Statement on Cabinet Decisions of 15/10/2014 ------

On Wednesday, 15 October 2014, a Cabinet Meeting chaired by His Excellency the President of the Republic, Paul KAGAME, convened in .

1. The Cabinet Meeting approved its earlier decisions of 10 September 2014, after minor adjustments. 2. The Cabinet Meeting examined and approved the Government of Rwanda consolidated financial statements for the year ended 30th June 2014. 3. The Cabinet Meeting approved the National Legal Aid Policy. 4. The Cabinet Meeting approved the Justice for Children Policy. 5. The Cabinet Meeting approved strategies to enhance capacity of Rwandan companies in order for them to be more competitive in public procurement. 6. The Cabinet Meeting approved the Adult Literacy Policy and its Strategic Plan 2013/14-2017/18. 7. The Cabinet Meeting approved the occupational health and safety and its implementation plan. 8. The Cabinet Meeting approved the harmonization of issuance of visa in accordance with existing agreements between Rwanda and different countries. 9. The Cabinet Meeting commended the work that is being carried out by Ebola Surveillance Committee, requested the Committee to improve the strategies to 2 prevent the Ebola virus disease and urged all Rwandans in general to continue to uphold the strategies to prevent it.

10. The Cabinet Meeting approved the following draft laws:

- Draft Law modifying and complementing Law No 37/2012 of 09/11/2012 establishing the value added tax; - Draft Law establishing the Gishwati- Mukura National Park; - Draft Law modifying and complementing Law No 10/2013 of 08/03/2013 governing the statutes of Judges and Judicial Personnel; - Draft Law modifying and complementing the Law No 46/2010 determining the powers, responsibilities, organization and functioning of the Rwanda National Police; - Draft Law authorizing the ratification of the Protocol signed at Nairobi, , on 11th May 2014, on the Development and Operation of the Northern Corridor Standards Gauge Railways.

11. The Cabinet Meeting approved the following orders:

- Presidential Order determining the sharing of funds deposited into the joint account between the City of Kigali and each District of the City of Kigali; - Presidential Order modifying and complementing the Presidential Order No 30/01 of 09/07/2012 on Specific Statues for Police Personnel; - Prime Minister’s Order authorizing the allocation to Rwanda Mountain Tea a land area of 288 ha, located in Western Province, Nyabihu District, Rambura and Karago Sectors for investment; - Prime Minister’s Order determining the supervising Authority of Rwanda Environment Management Authority (REMA) and its category and determining the competence, organization, functioning and responsibilities of its organs;

3 - Prime Minister’s Order determining the number, structure and use of private cemeteries; - Prime Minister’s Order establishing modalities of training for public servants; - Prime Minister’s Order establishing procedural requirements of the system of performance appraisal and promotion of prosecutors and assistants of prosecutors; - Prime Minister’s Order determining the remuneration of members of District Administration Security Support Organ (DASSO); - Prime Minister’s Order granting a leave of absence for non-specific period to Ms. KARAKE Alice, who was Cabinet Minutes Taker; - Prime Minister’s Order rehabilitating dismissed public servants, namely Ms. KATUSHABE Justine and Mr. SEBATWARE Joram; - Prime Minister’s Order granting a deliberate resignation to Mr. BUMBAKARE Pierre Celestin, who was Head of Department in MINIJUST; - Prime Minister’s Order granting a leave of absence for non-specific period to Mr. NYABYENDA Révérien, who was a Table Officer in Parliament; - Prime Minister’s Order granting a retirement to Mr. MBARUSHIMANA Jean Marie Vianney, who was a Civil Litigation Analyst/Senior State Attorney in MINIJUST; - Ministerial Order determining modalities of establishing and functioning of occupational health and safety committees; - Ministerial Order determining the organization and functioning of adult Literacy; - Ministerial Order granting accreditation to the Catholic ; - Ministerial Order granting accreditation to Kibogora Polytechnic (KP).

