He was born on December 7, 1929, at New York City. He participated in the 1959 American _ National Exhibition in Russia as a member of Tex-McCrary, Incorporated, New York City. He was vice president of this public relations rm which was headed by the well-known John Regan "Tex"! McCrary. DETAILS: AT sr. LOUIS, MISSOURI

On January 9, 1969, a review of the military service records on file at the Military Personnel Records Center, 9700 Page Boulevard, disclosed that WILLIAM LEWIS SAFIR , serial number 12 373 149, enlisted in the U. S. Air Force Reserve on July 20, 1951. He served in the Reserve on an inactive status until May 8, 1952, at which time he was honorably discharged as an Airman Basic by reason of induction into the U. S. Army.

He was inducted into the U. S, Army, serial number 51 190 137, on May 9, 1952, and he entered on active duty on e same date at Syracuse, New York. He was honorably released from active duty on April 17, 1954, as a Corporal at Camp Kilmer, New Jersey, by reason of convenience of the Government early release program!, and he was transferred to the Reserve to complete his military obligation.

He served in the U. S. Army Reserve, inactive status, from April 18, 1954, to May 25, 960, at which time he was honorably discharged»~¢a

His military occupations were shown as light weapons infantryman, informaon specialist, clerk typist, and as script writer. '

He was first issued a Passport #512626 in the name, WILLIAM LEWIS SAFIR, on October 1, 1951, at Washington, D. C., for a two-month trip to Iceland, France, England, Germany, Portugal, Morocco, Italy and Libya, for the purpose of gather- ing news.

He stated that he was born on December 17, 1929, at New York, and the files shows that his birth certificate, in the name WILLIAM LEWISSAFIR, was seen by the passport authorities.

His father was listed as OLIVER C. SAFIR, born at Dyersburg, Tennessee, birth date shown variously as April l, 1896, April l, 1894, April 2, l893. His mother was listed as IDA PANISH, born at New York, New York, January 12, 1896.

The following investigation was conducted by IC bf I on January 1969.10, b The files of the Evening Star Newspaper, Washington, D. C., containsa newspaper clipping, dated December 10, 1968, which furnishes information relative to the appointment of WILLIAM LEWISSAFIRE as a Special Assistant to President elect NIXON and that he was a special assistant during the election campaign.

It further revealed SAFIRE is an author who has 1 headed his own NewYork public relations firm ice 1966. His latest book "The New Language of Politics," which was publish- ed in 1968 was mentioned.

William Lewis Satire

Since 1961 Mr. Satire has been serving as President of Satire Public Relations, Incorporated, New York City.

During the 1960 and 1968 Presidential campaigns of President-elect Richard M. Nixon, Mr. Satire served as a speech writer for Mr. Nixon.

Military Service

Hr. Safire served in an inactive status in the United States Air Force Reserve from July 20, 1951, to May 8, 1952, when he was honorably discharged as an airman. He was inducted into the United States Army on Hay 9, 1952, and he entered on active duty the same date. He was honorably released from active duty as a corporal on April 17, 1954. Mr. Satire served in an inactive status in the United States Army Reserve Corps from April 18, 1954, until Hay 25, 1960, when he was honorably discharged as a corporal. His service record is clear.

Jacob K. Javits, United States Senator from New York, advised in Washington, D. 0., that he has been personally and professionally acquainted with Mr. Satire since the early 1950s. He said during his 1954 election campaign when he was seeking the position of Attorney General of New York he used the services of Tex McCrary, Incorporated. McCrary described Mr. Satire as a "remarkable individual" whose character, reputation, loyalty, and associates are above question. The records of the Registration Section, Department - of Justice, Washington, D. C., show the firm of Tex hcCrary, Incorporated, New York City, registered with the Department of Justice under the Foreign Agents Registration Act of 1938, as amended, in December, 1958, as an agent of the government of Argentina. This relationship terminated in February, 1959. These records further show that in February, 1959, the afore- mentioned firm registered as an agent of the government of El Salvador. It ceased operating as an agent of that government in July, 1959. The records also show the aforementioned firm r registered with the Department of Justice in October, 1959, g as an agent of the Tibetan government-in-exile. This association ceased in November, 1959. Hr. Satire is listed in the records as an official of the firm of Tex McCrary, Incorporated. v

The July 12, 1958, issue of "Editor and Publisher," a weekly magazine published in New York City, contains an article concerning the involvement of the public relations firm, Tex HcCrary, Incorporated, in behalf of Bernard Goldfine. This article; copy enclosed; mentions Mr. Safire.

Hr. Goldfine, now deceased, was a Boston, Massachusetts, textile manufacturer who in l96l, upon a plea of guilty to income tax evasion, was sentenced to serve a year and a day in custody of the United States Attorney General. 9 -

Patrick J. Buchanan, Special Assistant to the President, Executive Office of the President, Washington, D. C., advised that he has been closely associated with Mr. Satire for approximately four years. He described him as a very intelligent, capable, and competent individual. He said Mr. Safire is a reputable, honest, and trustworthy person whose character, associates, and loyalty are above reproach. He recommended him for a position oi trust and confidence with the United States Government.

Dwight L. Chapin, Deputy Assistant to the President, Executive Office of the President, Washington, D. C., advised he has been acquainted with Hr. Satire on a social and professional basis for approximately four years. He described him as an industrious, knowledgeable, productive, and stable person.
