Management of Large Outhreak Regions WHBREAS, COVID19 has already been declared as a ealth Organization (WHO) and National pandemic by the wor hat the country is Disaster Management Authority, being satisrie threatened with the COVID19 Pandemic. 2. in WHBREAS, exercise of powers under the of Epidemic Diseases Government Haryana has already iss ued the Haryana cOVD19 Kegulations, 2020 for the Epidemic Diseases, containment and provention of the spread of COVIDI3. it has been . Further, categorically stated vide Point 18 of the MHA Z5" 2021 guidelines dave March, that States, based on the resrictions at district/sub-district and city/wardassessment level withof the a situation,view to contain may impose the spreau of COVID-19.
4. WHEREAS, as per the guidelines of MoIFW: A large outbreak is defined as localized increase in the incidence 0 a COviD-19 cases occurring within a defined geographic area e.g., in a OW, Or cily. The cases may or may not be epidemiologically linked.vlage, For perational purpose, a large outbreak is deemed to be present when there are 15 or more cases. 2. Geographie quarantine strategy calls for near absolute o movement imterruptiot of people to and from a relatively large defined geographic where there is single large outbreak or multiple foci of local transmissonared of COVID-19. In simple terms, it is a barrier erected around the focus of infection. 3. Geographic quarantine shall be applicable to such areas reporting large otutbreak and/or multiple chusters of COVID-19 spread over multiple blocks of one or more districts that are contiguous based on the distribution of cases and contacts. 4. Containment/ buffer zones are to be created with a boundary for geographic quarantine to be defined based on: 1. geospatial distribution of each cluster contained within, 2. largest administrative unit containing all clusters, and 8. feasibility to implement strict interruption of movement of people.
5. as on 29, 2021, the cumulative WHEREAS, April number of COVID positive cases in the are district 118499 including 462 deaths of COVID patients. Further, keeping in view the above guidelines, in the District there are multiple "Containment along with "Buffer Zone" that extend beyond the containment zone. zone
6. WHEREAS, in many incidences of p0sitive cases in other areas of District Gurugram, cases are mostly within the same household/ family and however there is a rising number of cases beyond this criteria.epidemiologically Extensive contactlinked, tracing and testing is being conducted with over 12,07,283 tests in the District and Magmany of the positive cases have already recovered, yet there remains a potential Chreat to the District due to a sudden surge in COviD-19 positive patients in the OcovID-19ricts. It is imperative to adopt 8t21ct measures in large outbreak areas to contain Gury Qram the spread of COVID-19, thus it is necca8ary to take effective measures to prevent further spread of COVID-19 in the district.
The District shares its border with the N.c.. of Delhi and is on crossroads or Imajor ransport routes. A oconsiderable number of people travel to Gurugram and Dac District border because of either their workplace or residence being locateu, Purther, there is significant intra-distriet movement on account of travel to and t centres of economic activity viz. In such circumstances, where the District has nr reached a stage of 14 days without a positive case and has a high proportion or positive cases out of the overall cases in Haryana, the threat of the pandemic tureer spreading can yet not be ruled out.
7. WHEREAS, as per point 18 of the MHA guidelines dated 23rd March, 2021, States could impose stricter measures than these guidelines, as per requirements of loca, in order to contain the spread of COVID 19, which poses a threat to human lite, heai andsafety; lockdown was continued to be imposed in the Containment Zones further orders, to enforce stricter measures of isolation and social distancing.
8. HOWEVER, despite the above mentioned efforts, there still have been casesod he COVID in District Gurugram with the contact history traced to areas yor boundaries of Containment Zones, THERFORE, it becomes imperative in pubic ine that measures are undertaken in certain Large Outbreak Regions O), as per annexed Schedule, to contain any further spread of the virus with a threefold approad and viz. Reasonable restrictions on movement, Intensive public health campaign minimize adverse socio-economic fallout of these measures.
a) Reasonable restrictions on movement 1. All SDMs in coordination with ACP's concerned shall identify the exact boundaries of the LOR immediately along with entry and exit point and also to ensure that all the necessary essential government/emergency services & movements/authorized movement shall be facilitated. They shall involve the local Municipal Corporators, RWAs and community leaders during advance notice period, boundary demarcation, enforcement and for regular feedback & review thereof. 2. Necessary barricading of the LOR shall be done by the Executive Engineer PWD B&R) Gurugram in consultation with Commissioner of Police, Gurugram, concerned SDM's. There shall be due sharing of information, such as helplines, Do's/Don't, precautions etc, at entry/exit points and within the LOR, for convenience to the residents of the LOR.
3. FURTHER, in the event transit across LOR becomes unavoidable, the following measures shall be strictly adhered to: a) Aarogya Setu application shall be installed and used by all such concerned b) Thermal scanning and symptomatic ecreening at nakas during entry/exit from the LOR. c) Rapid Testing facility, during exit from the LOR for symptomatic persons, shall also be advisable to check any spread of the virus. d) The authorities at these entry points will be required to inform the incoming persons about precautions to be taken and will also provide such information and mask. persons with an pamphlet rict Magís covID-19 ram Guru b) Intensive public health campaign

Suticient number of Teams for conducting door to door screening/ thermas of each and every person of the entire households falling in the LuR Sna deployed by the Civil Surgeon, Gurugram, all of them would work under hi8 5tri directions. All the staff on duty shall be provided with personal protective equipmen and other required devices for thermal scanning screening/ etc. carried 2. Intensive testing/sampling through Rapid Antigen CR Test shall be out, as per the ICMR guidelines, of all cases with /*T°SARIILI and other sympto specified by MOHFW. Thereafter, risk assessment of all such cases shall be done. 1 required, such ILI/SARI Cases/persons with co-morbidity can be shifted to notiiea quarantine/isolation facilities or Hospitals, as case may be. Further, special care shal be taken of old aged persons, children below 10 years and pregnant women by Health/AYUSH teams. lf required, such vulnerable persons with can be shifted to quarantine/isolation facilities or Hospitals, as case may be. 5. Bxtensive IBC activities regarding wearing Masks and maintaining social distanc1ng etc. shall be done through multimedia/DPRO vans/vehicles along with advocacy on hand hygiene, respiratory hygiene, environment sanitation to be ensured.
c) Minimize adverse socio-economic fallout of these measures
1. Only essential shops shall be permitted to operate, concerned SDM in tie-up with Municipal corporators, market association &RWA's shall decide the operational guidelines - Time, days& categories classification. 2. Supply of essential goods/commodities such as raw ration /milk/grocery/ medicine vegetables shall be monitored by the Zonal Administrator, HSAMB, Gurugram in coordination with DFSC, Drug Control Officer and MCG to prevent any shortage/ overcharging. 3. Regular power supply in the LOR shall be ensured by SE, DHBVN, Gurugram. Regular safe drinking water supply shall be ensured by the SE Public Health, Gurugram and Municipal Corporation, Gurugram.
In view of the necessity to enforce the order in public interest, THEREFORE, the order shall come in force from 30th April, 2021. lt is strongy advised that Central/State Government bodies/units, private_organization and individuals make preparations accordingly to avoid any hardship. The order shall remain in force until 13th May, 2021
