Vision

To become a leader in sport by bringing a National Olympic Committee and the National Sports Associations together as members of the Olympic Family in Hong Kong.

Mission

To develop and promote Olympic Movement in Hong Kong in accordance with the Olympic Charter.

Goals

1. To promote public interests in sporting activities in Hong Kong, through the organization of various sports events and competitions, to achieve a healthier lifestyle; 2. To encourage and reflect public opinions in asking government to provide more proper and better facilities for the practice of all sports; 3. To reconcile or arbitrate in any differences which may arise between national sports associations or groups therein; 4. To coordinate all local sports organizations in the promotion of sports at different levels from leisure to elite, to attain the ultimate goal of “Sport for All”; 5. To work in conjunction with other global and regional organizations dedicated to the promotion of international competitions; 6. To foster Olympism, which promotes friendship, solidarity and fair play through sports; 7. To undertake the organization of international competitions and to support Hong Kong athletes’ participation in them; 8. To select and send Hong Kong, China delegations to all multi-sports Games, including the , , and East , etc.; and 9. To do all such other things to attain the above goals.

Remarks: As endorsed at the 372nd Council Meeting of the Federation held on 12 December 2016, with effect from 13 December 2016, the Hong Kong Baseball Association Limited was upgraded its membership status from Associate Member to Ordinary Member, the China Hong Kong Mountaineering and Climbing Union and Hong Kong China Dragon Boat Association were upgraded its membership status from Observer to Associate Member and the Hong Kong Lacrosse Association Limited was conferred as an Observer of the Federation.

Message from the President

Much has changed but the tradition has not, not by a single iota, with our Sports Federation and Olympic Committee in the eventful and fruitful past year. This is as our organization should be doing because what is good has to continue and what is essential remains.

We introduced a quarterly newsletter, the Olympic Voice, in October 2015 to keep the community abreast of our progress and elucidate our intentions. The pamphlet, available in print and online, is today a means to state our case and make public our records. The year has also been one for the Olympics, from preparations, meets and trials, and finally to the culmination in the Summer Games in Rio de Janeiro where our sporting representatives attained respectable results against a field of the elite, the best of the best.

Within the movement, we have duly bid farewell to veteran administrators and leaders who contributed more than we could have imagined for which we are grateful. This has ushered in a new generation to receive the proverbial baton in this perpetual relay. Our Secretariat, from the Office of the Honorary Secretary General to members of the SF&OC, has been rejuvenated and is still as faithful as ever to the vital mission of propagating the ideals we espouse for the sports we love.

While the Yearbook surveys our deeds and celebrates our achievements through the feats of our athletes, it also has to remind us of the collective challenges ahead because the past is the foundation for the future. Our wish is not only to meet but also to exceed our sporting goals by redoubling our effort because no one can afford to slacken the pace while elsewhere similar strides are taken in a competition that is local, regional and global.

We have a chance here to express our gratitude for the support we have received and to reaffirm our commitment to the public of Hong Kong, we have a mission to give everyone cause to be proud and foster unity through the games we participate in our bauhinia flag.

V. Staff Structure of the Federation The Federation has four Offices, namely the Secretariat, Management Company of Olympic House Limited (MCOHL) Office, Hong Kong Athletes Career & Education Programme (HKACEP) Office and Hong Kong Anti-Doping Committee (HKADC) Office. The daily administration duties of these four Offices are monitored by the Hon. Secretary General, the Hon. Treasurer and the Hon. Deputy Secretaries General.

The Secretariat supports various Committees of the Federation, communicates with IOC and OCA, coordinate with all Member Associations, prepares for the Hong Kong, China Delegations to the multi-sports Games and promotes the Olympic movement in Hong Kong through organization of three mega events, namely, Hong Kong Sports Stars Awards, Festival of Sports and Olympic Day. The MCOHL Office manages the Olympic House under the spirit of environmental protection. The HKACEP Office provides various supports for qualified retired athletes for their education, career, life skills development and the “Sports Legacy” Scheme leading to the ultimate aims of providing jobs for them. The HKADC Office fights against the use of drugs in sports in Hong Kong by implementing education and testing programmes.

A total of 40 staff members were subvented by the Government. The Federation used its own savings to top-up 2 Assistant Manager posts to Deputy Managers and 1 Administrative Assistant post to Assistant Manager and employed 1 Assistant Manager, 1 Account Officer and 1 Administrative Assistant on temporary basis under the Secretariat, while 31 staff members worked under the Sports Legacy Scheme of HKACEP Office were funded by sponsorship.

