MINUTES OF THE APRIL MONTHLY MEETING OF THE - MUNICIPAL DISTRICT WHICH WAS HELD IN THE COUNTY COUNCIL DISTRICT OFFICES, CASTLE AVENUE, THURLES ON WEDNESDAY 25TH APRIL, 2018

1. Adoption of Minutes.

It was proposed by Councillor S. Ryan, seconded by Councillor M. Smith and resolved:

"That the Minutes of the March Monthly Meeting which was held on the 25th March, 2018 be adopted as a true record of the business transacted at the Meeting."

The Acting Meetings Administrator advised that the Municipal District Monthly Meetings will commence at 11.30am and any other meetings will be held before the District Meeting with the exception of the months of June and July whereby the District Meeting will commence at 10.00am in accordance with the Templemore-Thurles Municipal District Standing Orders.

2. Presentation by Community & Economic Development.

The Leas Cathaoirleach welcomed Áine McCarthy, A/Senior Staff Officer, Community & Economic Development Section to the Meeting. Áine circulated a report on Community and Economic Development and in the course of her presentation gave comprehensive updates on activity in the County and the Municipal District under the following headings:-

 Community  Economic & Enterprise  Culture  Tipperary County Museum

Áine welcomed the announcement of the holding of the "Féile Classical" in Semple Stadium later in the year and advised that the Council will assist in maximising the economical potential of the event.

The Members thanked Áine for her comprehensive report and made the following points:

 There is a need for greater promotion of the three racecourses in Tipperary and co- ordination with the hotels in order to attract people into our towns.  Heritage sites located in the District should be promoted as part of a package to improve the tourist experience.  The Council should provide every assistance in raising the profile of the forthcoming "Féile Classical" while protecting the interests of residents living in close proximity to the stadium.  Re-examine the possibility of creating a greenway on the old railway line from Thurles to .  The lack of access in the County to high speed broadband is not acceptable and contact should be made with the Department to highlight the issue.  The route of the decommissioned Bord Na Mona railway line would be ideal for the development of a greenway and should be pursued by the liaison group.  National Procurement Frameworks are detrimental to the local economy as they can lead to exclusion of local suppliers.  The need for a Suicide Prevention Officer for the County.  Lack of available taxis at peak times in Thurles is contributing to anti social behaviour.  Explore the possibility of providing free Wi-Fi in our three towns.

Áine gave the following responses:

 The promotion of the three racecourses in the County will be referred to the Tipperary Tourism Company who have a representative with an equestrian background on the Board.  Heritage sites in the District are promoted regularly and feature on www.tipperary.com.  The two greenway proposals will be relayed back to Community and Economic Development Section.  Concerns regarding Broadband will be referred to the Broadband Officer for the County.  An update on the request for the provision of a Suicide Prevention Officer in the County will be sought.

The Leas Cathaoirleach thanked Áine for her presentation and she left the Chamber.

3. Bord Na Mona Liaison Group.

The Acting Meetings Administrator confirmed that the first meeting of the liaison group with representatives of Bord na Mona is scheduled to take place on 23rd May, 2018 at 2.30pm.

It was unanimously agreed that the Cathaoirleach and Councillors Sean Ryan and John Hogan would sit on the liaison group along with the District Director and Acting District Administrator.

4. Proposal to declare the roads serving the following estate to be public roads i. Cluain Glas, Templemore Road, Thurles, Co. Tipperary ii. The Paddocks, Stradavoher, Thurles, Co. Tipperary iii. Cluain Ard, Parkmore, New Line, , Co. Tipperary iv. Glencarrick, Roscrea, Co. Tipperary

The Acting Meetings Administrator advised that the Acting Director of Roads, Transportation, Health and Safety has recommended that the roads serving the housing estates listed above be declared public roads and that the open spaces, car parks, sewers, water mains and service connections within the developments be taken in charge.

