1.2 Flashflood in Ligao City (Region V)

• Rosa Ordan y Belga was swept away by raging water in Sitio Buga, Brgy Basag, Ligao City

1.3 Landslide in Olongapo City (Region III)

• On 23 June 23 2011 at 10:13 AM, landslide occurred in Brgy Sta Rita and Brgy Kalaklan, Olongapo City due to heavy rains affecting three (3) families who evacuated to their neighbours

1.4 Maritime Incident

• On 22 June 2011 at 04:00 AM, a group of four (4) fishing bancas with ten (10) fishermen onboard from Brgy San Vicente, Virac Catanduanes went on fishing venture at the vicinity waters of Catanduanes. Accordingly, said fishing bancas encountered unfavourable sea condition. • One of the four (4) bancas managed to return 8:00 PM of 22 June 2011 with passengers identified as: 1. Clifford Caceres; (2) Christopher Caceres; and (3) Noll Morilla • Names of the fourteen (14) missing persons and one (1) fisherman, Prosper Tabios, rescued in Northern Samar is on Tab A

1.5 Tornado Incident

• A tornado occurred in Quezon City Sikatuna Village and in Timog Avenue corner EDSA

2. Status of Strandees

• As of 11:00 AM, 24 June 2011 , around 70 passengers, 7 trucks, 15 vessels and 15 motorbancas were stranded at the Tabaco City International Seaport, Pioduran, Rapu Rapu, and Victory all in Albay; Pilar, Pasacao, Sabang, Tamban and Guijalo all in Sorsogon; Virac and San Andres in Catanduanes • 38 passengers are stranded in the Calatagan Port in Batangas

• Due to continuous heavy rains over the Ipo Dam watershed, the Ipo Dam Management has increased opening of their spillway gates. The total number of gates open as of 11:15 AM is 3 (total gate opening is 2 m with approx. Discharge of 300 cms). Release of excess water is expected to increase the water level downstream of Ipo Dam. The release of water will be continued until the elevation of Ipo Dam stabilizes to its operating/normal level. PAGASA-Hydrometeorology Division will continuously monitor the rainfall and water level within the watershed as well as the releases of Ipo Dam. Residents living in the downstream areas of Ipo Dam (Norzaragay to hagonoy) are advised to take precautionary measures. • The continuous moderate to heavy rains have caused an increase in the elevation of the La Mesa Dam to its overflow elevation of 80.15m. the excess water is expected to affect the low-lying areas along the Tullahan River, Fairview, Novaliches, and the CAMANAVA. All the residents living in the aforementioned areas are advised to be alert for possible increase in water level downstream.

4. Status of Roads and Bridges

NCR • – The corner of Hon P Binay cor Hen. Bonifacio in Brgy Bangkal is impassable to all types of vehicles. P, Medina St., dela Rosa Avenue, E. Ramos St., T. Taylo, and L. Facundo St. In Brgy Pio del Pilar are not passable to all types of vehicles • Valenzuela – Brgy. Balangkas near Deata Elementary School, the corner of MH del Pilar and Bisif in Brgy. Bisig, Hulo and Puso Streets in Brgy.Coloong, the San Simon Subdivision in Dalandan, Zone 2 in Brgy. Isla, Zone 5 in Brgy. Palasan, the corner of Pasolo and G. Lozano in Brgy. Pasolo, the front of Brgy. Polo, and Brgy. Lingunan from rubber master to Dumpsite are all impassable to light vehicles • - Mesina in Tenejeros, Merville in Dampalit, Bautista in Panghulo, Adante, Rivera, and Estrella inTanong, Sitio 6 in Catmon, Ortega and Santiago in Tonsuya, Panghulo Road, F. Nicolas and Vicencio in Niugan, Borromeo and CMU in Longos, Lascano in , Don Basilio, and General Luna along Jacinto to Meralco are all impassable to light vehicles • Paranaque – the roads in or around Brgys Baclaran (Bagong Sikat, Bagong Ilog, Bagong Lipunan), Tambo (seaside, Camp Claudio, St. Joseph, Quirino), Sto Nino (Kaingin, Casino Filipino), Vitalez (Banana Compound, Airlane), San Isidro (Valley 15, Valley 2, Valley 6, Purok 3 & 5, Matatdo) San Antonio (Bodoni Dulo Area 3, Lower 5-4 Area) BF Homes (Lagoon Area) Don Bosco (Amethyst Street, Annex 19 & 18, El Dorado Dulo, Malacanang Dulo) and Sun Valley (Annex 41) are not passable to light vehicles • Pasay – Brgys 177, 180, 181, 182, 183, 184, and 185 are all impassable to light vehicles