To foster close communication with Member Associations, sports community and the general public, the Federation has regularly updated the official website at www.hkolympic.org, the website of MCOHL Office at www.olympichouse.org, the website of HKACEP Office at www.hkacep.com and the website of HKADC Office at www.antidoping.hk to provide updated information. The Olympic Voice of Hong Kong reports the updates of the sports community and promotes local and overseas sports competitions and events. II. Awards & Honour i. Dr. T. Brian STEVENSON, Vice-President of the Federation, was conferred with a Doctor of Business Administration, honoris causa by The Open University of Hong Kong on 15 December 2015. ii. Mr. PANG Chung, Hon. Advisor of the Federation, was awarded the IOC Trophy 2015 – Sport and Innovation and OCA Award of Merit in recognition of his remarkable initiatives to the development of “Sports Legacy Scheme” in Hong Kong having benefitted the secondary schools, secondary school students and retired athletes.

III. SF&OC Incentive Awards & Junior Incentive Awards 2015 In recognition of the outstanding performance and achievements of the athletes in the multi-sports Games and World / Asian Championships, the Federation has allocated funding in the form of annual Incentive Awards to the meritorious athletes of the affiliated Member Associations. For SF&OC Incentive Awards & Junior Incentive Awards 2015, a total sum of HK$999,218 allocated from the SF&OC HK, China Trust Fund including HK$644,508 for Incentive Awards and HK$354,710 for Junior Incentive Awards were granted to 35 Member Associations.

13 Member Associations were granted both Incentive Awards 2015 and Junior Incentive Awards 2015 including Hong Kong Amateur Athletic Association, Hong Kong Badminton Association, Hong Kong Billiard Sports Control Council Company, The Cycling Association of Hong Kong, China, Hong Kong Fencing Association, Hong Kong Federation of Roller Sports, Hong Kong, China Rowing Association, Hong Kong Rugby Union, Hong Kong Skating Union, Hong Kong Squash, Hong Kong Table Tennis Association, Hong Kong Triathlon Association and Hong Kong Wushu Union.

The following 16 Member Associations were granted Incentive Awards: Hong Kong Chinese Chess Association, Hong Kong DanceSport Association, Hong Kong China Dragon Boat Association, Hong Kong Golf Association, The Gymnastics Association of Hong Kong, China, Handball Association of Hong Kong, China, Health Qigong Association of Hong Kong, China, Hong Kong Paralympic Committee & Sports Association for the Physically Disabled, Hong Kong Sports Association for Persons with Intellectual Disability, The Karatedo Federation of Hong Kong, China, Hong Kong Lawn Bowls Association, China Hong Kong Mountaineering and Climbing Union, Hong Kong Muay Thai Association, Hong Kong Shuttlecock Association, Hong Kong Tenpin Bowling Congress and Hong Kong Woodball Association. Hong Kong Wushu Union was the recipient of maximum Award amount of $100,000 under the Incentive Awards Scheme and Hong Kong Amateur Swimming Association was the recipient of maximum award amount of $60,000 under the Junior Incentive Awards Scheme.

IV. Sports and Environment In response to the IOC’s appeal for environmental protection, the Management Company of Olympic House Limited (MCOHL) strived hard for continuous support to environmental friendly works in Olympic House to save energy and commit a low-carbon lifestyle. The Federation arranged different environmental friendly programmes in Olympic House including “Computer & Communication Products Recycling Programme”, “Programme on Source Separation of Commercial and Industrial Waste” and Group photo of the SF&OC representatives at the 2016 Hong Kong Tree “Rechargeable Battery Recycling Programme” by Planting Day in Tai Tong, Yuen Long on 19 March 2016 the Environmental Protection Department (EPD); “Earth Hour 2016” by the WWF Hong Kong; “Recycle your own Cartridge” by the Greeners Action; “Plastic Recycling Partnership Scheme” by Yan Oi Tong EcoPark Plastic Resources Recycling Centre; and “2016 Hong Kong Tree Planting Day” by the Hong Kong Tree Planting Day Organizing Committee.

During the reporting year, the MCOHL obtained several recognitions: i. “2015 Hong Kong Awards for Environmental Excellence – Silver Award (SMEs-Servicing Industry) ” organized by the Environmental Campaign Committee (EPC); ii. “Hong Kong Green Organisation – Certificate” organized by the EPC; iii. “Hong Kong Green Organisation Certification – Wastewi$e Certificate – Class of Excellence” by the EPC; iv. “Indoor Air Quality Certificate – Excellent Class” by the EPD; v. “Quality Water Recognition for Building – Silver Certificate” by the Water Supplies Department; vi. “Glass Bottle Recycling Project – Appointment Certificate of Clear Recycle Partner” by the Hong Chi Association; and vii. “5 Years Plus Caring Company Certificate” of Caring Company Scheme 2015-2016 by the Hong Kong Council of Social Services in appreciation of our social commitment and environmental friendly participation.

