ImporraTIon oF Goons sy Parcet Posr The purpose of this Notice is to draw attention to the procedure governing :— (a) normal duty assessment on goods imported by parcel post—both surface and air mail—and the “delivery of such parcels tothe owners : and (6) the refund of import duty overpaid on parcels. 2. aie xeqnirenents of paragraphs 11 to 15 and 21 to 27 of Customs and Excise Notice No. 13 (Govern ment Notice Jo. 702 of 1959} apply to trade goods imported by parcels post, but it should be noted that the importer is notat present required to enter such goods. 3. Customs Declaration Form.—The precise contents of each parcel should be accurately stated on the Customs Declaration form or green label affixed to the parcel in order that the amount of duty—if any— may be readily assessed. 4, Invoices-—Each parcel should be accompanied by a copy of the relevant invoice(s) securely attached to the outside of the parcel in aan envelope prominently marked “Invoice.” When several parcels are sent ment by one mail, one invoice will suffice provided all the parcels are numbered, the number tewhich the invoice is attached as i clearly shown on eve’ry parcel in the consignment, and the learlyindicates the parcel to whicheeeit relates,

5. “Produce-Invoice:’—Where any Delivery Notice is stamped “Produce Invoice” it must be returned by the Postmaster with the invoice to the office of original assessmentfor re-calculation of the duty, except thet where the delivery office has a Customs Officer in attendance the duty may be re-assessed at the delivery office.

6. Goods liable to Ad Valorem Duty.—-The value for duty purposes is defined in the Second Schedule to the Customs and Excise Management Ordinance No. 55 of 1958, and is, in practice, normally taken to be the full invoice price of the goods, Jess any allowable deductions such as trade discount, but plus postage, insurance, and all other similar charges which are not included in the invoice price. (See Customs and Excise Notice No. 13 for full information). Details of the invoice price, deductions, charges, etc., should be clearly shown on the Customs Declaration form affixed to each parcel and, where the invoice price includes postage, or where the goods are not insured, ‘ the facts should be stated on the Declaration form. 7. Goods liable to a Specific Rate ofDuty.—The quantity of the goods, expressed in the unit upon which duty is chargeable should, in addition to thedetails mentioned in paragraph 6 above, be clearly stated on the : eciaration form, . - . 8. Gift Parcels—Bona fide unsolicited gifts forwarded by parcels post are admissible under open general import licence, but it is emphasized that there are no ssecial provisions in the Customs Tariff Ordinance, No. 60 of 1958, for gifts, and any article—whether a gift or not—can be admitted without payment of duty only if it.comes within one of the items in the Second Schedule to that Ordinance. 9. Educational Materials—{a) Any educational establishment whichdesires to claim exemption from’ duty under item 65 of the Second Schedule to the Customs Tariff Ordinance (No. 60) 1958 is required to return the relevant delivery notice to the Postmaster, at the delivery office of the parcel(s), together with a certificate that the goodsin that particular consignment are for use only in educational establishments.
