussed at Jack's morning meeting with Carter/Mondale staff.

Secretary Andrus feels very strongly that we should try to pass an acceptable water reclamation bill this year. I believe that an acceptable bill cannot be passed this year and that if we release our hold on the bill the President will have to veto it ultimately. CL (Bill Cable) agrees. Needless to say, such a veto would hurt us enormously in California.

Because the Secretary feels so intensely about this matter, he wants to see the President for a few minutes to make certain the President has heard his position. I have no objection to that and in fact believe it would be useful for the President and Andrus to reach an agreement on how the bill and the entire issue should be handled. I would therefore appreciate your scheduling a 5-10 minute meeting for Cecil in the very near future.

SUBJECT: Auto Industry Committee

Your auto policy included a commitment to form a tripartite Auto Industry Committee, composed of representatives of the auto industry, organized labor and government. This memorandum describes our recommendations for the structure and membership of the Committee.

Structure of Committee:

We recommend that the Committee have the following structure:

o An Executive Committee composed of senior officials from government, the auto industry, the UAW and AFL-CIO, the auto dealers and the suppliers. The Executive Committee will set the agenda for the Committee, keep you informed of the Committee's progress and make recommendations to you through the EPG.

o Several Task Forces to address specific substantive issues of concern to industry, labor and government. Based on our discussions to date, the following task forces should be included:

1. Regulations 2. Plant Location, Worker Adjustment and Community Impact 3. International Competitiveness 4. Post-1985 Fuel Economy Standards and Capital Needs 5. Investment Incentives and Taxes 6. Research and Technology 7. Trade

o State and local officials, environmentalists, consumers and others with an interest in the auto industry will be included on the task forces, where appropriate, and will be asked to advise the Committee regularly. o The Committee and Task Forces will be chartered in accordance with the Federal Advisory Committee Act, and a full-time staff director will be appointed. o The government representatives, with the exception of Neil Goldschmidt, will participate in the Committee as non-voting members. Neil, as Chairman, will vote only to break a tie. This structure will avoid the problem we have had with the steel advisory committee, in which Cabinet members are forced to take positions on controversial recommendations to you.

Membership:

We recommend that the following people be appointed to the Executive Committee:

Secretary of Transportation (Chairman) Secretary of Labor Secretary of Commerce Doug Fraser (President, UAW) Peter Bommarito (President, United Rubber Workers) Lloyd McBride (President, United Steel Workers) Tom Murphy (Chairman, GM) Phil Caldwell (Chairman, Ford) Lee Iacocca (Chairman, Chrysler) Gerald Meyers (Chairman, AMC) James McLernon (President, VW America) George Irvin (President, National Automobile Dealers Association) James Bere (Chairman, Borg-Warner, a major supplier)

The appointments from organized labor were approved by Lane Kirkland and Landon Butler.

Announcement Strategy:

If you approve of our recommendations, we recommend that the Committee membership be announced as soon as all of the appointees agree to serve. The first meeting of the Committee could take place about two weeks later. We recommend that you open the first meeting.