C. INVOLVEMENT IN MULTI-SPORTS GAMES AND THEIR CELEBRATIONS I. Rio 2016 Olympic Games (Pre-Games Preparation & Activities) Hong Kong, China sent a delegation with 75 members including 38 athletes and 37 officials to participate in 9 sports, namely: Aquatics – Swimming, Athletics, Badminton, Cycling, Fencing, Golf, Rowing, Sailing-Windsurfing, and Table Tennis, in which Golf is one of the two new sports featured in the Rio 2016 Olympic Games.

“Road to Rio – Support Hong Kong Athletes” campaign was launched at September 2015 to gather the support and cheering messages from the public. A logo was specially designed to promote Rio 2016 Olympic Games and to rally support for Hong Kong athletes who strive their best to obtain qualification for the Summer Olympics. Over 6,500 signatures were collected in the following major international events in Hong Kong:

- FINA/airweave Swimming World Cup 2015 – Hong Kong cum Rio Qualification Race - Asia Rugby Sevens - uCI Track Cycling World Cup - Asian Table Tennis Qualification Tournament - IAAF World Athletics Day 2016 - 2016 Olympic Day – Olympic “Fun” Run

II. The 6th Children of Asia International Sports Games The 6th Children of Asia International Sports Games was held on 5-17 July 2016 in Yakutsk, Russia. A Secretariat staff attended the Chef de Mission Meeting held on 20-22 July 2015 in Yakutsk, Russia. The Federation invited the Hong Kong Schools Sports Federation to organize the Hong Kong, China Delegation’s participation in the Games.

The Delegation comprised 40 young athletes aged 13-16 and 15 officials participating in athletics, swimming, table tennis. The Hong Kong, China Delegation returned home with 5 gold, 7 silver and 16 bronze medals, total of 28 medals. The Flag Presentation Ceremony was held on 24 June 2016 at the HKSI and the Welcome Home Ceremony was held on 2 September 2016 at the Tamar Park.

D. ORGANIZATION OF MAJOR EVENTS I. Samsung 2015 Hong Kong Sports Stars Awards cum SF&OC Annual Dinner 2016 Samsung Electronics H.K. Company, Limited was the Title Sponsor of the annual “Hong Kong Sports Oscar” for the third consecutive year and would continue its sponsorship until 2018. The event was subvented by the Leisure and Culture Services Department (LCSD). Other sponsors included Media Partner – Ming Pao Newspapers Limited and Principal Official Partner – New World Development Company Limited.

A total of 120 nominations were submitted by 46 Member Associations for the Awards. There were 92 nominations for individual awards, 9 nominations for team only sport and 19 nominations for team events in the six awards categories. The six awards categories included Hong Kong Sports Stars Awards, Hong Kong Junior Sports Stars Awards, Hong Kong Sports Stars Award for Team Only Sport, Hong Kong Sports Stars Awards for Team Event, Hong Kong Most Promising Sports Stars Awards and Hong Kong Sportsmanship Sports Stars Award. A Vetting Committee was appointed to short-list the nominees and a Judging Panel for the selection of awardees. Other than the votes from the judges and local sports editors/reporters, the general public would also vote for four out of the six categories of the Awards.

Functions The Announcement Press Conference was held at the Olympic House on 5 November 2015 to announce the details of the Rules and Regulations to the press and NSAs representatives. The Public Voting Announcement Press Conference was held at Plaza Hollywood on 9 January 2016 to disseminate the public voting mechanism to the public. Awards nominated athletes and teams attended the Press Conference to appeal to Hong Kong public to cast their votes for their sports stars. The public were invited to vote for their favourite athletes and teams on-site. A Media Luncheon for Sports Media was held at the Regal Hong Kong Hotel on 25 January 2016.

The grand finale of the Hong Kong Sports Stars Awards was the Awards Presentation Ceremony on 21 March 2016 at the Grand Hall of Hong Kong Convention and Exhibition Centre. The theme “Road to Rio” support Hong Kong athletes was created for this Olympic year. During the night of the Awards Presentation Ceremony, the Federation created a South American atmosphere for “Road to Rio” to have everyone prepared for the coming Olympic Games. To kick-off the event, march-in of the entourage led by 4 Samba Girls and 66 young dancers, followed by dance performance on stage was arranged. After all, a short video was shown to recap the outstanding achievements of the Hong Kong athletes in various sports events in 2015.

Mr. Timothy T. T. FOK, IOC Member and President of the Federation, the Hon. LAU Kong Wah, Secretary for Home Affairs and Ms. ZHAO Yiyin, Vice President of Information Technology and Mobile Business of Samsung Electronics H.K. Company, Limited delivered their addresses and presented awards. Other prestigious presenters included Mr. YANG Jian, Deputy Director, Liaison Office of the Central People’s Government in the HKSAR, Mrs. Betty FUNG, Permanent Secretary for Home Affairs of Home Affairs Bureau, Ms. , Director of Leisure and Cultural Services, LCSD, Mr. YEUNG Tak Keung, Photo of guests and samba girls at Awards Presentation Ceremony Commissioner for Sports, the Hon. MA Fung Kwok, Legislative Councillor (Sports, Performing Arts, Culture and Publication), high ranking Government officials and guests from the entertainment sector. A total of 24 awards were presented on that night. During the ceremony, latin dance performance by two pairs of athletes from Hong Kong DanceSport Association and singing performance by three singers were arranged to ease the tense feeling of the athletes.

