Brain Thom of the Diocese of Idaho, The Rt. Rev. Robert Ladehoff the Eighth Bishop of Oregon, and The Rt. Rev. Neff Powell the Fifth Bishop of Southwestern Virginia. Bishop’s Address to Convention Each day I am privileged to travel from my home to the Bishop’s Close for work I notice the large stones that stand before the entrance and I am reminded of an ancient story often told. It is a story most of you have heard but I do not think many of you have heard it in this form:

The Original Stone Soup Story from 1808, “To Make Stone Soup” A traveler, apparently wearied, arrived one morning at a small village that lies to the north of Schauffhausen, on the road to Zurich, in Switzerland. A good woman sat spinning and singing at the door of her cottage; he came up to her; talked irst about the roughness of the roads, and then of the prospect of a luxuriant vintage along the banks of the Rhine: at last he asked her if she had any ire? “To be sure I have! How should I dress my dinner else?” “Oh, then,” said the Traveler, “as your pot is on, you can give me a little warm water.” “To be sure I can! But what do you want with warm-water?” “If you will lend me a small pot,” said the Traveler, “I’ll show you.” “Well! you shall have a pot. There, now what do you want with it?” “I want, said the Traveler, “to make a mess of stone soup!” “Stone soup!” cried the woman, “I never heard of that before. Of what will you make it?” “I will show you in an instant,” said the man. So untying his wallet, he produced a large smooth pebble. “Here,” he cried “is the principal ingredient. Now toast me a large slice of bread, hard and brown. Well, now attend to me.” The stone was infused in warm water; the bread was toasted, and put into the pot with it. “Now,” said the Traveler, “let me have a bit of bacon, a small quantity of sauerkraut, pepper, and salt, onions, celery, thyme.” In short, he demanded all the necessary materials. The good woman had a store cupboard and a well cropped garden; so that these were procured in an instant, and the cookery proceeded with great success. When it was inished, the kind hostess, who had watched the operation with some anxiety, and from time to time longed to taste the soup, was indulged. She found it excellent. She had never before tasted any that was so good. She produced all the edibles that her cottage afforded; and spreading her table, she, with the Traveler, made a hearty meal, of which the stone soup formed a principal part. When he took his leave, he told the good woman, who had carefully washed the stone, that as she has been so benevolent to him, he would, in return, make her a present of it. “Where did you get it?” said she. “Oh,” he replied, “I have brought it a considerable way; and it is a stone of that nature, that if be kept clean, its virtue will never be exhausted, but, with the same ingredients, it will always make as good a soup as that which we have this day eaten.” The poor woman could hardly set any bounds on her gratitude; and she and the Traveler parted highly satisied with each other. Proud of this discovery, she, in general terms, mentioned it to her neighbors. By this means the recipe was promulgated; and it was in the course of many experiments at length found, that other pebbles would make as good soup as that in her possession. The recipe now became fashionable through the Canton, and was indeed so generally approved, as to ind its way to most of the peasants’ tables, where stone stoup used Journal of the 126th Convention 9 Diocese of Oregon 2014 frequently be served as the irst dish. Most of the times you have heard the story of Stone Soup the focus has been on such things as how we are all in this together, on how important it is to share, or some such message, but not this older version. Here we learn of the ingenuity, dare I say entrepreneurship, of the traveler and of the openness of the woman to learn this wonderful new recipe. I wonder how the diocese is doing in terms of Ingenuity and openness. A few weeks ago I found myself in Waldport for my oficial visitation. The Rev. Susan Church and the good people of the church had prepared well for the event and we had a good morning together. We consecrated their new columbarium, we listened to scripture well proclaimed, we enjoyed good fellowship and we even were treated to liturgical dance from one of the youth of the church. Near the close of the morning I was invited into a classroom to talk to the BAC. As people were gathering there was a moment when I was in the room with just one lay person. It was one of those awkward moments. What to say to the bishop! And into the silence this question was asked; “Bishop, how are other churches doing in the diocese?” After a moment I replied, “Well, it is a mixed bag”. Some churches seem to be doing quite well and others are struggling.” We did not get to say much more than this as others began to enter the room but I have thought about that question many times in the weeks ahead of this convention. “How are the churches in the diocese doing?” Now, of course, having had time to think about the question I have would have many more things to say to that member of the Waldport BAC. In a sense it depends on what measure you are using. What stone, if you will, and what ingredients we are tracking. Are we talking attendance; Spirit; Financial strength; Depth of ministry; Leadership capacity; new ministries? Or what about Ingenuity and Openness to that which is of God in this time and place? It is good to know that there are places in the diocese that are experiencing a sense of well-being, for instance: Did you know that 28 of our churches had increases in membership in 2013? Did you know that 34 of our churches had increases in Operating Revenue for 2013? Did you know that 24 of our churches had increases in Pledge cards in 2013? Of course congregational vitality is not simply about such quantiiable attributes such as these. It is also about those attributes that are harder to get a grip on such as Ingenuity and Openness, or how we love each other, how we care for the earth, how we tend to the needs of the least and of children and of those near the end of life. Being known as a church that puts on a good funeral is at least as important as being knows as a church with great inancial strength. Let me be as clear as I can about my invitation to the diocese to engage in a conversation about congregational vitality. What I have asked the committee to do is to develop a process by which we can jointly consider what vitality looks like in Oregon. I believe it is in our interest as a community to be of one mind about what vitality looks like so that we can begin to create ways to assist congregations in becoming more vital than they already are. This is not an attempt to see which congregations we should close! I would rather we not close any congregation and indeed the only congregations that have closed in the last ive years are those that have asked to be closed. This is an attempt to discover what vitality looks like so that we can use the resources we have available to us as a diocese to assist in efforts to strengthen congregational life and vitality. I believe that people come to our congregations hungry and with whatever degree of brokenness they are experiencing they happen to dealing with. They want to be nurtured and fed on something more than bread alone. We need a kind of stone soup that nourishes the spirits of real people and sets us free to be Christ in the world. We need a stone soup that helps us to be; as Bishop Brian Thom said to his convention last weekend,

