RFP No. 1-17-C037 Replacement of Electronic Key Access Control Security System RFP No. 1-17-C037 Replacement of Electronic Key Access Control Security System March 27, 2017 Questions and Answers Notice: Questions may have been edited for clarity and relevance. 1. Question: Is MWAA be self-hosting the web hosting services? Answer: Prefer SaaS solution or hosted externally. 2. Question: If MWAA is requesting 3rd party web hosting services, does the services need to be FED RAMP compliant? (Annual cost for Fed Ramp Compliant server is $55,000.00 and two would be required for the system). Answer: No, MWAA is not obligated to follow Federal guidelines. 3. Question: If MWAA uses 3rd party wed hosting services will the IT department open port 443 for two way communications? (port forwarding is required for the remote PDs to operate.) Answer: 443 is a standard and acceptable port. 4. Question: Section 5.3 Mechanical Hardware (Phase 1) states 182 Mortise Cylindrical Locks. These are two different types of locks. How many of each type and what is the model numbers of each? Answer: The model #s will vary per Smart Key Manufacturer / System. Qty. (182) = Mortise cylinders with (# 181) cams. *The different types of lock applications: Rim Lock (57), Mortise (182), Cylindrical Locksets (29), Padlocks (100) 5. Question: Section 5.3 Mechanical Hardware (Phase 1) states 25 Smart Padlocks with GPS capability with the capability to fit preinstalled hasps with shackles of between 1/2 inch and 5/16 inch. The GPS capability is a cellular service. How is the monthly cellular service fee per padlock going to be funded on the firm fixed contract? Answer: This will be handled through a supplemental service. 6. Question: Section 5.3 Mechanical Hardware (Phase 1) states 29 Cylindrical Locksets. Will imported cylindrical lockset be acceptable or will MWAA require the cylindrical locksets be of a specific model and manufacturer? Answer: Yes, acceptable. The selected Manufacturer will provide a cylindrical Lockset that will be compatible the Smart Key System selected. These units will be totally separate from the MWAA Master Systems. Questions and Answers for RFP 1-17-C037 Page 1 of 4 7. Question: Regarding the key cylinders, the specification in the SOW is somewhat specific and limiting. In the conference on the 17th it was stated that "hardware was not to be replaced", only the cylinder. It was also stated that existing locks were "SFIC". There may be a conflict in terms or specification. Can you confirm that existing hardware involved is to remain, and that it is, or is not SFIC (Best style interchangeable core)? This is critical as it pertains to availability of product to meet specification. Answer: MWAA uses the SFIC (CORES) with the Master Key Systems. This is not a cylinder. The new replacement system will only involve changing the “cylinders” where this application applies. In many cases the lock (body) will remain and just the “cylinder” changed. * Cores and Cylinders are completely different components. * The MWAA SFIC key systems and the Smart Key systems are totally different. 8. Question: During the Pre-Bid meeting on March 17th, was mentioned by the end user representative that the existing smart key system, Intellikey, uses a SFIC (Small Format Interchangeable Core) footprint for the existing hardware. In our experience, and research, we do not see where Intellikey was ever made for SFIC, which would mean that the existing lock hardware could not be prepped to accept SFIC. It was brought up in the meeting that the new system would need to be SFIC so that there would not be a need to change the existing hardware that the end user wants to be able to simply remove an existing core, and have a new core for the new system installed. Can the end user verify that the existing Intellikey cylinders, or cores, are indeed SFIC and the existing hardware is prepped to received SFIC cores? Answer: The replacement Smart Key System does not apply to the SFIC footprint. In cases where the Smart Key might be added- the lock “cylinders” will be changed. 9. Question: Some of the systems for the type of technology being requested for the new system consist of keys that need to be charged, in other words, the keys would need to be plugged into a USB connection and charged frequently, usually once or twice a week, dependent upon frequency and usage. Is the end user okay with having a system where the actual key holder will be required to "charge" their key on a frequent basis, otherwise the key would be dead? Answer: No. This is not a suitable system for the applications desired. 