Welcome Message from the Photo Chief Dear photographers and photo technicians,

Hello and welcome to PyeongChang!

We offer our warmest welcome to each and every one of you to the world’s global festival, the PyeongChang Paralympic Games.

Amid dazzling advances in information technology, as photographers and technicians, you play an even bigger part in quickly and accurately relaying the dramatic moments of the Paralympic Games. And with North Korea’s participation in the Games, each shot you take will show the world the poignant moments when the Paralympic Games become the embodiment of peace.

We hope this Photo Guide Book will help you gather and verify information needed in your coverage, and our staff at each venue will do their utmost to support you in your activities.

We hope you create unforgettable memories and stirring moments at the 2018 Paralympic Winter Games in PyeongChang.

6 Greetings and welcome to PyeongChang

The 2018 PyeongChang Paralympic Winter Games will be held from March 9th to the 18th for a total of 10 days in the province of Gangwon-do, Republic of Korea.

All the sports venues are in two main areas: the PyeongChang Mountain Cluster and the Gangneung Coastal Cluster. Athletes and Spectators from over 45 Countries will compete against each other in 6 sports, consisting of 80 competitions.

The PyeongChang Mountain Cluster, located in both PyeongChang and Jeongseon, will be where the Opening Ceremony takes place. It will also be the main hub for snow sports events such as Alpine Skiing, Biathlon, Cross-Country, and Snowboard. Meanwhile, just 42 kilometers away, the Gangnueng Coastal Cluster will hold the ice sports events: Ice Hockey and Weelchair Curling competitions.

Our Photo Operations Team, consisting of 16 members, will do our best to create a safe and efficient environment for each and every photographer and freelancer to take their best shots during the Games.

All eyes will be on the venues and facilities during the Paralympics. Therefore, staff members from our Photo Operation Team may give restrictions and requests to photographers from time to time for safety reasons. These requirements are not meant to interrupt your work, but are solely for the safety of all attendants. Any behaviour that may put the safety of the Paralympic Games at risk will not be tolerated and we ask for your cooperation.

Photo Operations Photo Operations

Photo Operations 01

1.1 Photo Team The Photo Team comprises experienced photo and media professionals to provide facilities and services for accredited still photographers to capture the best possible images of the PyeongChang 2018 Paralympic Winter Games.

The Photo Chief, head of the Photo Team, is in charge of all photo operations.

▶ The Photo Chief’s office is located at the MPC.

Venue Photo Manager

▶ A Venue Photo Manager is to be appointed to each venue.

▶The Venue Photo Manager is in charge of photo operations at their venue on behalf of the Photo Chief.

Deputy Venue Photo Manager

▶ A Deputy Venue Photo Manager supports the Venue Photo Manager at his/her venue.

On-Course Photo Supervisor

▶ On-course Photo Supervisors manage photo positions at the snow venues.

On-Course Photo Marshal

▶ On-course Photo Marshals and Photo Supervisors coordinate photo operations for accredited photographers at the snow venues.

Photo Marshal

▶ Photo Marshals are appointed to each venue. They support the Venue Photo Managers by providing photo operations services to accredited photographers. 10 1.2 Photographers’ Work Spaces The Photo Team manages the following work spaces for accredited photographers :

At each Venue Media Centre, a Photo Work Room, a Photo Work Area and a Photo Help Desk are provided.

Photo Team staff members are assigned to each venue to help with accredited photographers’ activities.

The Photo Team staff give priority to the safety of athletes, spectators, and photographers.

The Photo Team staff members may restrict accredited photographers’ access to the photo positions for safety reasons.

Photo Sleeves 02

All accredited photographers should identify themselves with both their PIAC (Paralympic Identity and Accreditation Card) and a photo sleeve in order to access photo positions. Photographers without an PIAC or a photo sleeve will be denied access to any photo positions.

All accredited photographers should wear a photo sleeve at all times when they are at the venues.

Photo sleeves will be issued to accredited photographers at the MPC Photo Help Desk after they sign the Photographers Undertaking.

Each photo sleeve has a specific serial number, and it must not be transferred to anyone else.

