Special Issue - College of Europe 2019 It gives me great pleasure to introduce this special issue of De Europa, featuring six selected Master’s theses by former students of the College of Europe. The issue, which comes at the initiative of Professor Umberto Morelli, is both a tribute to the close collaboration between the University of Turin and the College, and the fruit of much innovative work by the students of Natolin. The theses presented here were submitted in the academic year 2018-2019 of the Master of Arts in European Interdisciplinary Studies. They cover a wide range of topics, from the place of identity in Danish EU integration debates (Miro Folke Guzzini), to the importance of a strategy for culture in EU external relations (Merle Lioba Andraschko), to the impact of disinformation in our societies (Louis Obry), to the perception of Kosovo by external actors (Ela Brglez), to the EU’s involvement in contested states such as Kosovo and Palestine (Hristiyana Stoyanova) and to the EU’s security actorness in the Ukraine crisis (Mallory Tamain). Although the subjects covered may seem very diverse, many of the authors hold one thing in common: they have chosen to approach their respective subjects from an interdisciplinary standpoint, all the better to analyze complex, challenging contemporary problems of importance to Europe and the international community. They do so by breaking new ground in seeking to bridge and to integrate insights from several diverse disciplines. This is very much in keeping with the original vision of Hendrik Brugmans, the first Rector of the College of Europe, who believed in the ability of interdisciplinary studies to find innovative solutions to contemporary problems by using a multi-faceted approach. In adopting this approach, our graduates also pay tribute to the European Interdisciplinary Studies programme of the College of Europe in Natolin, which provides students with interdisciplinary expertise in the political, economic, legal and historical dimensions of EU affairs. In this spirit, Louis Obry tackles the important contemporary problem of online disinformation regulation by building a novel theoretical framework suited to his policy problem that draws across disciplines. His analysis of the legal and policy approaches pursued in the UK, France and at the EU level is grounded in an impressive wealth of sources. It results in policy recommendations that outline some of the best practices in tackling disinformation in the short and long term, including the need to insist on online media literacy for all generations. Several of the authors also provide depth to their analyses by embedding them in long-term historical developments. This is one of the specificities of the European Interdisciplinary Studies programme at the College, which strives to provide all students with an understanding of Europe’s past to better enable them to examine pressing contemporary issues. Thus, Miro Guzzini roots his analysis of Danish identity and how Danish EU membership might affect it, in his carefully constructed, lucid and very well informed explanation of the historical foundations of Danish national Pascaline Winand, Director of Studies, European Interdisciplinary Studies Department, College of Europe in Natolin, [email protected] Introduction identity. This considerably strengthens his explanation of the results of Denmark’s two Maastricht referendums of 1992 and 1993 and the role that Danish identity played in the formulation of Danish positions in debates about the EU. Additionally, Ela Brglez examines the formation of the external images of Kosovo as part of a continuous process spanning several decades of history, which helps uncover significant changes in the perceptions of the international community. Another feature of this special issue is the emphasis on the importance of perceptions for the study of the European Union and its neighbours. Where Miro Guzzini considered Danish state and society perceptions of Danish identity and of the EU, Ela Brglez examines the perceptions and representations of Kosovo as constructed by several international actors, such as the EU, Russia, the USA, the United Nations, Albania and Serbia since the 1980s. The strength of her thesis lies in combining historical analysis with perception analysis, thereby demonstrating, as she aptly states, ‘the importance of the historical development of external perception in understanding its contemporary actualization.’ Likewise, Mallory Tamain examines the EU’s capacity to act in a regional setting as a security actor engaged in crisis management, in the specific context of the Ukraine crisis. Her study shows the importance of the EU paying heed to the self-perceptions of its own actions as an international security actor as well as examining the perceptions of external actors, such as Ukraine’s political elite and wider public. Another recurring theme in this special issue is the focus on challenges to EU actorness and opportunities for its future development. Mallory Tamain and Hristiyana Stoyanova both examine factors that enable or constrain the EU’s actorness. Where Mallory Tamain focuses on the EU’s security actorness in the Ukraine crisis, Hristiyana Stoyanova investigates the credibility of the EU as a foreign policy actor operating in the context of its involvement in state-building initiatives in contested states such as Kosovo and Palestine. Last but not least, Merle Lioba Andraschko assesses the effectiveness of EU external cultural relations with a focus on the network of EU National Institutes for Culture (EUNIC). The author comes to novel conclusions, notably regarding interactions between EU member states in external cultural policy. Contributors to this special issue are to be commended for the quality of their research. The authors base their analyses on a wide range of relevant primary and secondary sources and many of them have conducted interviews with relevant actors. In all of this they have also drawn freely on the wealth of resources available at the College of Europe in Natolin and made judicious use of the events and courses featuring prominent practitioners and academics with expertise that is relevant to their chosen topics to enrich their research. The thought-provoking collection of theses that I have the honour and pleasure to recommend is, then, the product of all these elements and bears testimony to the importance of the contribution that College of Europe students and young graduates are making to the community of researchers, both in the European Union and internationally. 6 De Europa Special Issue - College of Europe 2019 Theses Special Issue - College of Europe 2019 Pragmatism in the ideal nation-state: the place of identity in Danish EU integration debates Miro Folke Guzzini 1. Introduction: a case of political quid pro quo Denmark’s EU integration process might seem smooth to the lay observer. The country joined the community at an early stage in 1972. In a time of spreading Euroscepticism, it still boasts some of the highest approval ratings of the EU (75% in 2018 compared to the 62% EU average) and some of the highest participation rates in elections to the European Parliament (56% in 2014 compared to the 42% EU average) (European Parliament 2014, 2018). Take a closer look, however, and the country’s integration process appears a little less self-evident and Denmark a much less willing partner. The most obvious tell-tale signs are the Danish opt-outs, which to this day remain inscribed in the European treaties. While Denmark is indeed a signatory, the treaties are amended by several protocols granting Denmark exemptions to

