City’s Budget JulymarksthemonthwhentheBoardofSupervisorsadoptsthe City’sspendingplanforthenewfiscalyear.AstheChairofthe BudgetCommittee,IspentthemonthsleadinguptoJuly meetingwithmanycommunitymembersandorganizations, andlistenedtotheirconcernsasweworkedtoclosea$306 millionbudgetdeficit.Aseachyearinrecenttimeshasproven true,balancingtheCity’sbudgetisnoeasyendeavoraswe strivetopreserveimportantservicesforourresidentswhile maintainingfiscalresponsibility.AsBudgetChair,Ihavemade itaprioritytofosterafairandtransparentbudgetprocessand toproduceabudgetthatwillensurefinancialviabilityforour cityinfutureyears.Iwouldliketothankeveryonewho providedtheirfeedbackduringthisprocess,whetheritwas Supervisor Chu at the Pride Parade throughattendingabudgettownhallmeetinginthe neighborhood,contactingourofficedirectly,orbyspeakinginfrontoftheBudgetCommitteeatCityHall. Pedestrian Safety Improvements ThoseofyouwhofrequentourlocalJavaBeachCaféorlivenearLa PlayaandJudahStreetmayhavenoticedafewchangestothe intersectionrecently.Theintersectionisauniqueoneinourcity,where atwocarMuniLightRailVehicle(LRV)isoftenparkedinthemiddleof thestreet.Thissituationhascontributedtosafetyhazardsfor pedestrians,bikersanddrivers.Iworkedwithneighborsthroughaseries ofcommunitymeetingstodiscussideasforimprovingsafetyatthe intersection,andweexploredalternativessuchasrelocatingtherest areafortheNJudahtrainandinstallingcrosswalkswithflashinglights whenpedestriansareintheintersection.Whatresultedwereideas forinitialimprovementswecouldmake,givenlimitsinresources andfeasibleideas. Thankstothegenerosityoftwocompanieswhodecidedto contributeduringthesetougheconomictimesandthe DepartmentofPublicWorks,wewereabletomaketwo improvementstotheintersection.FlintTradingandChrisp Companydonatedsuppliesandlabortocreateahighvisibility pedestriancrosswalkinfrontofJavaBeachCafé.Theinlaidbrick patternwithinthereflectivecrosswalkprovidesdriversamoreclear delineationofapedestrian’spathoftravel.Additionally,nextto themedianareabythenewlycreatedLaPlayaPark(southwestofintersection),theDepartmentofPublic Worksinstalledtwolargeplanterboxestopreventvehiclesfromsqueezingbyandmakingdangerous maneuverswhenanNJudahtrainisparkedintheintersection.Wehopetobuilduponthesechangesover timetoimprovesafetyforeveryone. Throughouttheyears,ourofficehaspursuedmanypedestriansafetyimprovementsforourdistrict.These haveincludedtheinstallationofmediangardensatYorbaStreetand35 th &36 th Ave,speedradarsigns, newlystripedcrosswalksbyschools,andtrafficmediansalongNoriegaStreet.Comingsoon,therewillbea changeinthedrivingspeedlimitaroundallschoolsintheCity.AnewpolicywaspassedbytheSan FranciscoCountyTransportationAuthority,whichrequiresthedrivingspeedtobe15mpharoundallschool areasinSanFrancisco.SignswillbeinstalledaroundschoolsintwophasesinJulyandMarch. WINS EPA AWARD ThankstotheSunsetReservoirSolarProject, theCity& CountyofSanFranciscorecentlyreceivedthe EnvironmentalProtectionAgency’s2010GreenPower LeadershipAwardforthecity’sgenerationof renewableenergy. LocatedatoptheSunsetReservoir on24 th AvenueandOrtega,TheSunsetSolarProject includes24,000solarpanelsthatcreateasmuchas fivemegawattsofenergyperdayandareestimated toreducecarbonemissionsby80,000metrictons.

TheplantisaproductofthePowerPurchase AgreementbetweentheSanFranciscoPublic UtilitiesCommissionandRecurrentEnergy .Facilities usingtheplant’spowerincludepublicschools,the SanFranciscoInternationalAirport,theMunilight rail,andSanFranciscoGeneralHospital.

SupervisorCarmenChuintroducedandcarriedthe legislationmakingthispr ojectpossiblein2009.

HOMEOWNERS MUST INSTALL CARBON MONOXIDE DETECTORS BY JULY 1 AnewStatelawrequires CO devices must be installed in all specified single-family dwellings by July 1, 2011. ThefederalCentersforDiseaseControlandPreventionestimatecarbonmonoxide (CO),whichisaninvisible,odorlessandcolorlessgascreatedby theincompletecombustionofcarbonfuels,kills500peoplea yearandinjuresanother20,000peoplenationwide.Toprevent theseaccidentaldeathsandinjuries,thelegislature enactedSB183–mandatingresidentialpropertyownerstoinstall carbonmonoxidedetectorsinexistingdwellingunitshavinga fossilfuelburningheaterorappliance,fireplace,orattached garage. FINANCIAL INCENTIVES TO IMPROVE HOME ENERGY EFFICIENCY

InanefforttohelpSanFranciscansaffordenergyefficienthomeimprovementsandwork towardmeetingtheCity'scarbonreductiongoals,theDepartmentoftheEnvironmenthas partneredwithEnergyUpgradeCaliforniatodeveloptheSanFranciscoHomeImprovement &Performanceprogramwhichoffersfinancialincentivesofupto$7,000. Someoftheprojectsthatqualifyincludeaddinginsulation,upgradingheatingsystemsand waterheaters.Thesetypesofhomeimprovementscanhelphomeownerssavemoneyonutility billsandincreasetheoverallvalueofthehome.
