HIGHWAY SAFETY IMPROVEMENT PROGRAM (HSIP)

What is the Highway Safety Improvement Program?

• HSIP is a federally mandated program that has the overall objective of achieving a significant reduction in traffic fatalities and serious injuries on all public roads. It is not a grant program. Information on the HSIP program can be found at:

http://safety.fhwa.dot.gov/hsip/

• The HSIP requires a data-driven, strategic approach to improving highway safety.

• Generally under the HSIP program, if a crash pattern is present, projects targeting either a specific location or a system improvement may be nominated if they meet the criteria in the HSIP Handbook. Benefit cost analysis is completed for nominated projects.

Project Status The design section is developing typical section, design alternatives and preliminary quantity calculations for scoping documents and to coordinate with maintenance and local utilities to determine potential impacts.

Purpose and Need Ahkovak Street is the main corridor to the Barrow Airport. The road surface is deteriorating due to permafrost subsurface conditions and lack of drainage structures. Replacing the underlying material, paving the road and addressing drainage issues will restore the integrity of the road.

Install one radar speed feedback sign for each direction of travel between MP 2 and 3, and install optical speed bars in advance of curves at mileposts 8, 10.5 and 13.

Project Status Work on the environmental document is ongoing.

Purpose and Need A high rate of run-off-road crashes occur on this road and a number of crashes are attributed to speeding. Crashes can be mitigated with optical speed bars, improved signage, updating pass/no-pass striping needs to current standards, and speed feedback signs.

Project Status This project is being designed by the City of Fairbanks, which is in the process of refining the right of way needs for the project. The Aurora Drive portion of the project will be coordinated with the new project to repave Aurora Drive.

Purpose and Need Many pedestrian facilities throughout the City of Fairbanks are more than 30 years old, not ADA compliant, have steep cross slopes at ramps and driveways and exhibit signs of differential settling.

Project Scope Reconstruct the Dalton Highway between MP 0-9.

Project Status The design section is awaiting survey data for Lost Creek to prepare the start package for the new bridge and will finalize alignment with the completed survey. The environmental document is scheduled for completion in spring 2015 and a public meeting is tentatively planned for early 2015.

Purpose and Need Due to surrounding mountainous terrain, this segment of the Dalton Highway features steep grades and sharp curves that do not meet current design safety standards. Pedestrian facilities are needed to connect businesses on the south bank of the Nenana River to trailheads at the north end of the Nenana River Bridge, or to cross the road between two businesses at the south end of the bridge. The lack of these facilities leads to conflicts between pedestrians and vehicles on the 65 mph facility. Additionally, the Denali National Park boundary sign at the northern end of the bridge attracts vehicles and pedestrians seeking a photo opportunity. There is limited space at this location.

Project Scope Rehabilitate the roadway between MP 274-289 on the Dalton Highway. Improvements will include embankment reconstruction, minor vertical and horizontal realignment, widening, resurfacing, guardrail and culvert repair/replacement and application of an asphalt surface treatment, including improvements at the Toolik Hill turnout at MP 286.

Project Status Work remaining on this project includes the finishing of E-1 Surface Course (gravel driving surface), calcium chloride (dust palliative) and other minor items of work (culvert thaw pipes, roadside delineators, etc.). Final stabilization, cleanup and demobilization remains. This project is currently beyond its contract completion date and is being assessed liquidated damages.

Purpose and Need This section of the Dalton Highway is geometrically substandard with a narrow surface, steep grades and excessive curvature.

Project Scope Upgrade and install new electrical plug-ins and control system at the DOT&PF Peger Road Complex. The project will include replacement of the head-bolt heater protection system, new mounts, groundwork, paving and striping.

Project Status Bids for this project were opened September 30, 2014 and an award is pending.

Purpose and Need This project will upgrade current electrical plug-ins and install additional electrical plug-ins within the Fairbanks PM2.5 non-attainment and CO maintenance areas for preheating motor vehicle engines during cold temperatures. The current system has indoor rated wiring which is impossible to repair in cold weather. Additional plug-ins will reduce the need for more idling and/or engine starts to maintain start ability and cold start drivability. This will reduce emissions, fuel consumption and engine wear. No significant increase in operating cost is anticipated.

