Prime Minister concludes successful first official visit to China

China is playing an increasingly important role in shaping world politics and driving global economic growth. Renewing Canada’s relationship with China will help to grow the economy and strengthen the middle class. On September 6, Prime Minister, Justin Trudeau, concluded a successful first official visit to China. The Prime Minister visited Beijing, Shanghai, Hangzhou, and Hong Kong, and connected with Chinese leaders in government, business, and the public at large. He also participated in the G20 Leaders’ Summit. Canada’s principal goals for this visit were to build the foundation for a stronger, more stable Canada-China relationship, and to explore how both countries could harness the untapped potential and benefits that closer relations could provide- especially in the areas of trade and investment, collaboration on environmental issues, and growing the middle class. The Prime Minister emphasized the importance of building closer ties between Canadian and Chinese citizens and participated in discussions between women entrepreneurs. The Prime Minister met with political and business leaders, as well as Chinese students and entrepreneurs, and promoted a deeper understanding and goodwill between both countries. Canada and China have agreed to engage in more regular high- level dialogue on a range of issues. As well, new initiatives were announced in priority areas for Canada that will strengthen trade and investment, legal and judicial cooperation, and cultural and people-to-people ties and exchanges. One of the trip highlights for the Prime Minister was seeing Canadian and Chinese entrepreneurs come together to forge new business relationships. Prime Minister announces increased collaboration with China

Canada has made it a top priority to create a stronger, more stable long-term relationship with China. In keeping with this objective, on September 23, Prime Minister, Justin Trudeau, met with the Premier of the State Council of the People's Republic of China, Li Keqiang, during his first official visit to Canada from September 21 to 24, 2016. The two leaders held their first discussions under the new Annual Dialogue between the Premier of China and the Prime Minister of Canada – a key outcome from the Prime Minister’s recent visit to China – and focused on ways to create jobs, strengthen the middle class, and build economies that work for everyone. During the meetings, strong steps were taken to expand the bilateral economic and financial relationship. Canada and China signed a Memorandum of Understanding on trade in canola. Furthermore, the two leaders agreed to launch exploratory discussions for a possible Canada-China Free Trade Agreement; expand market access for Canadian bone-in beef; and set a goal of doubling bilateral trade by 2025.Prime Minister Trudeau and Premier Li also met with business and community leaders, senior political figures, and members of Chinese-Canadian community in Ottawa and Montréal. 2 Minister Garneau Participates in G7 Transport Ministers' Meeting in Japan

Minister of Transport Marc Garneau attended the G7 Transport Ministers' meeting in Japan on September 24 and 25, 2016, where the ministers adopted joint declarations on the development and widespread use of advanced technology for automobiles and roads, and strategies for new and aging transport infrastructure. Minister Garneau also met with Japan's Minister of Land, Infrastructure, Transport and Tourism, Keiichi Ishii, to discuss potential partnerships, including a technical arrangement on aircraft maintenance that would allow some accredited Canadian businesses to provide aeronautical products maintenance in Japan, and vice versa. Canada and reach agreement under the New Clean Water and Wastewater Fund

On September 14, 2016, the Honourable Amarjeet Sohi, Minister of Infrastructure and Communities, and the Honourable , Ontario Minister of Infrastructure, announced a bilateral agreement that will make more than $1.1 billion in combined funding available under the Clean Water and Wastewater Fund (CWWF). The federal government is providing up to 50 % of this funding, amounting to almost $570 million, for projects while the provincial government will invest almost $270 million. Municipalities, First Nations and local services boards will cover the remaining costs. Municipalities will also be able to apply their Ontario Community Infrastructure Fund (OCIF) formula grants toward the municipal contribution for these projects. Ontario recently announced it will triple OCIF funding to $300 million per year by 2018-19. The announcement was in addition to the bilateral agreement that was announced in August 2016 and provided $2.97 billion in combined funding for public transit infrastructure funding in Ontario under the Public Transit Infrastructure Fund. These agreements are part of Phase 1 of the $120 billion, 10-year investing in Canada plan and is a key foundational piece of the federal government's longer-term investment strategy. Ontario's Strategic Investments Creating Jobs and Growing the Economy

Ontario's business support programs are leveraging private sector investments and have helped to create and retain 68,501 jobs across the province since 2013, including over 19,000 jobs and $2 billion in investment for the province's auto sector. On September 21, the province released a new report highlighting the job creation and private investments supported by the Jobs and Prosperity Fund (JPF), the Eastern Ontario Development Fund (EODF) and the Southwestern Ontario Development Fund (SWODF). Together, these funds are helping Ontario companies drive innovation and remain competitive in an increasingly global economy. Ontario is also fulfilling a commitment to release business support program investment details through its Open Data catalogue. 3 Ontario adds 10,500 Jobs in August

Employment in Ontario increased by 10,500 in August -- including gains in a number of sectors such as finance and construction. Ontario's unemployment rate was 6.7% in August, and has been lower than the national average for 16 months in a row. This month's job growth brings the total increase in employment since the recessionary low in June 2009 to 599,500. Ontario is expected to continue creating jobs, and by the end of 2019, more than 900,000 are projected to have been created over a 10-year period. Business activity in the province remains strong. Ontario's manufacturing sales increased 7% and wholesale trade advanced 7.5% over the first six months of 2016, compared to the same period in 2015. Ontario's international merchandise exports also increased on a year-to-date basis, rising 7.5% during the first seven months of 2016. Source: www.news.ontario.ca

Governments of Canada and Ontario invest $154 Million in Affordable Housing, Shelters, and Building Repairs for City of Toronto

On September 30, 2016, the Governments of Canada and Ontario announced the City of Toronto will be receiving more than $154 million in social infrastructure funding, which doubles the City's allocation of the Investment in Affordable Housing Agreement and provides targeted support to housing programs for those who need it most in the City of Toronto. Jean-Yves Duclos, Federal Minister of Families, Children and Social Development and Minister Responsible for Canada Mortgage and Housing Corporation (CMHC) along with Chris Ballard, Ontario Minister of Housing and John Tory, City of Toronto Mayor, made the announcement at Regent Park in Toronto. India-Canada Annual Ministerial Dialogue

The third India-Canada Annual Ministerial Dialogue was held on September 29 between the Commerce and Industry Minister Mrs. Nirmala Sitharaman and the Canadian Minister of International Trade, Ms. Chrystia Freeland at Toronto. The discussion covered outstanding trade and investment related issues and among other things, focused on expanding bilateral trade, having more B 2 B interface with constitution of CEO Forum by Canada and regular interaction between the CEOs on both sides and also expediting the free trade and investment negotiations which are underway. This was the first high level meet led by a Ministerial level delegation from India after the new Government came to power in Canada. The Trade Minister of Canada emphasized the importance of the bilateral relationship and expressed happiness at the back to back visit by the Indian Commerce and Industry Minister and the proposed visit of the Finance Minister Mr. Jaitley in the first week of October. Both the sides expressed their strong commitment for taking forward the negotiations in CEPA and FIPA and expressed the desire for early conclusion keeping in view the mutual benefits to both countries and working towards a balanced outcome by taking into account sensitivities in certain sectors. Both the sides recognized the importance of FIPA as tool for higher transparency and stability of investments providing greater protection.

4 Both the Ministers heard each other’s perspective on CEPA and discussed some of the sectors where negotiations seem to have been struck. Responding to the Indian side which has shown enough flexibility in the Services modalities, the Canadian side is looking into the issues concerned with movement of natural persons and what kind of provisions could be built into the CEPA. India also took up the issues of Canada’s Temporary Foreign Workers Entry Programme which has acted as a barrier for the Indian IT companies invested in Canada to source Indian IT professionals as the norms for temporary entry have become more and more stringent. The Trade Minister of Canada assured that a Parliamentary Committee is examining these issues and some of these concerns are likely to be addressed. Both sides appreciated the need for early institutionalization of the CEO Forum mechanism which would be instrumental in forming an organic link and suggest the issues concerning the trade to the Governments. Canadian side assured moving fast in constituting the Canadian side list of CEO Forum and work out modalities faster. They could also meet prior to the proposed visit of Canadian Prime Minister to India sometime in 2017 and form Groups for identified sub-sectors and come out with a set of recommendations. This would greatly benefit the discussions during the PM level meeting. India and Canada agreed to cooperate at the International Fora on Trade Facilitation Agreement on Services as well as the unfinished agenda items of Doha Round given the complimentarity of both the nations on these issues. The beginning made by both the Governments after assuming power in respective countries, through this Annual Ministerial Dialogue was emphasized by both the Ministers and they resolved to take forward the momentum with an of expanding bilateral trade between both the countries. Canadian Government's First Official Visit to India - Results in New Partnerships, Renewed Commitment to Clean Energy Collaboration