Journal of the 126th Convention 10 Diocese of Oregon 2014 producers of the Gospel and not simply consumers of the Gospel. We need a kind of stone soup that allows us to be ingenious and open to new recipes. It seems to me that how we think about congregational vitality is a key ingredient in this recipe and I pray we can move this conversation forward during our time together this weekend. So, how are we doing as a Diocese? It seems to me that all the ingredients are present, the pot is ready, it is time to put the stone in and cook. Keynote Address by the Rt. Rev. Brian Thom, Bishop of Idaho Bishop Thom spoke on the theme of “A New Spirit” From Ezekiel 36:24-28: Say to the house of Israel, Thus says the Lord God: I will take you from the nations, and gather you from all the countries, and bring you into your own land. I will sprinkle clean water upon you, and you shall be clean from all your uncleannesses, and from all your idols I will cleanse you. A new heart I will give you, and a new spirit I will put within you; and I will remove from your body the heart of stone and give you a heart of lesh. I will put my spirit within you, and make you follow my statutes and be careful to observe my ordinances. Then you shall live in the land that I gave to your ancestors; and you shall be my people, and I will be your God. Asked assembly to focus on two questions: Why are you an Episcopalian? Why do you come back every Sunday to the church you’re attending? Our congregations exist to do only two things to help us praise God and to bring others to his love. Receipt of Written Reports