Opening Programme A four-day Opening Programme of the Samsung 59th FOS was organized from 27 February to 1 March 2016 to encourage active participation of the public to have a foretaste of different kind of sports. The Opening Ceremony was officially launched on 28 February at Sha Tin Town Hall Plaza to kick-off the annual mega sports programme organized by the Federation, subvented by the LCSD and sponsored by Samsung Electronics H.K. Ambassadors of Samsung 59th FOS, Ms. Jamie W. Y. WONG (Cycling), Ms. Angel H. Y. WONG (Gymnastics), Mr. LEE Ka Wai (Karate) and Mr. CHENG Kwok Fai (Windsurfing) were invited to demonstrate physical exercise with the public and promote “Sport for All” message to the public.

The Samsung 59th FOS was held throughout March to June 2016, more than 60 Sports Associations organized around 80 diversified sports events suitable for the public in all ages which attracted more than 50,000 citizen’s participation. This year, the 59th FOS was included as one of the events of the “Appreciate Hong Kong” campaign held by the HKSAR Government to instill positive energy to Hong Kong people for building a better community.

“Sport for All” Photo Contest The “Sport for All” Photo Contest has been organized since the 55th FOS to increase public awareness of the FOS events and encourage more participation from the spectators in capturing the exciting moments of the events. Same as previously, the Photo Contest was divided into 2 categories: “Professional Awards” and “My Favourite Photos Awards”. Public response was the most enthusiastic in this fifth edition that 499 eligible photo entries were received by the deadline. To attract more voters for the Photo Contest, the Federation conducted the public voting through social media “Facebook” for the first time this year. This adoption drew around 9,000 votes and public awareness by capturing and “Like” every exciting moment of the Festival.

III. 2016 Olympic Day Olympic Day in Hong Kong is an annual spectacular event organized by the Federation to celebrate the establishment of the IOC and to promote Olympism to the public. Under the patronage of the IOC, the Federation has been organizing Olympic Day Run annually since 1987. Olympic Day is nowadays developing into much more than a run or just a sports event. The three pillars of Olympic Day are “move, learn and discover”. This year, an Olympic Day Outreach Programme (ODOP) was newly launched to further promote the three pillars through sports, cultural and educational activities.

Event day 2016 Olympic Day - Olympic “Fun” Run (OFR) was successfully concluded on 19 June 2016 at Hong Kong Disneyland Resort with around 4,000 participants enrolled including 30 corporate teams.

Hong Kong Amateur Athletic Association (HKAAA) was once again appointed by the Federation to assist in the 2016 OFR. HKAAA was responsible for the coordination of the Run, which included handling of enrolment from individual and family run participants, receiving of offline application, while the online application of the 5.6km Run and corporate teams enrolment were handled by the Federation’s Secretariat; logistics arrangement in relation to the Run; early distribution of materials before the Run; road closure arrangement; provision of officials for the operational arrangement on the event day etc.

Officiating guests lighted up the cauldron at Opening Ceremony to “Running with giant ball” in the 2016 Family Run kick-off the 2016 Olympic Day – Olympic Fun Run

A Torch Run was organized during the Opening Ceremony in an attempt to arouse citizens’ interest in the Olympic Games and to promote the Olympic spirit. 5 representatives were selected as torchbearers from the schools which had joined the ODOP 2016, together with Mr. Kenneth K. K. FOK, Chef de Mission of Hong Kong, China Delegation to the Rio 2016 Olympic Games. They delivered the “flame” from the entrance arch of Hong Kong Disneyland to the main stage. After that, the officiating guests lighted up the cauldron on stage to kick-off the 2016 OFR.

Mr. Timothy T. T. FOK, President of the Federation and Ms. Michelle LI, Director of Leisure and Cultural Services, LCSD officiated at the Opening Ceremony. In addition, government officials, Legislative Councilor, representatives from the supporting organizations also attended the Opening and Kick-off Ceremonies. Hong Kong celebrity Ms. Jacqueline WONG, Tenpin Bowling athlete Mr. WU Siu Hong, retired Windsurfing athletes Ms. CHAN Wai Kei and Mr. HO Chi Ho also participated in the event to share their sporting experience and raise the public’s interest in sports.

In addition, a new event – Family Run was organized this year to encourage both parents and children to participate in sports events together and to exercise regularly. 5 challenges were setup with colorful decorative items to enhance the Olympic and fun elements.

