2. RATING

Valuation Lists

2.1 Valuation lists are prepared in respect of those areas of which have been declared by the Governor in Council to be specified areas for the purposes of the Rating Ordinance. A full description of the specified areas as at 1 April 1986 is provided at Annex A. The tertiary planning units within each area are scheduled at Annex H.

2.2 The specified areas are:-

2.10 Where the supply of fresh water from a Government water-main is unfiltered, the annual rates payable are reduced by 7.5%. Where no such supply is available the annual rates payable are reduced by 15%. The number and rateable value of assessments so affected as at 31 March 1986 are set out below:

2.11 A revised Rates Relief Scheme was introduced to coincide with the coming into force of the new valuation lists on 1 April 1984. Broadly speaking, the increase in the amount of rates payable in any year 1s limited to a prescribed percentage of the rates payable 1n the previous year. The prescribed percentage 1s determined by the Legislative Council and for 1985-86 was 20%. Altogether 560 053 tenements were affected by the provisions in 1985-86: about 73% of the total number of assessments in the valuation lists at 1 April 1985.

5 Re fund of Rates

2.13 Subject to certain conditions, unoccupied non-domestic premises are entitled to a refund of half the rates paid. Non-domestic vacancy at the end of each of the past five years is shown below :

TECHNICAL NOTES

Where referred to in this summary the terms shown below, unless otherwise indicated, have the general meanings hereto ascribed them.

(1) Floor Areas

Areas are in square metres. The floor area of domestic units is calculated by reference to 'saleable area'. 'Saleable area' is defined as the area of the plane which is exactly required to provide a complete cover to the unit, measured to the external face of the enclosing walls or to the centre line of party walls.

The floor area of non-domestic accommodation is calculated by reference to 'internal floor area'. 'Internal floor area' is defined as the area of all enclosed space of the unit measured to the internal face of enclosing external and/or party walls.

(2) Property Classes

Domestic:

a) Domestic units are sub-divided by reference to floor area as follows -

A units Saleable area not exceeding 39.9 m2.

B units Saleable area of at least 40 m2 but not exceeding 69.9 m2.

C units Saleable area of at least 70 m2 but not exceeding 99.9 m2.

D units Saleable area of at least 100 m2 but not exceeding 159.9 m2.

E units Saleable area of at least 160 m2.

b) Private domestic units are defined as independent dwellings with separate cooking facilities and bathroom (and/or lavatory). Domestic Units built under the Home Ownership Scheme (HOS), the Private Sector Participation Scheme (PSPS) and Urban Improvement Scheme (UIS) are included.

Note The Property Review 1986 excludes HOS, PSPS and UIS units from the private domestic stock.

c) Public domestic - units built for rental by the Hong Kong Housing Authority, Hong Kong Housing Society and Hong Kong Settlers' Housing Corporation Ltd.

d) Miscellaneous domestic units - No floor area sub-divisions e.g. cockloft used for domestic purposes.

e) Car park spaces (domestic) Car park spaces 1.n a predominantly domestic building. Annex G

(a) Ground floor shops - Premises on the ground floor with a frontage to a public thoroughfare designed or adapted for retail trade and used as such.

(b) Shops - Ground floor arcade, basement and upper floors - Premises, other than ground floor shops with frontage to public thoroughfares, designed or adapted for retail trade and used as such.

(c) Commercial premises - Premises designed and adapted for commercial use, but not falling within the definitions of Ground Floor Shops, Shops: ground floor arcade, basement and upper floors, or offices. e.g. restaurants, department stores etc.

(d) Offices Premises situated in buildings designed for commercial/business purposes excluding non-domestic floors in composite buildings.

(e) Factories - Premises designed for manufacturing processes.

(f) Storage premises - Premises designed or adapted for use as godowns or cold stores.

(g) Hotels - This may include restaurants, bars etc. if these are an integral part of the tenement.

(h) Cinemas and theatres This may include restaurants and candy shops etc. if these are an integral part of the tenement.

( i) Schools - Premises designed or structurally adapted for this purpose and used as such.

(j) Recreation clubs and association premises

(k) Community and welfare premises Premises designed and occupied as clinics, kai fangs, church halls, chai tongs, old people 1 s homes, training centres, welfare centres, YMCA and YWCA, orphanages etc.

(1) Petrol filling stations

(m) Advertising stations - Advertising stations which do not form an integral part of another tenement and are, therefore, separately assessed.