Journal of the 126th Convention 12 Diocese of Oregon 2014 The bishop highlighted the published written reports Reports Report on the Companion Diocese Conversation presented by the Revs. Esme Culver and Roberto Arciniega. Esme reported as convener for Mission and Ministry Committee of Diocesan Council. They were charged with looking at the possibilities for a companion diocese relationship. Study led toward the Diocese of Cuernavaca. Bishop Michael Hanley and Padre Roberto Arciniega visited the diocese recently. This is a very exciting development. The Rev. Roberto Arciniega reported on their visit with Bishop Enrique. It was a good experience and they are excited clergy and bishop are excited learning and sharing the way to be apostles in these two diocese. They’re not looking for a hand but are willing to learn and to share the way they’re walking and be as faithful. We can learn from them especially in the creative ways they are sustaining their congregations and communicates. The Diocese of Cuernavaca is in the states of Puebla, Morelos, Guerrero and part of Oaxaca. Many of our parishioners in the Dioese of Oregon are from these states. They ask for our prayers for the Women’s Cursillo which is taking place at this time. Bishop Enquire will visit us in May 2015 and hopefully we can have a group in August to have an immersion cultural experience in Cuernavaca. Bishop Michael has promised to study for one month. They would also like to have a workshop with our clergy in Cuernavaca. Environmental Commission Report presented by Alice Speers and The Rev. Dn. Mimi Eick (see appendix page 44 ) Prison Ministry Report presented by The Rev. Dn. Tom English (See appendix, page 41) Latino Ministry Report presented by Missioner, The Rev. Roberto Arciniega Latino Ministry is the ministry of the diocese to help us live our vision statement, gathering in the love of God in Christ and Accepting Diversity, the dio actively nourishes renewal and growth in our different communities. We have eleven communities with Latino ministries helping us live our mission and calling in our communities. Through education, and sharing we are able to live our vision. We are part of the body of Christ, we are the church. This year, started Godly Play in Spanish and had our irst family retreat. God is calling us to be servants, missioners, apostles, to extend the kingdom of God. Academy Report presented by The Rev. Dn. Maureen Hagan The academy has been around for ive years but it has had close to a hundred students from six of the seven convocations. We are looking for ways to make it more accessible through distance learning techniques. The academy is great opportunity for wonderful education at an affordable price, with superb teachers, fellowship, small group learning, and high quality of teaching. It provides practical coaching and guidance alongside deeper theology inquiry and relection. The academy is for everyone, part of our baptismal ministry. It is your academy. Thanks to St. Francis in Wilsonville for hosting. Camping Ministry Report presented by the Rev. Carol Sedlacek It is a great joy to serve as missioner for camping ministries. Camping and Retreat ministries are different from Sunday morning worship experiences. Experience the love of Christ, feel the Holy Spirit while enjoying God beautiful creation. The lives of children and adults are transformed by God’s grace. Our goal is to deepen connections across the diocese, irst with children and youth. We are in partnership with the United Methodist Church of Oregon and Idaho. Three of their ive camps and retreat centers our within our diocese. A great partnership. Journal of the 126th Convention 13 Diocese of Oregon 2014 Over two years ago I asked the campus ministries of PSU, OSU, and the U of O to join in a conversation about models of campus ministries with the hope that we might ind a model that all of the ministries might share. I also asked the Rt. Rev. Neff Powell if he would work on this issue and share with me his best thoughts after reviewing the current work being done. All of this work has been accomplished; we have hired a new minister for the PSU campus and begun the work of reimagining the campus ministry of OSU. Our work is not over and much needs to be done, but we have made a lot of progress! Thanks to everyone who has contributed to this conversation. More to come. I would now like to introduce The Rev. Joshua Kingsley who is the campus chaplain at Portland State University and The Rev. Doug Hale who is the campus chaplain at the University of Oregon. Report of the Board of Trustees The Rev. Stuart expressed his personal thanks and gratitude to the Finance Department, Mary Macy and her group. During this past year had a few interesting events, changes in personnel, a problem with computers, and have been working on new system that’s coming on this year which should streamline things. We are on the verge of completing the 2011 audit and we were waiting to the last minute to get the inial letter. We should have a report within the next couple of days and the auditors will move on to 2012 and 2013. Credentials Report The Secretary of Convention, the Rev. Canon Neysa Ellgren, certiied that a quorum of clergy and laity was registered and present on the loor. Second Ballot Results Vitality Task Force Session The Rev. Canon Sara Fisher, Canon for Congregational Development led the session. Suspension of Good Shepherd, Prospect The Bishop provided the following background: In August of this year, Neysa received a call from the Rev. Jack Brown who told Neysa that the members of his congregation in Prospect had taken a vote to dissolve as a congregation and Jack wanted to know what to do now. The history of this congregation includes some 30 years of ministry given by Jack and his wife Esther to the people of Prospect. The town continues to be a very small community and the people of the congregation cannot at this time see a way forward other than to close. At this time, there are 12 or so members, most are pretty advanced in age, and several have health issues that are causing them to move out of the area. What we have done since that call is to talk to Jack, to ind a way for that community to celebrate their life together, which they did with +Bob Ladehoff just a few weeks ago. It is time to allow this congregation to end their time as a formal congregation of the diocese and so.

Journal of the 126th Convention 16 Diocese of Oregon 2014 Suspension of Good Shepherd, Prospect. Passed both orders. The Bishop announced that with the advice and consent of the Standing Committee he declares Good Shepherd in Prospect dissolved. The Bishop let the convention in praying the Nunc Dimittis. Committee on Resolutions of Policy The Rev. Wes Sedlacek, chair of the Committee on Resolutions of Policy was recognized by the Bishop to report on behalf of the committee. Resolution No. 1