13. In AoBs: a) The Minister of Agriculture and Animal Resources informed the Cabinet Meeting that the World Food Day will be celebrated on 21st October 2014 in Mugesera Sector, Ngoma District in the Eastern Province. The theme of this year is “Family Farming: Feeding the world, caring for the earth”. The celebration of the 2014 World Food Day will include the following activities: Umuganda to weed maize plantation and to apply urea fertilizer on a consolidated land of 120 ha located in Nyamugari Cell, Ngoma District; planting fruit trees and educational visit to different agricultural activities in Ngoma District. b) The Minister of Disaster Management and Refugees Affairs informed the Cabinet Meeting that Rwanda will celebrate for the 4th times the International Day for Disaster Risk Reduction (IDDR) on 5th November 2014.The theme of the day is: “Prevent Risk and Build Resilience to Fire”. The celebration at national level will be held in the City of Kigali and activities during this week will include the following: Awareness walk; Conference on DRR at UR/Huye Campus; Inspection of buildings and public spaces; meeting with Private Sector on fire prevention and community work to support disaster affected families.

7 c) The Minister of State in Charge of Energy in the Ministry of Infrastructure informed the Cabinet Meeting that:

- Rwanda will celebrate the World Energy Day on 22nd October 2014. The celebration will serve to stimulate worldwide and national awareness of energy issues and the political will to support the Smart Energy Movement that is aimed at bringing about a new energy civilization of accessibility and sustainable resources for all, where every citizen will have plentiful energy that is harmonious with nature.

- Rwanda shall host an Infrastructure Partnerships for African Development (IPAD Rwanda) Conference from 3rd to 4th November 2014 in Serena Hotel, Kigali. The conference shall bring together power development partners, finance house and multilateral investors, construction and planning companies as well as technology providers. d) The Minister of Finance and Economic Planning informed the Cabinet Meeting that: - The celebration of the International Savings Day will be held on 31st October 2014 and will be preceded by a special savings week which will commence from 25th to 31st October 2014. The proposed theme is: “Save NOW for a better FUTURE”. The aim of organizing this day is to make people aware of the importance of savings and taking responsibility for one’s future in particular, and the Country’s economy in general.

- He participated in a World Bank and International Monetary Fund meeting in the United States of America. In this meeting, Rwanda development programmes were commended and some investment partners pledged to support different projects in Rwanda.

8 e) The Minister of East African Community informed the Cabinet Meeting that:

- An EAC conference was held from 16th to 20th September 2014, in Kigali, on the Inter-Religious Council collaboration to strengthen peace and security in EAC region. The main objectives of the conference was to enhance the existing commitment of religious leaders to collaborate in promoting peace and security in the region, strengthen consensus among them regarding the challenges and opportunities for religious communities to promote peace and security, and to design appropriate strategies to meet the challenges and exploit opportunities. In the above conference, the religious leaders recognized their specific responsibility to model the behavior that contributes to peace and justice and therefore committed to the values of inclusivity, respect for diversity, integrity, fidelity to truth and equality. In line with this, the religious leaders established an East African Community Inter-Religious Council.

- The 7th East African Petroleum Conference and Exhibition 2015(EAPCE15) is scheduled for 4th-6th March, 2015 in Kigali Serena Hotel. The main objective of the conference is to promote investment in oil and gas sector. f) The Minister of Gender and Family Promotion informed the Cabinet Meeting that Rwanda will celebrate the International Rural Women’s Day on 25th October, 2014 under the theme “Let’s support each other in the journey of self-reliance”. At National level, the celebration will take place in Gatebe Sector, Burera District, Northern Province and at Village level, celebrations will take place in other parts of the Country. Major activities during the celebrations include discussion on self- reliance for women, creation of “Inshuti mu Kwigira Initiative”, awarding 30 best performers’ women in all Districts and selection of a group of 10 women per sector who will be supported economically through Kuremera program. Women will also be called upon to increase their contribution in finding solutions to

9 various challenges affecting the family and community, especially human trafficking, championing the fight against GBV and advocating for a broader approach to economic development.