Canada's Minister of Natural Resources, the Honourable Jim Carr, led the Government's first official visit and trade mission to India from September 7-9, 2016. Minister Carr focused on reinvigorating the two countries' energy relationship and strengthening collaboration on clean energy and innovation. 20 representatives from Canada's oil and gas, renewables and electricity, and academic sectors joined the trade mission and were successful in creating new partnerships and new applications for renewable energy and clean technology, which will match Canada's expertise and resources with India's needs and expand India's interests in Canada. Canada and India issued a joint statement on September 8, highlighting important areas of cooperation, committing both countries to further action, including the development of a plan with real and measurable results that will be reviewed on an annual basis. India, Canada discuss civil-nuclear cooperation

India and Canada discussed a wide range of issues of mutual interest, including the civil- nuclear cooperation between the two countries. The discussion was held during a meeting between Minister of State, Department of Atomic Energy, Mr. Jitendra Singh and visiting Canada Minister for Natural Resources, Mr. James Gordon Carr, in New Delhi on September 7. The two leaders discussed a wide range of issues of mutual interest, including civil-nuclear cooperation between the two countries, an official release issued said today. As a country with large energy requirements, India looks forward to promoting nuclear energy production at a significant scale and the two nations can jointly work to achieve this, said Singh, Minister of State. He referred to a common technological base of Pressurised Heavy Water Reactor (PHWR) in which India and Canada are global leaders and it is an area offering opportunity of potential bilateral cooperation between the two countries. While recalling the traditional friendly relations between the two countries, Mr. Singh said the most distinctive feature of Indo-Canadian relations was that these had been consistently compatible, without even a single intervening phase of bitterness or unpleasantness.“This has helped the two countries to achieve positive collaboration in various sectors, including in the area of nuclear energy which is a success story,” he said. Mr. Singh referred to the visit of Prime Minister Narendra Modi to Canada in April 2015 during which a long term uranium procurement contract was signed by Department of Atomic Energy, Government of India with the Canadian Uranium producer CAMECO. Thereafter, the first consignment of Canadian uranium reached India in December 2015 and the second consignment is expected by November this year, he said. Mr. Carr said that he looks forward to greater growth in Indo-Canadian cooperation during the years ahead. He also extended invitation to Mr. Singh to visit Canada at a time of his convenience. Government of Gujarat Delegation visited Toronto

Mr. Bharat Lal, Resident Commissioner, State Government of Gujarat led a 14 member business delegation to Toronto on September 6. The delegation included Mr. Deepak Bagla, CEO of Invest India. The purpose of the visit was to seek Canadian investments in India and to encourage Canadian businesses to participate in the 8th Vibrant Gujarat Summit which is scheduled to be held in Gandhinagar on January 10-13, 2017. KPMG organised a Business Seminar for the visiting business delegation which included participation of leading Canadian companies. During the Seminar, Consul General of India, Mr. Dinesh Bhatia exhorted the Canadian business leaders to visit Gujarat to participate in the Summit. In the afternoon, a working luncheon was arranged for the visiting delegation by Mr. Prem Watsa, Chairman & CEO of Fairfax Financial where CEOs of leading Canadian financial and business leaders were present. The Consulate and the Indo-Canada Chamber of Commerce organized a business networking session in the evening for the visiting business delegation from Gujarat.

6 Canadian and Indian Science Ministers attend first ever Arctic Science Ministerial meet

Canada's Minister of Science, Dr. Kirsty Duncan, and India's Minister of Science and Technology, Dr. Harsh Vardhan, attended the first ever Arctic Science Ministerial meeting in Washington D.C., on September 28, 2016. The meeting brought together Ministers of Science, Chief science advisors, and other high-level officials from countries around the world, as well as representatives from indigenous groups, to expand joint collaborations focused on Arctic science, research, observations, monitoring, and data- sharing. This year is the 20 th anniversary of the signing of the Ottawa Declaration, which established the Arctic Council. Canadian, Indian and Nepalese Ministers attend civil aviation forum in Montreal

Canada’s Minister of Transport, Marc Garneau, India’s Civil Aviation Minister, Pusapati Ashok Gajapathi Raju, and Nepal’s Minister for Culture, Tourism and Civil Aviation, Jiwan Bahadur Shahi, attended the 39 th Assembly of the International Civil Aviation Organisation (ICAO) in Montreal, from September 27 to October 7. Climate change was a key topic at the assembly, which included discussions on the Global Market Based Measure to offset greenhouse gas emissions arising from international aviation and sustainable global air transport. Notably, the Airports Authority of India had a booth at the session. The ICAO assembly provided a forum for the Indian and Nepalese delegations to meet with civil aviation ministers, government officials and business leaders from several of ICAO's 191 member states. Ontario announces First Agri-Food Trade Mission to India