In 2014 the commission received 17 grant applications and was able to fully fund every application that was received this year. Please remember the Thanksgiving Offering where the commission receives the bulk of their support. 2015 Outreach Project Announcement The Rev. Heather Wenrick announced the Diocesan Outreach Project. Educate for Hope: Advent 2014 – Holy Week 2015 In the Occupied West Bank of Palestine, the people in the Christian village of Zebabdeh struggle to hold on to their land and provide opportunity and education for their children. Even though many Christians have left the region, those who remain strive to pass on the traditions of Christian life and community to the next generation. Education for Hope provides funds to children who are members of St. Mark’s Episcopal Church in Zababdeh, Palestine, making it possible for the children to attend the Latin-Patriarch school in their village. The school provides classes in English and Hebrew to Arabic speaking children from many different denominations in order to give them a broader foundation in the languages of regional commerce. Educate for Hope helps to pay the private school tuition for children from St. Mark’s Episcopal Church with a commitment to support them through high school. Exhibit Passport Prize Barbara Ross announced that the Rev. Wes Sedlacek donated a framed photograph of Mt. Hood. Judy Cato of St. Bartholomew received the prize. Resolutions of Courtesy The Rev. Journal of the 126th Convention 20 Diocese of Oregon 2014 SECTION 2 Lay Delegates to 123rd Diocesan Convention Article V, Sec. 5 of the Constitution, cites authority for the number of Delegates that each congregation is entitled to send to Convention.

Sec. 5. Lay members shall consist of Delegates from Parishes and Missions as provided in this section. The number of Lay Delegates to Convention for each Parish and Organized Mission in union with the Convention, and with written approval of the Bishop, from each Parochial Mission shall be according to the following schedule:

This nonproit corporation controls, manages and operates Samaritan Village, 285 NW 35th Street, Corvallis, Oregon 97330, the retirement facility sponsored by The Diocese of Oregon. This facility has been in operation since September 1, 1962 and continues to operate at full capacity, with a short waiting list. The Bishop is President of the Board of Trustees.

“Oregon Episcopal School”

This nonproit corporation controls, manages and operates Oregon Episcopal School, a school for boys and girls, formerly known as St. Helen’s Hall and Bishop Dagwell Hall, at 6300 SW Nicol Road, Portland, Oregon 97223. The Bishop serves as Chairman of the Board and the Diocesan Convention elects nine Trustees, annually electing three Trustees to serve three-year terms on a rotation basis.

“Center For Community Counseling”

Journal of the 126th Convention 40 Diocese of Oregon 2014 Prison Ministries Commission Report

Let me begin with an apology. For whatever reasons, the deadline for the Prison Ministries Report to be included in the Convention document slipped our collective minds. I am grateful to Bishop Michael for the opportunity to report to you in person. Printed copies of this report are available from the Prison Ministry table in the exhibition area. Please pick one up.

PURPOSE

At the 125th Convention (2013) you unanimously passed Resolution Number 1 relating to Prison Ministries. That resolution empowered the Commission to do the following things:

• to join with others of good will, especially other religious communities in Oregon, to work toward improvements in both public understanding and government policy in the administration of criminal justice in Oregon; and • to seek in the Diocese of Oregon and throughout the state a greater understanding, and compassionate engagement with those touched by crime: victims, criminals, public servants, and their family members, especially those who suffer individually and uniquely.

WHAT GOD HAS CALLED US TO DO

To accomplish these tasks the Prison Ministries Commission met in retreat and in many telephone conferences to accomplish and monitor the following objectives: • develop and maintain partnerships with Ecumenical Ministries of Oregon (EMO) and the Partnership for Safety and Justice (PSJ) Sponsors Inc. (the State’s premier re-entry program) and the Oregon Department of Corrections and its Home for Good (HGO) program. • Together with these partners, the Prison Ministry Commission participated in Legislative Action Days organized by both EMO and PSJ to meet with and inform legislators about the needs of victims, offenders, families and communities that are not being met by the current criminal justice system. • Together with our partners, the Prison Ministries Commission supported passage of House Bill 3194 which proposed “flat-lining” the prison population to achieve a $300 million dollar saving which would be used to fund treatment and prevention programs to be provided at the community level. The bill passed and the Oregon Crime Commission has initiated the Justice Reinvestment program which rewards counties for treating offenders locally rather than sending them off to prison. • In order to engage and inform members of our parishes and those of other denominations, the Commission initiated Criminal Justice Sunday to be observed on or about February 2, 2014. Congregations were encouraged to teach and preach about our current criminal justice system especially at the local levels. In 2014, two Episcopal congregations, one Presbyterian and one Mennonite congregation participated. The Prison Ministry Commission coordinated the provision of sermons and programs and provided a resource guide with the assistance of Sponsors, Inc., and the Partnership for Safety and Justice. • We continue to provide services to inmates and staff at the Lane County Jail, the Multnomah County Jail, Coffee Creek Correctional (women’s) Institution, Department of Corrections’ Home for Good (HGO) and the Oregon Youth Authority’s Rogue Valley Youth Correctional Facility Grants Pass and MacLaren Youth Correctional Facility at Woodburn.

