1 General
1.1 Background and scope
The Danish Defence Acquisition and Logistics Organization (DALO) has tendered for and entered into this framework agreement (the Agreement) on the procurement of battery powered and hydraulic rescue tools for rescue missions and related accessories and services. The Agreement shall cover the requirements of the Danish Emergency Management Agency (DEMA), the Danish Defence and the municipal fire departments for battery powered and hydraulic cutting and spreading tools (cutters and spreaders), both as a single function tools and as combination tools (combi tools), as well as rams. Requirements for cutters, spreaders, combi tools and rams are derived from EN 13204 or equivalent, as the requirements for battery powered tools are for tools which are similar in use and performance to hydraulic tools specified in the standard.
This Lot 2, concerning battery powered and hydraulic rescue tools, is tendered for in parallel with lot 1, which deals with similar hydraulic rescue tools.

1.2 Concept
Rescue tools are used in tasks with trapped persons in vehicles (passenger cars, buses, trucks, heavy goods vehicles, metro, light rail and railway wagons, aircraft and helicopters on ships as well as on land, etc.) as well as in accidents related to fire and collapse of buildings. In addition, the rescue tools are used for training. Tools and accessories are also expected to be used in international operations.
Tools and accessories will be exposed to Danish weather conditions as well as to sea environment on board ships, and to vibrations in connection with transport on emergency vehicles. Tools and accessories are transported on vehicles, including emergency vehicles, used by the Danish Defence and DEMA as well as the municipal fire departments, and on ships for use in accidents with helicopters on landing platforms.

The Danish Defence, DEMA and municipal fire departments need to ensure a fast and efficient execution of rescue tasks, often in difficult working conditions, necessitating up-to-date rescue tools with reasonable ergonomics, which can support a fast, flexible, safe and secure task solution. In this context, it is of great importance that the tool's functions (cutting and spreading functions, etc.) can be controlled with one hand.
1.3 Test
A user test is conducted as a part of the tender procedure. The purpose of the test is to validate certain mandatory requirements, and to evaluate the usability of the offered products. Details are given in the Instructions to Tenderers and pertinent enclosures. For the test, the Supplier has delivered a Test Specimen as part of the tender. The Test Specimen is an integral part of the tender, representing and illustrating the offered products. The Test Specimen must in all aspects conform with and be identical to the products offered to DALO. All subsequent deliveries under this Agreement shall be identical to the Test Specimen in terms of materials, design, production quality and finish.
1.4 Definitions and abbreviations
Each requirement is classified as "Mandatory Requirement" or "Evaluation Requirement" in the classification column. Mandatory Requirements are marked with "M". Evaluation Requirements are marked with "E". Classification Description ID A mandatory requirement must be fulfilled by the tenderer. If a mandatory M requirement is not fulfilled, the offer will be excluded from further evaluation

Spare parts list The maintenance manuals shall contain a complete list of components (spare parts) included in the tools and accessories. The list shall indicate for each component the 67.