It was proposed by Councillor J. Ryan, seconded by Councillor S. Ryan and resolved:

"That pursuant to the provisions of Section 180 of the Planning & Development Act, 2000 (as amended) and Section 11 of the Roads Act, 1993, this Municipal District hereby agrees to declare the roads serving the housing estate known as Cluain Glas, Templemore Road, Thurles to be public and to take in charge the open spaces, car parks, sewers, water mains and service connections within the development, as per the map which was on public display during the prescribed period and as outlined in the Acting Director of Services Report to Members for the April 2018 Municipal District Meeting which was circulated with the Agenda."

It was proposed by Councillor J. Ryan, seconded by Councillor M. Lowry and resolved:

"That pursuant to the provisions of Section 180 of the Planning & Development Act, 2000 (as amended) and Section 11 of the Roads Act, 1993, this Municipal District hereby agrees to declare the roads serving the housing estate known as The Paddocks, Stradavoher, Thurles to be public and to take in charge the open spaces, car parks, sewers, water mains and service connections within the development, as per the map which was on public display during the prescribed period and as outlined in the Acting Director of Services Report to Members for the April 2018 Municipal District Meeting which was circulated with the Agenda."

It was proposed by Councillor M. Smith, seconded by Councillor J. Hogan and resolved:

"That pursuant to the provisions of Section 180 of the Planning & Development Act, 2000 (as amended) and Section 11 of the Roads Act, 1993, this Municipal District hereby agrees to declare the roads serving the housing estate known as Glencarrick (part of), Scart, Roscrea to be public and to take in charge the open spaces, car parks, sewers, water mains and service connections within the development, as per the map which was on public display during the prescribed period and as outlined in the Acting Director of Services Report to Members for the April 2018 Municipal District Meeting which was circulated with the Agenda."

Councillor M. Smith indicated that there was some confusion as a result of an email that was sent to the Glencarrick Residents Committee and asked that it be noted.

5. Templemore-Thurles Municipal District Grants Scheme 2018.

Schedules setting out proposed grant allocations to Sports Clubs, Residents Associations, Burial Ground and Tidy Towns Committees in the Templemore-Thurles Municipal District were circulated at the Meeting.

The Acting Meetings Administrator advised the following:  50 applications from Burial Ground Committees were received and it is proposed to pay each Committee €700.00 which will have to be supplemented from the general grants budget to meet the shortfall of €3,130.00 between the Burial Ground Grants budget and the total amount required.  19 valid applications have been received from Tidy Towns Committees which does not include applications from Templemore Tidy Towns or Killea Tidy Towns that have yet to be submitted.  45 applications have been submitted by Sporting Bodies and 2 did not re-apply this year.  44 applications were received from Residents Associations which includes 6 new applications and 1 did not re-apply.

The Acting Meetings Administrator confirmed that payments will be issued on receipt of the necessary documentation and when there are sufficient numbers to request a payments run as individual payments will not be processed by Accounts Payable.

25th. April, 2018.

It was unanimously agreed that a sum of €4,524.00 be reserved pending receipt of applications from Templemore and Killea Tidy Towns Committees and that a payment of €500.00 would be made to Durlas Eile Memorial Committee for maintaining a portion of St. Mary's Cemetery, Thurles on receipt of an application from them.

The District Director acknowledged the Members continued support for the Grants Schemes which resulted in invaluable financial support for many communities in the District.

6. Update on the 2018 Work Programmes.

A schedule outlining expenditure under the various functions to date in 2018 was circulated at the Meeting.

The Acting District Engineer advised the following:-

 Road re-construction works are ongoing in a number of areas in the District.  The majority of restoration improvement works should be completed within the next month and the restoration maintenance programme will then commence.  Work on Suir Bridge, Thurles has been completed and improvements to Slievenamon Road, Thurles are progressing satisfactorily.  An application for funding to carry out repair works as a result of recent exceptional weather events has been submitted to the Department.

The Members raised the following points:

 The road gullies in the District need to be cleared again following heavy rain.  Update from TII regarding the request for the provision of a pedestrian crossing on Slievenamon Road, Thurles.  There are speed signs in Ballysloe village that need to be replaced.  Provision of a Stop/Yield sign at the T junction in The Willows, Thurles.  Contact Coillte regarding the damage caused to the road surface at Kylemakill Lane.  Update on works to the road surface from the Anner Hotel to the roundabout at the Mill Road junction, Thurles.  Undertake a survey of manhole covers throughout Thurles as some have dropped, particularly in Cathedral Street.  The road surface at the entrance to the Munster Hotel Car Park and behind the chemist is in very poor condition.  Investigate the illegal dumping in the back entrance to Innisfallen/Iona/Butler Avenues, Thurles and establish who is responsible for maintenance of the lanes.

 The new build out on the No. 7 Bridge is causing cars to cross the white line.  Provide a breakdown of the costs associated with the provision of the Car Park opposite St Patrick's Cemetery, Thurles.  The need for greater local consultation before major roadworks are undertaken.  Update on safety improvements at Killinan junction.  Establish the number of patching units operating in the District.  Clarify the cost of opening/closing graves in St Patrick's Cemetery, Thurles.  Re-instate the continuous white line at Cassestown, Thurles.  Update on the request for the provision of flashing speed signs at Rahealty National School.  Update on the request for the establishment of drainage teams to prevent water ponding on the roads.  Clarify if there are adequate resources to undertake the works programmes in the District.  Establish why Members were not consulted on applications under the Local Improvement Scheme/Community Involvement Scheme and the criteria used to prioritise applications.  The old church ruin in Ballycahill graveyard is in poor condition.  Consider the introduction of a one way system at The Valley, Roscrea and clarify whether the provision of a roundabout was a condition of the Dunnes Stores planning permission.  The private lane on the Birr Road, Roscrea should be included under the Local Improvement Scheme.  Update on timeframe for work to be completed at Maxfort & Coolkip, Horse & Jockey.  Update on the installation of reflectors at The Rectory Cross, Littleton.  The road to Kilcooley from Gortnahoe requires patching.  The road inlets at Turraheen Lower, Drombane need to be re-opened.  Works to footpaths near schools should be undertaken during school holidays.  Update on the request for the provision of a footpath from Turtulla Cross to Archerstown Industrial Estate.  Undertake a traffic count on the Dark Road, Thurles which carries a high volume of traffic.  Installation of safety improvements at the junction of The Four Roads, Loughmore.  Provision of reflectors at The Rectory, Littleton.

The Acting District Engineer replied as follows:-

 The gullies throughout the District will be maintained as far as possible.  The signs at Ballysloe will be provided.

25th. April, 2018.

 The road from Kilcooley to Gortnahoe will be examined.  Contact will be made with Coillte regarding damage to the road surface at Kylemakill Lane.  The timeframe given by the Department for Local Improvement Scheme/Community Involvement Scheme was very restrictive and Members will be consulted should additional funds becomes available.  The build outs on the No. 7 Bridge were installed to keep traffic away from the bridge wall.  At present there is one patching unit dedicated to the District.  Priority is given to completion of the road works programme and inlets will be cleared when resources are available.  The road layout at The Valley, Roscrea can be considered by the Steering Committee of the Roscrea Traffic Management Plan.  The condition of the Church ruin in Ballycahill graveyard will be referred to Environment Section.  The Council is awaiting an update from the TII regarding the roadway from the Anner Hotel to the roundabout at Mill Road, Thurles and the N62 on the Roscrea and Thurles approaches to Templemore.  A report is awaited from the Roads Safety Officer, TII in regard to safety issues at Killinan junction.  The flooding issues at Maxfort and Coolkip, Horse & Jockey will be addressed on completion of the Roadworks Programme.  The white lines at Cassestown, Thurles will be replaced.  It was reiterated that there is no funding available to provide flashing speed signs at Rahealty National School.  The request for a pedestrian crossing on Slievenamon Road, Thurles, will be discussed with the Council Engineer overseeing the project.  Footpath repairs near schools will be undertaken during school holidays.  A speed survey will be undertaken on The Dark Road, Thurles.  The request for safety improvements at The Four Roads, Loughmore will be referred to the TII under the new Scheme.