CAR • Benguet – the Baguio-Bontoc Road (Km 283+800) Topdac Section is partly passable due to rockslides. The Shilan-Beckel Road K0263+740 is closed to traffic due to a road cut

Region III 3 • Zambales - Road along Brgy Antipolo, San Antonio eroded - not passable to all types of vehicles and Brgy San Miguel , San Antonio eroded but still passable to all types of vehicles. Govic highway, Mangahan, Subic is not passable to all types of vehicles due to an obstruction (electric post) from a landslide • Bulacan – K0023+916 Abangan Sur is not passable to light vehicles. McArthur Highway boundary of Marilao and Meycauayan • Tarlac – one lane is closed due to a 0.60m x 0.70m pothole on the bridgedeck slab of the northbound lane of the Cut-cut Bridge Km 105+707 along the Manila North Road in Capas, Tarlac.

Region IV-B • Mindoro West Coast Road (MWCR) Patrick Section (K0345+162.24-K0345+470 - hardly passable due to mudflow coming from the mountainside - passable to light vehicles only

Region V • Albay West Coast Road - KO491 and Sagrada Section, Libon KO495– underwater – impassable to light vehicles • Masarawag, Guinobatan; Sua-Quirangay Road; Sitio Paclas, San Isidro and Sitio Agustin in Libon – impassable due to flooding • Polangui Upland roads – impassable due to landslide

5. Suspension of Classes

• DOST-PAGASA has recommended the suspension of classes of Pre-School, Elementary and High School Levels in the following Provinces of Bataan, Zambales and Pangasinan • DepEd-NCR announced the suspension of classes on Friday, 24 June 2011, of Pre- School, Elementary and High School Levels in the entire NCR • NCR - Classes at Dampalit Elementary School in Malabon are still suspended due to flooding • Region IV-A -Classes in Cainta, Angono, Rodriguez, San Mateo, Rizal and Rosario Cavite were suspended due to flooding • Region V - Classes at all level in the province of Albay are suspended

6. Flight Cancellation

• ATO reported the cancellation of flights 23 June 2011: thirty (30) International flights and twenty six (26) Domestic flights

7. Population Affected (Tab C)

• A total of 32,118 families/166,708 persons have been affected by floodings in 132 barangays of 17 municipalities and two (10) cities in Bulacan, Pampanga, Zambales, Rizal, Albay and cities of Makati, Malabon, Manila, Marikina, Quezon City, and Valenzuela in Regions III, IV-A, V and NCR • Of the total affected, 10,143 families/48,712 persons were evacuated at 23 evacuation centers in Albay, Rizal, Zambales and NCR

8. Damages 4

• The estimated cost of damages to agriculture and infrastructure in Zambales is Php1,923,461.20 (See details on Tab D) II. EMERGENCY MANAGEMENT

NDRRMC • Disseminated NDRRMC Advisories on Severe Weather Bulletins on Tropical Storm “FALCON”; General Flood Advisories for Region I (Ilocos Region), Region III (Central Luzon), Region IV-A (CALABARZON), Region IV-B (MIMAROPA), Region V (Bicol), Region VIII (Eastern Visayas), Region XI (Davao Region), Region XIII (CARAGA), ARMM and CAR; to all Chairpersons RDRRMC, PDRRMC, and OCD Regional Centers through SMS and facsimile • Uploaded same at the NDRRMC website, facebook and twitter account for further dissemination to their respective local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial down to the municipal levels • Directed RDRRMCs concerned through the OCD Regional Centers to undertake precautionary measures in their respective areas of responsibility (AOR) and subsequently advised local DRRMCs to initiate pre-emptive evacuation of families in low-lying and mountainous areas if situation warrants