10. Question: For the new system, will a static IP address be required by the end user IT department for the wall PD's (Programming Devices), or will they allow DHCP? Answer: IP will be provided by MWAA. 11. Question: During the meeting, it was brought up that the end user does not desire to have hardware replaced, that they want to have a new system that they can simply have the existing cylinders or cores removed, and new cylinders, or cores, go back in place. Do all three locations, Dulles, IAD, and National, currently have the same type of hardware preps? Answer: Yes. 12. Question: Will the end user have network switches within 10 to 15 feet (or approximately) of each designated location where a wall programming device is to be installed? Answer: Distances between switches and devices will not exceed CAT6 specifications. Questions and Answers for RFP 1-17-C037 Page 2 of 4 13. Question: Will there be a future requirement for the keys to the new system to have the capability to work in conjunction with the end user's access control system? Answer: No. 14. Question: Is it indeed a requirement that the new system have the capability to operate cam locks, such as for the ambulance cabinets, as well as work door locks? Answer: Yes. Modifications may be required. 15. Question: For the new system software, does the end user want a system that is self- hosted, or do they want manufacturer hosted? Answer: Prefer SaaS solution or hosted externally. 16. Question: Does the end user want a new system where the padlocks have a GPS or tracking capability? Answer: Yes, at a later time. Example: Special events coordinated by Airport Operations. 17. Question: Will the end user require the Special Nano-coating on cylinder boards (IPx8 with anti-water coating protection) as part of the new system? Answer: Yes. This will be a very important feature with outside hardware applications. Roughly 75% of the total installment. 18. Question: Does the end user want a new system that possesses the Anti-Vibration mechanism feature, which will help inhibit micro vibrations on a fence from Jet Engines from effecting the lock cylinder? Answer: Yes, at a later time. This again will be a valuable feature with Construction applications and Airport Operations. 19. Question: It looks like the specifications is for the new system is calling for a mechanical relock device that will relock the electronic portion of the cylinder in the event of battery failure, is this indeed a requirement? Answer: Yes, The key activates the Cylinder. It provides the power to the solenoid in the cylinder. When the power is off the cylinder is lock. Note: The mechanical part of the cylinder acts as a secondary feature to keep the cylinder locked when the electronic part fails. 20. Question: Does the new system need to work with a Long Live CR2032 battery versus the standard CR2025 battery? Answer: CR2032 Battery offers 20,000 cycles (openings) will only need to stock (1) type of battery cell. 21. Question: Is the end user looking for a new system that will provide them with the capability to intermix both electro-mechanical key technology with mechanical key technology, so that the total system can potentially be expanded to include all areas where a key is required, yet keep the costs lower by installing mechanical key technology on lower security doors? Answer: Yes. The goal is to introduce a new key system within the next 2-3 yrs. This system will be used partially to replace the standard key system as the patent comes to a close. It could also be used as an intermittent level of security in addition to the other key systems. Questions and Answers for RFP 1-17-C037 Page 3 of 4 22. Question: The end user has provided some very detailed specifications as part of this RFP, does the end user have a specific manufacturer or system selected, or in mind, that they are seeking this proposal on? Answer: This system that is selected should meet all the requirements stated in the request- Also this Replacement Smart Key System should provide the electronic-mechanical features and capabilities for 20+ years of service with very minimum modifications , updates and additions to operate smoothly and proficiently. A few of the following offer the Smart Key Controlled Access Systems: Medeco, Mul-T-lock, Assa - Abloy. 23. Question: It was mentioned during the Pre-Bid meeting that the end user does not desire to purchase new hardware for the new system. It seems unlikely that three separate locations, Dulles, IAD and National Airport, all share the same type of hardware, although possible. Can you verify that every place a new cylinder or core is to be installed as part of the new system, at all three locations, currently has the old Intellikey system and place, and that all the types of hardware are the same? Answer: Correction on locations > IAD / DCA / DTR For every location where a Smart cylinder will be replaced or added the Hardware applications are the same.