After the Fun Run, the Federation invited Hong Kong Tug of War Association and Physical Fitness Association of Hong Kong, China to have sports demonstrations with an Olympic carnival atmosphere. A number of booths were set-up and operated by Samsung, Panasonic and Physical Fitness Association of Hong Kong, China Ltd. respectively. A set of display panels was placed at the venue to promote Olympic-related knowledge and raise public awareness of the Rio 2016 Olympic Games. In addition, Samsung, Shun Hing Group and Hong Kong Disneyland Resort gave out prizes with a total value of around HK$220,000 for the lucky draw sessions.

Olympic Day Outreach Programme 2015-2016 A toolkit was created for ODOP and served as an easy guide for schools / organizations to introduce the Olympic education. It provided essential information for the educators, the community and youth to understand the Olympic knowledge, values and development. It also suggested Olympic-themed activities in which young people could actively participate. The activities included Olympic ceremonies, mini Olympic Day, video appreciation and torch relay.

Two pilot programmes were successfully implemented at the end of 2015 and the ODOP was officially launched at local schools and organizations in early 2016. Eventually, 26 primary schools, 23 secondary schools and 2 organizations participated in ODOP in which more than 10,000 youngsters were involved.

E. SPECIAL PROGRAMMES IN SUPPORT OF OLYMPIC MOVEMENT I. Hong Kong Athletes Career and Education Programme With the support of the HKSAR Government, commercial sector and sports sector, under the auspices of the Federation, Hong Kong Athletes Career and Education Programme (HKACEP) has been providing athletes’ consultation, education, career and life skills training to retired and retiring athletes since 2008. Up to the reporting period, 504 athletes from 45 sports disciplines have benefitted from HKACEP.

1. Education Support To bring athletes a broader vision and higher level of academic achievement, 15 education scholarships were offered to eligible athletes for their further studies during the reporting period. For language enrichment support, EF Englishtown, sponsor of HKACEP for the eighth consecutive year, has provided free integrated English learning course to improve athletes’ English skills. During the reporting period, 122 athletes were benefitted from this.

2. Career Development In collaboration with various supporting corporates, HKACEP has been providing career support through job matching and internship opportunities to suitable candidates for their second career after their retirement from sport. 101 athletes were offered full-time / part-time jobs with a total of 133 successful job matching cases since 2008. A career talk covering the topic of “Athletes Entrepreneurship” was held on 5 October 2015, with the participation of 27 athletes.

Invited by the Hong Kong Institute of Human Resources Management (HKIHRM), HKACEP hosted two seminars in the topic of “New Source of Talent – Local Retired Athletes” on 24 November 2015 at Hong Kong Convention and Exhibition Centre during the HKIHRM Annual Conference 2015 and on 25 May 2016 at HKIHRM Head Office, attracting over 100 Human Resources practitioners from various corporates with positive feedback received.

3. Life Skills Training Aiming to enhance athletes’ competitiveness in the workplace upon their post-athletic career transformation, HKACEP has collaborated with MTR Corporation Limited since 2013 to organize a series of life skills training programmes. Throughout the reporting period, 15 workshops were arranged, with the participation of 222 athletes.

To widely promote sports in the community and improve athletes’ presentation skills, HKACEP Office will invite potential athletes to be Sports Ambassadors to share their determination and perseverance stories with secondary schools and colleges students, community and corporates. During the reporting period, 28 athletes were selected to be Ambassadors as part of their life skills training.

4. “Sports Legacy” Scheme The “Sports Legacy” Scheme aims to develop the sports potential of underprivileged students through a team of dedicated retired/retiring athletes who offer their specific sport skills and experience. Encouraged by the positive outcomes brought by the Sports Legacy Pilot Scheme since its launching in 2012, the Scheme launched a new phase of the Scheme for 3 years from September 2015 to August 2018 under the sponsorship of the Lee Hysan Foundation, Chow Tai Fook Charity Foundation and Sports for Hope Foundation. 27 retired and retiring athletes were selected to be the part-time Sports Coordinators and 1 retired athlete to be the Sports Administrator of the Scheme. Over 8,000 students from 14 schools have benefited under this Scheme. In recognition of the three strategic partners and sponsors’ generous support, a Launching Ceremony of the Scheme was held on 11 September 2015 at the Jockey Club Lecture Theatre of Olympic House.

To further sustain the Scheme, the SF&OC Sports Legacy Company Limited was formed in November 2015 and the tax exemption under Section 88 was obtained in March 2016.