DPWH • Provided two (2) payloaders and one (1) backhoe for the clearing operations/removal of mudslides in Mindoro West Coast Road in Occidental Mindoro • Albay District Engineering Office has deployed 1 dump truck and service vehicles to the municipality of Polangui to assist in evacuation of residents in flooded areas and prepositioned two (2) stake trucks at Albay PDRRMC for evacuation and related needs

PCG • PCG Unit Commanders in various ports are closely monitoring and rendering assistance in coordination with local port authorities and shipping companies to ensure the security and safety of stranded passengers and vessels

5 • Deployable Response Team (DRT) of Coast Guard Station in Virac, Catanduanes is closely coordinating with PDRRMC for SAR operations • Pursuant to Memorandum Circular No 01-09 (Guidelines on the Movements of Vessels during Inclement Weather), PSWS No.1 vessels of 1,000 gross tons or below shall not sail, except to take shelter, when the PSWS No1 is hoisted within its point of origin or route or point of destination. On the other hand, movement of vessels above 1,000 gross tons is left to the discretion and responsibility of the ship owner and master when PSWS No 1 is hoisted within its point of origin or route or point of destination • PCGDB in Region V is currently monitoring the status of strandees

AFP • 9ID prepositioned six (6) trucks at the municipalities of Polangui (2); Libon (2) and Oas (2) all in Albay for possible SAR operations • 901Bde transported 50 sacks of repacked relief goods from AFSEMO to Rapu- Rapu, Albay • NFSL placed all its floating assets on standby alert for possible SAR/Relief operations and other related activities; closely coordinate with OCD5/RDRRMC, P/MDRRMC/LGUs and other organizations; deployed one (1) DRT with (1 officer and 9 EPs) and hauled 600 sacks of rice from APSEMO to PG112 stationed in Legaspi Port for distribution in the municipality of Rapu Rapu, Albay (200 sacks at Poblacion and 400 sacks at Batan; requested one (1) aircraft for SAR and recovery of the reported missing fishermen in Catanduanes; and placed on standby one (1) DRT at the HQS NFSL in Rawis, Legaspi City • PG112 are on standby for relief operations in Poblacion and Batan Island, Rapu- Rapu, Albay • TOG5-PAF placed on standby one (1) SAR team composed of four (4) 505 th SRS and three (3) TOG5 personnel and SAR equipment for possible deployment for disaster operations

PNP • PNP NHQ activated PNP National Disaster Operations Center (NDOC) effective 2000H, 23 June 2011 • Chief, PNP directed PNP Special Action Force (SAF), PNP Maritime Group (MG); headquarters support Service and NCRPO to place their respective SAR teams on standby for deployment any time • The Logistics Support Service and NCRPO dispatched 6x6 trucks and other mobility resources to assist stranded passengers in the flooded areas: Buendia, Espana, C-5, Katipunan, E Rodriquez-Araneta, Marikina Area, Pasig, and San Juan • The PNP Public Information office is also on alert status to receive calls for any police assistance • PRO 5 personnel continue to render security and assistance in evacuation centers and placed its manpower on stand-by for possible SAR operations, also provided assistance to the LGUs and NGAs in terms of road clearing and relief operations • PNP Ligao conducted SAR operations of the missing person in coordination with BFP personnel and LGU Rescue team

PRC • PRC NHQ OPCEN is continuously coordinating with the PRC chapters of situation updates regarding TS Falcon

6 • PRC Quezon City Chapter coordinated and mobilized RC volunteers in their respective AORs and activated WASAR team volunteers, coordinated with LGUs and concerned Barangays, dispatched staff and volunteers for rapid assessment, first-aid, and possible evacuation of affected populations • PRC Valenzuela City Chapterconducted an assessment/ocular survey of the affected areas and conducted relief operations to 38 families (biscuits, blankets, used clothes) in Valenzuela National High School • PRC Rizal Chapter activated 143 team leaders to report any untoward incidents in their respective areas; provided hot meals in Nangka and H. Bautista ES and served 690 families (3,382 persons); repacked NFI for distribution to 200 evacuees in the Bangkal ES, assisted stranded commuters, assisted people to higher ground and provided first-aid treatment, and will provide sleeping mats and plastic sheets to 600 families • PRC Rizal Chapter assists in the evacuation of affected families and currently repacking non food relief items like clothing and blankets for the evacuees

