AIR QUALITY INDEX REPORT

1.0 Introduction The concept of an Air Quality Index (AQI) has been developed and used effectively in many developed countries for over last three decades (USEPA 1976, 2014; Ontario, 2013; Shenfeld, 1970). In India, The Central Pollution Control Board along with State Pollution Control Boards has been operating National Air Monitoring Program (NAMP) covering 240 cities of the country having more than 342 monitoring stations. In addition, continuous monitoring systems that provide data on near real-time basis are also installed in a few cities. They provide inform ation on air quality in public domain in simple linguistic terms that is easily understood by a common person. An air quality index is defined as an overall schem e that transforms the weighed values of individual air pollution related param eters (for example, pollutant concentrations) into a single number or set of numbers (Ott, 1978). Air Quality Index (AQI) is one such tool for effective dissemination of air quality information to people. Air quality standards are the basic foundation that provides a legal framework for air pollution control. An air quality standard is a description of a level of air quality that is adopted by a regulatory authority as enforceable. The basis of development of standards is to provide a rational for protecting public health from adverse effects of air pollutants, to eliminate or reduce exposure to hazardous air pollutants, and to guide national/local authorities for pollution control decisions. With these objectives, CPCB notified (http://www.cpcb.nic.in) a new set of Indian National Air Quality Standards (INAQS) for 12 parameters

[carbon monoxide (CO) nitrogen dioxide (NO 2), sulphur dioxide (SO 2),

particulate matter (PM) of less than 2.5 microns size (PM 2.5 ), PM of less than 10

microns size (PM 10 ), Ozone (O 3), Lead (Pb), Ammonia (NH 3), Benzo(a)Pyrene

(BaP), Benzene (C 6H6), Arsenic (As), and Nickel (Ni)] . The first eight parameters

have short-term (1/8/24 hrs) and annual standards (except for CO and O 3) and

rest four parameters have only annual standards. While PM 10 , PM 2.5 , NO 2, SO 2,

NH 3, and Pb have 24-hourly as w ell annual average standards, Ni, As,

benzo(a)pyrene, and benzene have only annual standards and CO and O 3 have

short-term standards (01 and 08 hourly average). PM10 , PM 2.5 , SO 2, NO 2, CO, and

O3 are measured on a continuous basis at many air quality stations (including

NH 3 at some stations), Pb, Ni, As, Benzo(a) pyrene, and NH 3, if monitored, use manual systems. There have not been significant efforts to develop and use AQI in India, prim arily due to the fact that the National Air Quality Monitoring Programme has started only in 1984. Although NEERI, Nagpur started monitoring programme in 10 cities in 1978 and Bombay Municipal Corporation even before 1978, attem pts were not made to use AQI for data interpretation and public broadcasting. Agharkar (1982) reviewed available AQIs and compared Air Quality status of the city of Bom bay with its suburbs. The AQI proposed by Swami and Tyagi (1999) is similar to ORAQI. Their index does not suggest any correlation with health effects, although it is free from eclipsing. In view of the revised air quality standards and monitoring of m any more air quality parameters, the AQI proposed by Swami and Tyagi (1999) cannot be used. Gurjar et al. (2008) have proposed a m ulti-pollutant index (MPI) considering

the combined level of the three criteria pollutants (i.e.,TSP, SO 2, and NO 2). Currently, eight parameters are considered for AQI calculations and TSP is not included, therefore, the proposed MPI is of limited application. A recent study to define AQI in India has been taken up by Beig et al (2010a and 2010b) which includes air quality forecasting and is named as SAFAR (System of Air Quality-Weather Forecasting and Research). This study considered correlation analysis of long term air quality data of different pollutants and health data for two cities, and . The shortcoming of this study was that it accounted health data of only two cities whereas for an ideal AQI, representative of the country, one needs to account for health data of as m any cities and towns as possible. 2.0 Categories Air Quality Index (AQI) There are six Air Quality Index (AQI) categories, namely; 1. Good, 2. Satisfactory, 3. Moderately polluted, 4. Poor, 5. Very Poor, and 6. Severe. The Air Quality Index (AQI) will consider eight pollutants (PM10, PM2.5, NO2, SO2, CO, O3, NH3, and Pb) for which short-term (up to 24-hourly averaging period) National Ambient Air Quality Standards are prescribed. Based on the measured ambient concentrations, corresponding standards and likely health

3.0 Air Quality Index (AQI) Status of the Project

Baseline M onitoring for the Project has been done for Ambient Air Quality monitoring (24 hourly samples), twice a week continuously during Winter Season 2016 – 17 (from December-2016 to February 2017). Monitoring

Parameters were PM 10 , PM 2.5 , SO 2, NO 2 & CO.

3.1 Baseline Monitoring Stations

To study the baseline air quality scenario in the study area 6 Ambient Air Quality-Monitoring (AAQM) stations were selected in the study area in different directions and at different distances from the proposed project site keeping in view the guidelines of the Ministry of Environment and Forest, Government of India.

3.2 Baseline Monitoring Sampling Programme

Two sampling locations w ere located in the downwind direction of the

prominent wind. Major air pollutants viz. PM 10 , PM 2.5, SO 2, NO 2 and CO representing the basic air pollutants in the region w ere identified for Ambient Air Quality Monitoring (AAQM). The samples were collected during study period

as per the norms of CPCB. Gaseous pollutants viz., SO 2 and NO 2 were collected on

8–hour basis three times a day in the respective absorbing media. PM 10 and

PM 2.5, were collected for 24 hours average on Whattman glass micro fiber filter paper (GFA grade).

3.3 RESULTS

The concentration of PM 2.5 and PM 10 for all the AAQM stations ranges between

3 3 164.9– 80.4 µg/m and 268.4–120.5 µg/m , respectively. Concentration of SO 2

3 varies from 23.65 –9.40 µg/m and the concentration of NO 2 varies from 36.23 – 16.81 µg/m 3. Thus all the parameters for Ambient Air Quality are within the prescribed limits.
