Media Safety Book –2016 1. WELCOME TO KENNARDS HIRE RALLY AUSTRALIA

Chris Nixon, Media Manager

Dear Colleague

The media team at 2016 Kennards Hire Rally Australia extends you a very warm welcome.

We’re delighted to again be hosting the FIA on the Coffs Coast of New South Wales. It’s the 25th Rally Australia – and the 24rd with WRC status – since the event was founded in Perth on the far side of our continent in 1988. Following 2011, 2013, 2014 and 2015 this is our fifth rally on the beautiful Coffs Coast. And, already, we know we’ll be here to welcome you back again in 2017.

This Coffs Coast landscape has again provided a thrilling selection of stages for 2016. They’re detailed in the following pages of photography points compiled by Rally Australia’s chief photographer Jeremy Rogers. If you’ve shot here before, you’ll notice several changes, including a new stage on Sunday morning, Bucca16, which our course designers affirm is one of the rally’s best. And of course the new Destination NSW Super Special stage beside the city harbour promises further new opportunities.

The most important developments this year are our new end-of-season calendar date and a new partnership with Kennards Hire as title sponsor. And of course we welcome many other returning and first-time supporters, including Destination New South Wales, Coffs Coast City Council, Hyundai and Forestry Corporation of NSW.

Our team again includes Media Logistics Coordinator Errol Bailey, to oversee operations in the field. Errol will be on the stages to ensure the availability of media parking at designated locations, to assist with any issues or complaints about media access and generally to ensure photographers have the best possible experience in the field. Errol is one of Australia’s most qualified and experienced Clerks of the Course and Stewards. His details are in the Contacts section of this guide.

We welcome back the Nikon Professional Service, whose representatives will be on hand in the media centre and in the field Thursday-Sunday to provide cleaning, repairs and equipment loans to Nikon users.

Finally, I ask you to work with safety as your first priority at all times. As professionals, we expect you not only ensure your own safety but also set an example to spectators for whom rally is a once-a-year experience.

Thank you for coming to the Coffs Coast. I wish you a fruitful and enjoyable visit.

5. MEDIA SAFETY Media representatives are asked to watch the FIA media safety view including messages from WRC drivers at https://youtu.be/4Npy5eUuWHw

The media plays an important role in rallies, but representatives are not exempt from being required to respect safety rules. This should not usually interfere with the ability to perform their duties, but if a choice has to be made between carrying out their work and being exposed to unacceptable risk, safety must always take precedence.

Accredited media representatives are required to follow safe practices at all times while working on the Special Stages. Unsafe behaviour that may endanger other media, competitors, officials or other persons will not be tolerated and may result in the removal of accreditation.

On-stage officials have authority to instruct you to move from an unsafe location. If you disagree with such an instruction, move on and then contact Media Logistics Coordinator Errol Bailey (Tel. mobile +61 419 727 109) to help resolve your issue. Do not delay the running of the stage.

Please also observe the following general guidelines - • Always cooperate with officials • Wear your photographer’s tabard and accreditation pass at all times • Stand back from the road • Stand on the high side of the road • Keep behind trees, fences or other solid protection • Do not stand where there is no way to escape • Plan fast escape routes • Do not stand on the outside of corners unless in a safe elevated position • Do not stand on the inside of corners where drivers may short-cut • Do not stand near the landing point for jumps • Do not stand below the level of the road in gutters, culverts or car run-off routes • Do not sit or lie at a location on the same level as the cars • Stay alert – do not turn your back against oncoming cars; expect the unexpected • Do not obstruct rally signs • Keep clear of prohibited areas • Do not obscure the viewing of spectators • Do not leave your location until the Sweep car with flashing lights passes, indicating that the course is now open and safe • Take your rubbish with you

Media Safety Book –2016 6. REMOTELY PILOTED AIRCRAFT (RPA) Also known as Unmanned Aerial Vehicles (UAV’s) or Drones. The general use of RPA’s has increased over the last 5 years from professional commercial companies operating very complex aircraft to the local farmer using an RPA to check irrigation. The use of RPA’s has also saved a lot of cost in getting aerial vision of sporting activities. This is not without risk, the failure of a RPA over the competition area or at a Spectator Point is of concern to both Rally Australia and the Confederation of Australian Motorsport (CAMS). CAMS has issued a policy on the operation of RPA’s at motorsport events. http://docs.cams.com.au/Corporate/Policies/General/CAMS%20UAV%20policy%20- %20board%20approved%2020%20February%202016.pdf

Rally Australia has a Policy that NO RPA, Drone or UAV aircraft, no matter of the size, may operate within the operational area of Rally Australia with the exception of the WRC Drone provider dji.