B. Regional Preparedness and Response

Region I • RDRRMC/OCD I is continuously coordinating with the local DRRMCs for situational update and ensure widest dissemination of weather advisories to member agencies, local DRRMCs and local radio/TV stations in the region • RDRRMC/OCD I alerted local DRRMCs and their respective response teams and advised people living near the mountain slopes and in low-lying areas to take precautionary measures • PAGASA recommended the suspension of classes in the pre-school, elementary, and high school levels in the Province of Pangasinan • OCD I coordinated with the CGDNL detachments to advise the fishermen not to venture out into the sea

Region II • RDRRMC/OCD II is continuously coordinating with the local DRRMCs for situational update and ensure widest dissemination of weather advisories to member agencies, local DRRMCs and local radio/TV stations in the region • RDRRMC/OCD II alerted local DRRMCs and their respective response teams and advised people living near the mountain slopes and in low-lying areas to take precautionary measures • PNP, BFP, Philippine Army, Philippine Navy and PCG personnel and various rescue groups are on alert status for possible assistance / evacuation activities • PDRRMC Cagayan, Isabela, Quirino, Nueva Vizcaya and Batanes are continuously monitoring the situation in their respective AORs. • PDRRMCs are ready to establish their Advance Command Posts and their equipment, to preposition response units, rubber boats together with trained rescuers for any eventualities • Provincial Hospitals and District Hospitals are ready with manpower and supplies • Food and non-food items are on standby at the PSWD Office.

Region III • DPWH 3 conducted sand-bagging operations along the damaged portion of Cut- cut Bridge in Capas, Tarlac. Likewise installed additional warning signs to prevent untoward incidents

7 • MDRRMC San Antonio, Zambales provided sand bags to Brgy San Esteban Angeles and Brgy San Gregorio • MDRRMC San Felipe, Zambales conducted relief operations to families affected by flood • The estimated cost of assistance provided by the LGUs and other GOs to the victims of Zambales is PhP183,452.00 (Tab E) • Classes on all levels were suspended in the Provinces of Pampanga, Bataan, Zambales, and Bulacan as well as in the cities of Angeles, Balanga, and Olongapo • Almost 100% of the rice area has already been harvested and farmers are now preparing for wet season cropping • Mayor Christian Natividad issued a suspension of classes in Malolos City • Mayor James Gordon issued a suspension of classes in Olongapo City • DepEd Bataan, Zambales, and Bulacan Gordon issued a suspension of classes • All LDRRMCs are activated and are monitoring the situation in their AOR.

Region IV-A • Classes in Cainta, Angono, Rodriguez, and San Mateo were suspended. • In San Mateo and Rodriguez, evacuation started last night with their respective Mayors an MDRRM officers leading the operations. • Mayor Bagasbas provided the four (4) initially reported missing fishermen, namely Carlos Olitres, 55 years old; Randy Ramsi, 26 years old; Dominguito Prias, 34 years old; and Sammy Boy Prias, 19 years old provided food, clothing, and personal hygiene items while the fishermen were awaiting assistance from the Quezon Provice. • Clearing operations are currently being undertaken at Cuta-Sta Clara, Batangas City Bridge by different volunteer workers, including those from the minority group to avoid flooding due to water lily obstruction

Region IV-B • Two (2) payloaders and one (1) backhoe are presently at site undertaking clearing and removal of mud to maintain the flow of traffic • PSGST prohibited small sea vessels to travel

