PRING TIME…YOU BEAUTY… “HERE COMES THE SUN”!!

Written by Beatle George Harrison on a lovely Spring day at his friend Eric Clapton's house, “Here Comes the Sun” is an outright classic and one of the band's best-known tunes. Included on the Abbey Road LP, it expresses a lament at the "long cold lonely winter" and relief at the arrival of Spring. As Spring surfaces to drive out the last gloomy traces of winter, we can finally start to look forward to sunnier Miners Rest days.

Spring and "springtime" refer to the season, and also to ideas of rebirth, rejuvenation, renewal, resurrection and regrowth. What happens in Spring? What happens in nature? Plants begin growing quickly once the cold of winter has ended. One might say the new growing is practically springing up. And that is why we call this season Spring!

"Spring" is an old word, and appears in many Germanic languages with a meaning like "to jump" or "to run". About two thousand (2000) years ago, the basic Germanic form was "spreng-" and by about one thousand (1000) years ago, when Old English was spoken, the word had changed to "spryng" or "Spring" and has not changed significantly since then! A STAR IS BORN…RIGHT HERE IN MINERS REST!

Rhiannon Simpson was born and raised in Miners Rest and has had a wonderful musical journey so far in her life. It deserves to be shared. She began her music odyssey playing the blues as a drummer for renowned blues pairing Steve Plater and Marion Turner. After moving to the big smoke of Melbourne, Rhiannon started wowing the infamous blues community with her tasteful, energetic guitar playing. Her aggressive vocal style and virtuosic guitar work saw her play with some of Australia's finest musicians including Geoff Achison, Joe Camilleri and Jimi Hocking.

We were first alerted to her story by Rhiannon’s Mum, Darlene Mabbitt, who may be justifiably a little biased but says, “She certainly is an amazing daughter and I’m so proud of what she has achieved in her life, she has a heart of gold and will help anyone out!”

Rhiannon Simpson started school at Miners Rest P.S. then moved on to Ballarat High School. After High school she moved to Melbourne University to complete a Bachelor of Music. Rhiannon completed her Masters in Education at Boston University in the United States and has spent the last twelve months as a relief teacher at Ballarat High school. Now a world recognised blues guitarist, she is more than happy to talk about her growing up years in Miners Rest.

“What was it like? In one word… bikes. All we did was ride, around the primary school, up to the shop to get $1 worth of chips, down the bike jumps way too fast. The internet connection in Miners Rest back then was truly atrocious, so we didn’t have a lot else to do. I had three brothers, so we would get up to all kinds of mischief, sneaking onto peoples properties to play ‘army’, jumping the fence to play , crashing through the colorbond fence after a particularly well laid tackle in the backyard. It was rough, muddy and exhausting. The perfect childhood!”

From this Editor‘s point of view. sadly, Rhiannon grew up as a Carlton supporter.

“I’m a massive Carlton fan, and have been all of my life but only played in the backyard as a kid. I always wanted to play, but women’s footy wasn’t really a well-known or respected concept back then and there just wasn’t anywhere local to do so. I played instead but was always jealous of the boys on the field. I still take footy whenever I travel through and find an Aussie to have a kick-to-kick with.”

So where did the music come from?

“My father is a DJ. “Simmo”, as everyone knows him, would provide the music for what seemed like every wedding or birthday in Ballarat; so I was always around great songs. I started DJing with him when I was 12 and loved seeing what a massive effect a certain song can have on a crowd and I guess I’ve followed that feeling ever since. “

Since those early DJing days, Rhiannon’s love for her craft saw her performing at many diverse venues and festivals as she stretched her talent and her repertoire. For her efforts she was recognized in 2015 with The Lazenby Young Blues Guitarist award from the Bendigo Blues and Roots Music Festival.

“Phil Lazenby was an incredible community man in Bendigo, and when he passed away, his estate left two (2) brand new guitars to young blues musicians. To decide who to pass these guitars onto the Bendigo Blues and Roots festival committee held a competition over two years in which the person deemed the best guitarist for each year would be given one of the guitars. I was incredibly honored to win in 2015 (in a pool of some really incredible players) and take home an American Standard Telecaster which is my go to gigging guitar.”

After receiving an invite to live, study and play in Boston, MA, Simpson began touring the states in May of 2017; being invited to perform at venues such as Kingston Mines (Chicago), B.B Kings (New Orleans) SoulShine (Nashville) and The Haskell Opera House (Vermont). Full of new riffs and determination, Simpson returned home to Australia to record her debut album with arguably the most talented group of young musicians in the country; The Triple Delta (B.J Humphrey, Griffin McGookin and Josh Woods).

“Like most of my trips, it was a combination of academics and music. I was accepted to complete my Masters at Boston College in Massachusetts and knew that the USA was the place to go if you wanted to become the best Blues musician you can be. I spent six months studying and three months touring on my first time there, and did a second tour across the north in 2018 for another three months.

This time I’m actually moving to Canada, so London, Ontario (two hours South of Toronto and two hours north of Detroit). That way I'm close enough to the USA to tour but still get that sweet commonwealth healthcare. I lived in Boston for nine months and loved it, but I also loved Tennessee.

This interview and followup article was initiated by your Mum, Darlene. What part in your life has she played?

“Mum is always my biggest fan, no matter what I do. She’s such a strong, independent woman who has had to really fight for everything she has worked her ---- off for. She taught me that if you want something you have to go out and get it, and that coming from a background where things aren't always easy is what builds the strength and resilience to reach your full potential. She’s been through so much, and yet spends all her time thinking about how things affect everyone else; but mostly there has never been any pressure.