The CAMS Public Liability Insurance, which is Rally Australia insurance, does not cover the operation of RPA’s, Drone’s or UAV’s or any incident involving these aircraft. This includes ALL types of these aircraft including what could be seen as a child’s toy.

This policy must be strictly observed as Rally Australia has many full size Helicopters flying at low altitude for WRC TV, Rally Australia Safety Helicopter and Team Helicopters. The risk of a RPA/Drone/UAV operating in the area of a Special Stage impacting one of the Rally Australia helicopters is real.

7. DRUGS, ALCOHOL, ENVIRONMENT AND POLICE AT RALLY AUSTRALIA 7.1. DRUGS IN SPORT The FIA, CAMS and Rally Australia condemns the use of doping practices (drugs, substances and/or methods to enhance performance) because it is contrary to the ethics of sport and potentially harmful to the health of, competitors, officials and other participants.

CAMS and Rally Australia supports the development of international initiatives to deter doping practices in sport, in particular motor sports.

The World Anti-Doping Agency’s (WADA) Prohibited List can be obtained from the WADA web site https://www.wada-ama.org/

If any competitor is taking a prohibited substance for therapeutic reasons, he or she must inform the Chief Medical Officer of Rally Australia and provide written medical evidence before the start of reconnaissance.

In addition to informing the Rally CMO, the competitor will also be required to obtain a therapeutic use exemption (TUE) from the FIA.

Further advice regarding TUE requirements and other anti-doping information can be obtained from the CAMS web site (http://www.cams.com.au/motor-sport/safety-integrity/anti-doping) or the FIA web site (http://www.fia.com/anti-doping).

It is entirely the responsibility of the competitor to inform themselves and comply with the WADA and FIA anti-doping regulations. The organisers of Rally Australia bear no responsibility for non-compliance and/or lack of awareness of those regulations.

7.2. ALCOHOL To ensure good governance and duty of care; random alcohol breath testing may be conducted on competitors and officials participating in Rally Australia as per the CAMS Alcohol Policy and Procedures list in the CAMS web site http://www.cams.com.au/motor-sport/safety-integrity/alcohol-testing-policy

Media Safety Book –2016

7.3. ENVIRONMENTAL MANAGEMENT Rally Australia is a leader in environmental management and sustainability in motorsport. Rally Australia complies with all Federal and NSW environmental protection laws and policies. In 2013 the event implemented an environmental management system and was the first motorsport event in the world to achieve the FIA's Institute’s accreditation for excellence in sustainability. The event also offsets its carbon emissions arising through fuel use, energy consumed, business travel and waste disposal (among other things). All people involved with the rally should be mindful of their environmental footprint, reduce vehicle use, dispose of rubbish appropriately, take active steps to protect fauna and flora, minimise unnecessary noise, dust and air emissions, use resources wisely and be proactive in reporting environmental incidents and recommending improvements. Further information about the event’s sustainability and environmental policies are available on the Rally Australia website. Contact: [email protected]. Tel.: (mobile) +61 488 264 556.

7.4. POLICE There will be an increased Police presence in Coffs Harbour and areas of the rally competition. Rally Australia acknowledges the support of the NSW Police Force and supports the increased presence to enforce the laws of NSW.

8. WORKPLACE HEALTH & SAFETY (WH&S) Rally Australia is run under the NSW WH&S legislation and in accordance with the CAMS and Rally Australia Occupational Health and Safety Policy. The CAMS OH&S Policy can be viewed on the CAMS web site: http://www.cams.com.au/motor-sport/safety-integrity/ohs-policy

By way of general advice, the main roads around the Coffs Coast region are of excellent standard. Gravel roads are generally smooth and without hazards, but be aware that all the liaison sections may run through small towns or villages where caution and speed limits should be observed strictly.

Remember to take plenty of water and something to eat to the stages. Hats and sunscreen are also a must! In some hilly rural areas, mobile telephone service may be intermittent.

9. EMERGENCY ASSISTANCE If an emergency arises that requires immediate medical help, or police, fire, rescue or other emergency services, dial 000.

The rally also has medical facilities. Phone Rally Headquarters on +61 2 6648 4977

10. SAFETY AND RULES OF THE ROAD Seat belts must be worn by all vehicle occupants in the State of New South Wales.

The use of a hand-held mobile phone while driving is an offence in Australia and can result in a fine of up to A$300.

