7 WHEREAS, pursuant to Section 27A of Article V of the

8 Constitution of the State of Oklahoma, the may be called

9 into special session by a written call signed by two-thirds of the

10 members of the Senate and by two-thirds of the members of the House

11 of Representatives. When the call is filed with the President Pro

12 Tempore of the Senate and with the Speaker of the House of

13 Representatives, they must convene a special session; and

14 WHEREAS, in the execution of duties of the Office of

15 for the State of Oklahoma, there have been numerous legislative

16 measures that were vetoed or otherwise not allowed to become law

17 between the years 2011 and 2018. There are instances where the

18 Legislature is not allowed to address the veto. As a result, there

19 are policy issues that may have been otherwise allowed to become law

20 through the exercise of the powers vested in the Legislature as

21 representatives of the people of this state;

22 WHEREAS, in order to assess the impact of the laws duly passed

23 by the representatives of the people, an opportunity for the

24 Legislature to review and address those laws that were vetoed

1 between 2011 and 2018 should be authorized through a special session

2 of the and be given the consideration and

3 action to become the law of the state as the Legislature deems

4 necessary.

5 NOW, THEREFORE, we, the undersigned members of the Senate and

6 House of Representatives, pursuant to Section 27A of Article V, of

7 the Constitution of Oklahoma, hereby:

8 1. Call for the convening of a special session of the Oklahoma

9 Legislature; and

10 2. Request the President Pro Tempore of the Senate and the

11 Speaker of the House of Representatives to issue their joint order

12 convening the special session; and

13 3. Direct the purpose of the call be limited to a vote to

14 override any vetoed measure of the 56th Oklahoma Legislature and

15 consideration of subjects contained in all the measures between 2011

16 and 2018, as referenced in the attached list of measures, that were

17 vetoed by the Governor and were not otherwise overridden by the

18 Legislature or later passed by the Legislature and approved by the

19 Governor; and

20 4. Direct that the call and order be spread upon the pages of

21 the journals of the Senate and of the House of Representatives:
