Monday was the first Halloween in recent memory when a person could maintain a steady stride while walking down Del Playa Dr. during the thickest hour of Isla Vista’s celebration, which this year attracted revelers from as far as the East Coast and even Europe. Police officials estimated that a technicolor throng of 15,000-20,000 were on Del Playa at about 10:30 p.m. with a total of 406 arrests and citations issued since Friday, according to Santa Barbara Sheriff’s Capt. Ed Piceno. Twenty-five of Monday’s 66 citations and arrests were alcohol- related, however there were persons arrested for charges in­ cluding possession of cocaine, shoplifting at Dave’s Market, five for public drunkeness and providing false information to a police officer, Piceno said. There was also a suspect arrested for cultivation of marijuana which occurred when officers responded to a complaint about the man’s residence.
