BRIGHT SPOTS Review The Boston Medical Center (BMC) Vital Village Network has identified Catholic Community Services’ Fostering Hope Initiative (FHI) as a “bright spot” in America for young children and their families. 3 LETTER FROM THE CCS BOARD CHAIR On one of the walls in the Catholic Community Services Board Room at the Bishop Steiner Building on Portland Road, one is able to read the printed words of the prayer of St. Francis. His words remind us to ask God to make us an instrument of His peace. They teach us to sow love and to be of help.

As a faith-based Catholic social services organization, CCS strives to bring these words to life each day by operating with fidelity to the Principles of Catholic Social Teaching. CCS works to preserve the dignity of the human person by delivering services to the poor and the most vulnerable among us, working for the preservation of families, exalting the dignity of work and following the example of Christ Jesus in the services we plan and deliver each day.

Within this framework of faith, our dedicated staff relies on evidence-based practices to improve the quality and effectiveness of our programs.

In 2016, we sought ways to improve our advocacy models. The Cavazos Coalition demonstrates compassionate service delivery for Latino Youth, and the Catholic Community Services Foundation secured a grant to pilot a new service model that will enhance support for foster families.

Through our faith, our dedicated and talented staff, your support and the support of the community, we know that together we can make a difference in helping children, youth and families face the challenges ahead knowing that with God all things are possible! Blessings,

BRANDY'S STORY

Brandy first entered the foster care system when she was just five years old. Her life got better when she was able to live with her grandmother. But one morning, she came out of her room to find her grandmother had passed away on the couch.

After experiencing that trauma, she ended up bouncing around from one foster care placement to another until she was 13 years old. We promise... children, who aren’t thriving in the regular foster care system, YOUTH AGING OUT OF FOSTER CARE that we will do anything in our power to help them thrive and to make sure they don’t have to age out of foster care alone.

Brandy is 19 years old now, and has transitioned out of foster care, but she is not alone. She has a volunteer Community Guardian named Susan who has promised to stand with her in her journey - no matter what.

Youth living in our Forever Homes have access to a Community Guardian, but there are still nearly 40 Marion County youth that age out of foster care alone every year. The continued support of our donors, partners and volunteer Community Guardians will help us ensure that no child ages out of foster care alone.

ADAM’S STORY

Adam was born oxygen deprived leaving him with severe life-long care needs. Adam’s family accepted this situation and always supported him and loved him for who he is, a special person who deserves to live his life to its fullest.

6 LETTER FROM THE CCSF BOARD CHAIR Dear Friends,

The purpose of the Catholic Community Services Foundation (CCSF) is to support the programs and initiatives of Catholic Community Services of the Mid-Willamette Valley and Central Coast. One of the challenges facing our communities this past year has been in the lack of affordable and transitional housing that includes supportfor strengthening, preserving and reunifying families.

I am pleased to share that great strides were made in securing financial support to scale up some of our most innovative programs. Oregon Housing and Community Services awarded CCSF a Local Innovation Fast Track (LIFT) housing grant for $3,462,478. This grant will fund a new supported housing apartment complex in Woodburn. The LIFT grant is a tribute to the wonderful work and successful outcomes of the Fostering Hope Initiative. Additionally, the St. Monica Capital Campaign raised $1,700,000 to build a supported housing apartment complex in Keizer.

As a result of the LIFT grant and the Capital Campaign, nearly 30 new supported housing units were funded. It is a privilege to serve beside the many dedicated board members, staff and community partners that truly make this work a “community” effort. I am confident that CCSF will continue to gain broader support for the spirit of innovation that has become a hallmark of CCS programs.

Thanks to you, our donors, corporate partners, and community volunteers, we are able to continue the work of meeting the needs of those we serve and providing opportunities for a healthy future.

When Adam was 20 years old, his family moved him to Catholic Community Services’ Walker Home, a place where Adam’s continuum of needs could be met and his full potential reached. At the Walker Home, Adam is in the constant presence of people who love and care for him and help him experience his physical environment.