7. Update on Projects.

Roscrea Enhancement Scheme. The Part 8 documents for improvements to Market Square, Roscrea are almost complete. Tender documents for the provision and installation of interpretive and orientation signage in Roscrea under the Roscrea Signage Strategy have been advertised on e-Tenders.

Repairs / Improvements to Consultants are about to invite tenders for the Templemore Town Hall. proposed works and it is envisaged that a Contractor will be on site circa May/June. Liberty Square Enhancement Scheme, The Advance Works Contract which involves Thurles. the demolition of Griffins shop and site clearance works for the development of a new carpark have commenced. Thurles Town Park. Only one valid 'Expression of Interest' for the old farm building has been received and is under consideration. Carpark at St. Patrick's Cemetery, Work is progressing on the development of Thurles. the car park. Templemore Town Park Extension. A meeting with the GAA is desirable as they are key to advancing the process. Provision of a Town Park in Roscrea. It was noted that Councillor M. Smith will initiate discussions with the new owners of the former Antigen site.

8. Notices of Motion.

a) Notice of Motion in the name of Councillor J. Ryan.

Councillor J. Ryan formerly moved the following Notice of Motion in his name:

" I am calling on Transport Infrastructure to construct a merging road off the Two Mile Borris motorway junction to allow cars going to Cork to join the M8 at this point rather than having to travel to Horse & Jockey to do so."

The response issued to Councillor Ryan in advance of the Meeting was as follows:

"With the permission of the Members, the Notice of Motion will be referred to Roads Section for consideration and recommendation."

It was agreed, at the request of Councillor J. Ryan, that the Motion be forwarded to the TII for their response.

b) Notice of Motion in the name of Councillor S. Ryan.

Councillor S. Ryan formerly moved the following Notice of Motion in his name:

"That the Templemore-Thurles Municipal District would improve the road markings at the junction of New Street and Main Street in Littleton Village and at Corcoran's corner in Two Mile Borris Village to make them safer for motorists."

The response issued to Councillor Ryan in advance of the Meeting was as follows:

"The requests will be examined and a decision made in due course."

Councillor S. Ryan indicated that he had been contacted by the Gardaí as a number of accidents had occurred at the junctions.

c) Notice of Motion in the name of Councillor S. Ryan.

Councillor S. Ryan formerly moved the following Notice of Motion in his name:

"That the Templemore-Thurles Municipal District would repair the boundary wall of the old Cemetery in Moycarkey Village which has been damaged for some time."

The response issued to Councillor S. Ryan in advance of the Meeting was as follows:

"With permission of the Members, the Notice of Motion will be referred to the Environment Section who are responsible for repairs pertaining to this burial ground."

Councillor S. Ryan was agreeable to the response.

9. Correspondence.

Response from the Minister for Transport, Tourism and Sport to Notice of Motion No. 1241.

The Acting Meetings Administrator read correspondence received from the Minister for Transport, Tourism and Sport in reply to Notice of Motion No. 1241 requesting a national campaign to make owners aware of the dangers of roadside trees on road users and the need to maintain the tress on a regular basis. The Minister suggested that should liaise directly with the CCMA to establish if there is general support for such a campaign and if there is, to revert to the Department to discuss how best to move the proposal forward.

It was agreed to refer the matter to the Chief Executive in order to have it raised with the CCMA.

10. Votes of Congratulations / Sympathy.

Councillor J. Hogan proposed a Vote of Sympathy with the Hogan Family, Church Avenue, Templemore on the death of Paddy Hogan, former Member of Templemore Urban District Council.

11. Any Other Business.

The length of time it has taken to get to The query will be referred to Housing stage 1 approval for the proposed housing Section for a response. development at Glencarrig, Roscrea. Update on the Group Housing Scheme at The query will be referred to Housing Cabragh, Thurles. Section for a response.