Three hundred guests including government officials, Elected Officers of the Federation, strategic partners and sponsors, school principals, teachers and student representatives from 14 benefitted schools and our athlete coaches cheered together for the official launching of the Sports Legacy Scheme 2015-2018

5. Publicity Cable TV, being the electronic media partner of HKACEP, sustains the collaboration this year, including the production of HKACEP promotional footage to broadcast through their sports channel and mobile application. During the reporting period, 2 HKACEP promotional booths and 1 HKACEP outreach programme were arranged in the following events namely, “Marathon Carnival 2016” on 9-10 January 2016 at Victoria Park, “Hong Kong Sports • Hong Kong Spirit” organized by Englishtown on 23 April 2016 at APM and “Final Presentation for HKMA Award for Excellence in Training and Development 2016” on 14 June 2016 at Hong Kong Convention and Exhibition Centre, attracting over 2,700 visitors.

II. Hong Kong Anti-Doping Committee Operating under the auspices of the Federation, the Hong Kong Anti-Doping Committee (HKADC) established in 2008 is responsible for planning and implementing the anti-doping programme in Hong Kong.

1. Education Programmes 1.1 Anti-Doping Talks HKADC conducted a total of 11 education talks during the reporting period for Members Associations and other organizations, including the Pre- Games Anti-Doping Talk for the 1st National Youth Games as invited by the LCSD. A total of 534 athletes and individuals from 13 NSAs were updated on anti-doping knowledge through the talks.

1.2 Outreach Programmes HKADC organized 9 event outreach programmes for various local sport events. Outreach counters at the Hong Kong Sports Institute continued on a regular basis with a total of 3 sessions conducted during the reporting period. In order to promote fair play to the general public and sport enthusiasts, an outreach programme was also held at the Hong Kong Event outreach education programme at the “Hong Kong Track Race Series 2015” on 19 Marathon Carnival on 9 and 10 January 2016, having attracted more than December 2015 1,700 visitors.

1.3 Secondary School Talks According to the 2015 World Anti-Doping Code, education programmes should be value based and directed towards athletes and athlete support personnel with a particular focus on young people through implementation in school curricula. In this connection, HKADC launched the Anti-Doping Education Talk for Secondary Schools in August 2015, which aimed at instilling the correct sport ethics and integrity into the young generation. This new programme was well received by schools. During the reporting period, a total of 12 education talks were organized for over 3,000 students and teachers.

1.4 Anti-Doping Posters Education talk organized by HKADC for the Diocesan Boys’ School on 1 June 2016 HKADC produced a series of promotional posters in September 2015 to introduce to athletes and the general public the spirit of sport and knowledge on anti-doping, such as competing with integrity, cautions on prohibited substances and inadvertent doping. The posters were distributed to NSAs, LCSD venues, District Sports Associations, Youth Centres, tertiary institutions and secondary schools for display.

1.5 Summer Youth Leadership Camp and Olympism Camp HKADC conducted anti-doping sessions for both the Summer Youth Leadership Camp and Olympism Camp organized by the Federation in July 2015 and February 2016 respectively. The sessions aimed at enhancing participants’ knowledge on anti-doping rules and risks of inadvertent doping through fun activities which were well received.

1.6 HKADC Newsletter HKADC continued to publish its newsletter “TrueSelf” on a quarterly basis HKADC shared anti-doping information and to update the local sport community on the latest anti-doping development promoted the message of fair play at the “All and knowledge. 2. Testing Programmes 2.1 Testing Pool As at 30 June 2016, the three-tier HKADC Testing Pool included a total of 298 elite athletes from 25 sports.

2.2 Testing conducted A total of 29 pre-games tests were conducted among athletes representing Hong Kong in the 1st National Youth Games, the 13th National Winter Games and Rio 2016 Olympic Games. In addition to the pre-games tests, a total of 169 tests were conducted out-of-competition, among which 5 were performed overseas. Concurrently, a total of 40 in-competition tests initiated by HKADC were conducted at 10 local sports events during the reporting period. In addition to the above tests initiated by HKADC, 3 out- of-competition tests and 89 in-competition tests for 10 events were carried out under the paid service agreement. Apart from the urine tests aforesaid, a total of 19 blood tests were performed to complement the findings of urine tests.

2.3 Anti-Doping Rules Violations Two anti-doping rules violations were managed by HKADC during the reporting period. The cases involved a bodybuilding athlete tested positive and a triathlon athlete refusing to submit to a sample collection. Both athletes were imposed sanctions of 4 years of ineligibility, with the bodybuilding athlete being fined HK$20,000 as well.

3. International Conferences HKADC always attempts to keep abreast of the latest anti-doping development and exchange experience with other anti-doping agencies. During the reporting period, the Chairperson of HKADC and Deputy Manager of the HKADC Office attended two international conferences held in Ottawa, Canada in October 2015 and Lausanne, Switzerland in March 2016 respectively.

III. Promotion of Olympism Programmes 1. Sports Education on Olympism Programme for the Community 2015-2016 With the support from the LCSD, the Sports Education on Olympism Programme for the Community (SEOP) was launched in 2010. SEOP aims to provide substantial information for the participants to understand the importance of sports, and to learn about Olympism and the development of Hong Kong sports.