    Rethinking the role of the federalist ideas in the construction of Europe (A historical survey) Éva Bóka, Historian, PhD, invited lecturer, Corvinus University of Budapest Abstract The idea of a peaceful world federation, based on the personal principle and the principle of autonomy (subsidiarity), has a long history. It developed in opposition to the sovereign states that pursued centralisation and power policy world wide. The European federation was envisaged as regional part of the peaceful world federation. European social organization was characterised by the dichotomy of sovereignty versus autonomy, and the European federalist visions developed in opposition to sovereignty. Thanks to these federalist visions international law and the international legal thinking gradually developed. The consctuction of Europe belongs to this history. This historical survey concentrates on the role of the personal principle and of subsidiarity in the federalist visions of Europe and in the development of democratic international law and human rights. Introduction Following the classical idea and model of peaceful world federation, social organization starts with the persons and their communities. The different communities (family, local community, province, state, federation of states, federation of federations of states) created by the association policy of persons could be imagined as concentric circles around the persons in the centre of their worlds. Constitutional state law, international law, and human rights create the harmony between the persons and these circles of associations. The idea of a peaceful world federation based on the personal and the autonomy principles is present in the works of all representatives of federalism among whom we find Aristotle, Althusius, Grotius, Suarez, Vattel, Saint-Pierre, Penn, Locke, Montesquieu, Rousseau, Voltaire, Tocqueville, Proudhon, Eötvös, Renner, Coudenhove-Kalergi, Rougemont, Brugmans, Monnet, Spinelli, Hallstein, Tindemans, or Delors.

In Sweden, vocational education is fully integrated into secondary edu- cation, while Denmark is characterized by strong involvement of employers via workplace-based apprenticeships. This article aims to explain these different paths of development and their political sustainability, while providing general insights on the dynamics of institutional change in advanced political economies. We demon- strate how firm size had crucial implications for skill formation policies during the phase of industrialization, while the partisan balance of power became highly influen- tial in the post-war decades. An additional key observation is that once a critical junc- ture is passed, actors adopt their strategies and preferences to reflect the new institutional context. As a consequence, the skill formation regimes of both countries remained relatively stable after the 1980s.     Willem Maas, “Free Movement and the Difference that Citizenship Makes,” in Journal of European Integration History, vol.23 no.1 (2017) 85-101 85 Free movement and the difference that citizenship makes Willem MAAS Abstract Free movement in Europe differs from arrangements in other regional integration efforts because of the introduction of individual rights at the European level, later captured under the legal umbrella of European Union citizenship. In place of previous bilateral and ad hoc arrangements to manage migration between their states, Europe’s political leaders created a new constitutional category: the European citizen, with rights that EU member states cannot infringe except under limited circumstances. The development of European rights means that free movement in Europe can be com- pared with internal free movement in other multilevel political systems, such as fe- deral states, demonstrating the similar political logics at work in dissimilar contexts. One of the core values of shared citizenship is a project of equal political status, which is not always compatible with retaining local particularity. This is why central aut- horities in democratic systems almost invariably work to lower internal borders and boundaries, while local authorities often work to retain them, setting up potential conflicts. Introduction From postwar bilateral labour migration accords and the Treaty of Paris establishing the European Coal and Steel Community to the present day, the project of European integration has been deeply shaped by the politics of free movement, first of workers, then of members of their families, then (via intermediate categories such as students, retirees, and others) to all European citizens and arguably, via legislation and Court interpretation, to everyone living in Europe.1 Free movement reflects the aim of changing the meaning of borders – from Schuman’s aim “to take away from borders 1.