GOALS FOR 2014-15

• Expand the Prison Ministry Commission to include Episcopalians and others so motivated from each city or town near an Oregon adult or juvenile correctional facility. There are 17 adult facilities or programs—9 in Western Oregon and 8 in Eastern & Central Oregon. The Oregon Youth Authority has ten facilities or programs spread throughout the state.

Journal of the 126th Convention 41 Diocese of Oregon 2014 The Commission has expanded opportunities for participation beyond visiting and ministering to inmates, victims and families to include advocacy and organizational development. If there is a correctional facility near you, please consider joining us. • Deepen and expand our partnerships to continue to improve the effectiveness and humanity of our criminal justice system. We anticipate developing a partnership with the Diocese of Eastern Oregon to help accomplish these goals. • Continue and seek to expand participation in Criminal Justice Sunday on Sundays on or about January 26th 2015. This date was selected in order to coordinate with the Presbyterians who are not so tied to the Common Lectionary. However, you are encouraged to observe at any time that makes sense for you parish and community as is the case with St. John the Baptist in Portland. Contact us and we will help. • Evaluate our current direct services components and consider opportunities to work with the Oregon Department of Corrections in improving services to inmates and families and with counties in implementation of the Justice Reinvestment program.

BOARD OF TRUSTEES REPORT Diocesan Convention 2014

This year was a good year for your Board of Trustees.

In January, in follow-up to the resolution passed at the 2013 diocesan convention, the board elected the Rev. Caroline Litzenberger and Chapman Dix to convene the Divestment Subcommittee, which was later renamed the Socially Responsible Investment Committee. They serve with two members of the Diocesan Investment committee and two members of the Environmental Commission.

The Property Subcommittee, chaired by the Rev. Jaime Sanders, has been working on the sale of several properties : the former St. Francis in Sweet Home and St. Paul in Powers as well as property from the Fr. Walter Parker estate. The property in Powers was sold in June for $30,000. Sweet Home remains on the market. The Gold Beach property of Father Parker sold for $30,000.

In April St. Bede’s, Forest Grove, was approved for a loan of $16,200 from the Dagwell Revolving Loan Fund to repair their roof. Also in April, the board convened as the Art and Architecture Commission to review St. Gabriel, Portland, proposed expansion plans. The board then approved the plans in general but asked St. Gabriel’s delegation to return with detailed plans before breaking ground.

In May, the board again convened as the Art and Architecture commission to review the request of St. Matthew in Portland to demolish a derelict house on their property, which was then approved by the board.

In June, due to the fact that the diocese’s current financial software was unstable and inadequate, a grant was made for $40,000 to purchase the premium version of Shelby Arena HQ and the related Shelby Financials online.

In July the existing loan to St. David of Wales, Portland, was re-amortized at 3.58%.

In September the board approved a grant of up to $10,000 to the Socially Responsible Investment Subcommittee for investment research on SRI portfolios with Sellwood Partners.

The work continues and we appreciate all your support.

Environmental Commission Award

Bishop Michael and Fellow Episcopalians:

You may recall that last year St. Mary’s in Eugene won the E Award. They had become a certified Cool Congregation, in which process they replace their old windows, changed to more efficient heating, and developed a whole list of programs that include educational materials, movie nights, and a Lenten program.

This year we are seeing more parishes developing 5-year plans, dealing with their buildings, developing programs to help people consider prayerfully their stewardship of the earth and their Gospel values. During the Easter Vigil last spring St. John the Baptist’ congregation was moved by the sounds of nature, listening to the sounds of forest creatures, the rush of water, fire and wind. Trinity Ashland has just installed insulation in their ceilings as part of their 5-year plan. And you may recall that Good Samaritan, Corvallis installed solar panels on their south facing roof in 2010.

This year we want to recognize St. Michael and All Angels. They are in the second year of a two-year process to receive certification under the GreenFaith program. Their certification program for churches starts with an audit process across all areas of parish life and ministry: Stewardship, Justice, and Spirit. Beyond looking at energy efficiency and waste reduction, the audit process requires self-examination of efforts to work for environmental justice, to incorporate environmental themes into worship, to provide organic and vegetarian/vegan options when serving food, and to provide eco-theological and environmental education to children, youth, and adults. After the audits are complete the parish proceeds with an action plan. Att St. Michael's that includes publication of numerous eco-theological reflections written by parishioners, reducing/eliminating toxic chemicals and pesticides by choosing appropriate products for use in their building and grounds, evaluating the possibility of a solar photovoltaic array for installation on the roof, planning a food garden to provide free, organically grown produce to anyone in need, and participating in numerous actions and campaigns, including sending 30 parishioners to the People's Climate March this fall.