Purpose and Need This project is needed to increase safety on several curves by upgrading curve warning signs. This project will also increase safety around a hairpin 35 mph curve which is uncharacteristic for this area. There has been one fatal crash and three property damage crashes during the last five years of available crash data.

In addition, the roadway embankments are sloughing at either abutment end and in need of repair.

DOT&PF - Department of Transportation and Public Facilities The agency within Alaska state government designated by the legislature to manage, plan, design, construct, operate and maintain transportation facilities, and state buildings.

DSR – Design Study Report This report is a formal report that documents the selection of the preferred design alternative and includes, but is not limited to, the description of the project location, existing facilities and purpose and need for the proposed project. See section 450.5.1 of the Alaska Preconstruction Manual for a full list of the DSR sections.

EA – Environmental Assessment A type of environmental classification used on federal-aid highway projects when the extent of environmental impacts is uncertain. The EA results in either a Finding of No Significant Impact (FONSI) or a decision to develop an Environmental Impact Statement (EIS).

Easement An easement is the right to use all or part of the property of another person for some specific purpose. Easements can be permanent or temporary (i.e., limited to a stated period of time). Easements are created for a variety of purposes, including public access, utilities, drainage, pipelines, or pole lines. Interstate and primary highway easements were granted to the State of Alaska by the Federal Government through Public Land Orders (PLO). Other easements were acquired through Notices of Utilization filed by Department of Transportation and Public Facilities (ADOT&PF), and some were purchased from adjoining land owners for a specific purpose.

EIS – Environmental Impact Statement A type of environmental classification used on highway projects when a significant environmental impact is anticipated. The concluding action on an EIS results in a Record of Decision (ROD) through the federal agency with jurisdiction.

ER – Emergency Relief Special federal funding allocated to projects that repair damage caused by natural disasters and catastrophic failures.

FAA – Federal Aviation Administration The federal agency of the U.S. Department of Transportation responsible for funding airport and aviation projects.

FFY – Federal Fiscal Year The period from October 1 through September 30. For example, FFY 2015 is the period from October 1, 2014, through September 30, 2015. 2014 NORTHERN REGION LEGISLATIVE BRIEFING xxxi

FHWA – Federal Highway Administration The federal agency of the U.S. Department of Transportation responsible for funding highway, trail and ferry projects.

Final PS&E The final plans, specifications, and estimate assembly, with corrections made from the PS&E review, ready for advertisement.

FMATS - Fairbanks Metropolitan Area Transportation System A joint local-state planning and programming organization, designated as the Metropolitan Planning Organization (MPO) for the North Star Borough, and the cities of Fairbanks and North Pole. The MPO develops a Transportation Improvement Program (TIP) for the Fairbanks urbanized area in compliance with the current federal surface transportation law.

FONSI – Finding of No Significant Impact An environmental assessment conclusion, which is signed by the federal agency with jurisdiction.

FTA – Federal Transit Administration The federal agency of the U.S. Department of Transportation responsible for funding public transportation or transit projects.

GA – General Aviation All civil aviation operations other than scheduled air services and non-scheduled commercial air transport operations.

HPPP – High Priority Projects Program Provides designated funding for specific projects identified in SAFETEA-LU and other federal acts. These may also be known as demonstration (demo) or earmarked projects.

HSIP – Highway Safety Improvement Program These projects will correct or improve a hazardous road location or feature; or address a highway safety problem.

ILLU – Illustrative List A Statewide Transportation Improvement Program (STIP) funding category, which is utilized when appropriate additional funding becomes available.

Interstate Highway System The system of highways that connects the principal metropolitan areas, cities, and industrial centers of the United States. Also connects the U.S. to internationally significant routes in Canada and Mexico. The Interstate System is a defined set of roads designated by Congress.