DOI https://doi.org/10.18546/HERJ.15.2.02 The history canon project as politics of identity: Renationalizing history education in Denmark Claus Haas* – Aarhus University, Denmark Abstract In 2009, the Danish nation state implemented a history canon, Historie 09, as an obligatory part of the history national curriculum in primary and lower secondary schools. The history canon was part of a high-profile ‘cultural battle’ that the Danish liberal–conservative political and intellectual elite initiated during the first decade of the twenty-first century – a conflict that also included several other curricular canons. The Danish history curriculum was meant to satisfy three aims: (1) to bolster students with historical cultural ballast as they are prepared to be a part of the globalized economy and community; (2) to revitalize a chronologically structured master narrative about the historical and cultural origins of the Danish nation; and (3) to incorporate history teaching into an ongoing political struggle against some of the possible consequences of increasing cultural and religious diversity in Denmark – and, accordingly, to further a re-traditionalized vision of Denmark as a culturally homogeneous society, presumably existing as distinct from the membership of a heterogeneous European Union. This paper analyses the background of the history canon project in terms of educational policy, how it was realized in the revised history curriculum of 2009, which is still in force, and finally how representatives of the political elite who framed the history canon interpret the history curriculum.

    Reclaiming action — PRogRessive stRategies in times of gRowing Right-wing PoPulism in DenmaRk, noRway, sweDen anD geRmany Edited by Christian Krell, Henri Möllers and Niklas Ferch Right-wing populist parties are on the rise almost everywhere in Europe. In the Scandinavian coun- tries, too, where Social Democracy has had the most decisive influence on the development of a solidary society and an inclusive and emancipatory welfare model, policymakers face increasingly substantial difficulties in forming government coalitions vis-à- vis aspiring competitors who have emerged on the far right in recent decades. In light of the remark- able rise of right-wing populism in Germany and its growing presence in parliaments and discourses, the volume at hand contextualizes and compares the growth of right-wing populism in Denmark, Norway, Sweden and Germany. Based on the identification of ideal-typical strategies applied by progressive par - ties towards right-wing populist parties in the past and in the present, the authors evaluate the success of various strategies and develop recommendations for progressive and sustainable actions to »reclaim action« against right-wing populist parties. Of course, the Schuman Declaration was 20 years old in 1970, and the ECSC had been supple- mented by the European Atomic Energy Community (Euratom) and the much broader EEC. But these Communities included only the original six member states (France, West Germany, Italy, and the Benelux), with the first enlarge- ment still three years in the future, and Community institutions were generally quite hesitant to take any actions not supported by the member states. True, the European Court of Justice had promulgated the principles of the supremacy of Community law, and of its direct effect. Even so, the number and importance of instances where member states were obliged to change their policies remained quite restricted. Federal aspirations Perhaps the quality of the change at work was more important than the quan- tity. Former Commission president Walter Hallstein observed in 1969 that indi- vidual Europeans were being affected by the Community’s legal system “more strongly and more directly with every day that passes”. He went on to point out that Europeans were “subject in varying degrees to two legal systems – as a citizen of one of the Community’s member-states to [the] national legal system, and as a member of the Community to the Community’s legal system”. This was a new experience for many Europeans, but it was “not a new experience for cit- izens of countries with federal constitutions” (Maas 2007: 21).

    Europe’s Troubles Europe’s Troubles Sebastian Rosato Power Politics and the State of the European Project For a decade after the end of the Cold War, observers were profoundly optimistic about the state of the European Community (EC).1 Most endorsed Andrew Moravcsik’s claim that the establishment of the single market and currency marked the EC as “the most ambitious and most successful example of peaceful international co- operation in world history.” Both arrangements, which went into effect in the 1990s, were widely regarded as the “ªnishing touches on the construction of a European economic zone.”2 Indeed, many people thought that economic inte- gration would soon lead to political and military integration. Germany’s min- ister for Europe, Günter Verheugen, declared, “[N]ormally a single currency is the ªnal step in a process of political integration. This time the single currency isn’t the ªnal step but the beginning.”3 Meanwhile, U.S. defense planners feared that the Europeans might create “a separate ‘EU’ army.”4 In short, the common view was that the EC had been a great success and had a bright future. Today pessimism reigns. When it comes to the economic community, most analysts agree with former German Foreign Minister Joschka Fischer’s claim that it is “in a moment of a very severe crisis.” The conventional wisdom, notes the European Union’s ambassador to the United States, João Vale de Almeida, is that the EC “is dying, if not already dead.”5 At the same time, hardly anyone still predicts political or military integration.