To recognize all this effort for sustainability we are giving the 2014 Environmental Award to St. Michael and All Angels.

A Resolution on the Inclusion of Prayers for our Enemies in Common Worship

Resolved, that the 126th Convention of the Episcopal Diocese of Oregon encourage all congregations and agencies affiliated with the Diocese to actively and intentionally seek to include prayers for the well-being and salvation of our enemies, both personal rivals as well as enemies of the nation, in our rites of public worship. And, be it further

Resolved, that individuals in positions of leadership in our public worship, both clergy and lay, be encouraged and empowered to amend include the Prayers of the People using the prayers provided with this resolution (see attached) – or similar language appropriate to the form – during the portion of the prayers interceding for those who suffer and those in any trouble. And, be it further

Resolved, that individual worshipers in our congregations be similarly encouraged by those who minister to their pastoral needs to actively and intentionally pray for their enemies in their own, personal prayer lives.

Appendix: Suggested Language for Inclusion in the Prayers of the People

Below are several suggestions for prayers to include in the various forms of the Prayers of the People. I have made efforts to make each prayer meld into the language and conventions of the form in which it belongs. Please feel free to use, edit, or amend any of the prayers below for your own use, or substitute the thoughtful work of members of your own congregations. If anyone has suggestions for changes, or suitable prayers to be used in other forms such as the Holy Eucharist Rite I, Holy Baptism, Morning and Evening Prayer, etc. you are more than welcome to contact me through the office at All Saints', Portland. Depending on the response to this resolution from the parishes of our diocese I would love to forward it on to other dioceses or even, God willing, General Convention for consideration by the entire Church, so any feedback is greatly appreciated. Thank you!

Journal of the 126th Convention 45 Diocese of Oregon 2014 Resolution III - Support of Interfaith Initiative on Family Homelessness

Resolved, that the 126th Convention of the Episcopal Diocese of Oregon endorses New City Initiative’s Interfaith Initiative on Family Homelessness through the Village Support Network program in the Portland metropolitan area.

Be it further resolved, that the 126th Convention of the Episcopal Diocese of Oregon commends congregations throughout the Diocese who are already engaged in the ministry of supporting those experiencing homelessness.

Be it further resolved, that the 126th Convention of the Episcopal Diocese of Oregon calls all congregations to action in support of families experiencing homelessness as they transition toward stability and self-sufficiency.

RESOLVED, that the Diocese of Oregon reaffirm its call first issued at the 123rd Convention of the Episcopal Diocese of Oregon to its churches and church members to study both Steadfast Hope: The Palestinian Quest for Just Peace (Israel/Palestine Mission Network, 2014), and A Moment of Truth: A Word of Faith, Hope, and Love from the Heart of Palestinian Suffering (Kairos Palestine, 2009), often referred to as the Kairos Palestine Document, and to heed its call for solidarity with the Palestinian people; and be it further

RESOLVED, that the 126th Convention of the Episcopal Diocese of Oregon direct its Committee on Socially Responsible Investing to study the implementation of divestment from companies profiting from the military occupation of the Palestinian Territories by the State of Israel, specifically Caterpillar, Hewlett-Packard (HP), Motorola Solutions, Group 4 Securicor (G4S), Veolia, and SodaStream, and report its findings to the 127th Diocesan Convention; and be it further

RESOLVED, that all members and congregations of the Diocese be encouraged to divest from companies profiting from the military occupation of the Palestinian Territories by the State of Israel, specifically those companies stated above.

The standing stone,

Long, long ago there lived a young boy. Both of his parents had died and he was sent to live with a woman who had no children of her own. In time they began to enjoy each other's company and she taught him many things. Most importantly, she taught him to hunt so he could one day provide them with food.

That day came, and the boy's foster mother sent him out to the forest with a new bow and an ear of parched corn for lunch. He was to return with as many birds as possible. The boy did this with great success for many weeks and his foster mother was so proud.

One day, the boy was not having too much luck at the edge of the woods where usually hunted so ventured further into the woods and found many birds. At lunch time he found a clearing with a large stone in the center. So he climbed up on the stone and began to munch on his parched corn when he heard a voice, "Shall I tell you stories?"

The boy looked around the clearing, but there was no one there. He slowly went back to munch his corn. The voice came again, "Shall I tell you stories?"