If your photo sleeve has been lost or stolen, please report to the Photo Help Desk immediately. Lost or stolen photo sleeves can be reissued, but the process may take up to 24 hours to complete. Please take extra care not to lose your photo sleeves during the Games.

12 ▶ Photographers Undertaking: Any images captured, depicted or taken by the Photographer at the Games (the “”), including those of athletes competing within any Pralympic venue, shall only be used for bona fide news services for still photographic editorial purposes only; The use of Photographs for advertising or any other commercial or promotional purpose, in any manner, format, media or technology, whether now existing or created in the future, is strictly prohibited, unless with the IPC’s prior consent; The use, authorization to use or dissemination in any manner or form of moving images captured, depicted or taken by Photographer at the Games, in any manner, format, media or technology, whether now existing or created in the future and whether such use is commercial or non-commercial, is strictly prohibited; The Photographer is excluded from the copyright assignment and licence terms included in the PIAC, in respect to any photographs, films or recordings created within, from or of an Paralympic Venue, exclusively when acting in a Media Capacity.

Lost and Stolen Accreditation Cards/ Photo Sleeves 03 3.1 Lost and Stolen Accreditation Cards ▶ If you lose your Paralympic Identity and Accreditation Card (PIAC), you must immediately report it to the nearest accreditation centre. ▶ The accreditation card reported will be cancelled immediately. ▶ A new accreditation card (or a supplementary document) will be issued after the documents required for reissuance have been filled out. This process may take as long as 24 hours. Please make sure you do not lose your accreditation card. 3.2 Lost and Stolen Photo Sleeves

▶ If you lose your photo sleeve, you must immediately report to the MPC Photo Help Desk and Polic Stati. ▶ A new photo sleeve will be issued after the documents required for reissuance have been filled out. As this process may take as long as 24 hours, photographers should take good care of their photo sleeves. 13 Photo Operations

Photographer Access Zone 04

Accredited photographers are allowed to access the following areas: ▶ Venue Media Centres ▶ Mixed Zones ▶ Press Conference Room ▶ Photo Positions – Photo sleeve should be worn ▶ Media Lounges

Accredited photographers to PyeongChang 2018 Paralympic Winter Games all fall into the EP category.

EP can access all venues (zone 4 and spectator areas), photo positions, MPC, Paralympic Village (with visitor pass), Opening and Closing Ceremonies (with tickets).

4.1 Venue Media Centre The Photo Team staff are on standby at Venue Media Centres during competition sessions. 4.2 Mixed Zone Accredited photographers are permitted to take photos from the Press section of the Mixed Zone; they are not allowed to shoot from the Broadcast section. Priority will be given to the print media due to the limited space.

*Technicians Technicians who have to work with photographers at the venues are accredited as ET. Technicians can access the press zones at all venues and the MPC. Technicians should wear a photo sleeve to access photo positions in the Field of Play. Venue Photo Managers can issue photo sleeves to Technicians for temporary use only. 14 4.3 Press Conference Room Accredited photographers are permitted to all press conferences at the competition venues and Venue Media Centres. Please be careful not to obstruct or block the print media or the broadcast operations.

Flashguns must not be used at all press conferences.

4.4 Press Tribunes Accredited photographers are allowed to access press tribunes and spectator seats when these are not occupied. Press tribunes must not be used as photo positions. You should not stand on them to photograph.

4.5 Opening & Closing Ceremonies The Opening and Closing Ceremonies of the Paralympic Games are classified as High-Demand Events by the IPC. (A ticket to the events with an accreditation card and a photo sleeve must be presented to the venue entrance.)

Without a ticket, you cannot enter the venue, even if you are an accredited photographer with a photo sleeve. Tickets to the Opening and Closing Ceremonies are available from the National Paralympic Committees (NPCs). The IPC high-demand event ticketing office allocates tickets directly to the press only when the press organizations are affiliated with smaller NPCs that do not have adequate staff. Uncollected tickets will be distributed to the press on a first come, first served basis by the IPC high-demand event ticketing office. Participation in the Photo Briefing for the Opening Ceremony is mandatory for all accredited photographers with tickets.