Mr. Jeff Leal, Minister of Agriculture, Food and Rural Affairs and Mr. Michael Chan, Minister of International Trade, will travel to India from Novemeber13-20, 2016 to create new economic opportunities for Ontario's agri-food industry while strengthening trade and exploring areas for future co-operation. The mission will build on Premier 's successful mission to India in early 2016 and will focus on strengthening agri- food trade relationships with India, home to the world's second-largest population and a rapidly growing economy. Identifying new trade markets and partners will help boost Ontario's agri-food industry and increase exports. The mission to India will take place November 13-20, 2016, and will include visits to New Delhi, Mumbai and Chandigarh. Ontario’s Clearford signs Operation, Maintenance Deal in India

Ontario-based Clearford Water Systems Inc. has signed a one-year contract to operate and maintain a sanitation system in Jambudiyapura village in the Indian state of Gujarat. Clearford also announced today that it has engaged with the Tata Trusts to identify other villages in the state of Gujarat to use its sanitation system. On completion of the first set

Prime Minister Trudeau and Jack Ma, Chairman of the Alibaba Group, announce initiatives to strengthen Canadian business presence on world’s largest e-commerce platform

On September 3, Prime Minister, Justin Trudeau, and Alibaba Group Executive Chairman Jack Ma announced a number of initiatives that will help Canadian companies connect with Alibaba’s 400 million consumers. First, they launched the “Canada Pavilion” on Alibaba’s online shopping site, which will help brand Canadian products and services. Additionally, the Prime Minister witnessed the signing of a joint declaration of cooperation by Minister of International Trade Chrystia Freeland and Michael Evans, Director and President of Alibaba Group, that will strengthen trade promotion cooperation between the Canadian Trade Commissioner Service and Alibaba Group. During their discussions, the Prime Minister and Mr. Ma agreed to further support collaboration in several areas, including facilitating the growth of tourism through the use of AliTrip and AliPay services. A cooperation agreement was signed between Air Canada and Alibaba’s Alitrip to work jointly to expand the travel market between China and Canada. Finally, the two also committed to look into establishing a representative and commercial presence of Alibaba in Canada – which would create new export opportunities for Canadian small and medium-sized enterprises and other partners, and support the Canadian middle class. BlackBerry Licenses Device Software to Indonesian Firm

BlackBerry Ltd. has entered an agreement with newly formed joint venture PT BB Merah Putih to license BlackBerry software and services for handsets for the Indonesian market. BB Merah Putih will source, distribute and promote BlackBerry-branded devices that use BlackBerry's secure Android software and applications. The joint venture (JV) was created to support the Indonesian government's efforts to promote the development, manufacturing and creation of locally sourced products, while also increasing the number of value-added LTE smart phones available and sold in the country. 8 Magna Buys German Auto Parts Maker with Significant China Operations

Aurora, Ontario-based global automotive supplier Magna International Inc. has concluded a deal to acquire the Germany-headquartered BÖCO Group of Companies, an automotive supplier of latches, hinges and similar components. BÖCO, which has production facilities located in Germany and Tianjin, China, supplies major European automotive companies. Toronto-based financial institution, Manulife Financial, has opened a new Lab of Forward Thinking (LOFT) location in Singapore. The LOFT is a global exploration and incubation initiative to boost Manulife’s competitive advantages in the financial services industry. The LOFT provides a platform for employees to collaborate and devise new technological solutions for Manulife’s wealth, asset management, and insurance customers. Bombardier signs Strategic Agreement with China Railway

Bombardier Inc.’s Bombardier Transportation and Chinese manufacturer China Railway Rolling Stock Corp. have signed a strategic agreement to expand and deepen their relationship. The agreement establishes a framework for the companies to leverage their complementary strengths for selected projects in the global rail transportation equipment market. First Ballard-Powered Buses hitting the road in China's Largest Fuel Cell Bus Deployment

Burnaby, British Columbia-based Ballard Power Systems Inc. has rolled out an initial 12 fuel-cell-powered buses in the district of Sanshui, in the city of Foshan, in the province of Guangdong, China. The buses carry 80 passengers, have a range in excess of 300 km, and will be operated by Foshan Sanshui Guohong Public Transit Co. Ltd. Ontario Pension Fund among Buyers of Port of Melbourne

Canada’s Ontario Municipal Employees Retirement System (OMERS) is among the successful bidders in the “Lonsdale consortium” that has acquired the Port of Melbourne, Australia’s largest shipping gateway, in a 50-year lease sell-off to local and international bidders for more than C$9.6 billion. Other investors include Australia’s sovereign wealth Future Fund, alternative investment manager QIC of Brisbane, and Global Infrastructure Partners (GIP) of the U.S. The deal is part of the Australian government’s A$100-billion asset recycling effort to fund new infrastructure.