The boy suddenly realized there was no person in the clearing, this was the stone speaking. He had never heard of a talking stone but he responded anyway, "What does this mean - to tell stories?"

For this was a time when there were no stories. "It is to tell of things that happened a long time ago."

The boy thought and quickly decided, "I think I would like that."

And so the stone told the boy stories. It told stories from the time when people lived up in the sky. It told stories of the earth's creation. It told stories of long, long ago, when then animals could talk to each other. The boy was enchanted, he couldn't get enough. But when the sun went down he knew it was time to return home to his village.

When he returned home with less birds than usual his mother was confused but decided that you cannot be lucky every day. The following day she watched him run into the forest at top speed, and she hoped that this meant he would be returning with many birds.

Instead of hunting though, the boy immediately returned to the clearing and sat on the stone, closed his eyes and listened to stories. On his way back home at sunset he shot a few lingering birds and returned to a now upset foster mother. Something bad was happening to the boy in the woods and she was determined to find out.

So, she followed him into the forest. When she reached the clearing and saw the boy sitting on the stone she confronted him, "What are you doing? Why aren't you hunting?

"I am listening to the stone tell stories. Would you like to listen?"

"What does this mean - to tell stories?" the boy asked.

"It is to tell of things that happened a long time ago."

Journal of the 126th Convention 48 Diocese of Oregon 2014 So the women and the boy closed their eyes and spent the day caught up in every word of the stones. They were whisked away to magical lands in the sky, and to times where animals could talk. They could not get enough. When the last story was told and the sun was setting in the sky the stone spoke to both of them, "You must bring all of your people to hear my stories tomorrow. Everyone must come and everyone must listen."

And when the entire village arrived the next day the storytelling stone told all of its stories. It told stories from the time when people lived up in the sky. It told stories of the earth's creation. It told stories of long, long ago, when then animals could talk to each other. The people were overwhelmed and undone. They had never heard anything so beautiful. They had never been so transported and when the sun began to set the stone spoke its final words, "You must keep these stories until the end of time. Tell them to your children and your children's children, for I am now done."

And the stone fell silent and the people returned home recounting the stories they had heard sharing them again and again. Ever since the time that stone brought all the stories into the world the people of the world have been less lonely, less cold and much, much happier.

I used to have a tee-shirt that read: Life is made up of stories, not atoms. We bring with us each day the stories that have made us who we are. In the story I just told the people had no stories of their history, no way to know who they were and why they existed until the story-stone spoke to the young boy. With these stories the people were less lonely, less cold and much happier.

In the story the stone gave life to the boy and to his people. In Ezekiel we hear an echo of another biblical passage where God says I will take from you a heart of stone and give you a heart of flesh, the way Ezekiel says it is God will give you a new heart and a New Spirit.

Is this not what we all yearn for in one way or another? Trying often to grasp that stone, that New Spirit, by means that do not satisfy yet occasionally getting it right and finding the Spirit we desire? And what does the new spirit look like? In the psalm we hear of the content of the New Spirit, the one that is right and of God: We have a New Spirit the psalmist says;

When we walk blamelessly and do what is right, when we speak the truth and honor those who love the lord, and when we stand by our oath.

In the Gospel of Mark we hear of Jesus’s baptism when the Holy Spirit descended like a dove, another image of that New Spirit we are invited to share with God. Paul’s epistle speaks of much the same reality. We are a people formed and shaped by God’s word in Scripture and by the sacraments of the church. These are the stones we carry, the stones we listen to and the stones that nourish our lives as human beings in a God filled world.

God is good my friends and whether we talk about stone soup or standing stones or if we use some other image of how we are to be in relationship with the divine, the truth is the same and everlasting: God gives to us a New Spirit, a Spirit of love and justice and humility and compassion and caring and giving and we in turn share the Spirit in the world.

Amen.

To recognize the people of St. Pauls and the helping hands interfaith

Whereas it is in sharing story that we learn new ways; be it resolved that the 126th Convention of the Diocese of Oregon extend its thanks to the members of Salem’s Helping Hands program and Interfaith Network for sharing the history of the life changing work they provide in their community. Be it further noted that the opportunity to use our own hands in service followed by the beautiful preconvention Taize worship set a wonderful tone for our Convention work.

To recognize and thank those involved in leading worship

Whereas worshipping together as a diocesan community is both highly valued among us and difficult to organize in a convention center; Be it resolved that the 126th Convention of the Diocese of Oregon Extend its thanks to all those who provided support for our worship together, particularly the musicians led by Dr. Paul Klemme and the Altar Guild of St. Paul’s Salem.