4.6 Medal Ceremony Pool photographers have priority at Medal Ceremonies. Venue Photo Managers can allocate primary positions to photographers from the nations of the athletes receiving medals. 15 Photo Operations

Photo Positions 05

5.1 Photo Positions There are two types of photo positions: standard photo positions and pool photo positions.

Photographers must have their own accreditation cards and photo sleeves (PHOTO printed on them) to access standard photo positions.

Photographers must have their own accreditation cards and photo sleeves (POOL printed on them) to access pool photo positions.

5.2 Photo Position Access Photographers’ access to and exit from photo positions next to the Field of Play (FOP) must be done before the competition session starts, or after the session ends. Entry or exit during the session is strictly prohibited. ★ Entry and exit are allowed only during the time of ice resurfacing in the case of ice sports.

Photographers are to be escorted to photo positions next to the FOP by a Photo Team staff member at the designated time before the competition session starts.

Late arrivers may not be allowed to access the photo positions.

The time to move into the photo positions will be announced at the venue photo briefing. The venue photo briefing is to be held two hours (ice sports) or two and a half hours (snow sports) before the session starts. Please attend the venue photo briefings and check information. 16 Photo positions next to the FOP are sensitive areas: any unnecessary movement or noise made by photographers during the competition session may affect athletes’ performances. This may result in the loss of the photo positions for future sessions.

5.3 Dedicated Photo Positions Seats/places in photo positions are allocated to photographers on a first come, first served basis.

★ In some venues or occasions, the Venue Photo Manager in consultation with the Photo Chief, can reserve dedicated seats/places in the photo positions, in compliance with the IPC priority list.

5.4 Photo Equipment in Photo Positions Any unattended bags and items in the photo positions will be removed from the site immediately by the security staff.

A camera bag or equipment cannot be used as a mark to reserve a photo position. Only the Venue Photo Manager can reserve a position.

In order to better use the space provided in a photo position, please store large camera bags and items in the designated lockers located in the MPC and VMCs.

5.5 Phones in Photo Positions Phones must be switched to silent mode (no vibrating alarm) at all times in photo positions.

5.6 Monopod/Tripod in Photo Positions Tripods are not allowed in the photo positions at any venue.

Photographers are recommended to use . Please collapse the monopod when you move to other photo positions.

17 Photo Operations

High-Demand Events 06

The IPC classifies a certain event as a High-Demand Event when the number of photographers, as well as spectators, exceeds the amount of photo positions available in the venue. The identification of high-demand events is based on previous Games experience and the specific conditions within the host nation and city, such as popularity of the sport/event in a particular nation and the international or national significance of the event.

Accredited photographers should have a ticket along with an accreditation card and photo sleeve to attend a high-demand event and access the photo positions.

Tickets, free of charge, will be distributed to the NPCs by the IPC high-demand event ticketing office.

The IPC high-demand event ticketing office will not distribute tickets directly to photographers.Two exceptions: 1) photographers affiliated with smaller NPCs that have athletes participating in the ticketed session/event, but do not have adequate staff; 2) unused tickets that are to be distributed to press organizations on a first come, first served basis.

Photographers will be ticketed but they have to follow the guidance of the Venue Photo Manager to access specific photo positions. 18 Events classified as a High-Demand Event are as follows: • Opening Ceremony • Closing Ceremony

The IPC can classify additional events as High-Demand Events. Information on this will be available at all Photo Workrooms and Photo Help Desks.

Temporary Structures in Photo Positions 07

Temporary structures such as scaffolding and staging are provided in the photo positions at all venues to help photographers get better photos. Use the structures for photographing purposes only. Do not lean on the structures or put heavy items on them.

Photographers can only use temporary structures provided in the photo positions. Access to other venue structures such as those for broadcasting, light towers, and wind blocking screens, is strictly prohibited.

Stools cannot be brought into the venue. 19 Photo Operations

Flashgun and Strobe lighting 08

The use of flashguns or strobes is strictly prohibited during all Paralympic competition sessions.

Dress Code 09

Photographers in the photo positions are exposed to spectators and television audiences all over the world.

Any conspicuous branding or advertising on photographers’ clothing or equipment is prohibited according to the clean venue policy of the Paralympic Games.

The policy should be respected by all photographers at the venues. If any breach of the rule is found, photographers will be asked by the Venue Photo Team staff to rectify the situation or leave the venue.