Region V • OCD V is on heightened alert ; continuously disseminate TS Falcon bulletins and flood advisories to all RDRRMC Member Agencies, Action Officers, LGUs, and local media to effectively ensure public safety ; alerted disaster response units/teams for possible deployment if need arises; and coordination of status of persons, vessels, and vehicles stranded at ports • PCG District Bicol implemented a no sailing advisory to all passenger vessels, cargo vessels, MBCAs and FBCAs within Bicol Region • OCD-RDRRMC subsequently disseminated advisories to PIA for widest dissemination • RD OCD5 requested/coordinated with Naval Forces Southern Luzon (NAVFORSOL) and PCG-District Bicol to assist in the conduct of search and rescue operations for the missing fishermen in Catanduanes, Philippine Navy Sea (PG112) and Air (PN Islander Aircraft) assets will be utilized as soon as weather permits • DPWH prepositioned two (2) stake trucks at PDRRMC Albay for any evacuation related concerns; six (6) trucks from PA in Polangui, 2 in Libon, 2 in Oas, all in Albay Province

8 • PDRRMC Albay issued Advisory No 2 with the following instruction: ‹ The suspension of classes in all levels, ‹ Instructions to all city and Municipal mayors to evacuate residents in flood- prone to safer grounds ‹ No crossing of flooded waters and swelling rivers, artificial pools and water and household living near the river banks and mountain slopes are warn to take precautionary measures • Coordinated with the PCGDB on the status of stranded passengers and vehicles at the ports and with the DPWH re the status of roads previously impassable due to flooding • Coordinated with OCD IV-A re recovered fishermen in Brgy Duran, Balatan, Camarines Sur and with PDRRMC Catanduanes re updates on the missing fishermen • PDRRMC Albay has lifted the suspension of classes in all levels for public and private schools effective June 24, 2011 • PDRRMC Camarines Sur prepositioned 7,000 food packs • PDRRMC Catanduanes started the conduct of search and rescue of the missing fishermen • recovered fishermen from Barangay Talisay, Mayantoc, San Andres, Quezon (see names under Region IV-A above) • PCGDB Stations/Detachments with the AOR of Catanduanes, Camarines Norte, and the eastern coasts of Camarines Sur, Albay, and Sorsogon advised owners and operators of passenger/cargo MBCA with 35GT and below and fishing bancas, particularly marginalized fishermen, to cancel their operations and not to venture out to sea • PDRRMC Catanduanes SAR team together with PCG conducted SAR operations for the missing fishermen. No one has yet to be retrieved/recovered. The team will wait for the Naval Air Fleet for air recon survey

NCR • MMDA is assisting the Quezon City Government in the evacuation of families in Talayan Village, Quezon City utilizing flood boats in the transport of stranded commuters at SM Manila and along Buendia South Super Highway to provide Libreng Sakay in selected areas • CDAG and MOVERS continuously provide updates on flooded areas and status of evacuation in their AOR • NCRCOM dispatched two (2) M 35 trucks to augment MMDA’s in providing Libreng Sakay in selected areas • NCRPO place its SAR teams on stand-by • DPOS Rescue team in Quezon City dispatched ambulance and rubber boats • OCD NCR coordinated with SSDD and PRC for possible relief operations; coordinated with the Barangay Operation Centers and MMDA for vehicles for the evacuation of residents in the flooded barangays in Quezon City; coordinated with BFP–Manila, CDAG and other volunteer groups to assist in the rescue operations in flooded areas in Manila • Makati City provided rubber boats for possible evacuation to Bankal Elementary School • DepEd NCR Director Elena Ruiz has announced the suspension of classes at the elementary and high school levels in • The Barangays along Tullahan River are being evacuated due to spill over from the La Mesa Dam

9 • In Quezon City, emergency personnel and rscue teams are deployed in Barangays around Tullahan River for possible evacuation of residents. Rubber boats have been pre-positioned in the area and city officials are on site assessing the situation. • In Marikina, OCD-NCR has notified and coordinated with Marikina 161 per request of Kag. Gino Tiburcio for assistance (trucks and security) for the forced evacuation of families in Barangays Sta. Elena, Sto Nino, Jesus de la Pena, and Tanyong • In City of Manila, the DRRMC conducted a preemptive evacuation of and 150 families were evacuated to Del Pan Complex
