[EXPRESSION(S) OF INTEREST] FOR Tainga Marine and Land Debris Project

Expressions are sought from Artists to apply for Tainga Marine and Land Debris Project as part of The Art Gallery of South ’s Tarnanthi Festival of Contemporary Aboriginal and Torres Strait Islander Art 2021.

1. INTRODUCTION

The City of Port Enfield (PAE) Placemaking and Activation and Waste Management teams have identified an opportunity to develop and facilitate a three week creative and professional development opportunity for two First Nation artists. Artists preferably with a textile art background and workshop facilitation skills are sought. Applications from artists living in the Port Adelaide Enfield region will be looked upon favourably.

Tainga Marine and Land Debris Project is a collaboration with GhostNets Australia, the Art Gallery of (AGSA) and PAE.

PAE seeks to employ 2 First Nation artists to work with the GhostNets team to co-create sculptures of animals with spiritual significance from marine and land debris. The GhostNets team and the artists will work together to fabricate 3-dimensional frames that will then be further developed during a series of workshops with community that the two artists will facilitate alongside GhostNet artists, sharing textile-based skills to complete the sculptures. The GhostNets team will mentor the artists to further develop skills.

The project timeframe is 3 weeks commencing 1 November 2021.

The artists will be chosen by a Selection panel with representatives from PAE, AGSA and GhostNets Australia.

The artists will be advised of their selection by 30 September 2021.

EOIs are due by 8 September 2021

2. BACKGROUND

The Tarnanthi Festival of Contemporary Aboriginal and Torres Strait Islander Art is a festival of national and international significance. It is an occasion for art lovers and the general public to experience Aboriginal and Torres Strait Islander art in all its diversity. The festival showcases the latest contemporary works by hundreds of artists from across the country, presented at dozens of partner venues in and around Adelaide and across the state. The Art Gallery of South Australia is supporting PAE to deliver the Tainga Project as part of the 2021 Festival.

Kaurna people have occupied the lands we now know as Port Adelaide for thousands of years, and the region is of great importance for Aboriginal people. The Kaurna people called the land around the Port River Yertabulti, (Yerta meaning place or land, and Bulti meaning sleep or death

Council recognises Aboriginal people as the First Australians, and as such is strongly committed to working with and supporting their cultural, spiritual, health, emotional and economic wellbeing. It is important to recognise and preserve Aboriginal cultural heritage; acknowledging the past, representing the present and fostering the future, as Council continues to improve on and develop regular projects which recognise and celebrate culture across the region.

The Project responds to PAE’s Arts and Culture Strategy and The Waste and Recycling Strategy, including the aims to:

• Grow and support Kaurna heritage and Aboriginal and Torres Strait Islander arts and cultural practice • Create professional development opportunities for local artists • Develop and support arts and cultural experiences that are responsive to and reflective of our unique urban form, natural living landscapes, Kaurna heritage and Aboriginal culture • Grow and support opportunities to celebrate and participate in Aboriginal and Torres Strait Islander arts and cultural practice • Support diversity, understanding and community cohesion through arts and cultural activities and programming • Enhance community engagement, information and education to support increased waste diversion and recycling

Concept

In Australia ghost nets (discarded or abandoned fishing nets) are devastating our endangered marine life.

Even before GhostNets Australia started working with indigenous rangers to clear Australia's northern coastline of ghost nets, people were using them for diverse purposes. In various northern Australian communities you might see ghost nets being used as screens on verandahs, adorned with shells and glass or plastic floats, or as fencing for chook pens. Fishing and yam bags were made from pieces of net found washed up on beaches.

- Tainga is the Kaurna word for “animal tracks” – the project name developed in consultation with Kaurna elder, Uncle Lewis O’Brien.

Objective

• Working collaboratively with GhostNets Australia, the 2 artists sought in this EOI will identify the animals with relevant Kaurna significance best suited to the sculptural approach and materials being employed. • Marine and Land debris will be used to create the sculptures. • Community workshops will be run, where it is expected the artists share their skills and knowledge with participants to build sculptures of an exhibition standard as part of The Tarnanthi Festival (15 Oct 21 – 30 Jan 22). • It is hoped the project engenders greater understanding of ATSI connection to country, and environmental threats to our land, water ways and wildlife. • Participants gaining skills in textile and sculptural art methods. • Shared approaches to interdisciplinary art, themes, skill and design thinking processes • Expression, open dialogue and identity sharing • Mentoring opportunities will be both organic and planned for the life of the three-week project. With themes around the expression of cultural identity and environmental conservation opportunities will exist for mentoring, collaboration and sharing on many levels. • The creative team will encourage and provide opportunities in creative and professional skills development for all ATSI artists and community members who participate.

Workshop Information

• The bulk of The Tainga Project workshops will take place at Post Office Projects (POP), a Council art space located in Port Adelaide. A one day community workshop will also be held at The Parks Library in Angle Park. • The Tainga Project will commence on November 1 where the artist sought in this EOI will work with Ghost Net artists Sue Ryan and Pam Diment on the frameworks of the sculptures. • On Friday 5 November, the group will be joined by Yindjibarndi artist Sherrie Jones and prepare for the community workshop at The Parks Library space on Saturday 6 November, during Nunga Week. The workshop will run from 10am to 2pm.

• On Monday 7 November, a 2-week workshop primarily aimed at Aboriginal and Torres Strait Islander community members will commence to complete the sculptures and ready them for exhibition. Workshops will run between 10am and 4pm each day except for Sunday. • The workshops at POP will be for people aged 16 and over and will target ATSI community members in the first case. • The resultant exhibition will be for the Tarnanthi audience and wider community.

• Artists must be available from November 1 until November 19 • Ability to travel to the sites for workshops and to be on site for the duration of those workshops • Public Liability Insurance Cover • ABN

3. STAKEHOLDER CONSULTATION

PAE has consulted to develop the project idea with Elders in the PAE community and with PAE’s Aboriginal Advisory Committee. This consultation will include a consensus on the animal that the marine and land debris sculptures will be based on.

4. BUDGET

The fee for each artist sought in this EOI is $7,200.00 (ex GST) A per diem of $30 per day will be paid from Nov 1 – Nov 19, excluding Sunday 7 and 14 November.