To her I’m not a musician, or an academic, or a teacher, I’m her clumsy, messy daughter who always drinks all the milk when she comes home and she’s proud of that person no matter what happens with the rest. She’s the consistent, reliable rock in the family; I’m so grateful for everything she’s done for us all.”

MINERS REST IN 2040 Many readers have been involved in the Miners Rest Township Plan process. The plan is now being finalised and will be presented to Councillors for approval. Back in March 2017 the Miners Rest community had their say to guide the development of Miners Rest through to 2040. There are still items that will take some time to finalise, plans for the Primary School and discussions on where to locate sports and recreation facilities are all underway and information will be made public once concluded.

Successive drafts of the township plan dealt with a number of concerns raised by community members.

Flood Mitigation Burrumbeet Creek restoration and development

Albert St Flood 2011

Initial plans to construct a “high-level” channel to divert flood water down Nelson St to the west of St has been put aside. The focus will now be to improve the existing creek’s ability to handle flood waters.

This work may see the creek widened and include designs to provide an open space corridor to facilitate a public access shared trail along the length of the creek. Providing walking / bike tracks will further link both north and south Miners Rest, together with further development of the Community Park.

Planning and discussions relating to these works is listed in the Plan as being an immediate to short term priority. This will involve the Glenelg Hopkins Authority, Wadawurrung/Wathaurung Aboriginal Corporation, Council and DEWLP.

Miners Rest Town centre The plan has identified Creek St as the Miners Rest town centre. This is the street that runs down the side of IGA. Whilst this is the most suitable option for the town centre, it does come with limitations eg residential, flooding etc. The area is already zoned mixed use, which means the area can and does hold commercial businesses. To be a functioning town centre with more commercial businesses, will require significant investment from stakeholders or developers.

It is noted that the landowners of the quarry have initiated discussions with planners regarding the extension of Creek street through to Victoria Street. Their plans include a traffic bridge across Burrumbeet Creek to provide full connectivity and access to land on the Victoria Street side of the creek. This would also provide a great access point for the town for both residents and visitors.

Dowling Forest Equine Precinct Landowners within the Dowling Forest Precinct have long been engaged with Council to resolve identified land use planning issues. At the July community meeting a draft recommendation was presented which includes changes to local policy at Clause 21.07-6 and to the Schedule to the Farming Zone and rezoning a significant portion of Special Use Zone 13 land to Farming Zone Area C.

Council officers are currently undertaking final meetings with affected land owners. Providing the final recommendation aligns with the draft, the changes will reflect a fairer outcome and have a positive impact on the ability to develop and sell Precinct land. There are still zoning matters still to be resolved with some land on the northern and southern Precinct boundaries.

Planning data suggests the population of Miners Rest will grow from 4487 in 2017 to 6200 by 2036, a growth of 36%. We have seen Arranmore and Mount View estates fill quickly and almost sold out. The plan suggests that these developments may be the last of this scale for the plan period as the plan recommends future growth be taken up by existing approved subdivisions and “infill” developments. The assessment of land supply has been based on lots that are greater than 1500m 2 and could be further divided to a minimum of 750m2 (so two or more lots depending on the size of the original lot).

Over the consultation process, the community had mixed views with some supporting infill and others preferring greenfield, large block development. Many had concerns that if infill development was allowed to continue in the township, they did not want to see small blocks with houses wall to wall and no green space. Such developments pose concerns for fire and emergency vehicle access, all whilst losing the atmosphere and street appeal of the existing community appearance.

Council is considering changing the current zoning over the 'existing township' area to “Neighbourhood Residential” zone. This zoning would allow for minimum size requirement and will prevent small block “No Green Space “ size developments as pictured. “Neighbourhood Residential” zoning development will still giving everyone the chance or option to subdivide.

In the second last week of August saw the school took part in book week which saw many different activities take place. This included community members coming into the school and reading their favourite childhood stories to the students as well as the ever popular dress up day on Friday with some very impressive and ingenious costumes from both staff and students. This week we had five students participate in a chess tournament at Kryal Castle. Equipment Miners Rest Fire Brigade is about to take possession of an “Ultra Light Tanker” fire fighting vehicle. This unit will replace our current slip-on unit and will allow us more flexibility with a larger water capacity, more storage space and more importantly, improved operator safety.

Our beautiful hall has had a little more work undertaken, Miners Rest Bunch for Lunch in the fire place area. The side entry has been relined and new lighting installed. There will be new vinyl on the floor @ Ballarat Golf Club rd (3 Thursday every Month) and the fire place lacquered. The back store room, in a poor state, will be demolished and rebuilt in December. th September 19 We have recently received funding from RLX and the th Committee for Miners Rest. There are also some Hall October 17 Committee funds that will go towards providing audio visual November 21st equipment in the hall. We still need additional funds to be able to provide that complete system. Christmas Lights Competition will be revamped this year with new categories such as Themed, Interactive, Street (two or more adjacent properties) and Best Overall. Start planning and remember you’ve got to be in it to win it - entry forms available in November. Community Christmas Carols on Sunday 15th December 6- 8:30pm at the Community Hall where the Christmas Lights winners will be announced,there will be a visit from Santa and Mrs Claus, treats for the kiddies and a free sausage sizzle. As well as welcoming back Leigh Moneghetti and Band, for the first time the local School Choirs will also be involved. Please check local papers and signage closer to events.