Photographers in the photo positions on a level with the ice link should dress in all black. 20 Pool Photographers 10 10.1 Pool Photographers A ‘Photo Pool’ should consist of at least six photographers representing: • International Paralympic Photo Pool (IPPP) – one from each • National Paralympic Photo Pool (NPPP, if established) – one position • International Federation (IF) photographer – one position • IPC Official Photo Agency – one position

10.2 Photo positions for Photo Pool Pool photographers are granted priority photo positions.

Only pool photographers are permitted to reserve photo positions.

This will be done with the approval of the Venue Photo Manager who is responsible for the labelling of these positions.

If additional positions are available, consideration should be given to photographers representing the nations competing in a particular event, photographers from international agencies, and sport photographers on a rotation basis.

10.3 Pool Photographer Access Zone Pool photographers should make a request to the Venue Photo Manager to access the pool photo positions.

The Venue Photo Manager issues POOL photo sleeves to pool photographers, and photo sleeves must be worn at all time in the pool photo positions.

A POOL photo sleeve is only valid in the pool photo positions, not in non-pool photo positions. POOL photo sleeves should be returned immediately to the Venue Photo Manager when you leave the venue ‘POOL’ 21 Photo Operations

Internet Access 11

Internet access is available at all Photo Work Areas of the MPC and Venue Media Centres (VMCs).

An individual internet account is necessary to access to internet at the MPC and all VMCs.

An individual internet account can be ordered through the Press Rate Card Service. You can order via phone or email to the MPC rate card service desk.

Wi-Fi internet access is possible at media conference rooms and media lounges.

No Wi-Fi internet in photo positions.

Cabled internet access as well as RJ45 is available at critical photo positions. An individual internet access account must be purchased to use cabled and secure communications at the critical photo positions. A photographer who wants to transfer photos directly from their own camera through the cabled internet should register their own camera MAC Address (MAC Address registration is possible at the MPC registration booth).

22 11.1 Internet Access in Photo Positions Photographers are advised to purchase an internet account in photo positions before the Paralympic Games. They may be able to purchase an account through the Press Rate Card during Paralympic Games, depending on the cable connection availability. There will, however, be a surcharge for a late order.

All orders must be validated and approved by Photo Operations.

The specific location of the position will be determined by Photo Operations after validation and approval.

An individual internet account in a photo position will not guarantee attendance at high-demand events if the photographer has no ticket.

11.2 Wi-Fi / Wireless Internet Access Wi-Fi / Wireless internet access is available at all:

▶ Media Lounges

An internet account purchased through the Press Rate Card Service can be used for both cable and wireless network connections.

Wireless internet connections and data transfer may be unstable compared to cable connections during the Paralympic Games.

Cable internet connections can provide more reliable network connections and a higher data transfer rate than wireless.

Cabled and secure network connection service (with fixed IP address) in photo positions can be purchased from the Press Rate Card Service. 23 Photo Operations

Camera Service12

Canon and Nikon will provide professional services to accredited photographers including camera cleaning and repair service, as well as camera and lens rental service.

Canon and Nikon service offices are located at the MPC

13.1 Vehicle Access and Parking Permits (VAPP) Each venue car park has a limited space. Venue VAPP (Vehicle Access and Parking Permits) can be purchased with the Press Rate Card at the MPC.

25 Photo Operations

Spectrum 14

All devices that use radio frequencies (e.g. wireless , remote camera trigger mechanisms, Wi-Fi APs, walkie-talkies, wireless microphones, etc.) need to be authorized by PPCOG in advance.

Even if these devices are independent of operating licenses, prior authorization must be gained.

Devices that do not need prior authorization are mobile phones, key chains, and devices that use Bluetooth technology such as wireless keyboards, mouses, and earphones.

Entry into Games venues will only be granted to equipment that has been properly tested and tagged.

The Spectrum Monitoring and Enforcement Team will attach a Use Permitted tag.