The blood-alcohol limit for drivers is 0.05 percent.

Vehicles drive on the left side of the road in Australia. Please keep left on multiple lane roads unless overtaking.

Distances and speed limits are shown in kilometres in Australia. The speed limit in towns and cities is generally 50km/h, but this can drop to 40km/h in certain areas including school zones (as shown below) on school days. Main roads, highways and motorways have signs displaying the speed limits, which can vary from 60km/h to 110km/h. Please observe posted limits and remain vigilant.

© Rally Australia 2016 Date of Issue/Revision: 2/11/16 Rally Australia Ops and Procedures Manual Due for Revision: June 2017 Media Safety Book Page 14 of 112

Media Safety Book –2016 The rally monitors speeds on public roads.

There are numerous automatic speed cameras in the rally region so please abide by the posted speed limits.

Speed limits around schools are reduced during school days (Monday to Friday) generally at the following times: (look for local signs as shown below)  8am to 9.30am  2.30pm to 4pm

Always carry a copy of your national and international driving licence.

NSW Traffic Management Centre has set up Special Event Clearways around the Rally. Notice signs (as show below) will be erected on the roads; any vehicle parking in these areas will be towed away and fined.

Media Safety Book –2016 12. RALLY AUSTRALIA: 25 YEARS IN THE INTERNATIONAL ELITE KENNARDS Hire Rally Australia is one of just 13 events on one of the most elite calendars in motorsport, the FIA World Rally Championship. With the WRC’s greatest attractions including the diversity of landscapes, weather and cultures on its annual global tour, Rally Australia showcases the unique, sub- tropical setting of the Coffs Coast to a massive audience of spectators and television viewers.

Its 28 years since Rally Australia was born in Western Australia as a round of the FIA Asia Pacific Rally Championship. In 1989 it graduated to the WRC, starting a tradition of staging some of the championship‘s best-run and most innovative events. November 17 - 20 will see the 25th running of Rally Australia and its fifth on the Coffs Coast of New South Wales.

Held in and around the State capital Perth, the original Rally Australia’s stunning red-ochred earth and fast, naturally marbled slippery surface quickly earned an esteemed reputation among the global rally community.

The location and nature of the event was a perfect sounding board for innovative and inspired ideas that have since become WRC staples.

The city parklands became one of the first WRC rounds to utilise a cloverleaf-style super special stage, bringing spectators and sponsors close to the action.

Rally Australia also utilised a full electronic timing system for these stages, enabling split timing and final results to be recorded down to one-tenth of a second.

As well as a popular following among fans, drivers, teams, officials and media, the event earned official acclaim, receiving the Rally of the Year Award, voted by WRC teams, in 1995, 1999 and 2000. The World Rally Teams Association awarded Rally Australia the Best Promoted Rally Award in 1997 and the Award for Excellence in Creative and Professional Organisation in 1998 and the Rally Press Association voted it the Best World Rallye in 1997.

The WRC’s run in WA ended in 2006, but with the support of the New South Wales Government through its tourism and events agency Destination NSW it was accepted back on the WRC calendar on the Tweed Coast in 2009, aiming to appeal to a larger population of fans.

In 2011, Rally Australia moved again to a new home 300 kilometres farther south on the Coffs Coast. Steeped in the history of the former Southern Cross International Rally, also on the Mid North Coast, local residents and businesses enthusiastically welcomed the stars and cars.

In return, the WRC put on a spectacle the likes of which had never been seen, culminating in the Finn Mikko Hirvonen winning his third straight Rally Australia.

The 2013 event held promise of Volkswagen driver Sebastien Ogier clinching the drivers world championship, but it was dramatically denied not by his own misfortune but by that of a rival. But the rally organisers counted their own success, being awarded not only a date on the 2014 calendar but also the prestigious FIA Institute Achievement of Excellence for environmental sustainability and certification of 100 percent carbon offset – the first motorsport event in the world to achieve these benchmarks.

The 2015 Rally Australia will be remembered above all for the achievements of . Driver Sébastien Ogier, co-driver and Volkswagen Motorsport each clinched their respective third straight FIA World Rally Championships on one memorable day.

Media Safety Book –2016 For 2016, Rally Australia has succeeded in its bid to become the final round on the calendar, promising important opportunities for the organisers. The new date avoids the former conflict with other major sports events, benefits from longer daylight hours to facilitate the staging of the new Destination NSW Super Special Stage and warmer weather and gives visitors a chance to stay in the region and holiday after the rally. In an exciting innovation, Rally Australia will host the inaugural end-of-season WRC Gala and awards night at an elegant harbourside location in Sydney on Monday 21 November.