MAP-21 – Moving Ahead for Progress in the 21st Century Act On July 6, 2012, President Obama signed into law P.L. 112-141, the Moving Ahead for Progress in the 21st Century Act (MAP-21). Funding surface transportation programs at more than $105 billion for fiscal years (FY) 2013 and 2014, MAP-21 is the first long-term highway authorization enacted since 2005. MAP-21 represents a milestone for the U.S. economy – it provides needed funds and, more importantly, it transforms the policy and programmatic framework for investments to guide the growth and development of the country’s vital transportation infrastructure. MAP-21 expires September 30, 2014.

M&O – Maintenance and Operations The preservation of each type of highway, roadside structure, and facility as close as possible to its original condition as built, or as subsequently improved.

MPO – Metropolitan Planning Organization Carries out transportation planning for urban areas with a population greater than 50,000 people.

MUTCD – Manual on Uniform Traffic Control Devices This manual defines the standards used by road managers nationwide to install and maintain traffic control devices on all public streets, highways, bikeways and private roads open to public traffic.

Needs List The common name for Transportation Needs and Priorities in Alaska; a document formerly produced by ADOT&PF that listed all desired transportation projects in the state, including highways, ferries, trails, transit, airports, harbors, and buildings. NHPP- National Highway Performance Program The purposes of the National Highway Performance Program (NHPP) are (1) to provide support for the condition and performance of the National Highway System (NHS); (2) to provide support for the construction of new facilities on the NHS; and (3) to ensure that investments of Federal-aid funds in highway construction are directed to support progress toward the achievement of performance targets established in a state's asset management plan for the NHS.

NHS – National Highway System A network of highways and ferry routes in the United States designated by Congress as the most important to interstate travel, national defense, and interstate commerce. Designations are based on recommendations by the FHWA.

PEB – Project Evaluation Board The board empowered to evaluate and score projects; it is a team of managers from the Alaska Department of Transportation and Public Facilities. There is a board for surface transportation and another for aviation.

Phases: Refers to project programming phase as it appears in the STIP Phase 2 – Preliminary Engineering Phase 3 – ROW Phase 4 – Construction Phase 7 – Utility Relocation Phase 8 – Planning & Research

PM – Preventive Maintenance Timely preventive maintenance and preservation activities are necessary to ensure proper performance of the transportation infrastructure. Experience has shown that when properly applied, preventive maintenance is a cost-effective way of extending the service life of highway facilities and therefore is eligible for Federal-aid funding. By using lower-cost system preservation methods, States can improve system conditions, minimize road construction impacts on the traveling public, and better manage their resources needed for long-term improvements such as reconstruction or expansion. Preventive maintenance offers State DOTs a way of increasing the return on their infrastructure investment.

PMP – Project Management Plan A plan outlining and establishing scope, activities, support group involvement, schedule, and budget for a project.

PSA – Professional Services Agreement A contract between the professional service provider (consultant) and the Department.

ROW – Right of Way A highway right of way is an identified strip of land reserved for transportation improvements. The right of way includes not only the road surface, but can extend well beyond the edge of pavement, sometimes as far as 200 feet and more.

SAFETEA-LU – The Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users A law describing the surface transportation policy of the United States, a program which allocated funding in various categories to the states. The act became law on August 10, 2005, and was valid until the end of September 2009, but was extended to September 2012 via continuing resolutions of the Congress. SAFETEA-LU was followed by MAP-21.

SB – Southbound Referring to traffic direction

Section 106 Section 106 of the National Historic Preservation Act of 1966 (NHPA) requires Federal agencies to take into account the effects of their undertakings on historic properties, and afford the Advisory Council on Historic Preservation a reasonable opportunity to comment.

SREB – Snow Removal Equipment Building A building on an airport to house snow removal equipment and support the snow removal operations.

STIP – State Transportation Improvement Program A staged, multi-year, statewide, intermodal program of surface transportation projects which is governed by surface transportation regulations and funded primarily with surface transportation program funds. The STIP is prepared by ADOT&PF and is approved by FTA and FHWA.