Wireless devices subject to the Spectrum Management Team are: • TRS, Handheld Radio, Walkie-Talkie, Wireless Microphone, In Ear Monitor, Wireless Intercom or Talkback, Telemetry & Tele-command, Wireless Camera, Fixed Microwave Link, Mobile Microwave Link, Permanent Earth Station, Transportable Earth Station, Wireless LAN (Wi-Fi). Spectrum Management Rooms will be operated in major venues in order to provide spectrum-related services to users:

• Competition Venues – Alpensia Cross-Country SKiing Centre, Jeongseon Alpine, Gangneung Olympic Park • Non-Competition Venues – MPC, IBC, PyeongChang Paralympic Village, Gangneung Paralympic Village, Gangneung Media Village, PyeongChang Olympic Stadium 26 14.1 Remote Camera Installation Installation of remote cameras must be approved by the Photo Operations team.

The number of remote cameras will be restricted for safety reasons and limited space.

Venue Photo Managers will inspect and validate the installation process. Any remote camera that violates the appropriate safety standards will be removed.

14.2 Remote Camera Controller All remote controllers including wireless triggering devices (e.g. PocketWizard) are subject to inspection and approval by the Spectrum Management Team.

Wi-Fi remote contollers (using 2.4GHz or 5GHz) are not permitted.

14.3 Wi-Fi Wi-Fi routers that have been installed by PPCOG or by an PPCOG approved telecommunications provider are permitted.

Private Wi-Fi routers will not be allowed.

Private Wi-Fi AP, wireless routers, and smartphones used for tethering are all subject to PPCOG regulations. 27 Photo Operations

Security Checks15

All venues except the Medals Plaza have security areas that photographers must pass through.

X-ray scanners at the entrance of most venues will monitor baggage and belongings.

Photographers’ tools of the trade can be carried into venues by photographers and technicians.

28 Tools of the Trade 16

Tools of the Trade are essential equipment for photographers but are restricted items for spectators to bring into venues.

Tools of the trade can be carried into venues by photographers or technicians after security scanning at the venue entrance.

Tools of the trade are as follows: ▶ Camera equipment •Camera- Digital SLR, 35mm SLR, , , Panoramic Camera,Go Pro, compact camera, etc.

• Camera accessories- lens, lens hoods, cases, camera bags, camera and lens, rain covers, monopods, rechargeable and non-rechargeable batteries including NiCad, NI-MH and alkaline, battery charges, memory cards and cables.

• Photographic camera installation equipment– Heavy duty clamps (50mm) • Harness for Access Catwalk • Robotic camera head and mounting accessories • Radio control shutter release devices (PocketWizards)

▶ Computer equipment • Laptops, netbooks, tablets, smartphones and chargers, card readers. • Mi-Fi devices and other 3G hubs (not for use in venues). • Cables, connectors, cable spools, network testers, network termination equipment, power blocks, gaffer tape, plastic cable sleeves, cable protectors, wire cutters, wire strippers, pliers, crimp tools.

★ The Photo Operations Team will issue a holographic sticker to individuals who will carry tools of the trade into venues. This sticker should be attached to the individual’s Paralympic Identity and Accreditation Card at all times. 29 Photo Operations

Lockers17

The MPC and all venues provide lockers to accredited photographers.

The Photo Help Desk at esch venue and the workroom helpdesk at the MPC will issue locker keys to photographers on a first come, first served basis.

Large camera bags and wheeled cases cannot be carried into photo positions. Please use lockers to store your bags and items.

Press Rate Card Service 18

Internet accounts that allow photographers to access the internet at venues can be purchased through the Press Rate Card service.

You can also purchase VAPP (Venue Access and Parking Permits), wired/mobile telecommunication, and SIM cards from the Press Rate Card Service.

The Press Rate Card Service office is located at the MPC.

You can check service availability from the Press Help Desk. 30 Other 19

19.1 Crampons Photographers must put on crampons to access some photo positions at snow sports venues.

Please check information about safety equipment requirements from the Venue Photo Managers

19.2 Electric Power The standard household voltage in Korea is 220 volts (60Hz).

The standard type of plug is type C, “Europlug”, two-pole and round-pin.

19.3 Lighting Lighting at all venues will satisfy the lowest IPC-recommended standard lighting level (1540 Lux).

19.4 Language Service Venue Photo Managers and Deputy Venue Photo Managers at all venues are fluent in English.

A translator will be arranged upon request if you have difficulty communicating at the venue. 31 Photo Operations