To recognize and thank those who provide childcare

Whereas parents of young children cannot easily find time to share fully in the life and councils of the church; Be is resolved that the 126th Convention of the diocese of Oregon extend its thanks to those serving the children in our midst, Pamela Filbert, Melissa Hand Chelena Hand and Dawn Cousineau, who provided child care during convention.

To acknowledge and thank the Right Rev. Brian Thom

Whereas The Right Rev. Brian Thom has addressed the delegates and guests of the 126th Convention with wisdom, humor and passion; and Whereas he shared his history of growing up in the Diocese of Oregon; and

Journal of the 126th Convention 50 Diocese of Oregon 2014 Whereas he led us in identifying the prescription for New Spirit by providing questions, inviting discussion and listening around why we are Episcopalians; and Whereas he demonstrated brilliantly the unusual gift of slow motion greeting; Be it resolved that the 126th Convention of the Diocese of Oregon offer delight in having welcomed Bishop Thom “home” and extend its heartfelt thanks to Bishop Thom for accepting the invitation to address the Convention of this Diocese.

To acknowledge and thank the work being done in so many wonderful ways

Whereas the people of the Diocese of Oregon are always seeking ways of growing in Grace and understanding; Be it resolved that the 126th Convention of the Diocese of Oregon commend the work being done to create a companion diocese, the work being done to form a common language and identifying and delighting in the sizzle of vitality which is evident in the varied work being done throughout our Diocese as evident in the reports found in our Convention booklet and given within our Convention time.

To send greetings to sisters and brothers in Christ

Whereas we, as members of one holy Church of God, are branches of the one true vine and therefore joined in a common life and gospel mission with sisters and brothers far and near; Be it resolved that the 126th Convention of the Diocese of Oregon give thanks for the ministry we share here with the people of the Oregon Synod of the Evangelical Lutheran Church of America and their Bishop David Brauer-Rieke; and Be it further resolved that the 126th Convention of the Diocese of Oregon extend greetings to our neighbors in ministry in our region, especially the people of the Diocese of Eastern Oregon and their Bishop Nedi Rivera and the people of the Diocese of Olympia and their Bishop Gregory Rickel. Be it further resolved that the 126th Convention of the Diocese of Oregon send greetings to the people of the Diocese of Idaho and our thanks to them for sharing their Bishop with us. Be it further resolved that the 126th Convention of the Diocese of Oregon send greetings to the Diocese of Cuernavaca, Mexico and their Bishop Enrique Travinacruse, and that we hold the women’s Cursillo currently in session in our prayers.

To recognize and greet shepherds of the flock

Whereas we who gather today have been influenced and inspired by those who came before us; Be it resolved that the 126th Convention of the Diocese of Oregon extend greetings and express appreciation to the Rt. Rev. Sanford Hampton, assisting Bishop during our time of transition; to the Right Rev. Johncy Itty 9th Bishop of the Diocese of Oregon; to the Rt. Rev. Robert Ladehoff, 8th Bishop of the Diocese of Oregon, and to Mrs. Jeanne Bigliardi widow of the 7th Bishop of Oregon; and be it further resolved that the 126th Convention of the Diocese of Oregon welcome home to our Diocese the Right Rev. Neff Powell, retired Bishop of Southwestern Virginia; Be it further resolved the 126th Convention of the Diocese of Oregon extend greetings to Bishop Rusty Kinsey, retired Bishop of Eastern Oregon; and Bishop Ed Browning, Retired Presiding Bishop of the Episcopal Church.

Whereas the Right Rev. Michael Hanley has cone among us as the 10th Bishop of the Diocese of Oregon; and Whereas Bishop Michael has challenged us to ask how we are doing with ingenuity and openness, and to develop a process to consider what vitality looks like in the Diocese of Oregon; and Whereas Bishop Michael adept at juggling, uses story to engage listeners and teach important lessons; Be it resolved that we pledge ourselves to God’s ongoing call to us to invite a “New Spirit” within ourselves and our churches; and Be it further resolved that we, the people of God attending the 126th Convention of the Diocese of Oregon give thanks to Bishop Hanley for his ministry with and witness among us; and Be it further resolved that we pledge ourselves to be our Bishop’s friend and partner with Christ as we respond to the call share the Spirit in new and ingenious ways; and Be it further resolved that we seek to discover if a heart of stone might make good soup, or if by telling its stories it talks its stony self into oblivion – either way ensuring room for a heart changed from stone and filled with New Spirit.