A total of 128 talks including 72 talks at schools and 56 talks at community centres were held during the reporting period. The 20 serving and retired athletes were invited as speakers of respective talks and to share their sporting experience with a total of 17,756 participants.

2. 2015 Summer Youth Leadership Camp on Olympism Organized by the HKOA and implemented by the MCOHL, the 3rd Summer Youth Leadership Camp on Olympism was held on 22-24 July 2015 at Tai Tam Scout Centre. 45 sports team students from 18 of the local secondary schools participating in the Sports Education on Olympism Programme for the Community were selected to participate in the Camp.

At the Opening Ceremony on 22 July 2015, Mr. TONG Wai Lun, Vice-President of the Federation cum MCOHL Committee Member, and Mr. Vincent K. C. CHIU, the then Chief Executive Officer (Recreation & Sport) of HAB, presented the Federation’s flag to the four team leaders to kick-off the Camp. During the three-day residential Camp, participants had experienced Olympism through different activities and developed team synergy and leadership skills. Mr. Timothy T. T. 3. 2016 Olympism Camp To promote the Olympic values and implement the educational and social principles of Olympism for the athletes, the HKOA introduced the Olympism Camp following the objectives of the International Olympic Academy (IOA). The Federation and HKSI jointly organized the 2016 Olympism Camp.

The Opening Ceremony of the 4th Olympism Camp in Hong Kong was officially held on 17 February 2016 at the Tai Tam Scout Centre with the gracious presence of the officiating guests including Miss Petty C. Y. LAI, Principal Assistant Secretary for Home Affairs (Recreation & Sport) of HAB, Dr. Carlson K. S. TONG, Board Chairman of HKSI Athlete leader, Miss CHAN Ka Sin (Athletics) on the behalf of all the and Professor Frank H. K. FU, Chairperson of HKOA. The participating athletes lighted up the torch as the kick-off of the three-day residential Camp, taking place on 17-19 3-day residential Olympism Camp February 2016, attracted 28 serving athletes from 11 elite sports, another 11 athletes from various sports served as voluntary helpers to participate in the Camp. Through various lectures, games and presentations, athletes were equipped with the knowledge of Hong Kong’s sports structure, sports nutrition and psychology, anti-doping, athletes’ career development, media relation and athletes’ obligation and responsibility. In addition, athletes had also inculcated with the core values of Olympism including “Excellence, Respect and Friendship” through tailor- made team-building activities.

IV. Programmes supported by the Olympic Solidarity The Olympic Solidarity will provide support to the National Olympic Committees for athletes and coaches to participate in various programmes. During the reporting year, the Federation had successfully nominated the following athletes and coaches to participate in the programmes funded by IOC Olympic Solidarity.

1. Dr. CHAN Kwok Ki, Cycling Coach, participated in the IOC Olympic Solidarity programme “Olympic Scholarship for Coaches 2015 for upper level specific training” at the World Cycling Center in Switzerland on 5-30 October 2015. 2. Ms. Deborah KWOK Sai Ming (Coach) and Ms. Sharon WONG Yuen Nam (athlete) recommended by the Hong Kong Amateur Athletic Association Limited participated in the “Asian Youth Development Project 2015 – Asian Athletic (High Jump) Youth Camp” organized by the OCA in , Qatar on 15-29 November 2015. 3. Mr. WONG Kam Kau, Coach of Hong Kong Fencing Association, completed the 8th International Coaching Enrichment Certificate Programme held from October 2015 to May 2016.

Moreover, as supported by the Federation, the Hong Kong Rugby Union had successfully approved the Olympic Solidarity Team Support Grant for the organization of the World Rugby Level 2 7s Coaching Course in August 2015 in Hong Kong. A total of 21 coaches participated.

V. Participation in other overseas programmes To encourage sports administrators to learn and experience Olympism, as recommended by HKOA, the Federation nominated the following candidates to the overseas programmes during the reporting period.

1. Ms. LAU Hei Man, Sports Executive of Hong Kong Fencing Association, and Mr. SIU Wing Leong, athlete of Hong Kong Shooting Association, were selected to represent the Federation to participate in the 38th Chinese Taipei Olympic Academy held in Kaohsiung City, on 13-16 August 2015.

Mr. WONG Chi Wing, Program Executive & Senior Development Coach of Hong Kong, China Rowing Association, was selected to represent the Federation to participate in National Institute of Fitness and Sports in Kanoya International Sport Academy on 31 August to 16 September 2015 in Kanoya, . 3. Ms. WAN Ho Yi, Administrative Assistant of Hong Kong Anti-Doping Committee (HKADC) of the Federation, and Mr. CHAN Hiu Fai, Sports Executive of Hong Kong Amateur Swimming Association, were selected to represent the Federation to participate in the 3rd Chinese Olympic Committee Youth Camp held in on 15-21 September 2015.

