The pre qualification and bid documents duly filled and digitally signed in all respect may be submitted on-line through our e-Portal. Howrah Zilla Parishad does not take any responsibility for the delay caused due to non-availability of internet connection or traffic jam etc. for on-line bidding. Cost of Pre-qualification and bid document is as stated in the above table for online bids. Cost of prequalification of bid documents should be deposited in favour of WBSRDA Howrah 2 Division, Payable at- Howrah in A/C No. - 30388050387 (SBI Howrah Maidan Branch), IFSC Code- SBIN0000091 and Earnest money should be deposited separately in –WBSRDA Maintenance Fund, Payable at- Kolkata– A/C No. 11143674261 at (SBI Main Branch Kolkata), IFSC Code- SBIN0014524 . Names of the Technically qualified bidders on the basis of information furnished in the check list and in “My document” uploaded by concerned bidders after verification of the same with original, will be displayed in the portal and this Office Notice Board, subject to completion of verification and technical evaluation. The Executive Engineer, WBSRDA Howrah 2 Division reserves the right to reject or cancel any or all prequalification documents and bid document without assigning any reason’s whatsoever. Status of Tender will be sent to WBSRDA (H.Q.) immediately after evaluation. Work order will be issued only on receipt of instruction from WBSRDA(H.Q.). The eligibility criteria as stated in the standard Bidding document are given below:- 1. Achieved in any one year during last five years in the same name and style (excluding current year) a minimum financial turnover as certified by Chartered Accountant and at least 50% of which is from civil engineering construction works and equivalent to amount given below: ( 60% of amount put to Bid the turnover will be indexed at the rate of 8% for a year). 2. Credential certificate of successful completion of similar nature of work along with the copies of work order for works completed within last 5 (five) years of values not less than 50% (Fifty Percent) of the works or including mentioning time of completion of work with payment certificate otherwise credential of works are in progress or payment certificate will not be entertained. 3. The prime contractor should have necessary bid capacity to execute the work (Documentary evidence in proof of the above should be enclosed). 4. Income Tax return should be submitted for last 5 years. 5. VAT & Professional Tax clearance Certificate& Pan Card (Xerox Copy) should be furnished. 6. Trial balance or Accounting Sheet on the turnover, debit, credit position for the last 3 years (Audited). Important instruction to bidders – i. All duties, taxes, royalties, cess, including 1% Cess under W.B. Building and other Construction Workers (Regulation of Employment & Condition of Service) Act,1966.toll, Taxes and other levies payable by the Contractor under the Contract to the state/Central Government for any other cause, shall be included in the rates, prices and total Bid price submitted by the bidder. 1% Cess under W.B. Building and other construction workers (Regulation of Employments & condition of Service) welfare cess act, 1966 will be deducted from the running bills. Default liability period for the said contract is one year from the date of completion. Any damages occurred during defect liability period will have to be done by the contractor at his own cost. Time allowed for completion of package will be measured from the date of issue of work order. The intending bidders are requested to inspect the proposed site before quoting their rates.