Media Safety Book –2016 13. SUPPORT EVENTS

The WRC round at Kennards Hire Rally Australia will be complemented by exciting action in National and State championship.

KUMHO TYRE AUSTRALIAN RALLY CHAMPIONSHIP (ROUND 5) The Kumho Tyre Australian Rally Championship held in high regard nationally and is becoming increasingly well-known internationally as a series with fierce and open competition.

Organisers have maintained the ARC service park on the corner of Stadium and Phil Hawthorne Drives this provides a hard-stand area close to the WRC service park and within the Stadium confines.

We have also refreshed the competitive element with better quality roads. This has meant slightly longer liaisons, but the organisers believe competitors will find the new roads some of the best in the championship. It will be a challenging route for each category with good special stage distance and favourites such as Nambucca and Valla and a challenging new 31.9 km test on Bucca16 on Sunday.

The Kumho Tyre ARC will use the same itinerary as WRC competitors (except the second run on the Destination NSW Super Special Stage each night) and will follow immediately behind the WRC entrants. The rally will count towards  2016 Kumho Tyre Australian Rally Championship®  2016 Australian 2WD Rally Championship  2016 Australian Rally Manufacturers’ Championship  2016 Australian Classic 2WD Rally Challenge  2016 Australian Classic 4WD Rally Challenge

There are also options this year for ARC and 4WD competitors to enter the WRC using their local cars, providing they meet certain FIA safety requirements.

NSW RALLY CHAMPIONSHIP (ROUND 6) The Rally will also be round 6 of the NSW Rally Championship. These competitors will only compete only on Saturday and will follow the National competitors.

Media Safety Book –2016 15. MEDIA IDENTIFICATION, SAFETY & MOVEMENTS 15.1. MEDIA SAFETY AND IDENTIFICATION 1. It is acknowledged that the media play an important role in the FIA World Rally Championship and that each member of the working media must be permitted to carry out his or her work in the best possible conditions.

2. However, the media is not exempt from having to respect safety rules. In general, this should not interfere with their ability to perform their duties. Nevertheless, safety will always take precedence.

3. Media are divided into two groups: a) MEDIA b) TABARD MEDIA

Each group is identifiable as follows: a) MEDIA – numbered media passes, issued by the FIA or event organiser. b) TABARD MEDIA – numbered media passes, issued by the FIA or event organiser, plus numbered tabards or jackets (permanent or rally by rally) issued by the FIA.

4. Only media representatives wearing a media pass and FIA WRC tabard (permanent or rally by rally) will be permitted access to reserved areas on the special stages where spectators are not permitted. These areas are marked in the event’s Media Safety Book as designated tabard media zones. All other members of the media must remain in designated spectator areas on the stages.

5. Media representatives wearing a tabard must ensure it is clearly visible at all times and not covered in any way. The tabard is allocated on a strictly named basis and is non- transferable. Failure to comply with this will result in the immediate withdrawal of the tabard.

6. If in the opinion of a marshal, official or the FIA Safety Delegate the wearer of a tabard is located in an area of danger he or she will be asked to move. If this instruction is ignored, a written report of the incident, detailing the number of the tabard holder, must be sent to the Clerk of the Course, who will immediately forward it to the FIA WRC Media Delegate for investigation.

7. The FIA WRC Media Delegate and the FIA Safety Delegate may at their discretion, summon the relevant parties.

8. Having heard the parties, the FIA WRC Safety Delegate may a) impose a reprimand, which will be taken into account in the event of a further offence, b) withdraw the accreditation for one or more days of the current or following event(s), c) refer the matter to the Stewards of the Meeting, d) refer the matter to the FIA Media Communications Group (formerly the Press Council).

15.4.2. MOVING ALONG OR CROSSING THE STAGE At the designated photo areas, Tabard Media can move along the stage, always following the marshals’ instructions, but must not stand below the level of the road. Similarly, when exiting the stage between the running of the two stages, time is limited in some stages. Please exit the stage promptly and do not attempt to do so if you feel there is insufficient time. Entry to a stage area via an access road is permitted at all times, assuming it does not use any part of a Special Stage due to be run. Where possible, please try to use the access roads. You may NOT enter the stage from an access road. Tabard Media can only exit a Special Stage, by vehicle, once the 999 Safety car goes through and must do so immediately behind the 999 Safety car.