“The staff at CCS Walker Home give Adam excellent care. They love him, they like him and they respect that they work in his home. Adam is living a full life and is realizing his potential,” says Adam’s mom, Debbie Weddle. “I’m so proud of him, and so grateful that Catholic Community Services makes this level of care available for Adam.”

While still in her teens, she was arrested for possession Karen Shanks while pregnant and went to jail. When her baby was born, Crystal had to choose between giving her son up for adoption or moving into CCS’s Program Directors Strengthening, Preserving and Reunifying Families supported housing project. Catholic Community Services is committed to the positive development of the more than 300 employees who work in our offices spread across nine counties. All staff members complete a common curriculum on trauma-informed care. Throughout the year, numerous classes and seminars are offered that improve our ability to deliver person-centered programs and services of the highest quality.

I WORK WE SUCCEED

“I Work We Succeed” is an initiative through which local employees, the State of Oregon, and private non-profit agencies like CCS work together to improve job opportunities for people with disabilities and business outcomes for employers. In 2016, our "I Work We Succeed" business luncheons and job development program helped to place 25 adults with intellectual disabilities in community-based employment. 10 CAVAZOS COALITION

The vision of serving Latino youth and their families lives on and is being carried forward by a new coalition following the closure of Cavazos Center. In September, at the Oregon Civic Justice Center, Catholic Community Services and Mano a Mano gathered legislators, civic leaders, police chiefs and educators to discuss a new service model for Latino youth. Former Oregon Chief Justice Paul De Muniz shared the vision of the newly formed Cavazos Coalition:

All Latino youth grow up in safe, stable, nurturing homes, enjoy good health, succeed at school and support the well-being of their family, friends and neighbors.

Guided by this vision, partners will plan future service innovations, such as integrating and scaling up the Promotores mentorship program operated by Mano a Mano as a long-term intervention “CCS is not only a big-picture change agent for program for Latino youth who are at risk. healthy kids and families, they are partnered up in the neighborhoods with collaborations that are changing lives, not just putting on band-aids.” Sam Skillern Executive Director, Salem Leadership Foundation

SAINT MONICA CAPITAL CAMPAIGN In 2016, the Catholic Community Services Foundation launched a capital campaign to provide affordable housing with wraparound services for young families in crisis. The St. Monica Apartments are an expansion of the vision and legacy of Reverend Monsignor Charles Father Taaffe Homes have provided safe, nurturing homes Taaffe. staffed with foster or "house" parents for young mothers in crisis for more than 40 years. On-site services at St. Monica CAPITAL CAMPAIGN COMMITTEE Apartments will create a supportive environment for pregnant and/or parenting teens and young parents who don't need foster care, but who do need a safe, nurturing and affordable place to live and raise their children. The program goal is for families to thrive and become financially self-sufficient, and for their children to be healthy and kindergarten-ready.

Dear Friends,

This past year has been filled with great challenges and even greater hope. We have worked to ensure that our programs continue to evolve in ways that reflect our values and allow us to scale up cutting-edge support and services that improve the lives of those we serve.

In greater recognition of the talents of people with intellectual disabilities, we transformed our former sheltered workshop program into an Employment Services program offering job development, job coaching and employer luncheons. We collaborated with partners from near and far to improve the lives and prospects of children and families through the Fostering Hope Initiative.

Looking ahead, we envision Catholic Community Services continuing to be a powerful force for good as we develop more alcohol and drug-free supported housing for families facing adversity, create more housing and employment opportunities for people with intellectual disabilities, and build capacity to provide enhanced support for foster parents and the children in their care.

We will continue to operate with fidelity to both the Golden Rule and the Iron Rule. Father Greg Boyle, founder of Homeboy Industries, reminds us of the Golden Rule in saying, “Here is what we seek: a compassion that can stand in awe at what the poor have to carry rather than stand in judgment at how they carry it.” The Iron Rule reminds us that we do more harm than good when we do things for other people that they can and should do for themselves.

We are grateful to the volunteers, staff members, donors and community partners that make our work possible. We stand in awe at the courage and resiliency of the people we serve as they face and overcome adversity.