4. Ms. TO Pui Ki, Sports Manager of Hong Kong Baseball Association, and Mr. WONG Yat Wah, Assistant Manager (Testing) of HKADC, were selected to represent the Federation to participate in the Study Tour Project for Leaders of Asian 2015 held in on 4-11 November 2015. 5. Ms. Angel H. Y. WONG, athlete of the Gymnastics Association of Hong Kong, China, was selected to represent Hong Kong to participate in the 56th International Session for Young Participants organized by the International Olympic Academy in Greece on 11-25 June 2016.

Advisor, attended the Olympic Council of Asia General Assembly on 15-19 September 2015 in Turkmenistan. 2. XX Associations of National Olympic Committee (ANOC) General Assembly, Washington Mr. Timothy T. T. FOK, President, Mr. Ronnie M. C. WONG, Hon. Secretary General, Ms. Vivien C. C. LAU, Vice-President cum Member of the Women and Sports Committee of OCA, attended the General Assembly on 27-30 October 2015 in Washington, United States of America. 3. Olympic Solidarity / Olympic Council of Asia Regional Forum – 2015 for South Asian and East Asian NOCs, On behalf of the Federation, two Secretariat staff attended the captioned Forum held in Jakarta on 28-29 November 2015. 4. 33rd East Asian Games Association Council Meeting, Taichung The 33rd East Asian Games Association Council Meeting was held on 27 January 2016 in Taichung. Medical Advisor, attended the captioned Meeting. 5. 2016 OCA Athletes Committee Meeting, Jakarta The OCA Athletes Committee Meeting was held on 9-11 May 2016 in Jakarta, . Mr. Ronnie M. C. WONG, Hon. Secretary General of the Federation cum Member of OCA Athletes Committee, attended the captioned Meeting. 6. 14th Asiania Sport For All Association (ASFAA) General Assembly, The 14th ASFAA General Assembly was held on 11-15 May 2016 in Macau. Mr. WONG Po Kee, Hon. Deputy Secretary General and 1 Secretariat staff of the Federation attended the captioned Meeting. Mr. WONG Po Kee was appointed as one of the Directors of ASFAA during the General Assembly. 7. 2016 OCA Regional Forum, Bangkok 2016 OCA Regional Forum for East Asian / South East Asian Region was held on 15-18 May 2016 in Bangkok, Thailand. 2 Secretariat staff of the Federation attended the captioned Forum. 8. Visiting the Chinese Olympic Committee, Beijing Led by Mr. Timothy T. T. FOK, President of the Federation, Mr. Ronnie M.C. WONG, Hon. Secretary General, Vice-Presidents: Ms. Vivien C. C. LAU, Mr. Karl C. KWOK, Mr. PUI Kwan Kay, Mr. Herman S. M. HU, Mr. Kenneth K. K. FOK, Hon. Deputy Secretaries General: Mr. Edgar J. T. YANG and Mr. WONG Po Kee formed a Delegation visiting the Chinese Olympic Committee on 23-25 May 2016. This was a good opportunity for the two National Olympic Committees to exchange their views and experience on sports management and administration.

G. CLOSING REMARKS In 2015-16, the Federation has moved forward another enormous step. The Federation Corporatization Working Group was set up in response to the request to corporatize by the Home Affairs Bureau of the HKSAR Government, with the staunch support and constructive comments from our Elected Officers and Member Associations. After rounds of consultation with the International Olympic Committee, the Federation is making good progress towards its goal of becoming a company limited by guarantee.

At the same time, the Sports Legacy Pilot Scheme initiated by the Hong Kong Athletes Career & Education Programme under the auspices of the Federation since 2012 has received positive responses from various stakeholders. A new phase of the “Sports Legacy” Scheme, sponsored by three strategic partners including: Lee Hysan Foundation, Chow Tai Fook Charity Foundation and Sports for Hope Foundation will promote a three-year holistic sports development scheme for 14 participating secondary schools, benefitting over 8,000 students who will be coached by 26 veteran athletes. The Federation is extremely proud of the successful roll out of the Scheme.

After the relocation of the Hong Kong Centre for Olympic Studies from the Hong Kong Baptist University to Olympic House on 10 November 2015, we are excited to announce the Official Opening of the Hong Kong Centre for Olympic Studies on 22 March 2016. A collection of publications on promoting Olympsim was made available for the athletes and public.

Lastly, my heartfelt appreciation goes to everyone for their great commitment and selfless devotion towards the work of the Federation and the sports community, in particular our Vice-President Mr. Victor C. F. HUI who announced his retirement from the post in early 2016. I also like to express my special thanks to HKSAR Government, in particular, Home Affairs Bureau and the Leisure and Cultural Services Department for supporting the Federation.
