Kalvit ) Chapter 1 Come On, I Am Ready ! I was unable to sleep. Rather, it was impossible. A large lamp was lighting brightly in the verandah. I was accustomed to sleep after putting the lights off! Poor guard was sitting in the verandah. His duty was to ensure that no bravado prisoner escapes from the cell of the jail with strong iron bars. And hence the large lamp in the verandah. Because of the lamp - locusts and moths too ! Those intolerable countless stinking black insects flying while twirling and twisting in the rainy climate of ! They had piled up in the room and also in the verandah. An uncovered open closet and broken toilet in corner of the cell was giving company to that life-squeezing funk!

A stout shout of the sentry came again from the open grounds of the verandah: "Room number twelve.....thrity!" Once again the guard shouted the response: "Okay, thirty.....in room number twelve." The same about and the same response went on repeating every hour !

Ramsing lying abutting his head to mine murmured to himself: "Bastards! How many times will they count count?" I came to know his name as Ramsing just this evening. After leading me in from the front gate of the jail and completing the official formalities like recording my name, address, finger impression etc. with the Shirastedar, some jail police had entrusted me to some of the guards of the under-trials' prison at a distance of about two-three furlongs by passing through one compound after other. He too noted down my name, address, signature etc. and gave me a very old, torn piece of blanket as my bed while entreating me, " You may not need it nay longer during summer days."His further valuable advice was, " A tap is there in the room and you may drink water with your palm only." A word of caution too, "Catch the blanket fast, while sleeping! Else, Ramsing might steal it. Then you'll have to compensate."

I was surprised! "Who's Ramsing?" The guard answered this question by pointing to an innocent face standing near the bars of the closed prison cell. "How's the blanket stolen from underneath any person in a closed cell ?" The guard smilingly replied this second question of mine thus: " Seems you're new to the Jail. Everything' s possible here."

No friends, no acquaintances. But when about thirty people are dumped in a cell at seven in the evening, naturally there would be some chitchatting. The inquiries about conduct of each other! Some cycle-thief asked me very intimately, "Have you too stolen a cycle?" Some one else answered that question an my behalf! "Not like that! Babuji seems to be a gentleman. Perhaps, might have pick-poketed somebody!" I could not but smile even under such circumstances. Most of them in that cell of the under-trials were members of the institution like theft-violence-pick pocketting etc .! In the night I was a lonely D.I.R. detainee in that cell, who was charged of 'Provoking the Indian masses to revolt against the established Government by writing an incendiary article'. How to make those thieves-robbers understand what exactly I had done? One of them said, "Seems, Babuji had done some thing specially serious!" All laughed. I too joined!

Again came the shout of 'count' : 'Room number twelve..... Thirty?' Again the same reply: "Okay, thirty in the room number twelve?" followed by the same invective by Ramsing. Fie! Felt like getting up and sitting on the blanket for medication. What's the meditation and what's what! Determination to sit quietly was deterred every moment. Every one around was struggling to sleep, touching and pushing each other. Groaning and coughing. And latrine was stinking ! Insects were at large. A four-some was determined to pass their night by playing cards. (Whence came those cards ?) A suspect culprit reclining against the wall, with a charge of murder at on his head, was lip-sipping a quarter bottle hidden in his pocket. (How's that bottle come?) Soon our eyes met, the bravo asked me without speaking by raising the bottle, 'will you take?' I nodded a 'No'!

Just one idea was pushing ahead striking against thousand other conflicting thoughts. How long will they dump me here? Will they release the D.I.R. detainees on bail? What would be the maximum sentence? Ten years! That means imprisonment upto 1986. If not as much. it was certain that I will have to be a prisoner for a pretty long time. It was now one years after proclaiming the emergency. The MISA detainees arrested about one year ago are still in the jail! Today's morning began as usual. I was just going through the work in the office of Federation (i.e first floor of my dwelling house) from morning eight in a normal way. Dictation was given to the typist for about one a half-hour. Then I pierced my head in the correspondence. I am the All Indian Secretary General of a Federation! The Federation HQ was with me at Gwalior only. Hence plenty of correspondence daily. (Besides, it was my triflle habit to reply each and every letter!) Just then the phone rang. some one at the other end enquired (in Hindi): "Aren't you Kalvit Sahab speaking?" I said: "Yes, Kalvit here. what's the matter?" (Normally we speak Hindi only! Even in Marathi house, Hindi is used very often.) The one, who

February 2019 NEWS BULLETIN OF N.F.I.F.W.I 6 was speaking from other end said: "Kalvit Saahb, will you please come top Hujurat Thana [police station] right now? Or else, C.S.P. Sahab {City Superintendent of Police} will be coming to your house itself." In a fraction of moment I understood the whole thing. Instantly, I took the decision. Informed on phone: "Okay, let C.S.P. Sahab come here." and kept the receiver.

Stepped in the house at down-staris. Arvind had been to College. Unmesh to College. Unmesh to School. She was alone in the house, in the kitchen. Busy in her household works. Seeing me there, she said: "Work's over soon toady?" I just evaded. Suddenly asked her: "How long are we married? Do you remember?" What do you are mean ? Why not? Twenty- six years ! But why suddenly you are remembering the marriage? any plan?" She said smilingly. I continued the string of talk: "Plan is there. But tell me, what's all that happened in between our betrothal and actual arrival of the wedding day?" Happening? That means, you were arrested for about ten-fifteen days. Isn't it ?" 'Exactly! And your father had come to enquire about me in jail....And I had told him: "Babasahab !Just see and think agin ! I am an again! I am an agitator like this....My life'll never go in a straight line.....If you please, you can free yourself from the binding of marriage.... I don't insist!" "Yes,yes! I remember all that....But, Why are you recollecting all those memories today?" Remaining evasive to her question, I said: "Simply just! Let it be .... quickly prepare 10-15 cups of tea and Keep cooker with rice for me. Today I will take my lunch early." That's all ! This much was the conversation. And again I rushed upstrairs to the office of our Federation. Phoned up to the LIC office and conveyed the message that all those members of our Federation whoever are available in the office be sent to my house immediately. Phone was shut. I stood in the door of the officer whistling. presenting myself to the ensuring destiny!

It must be around eleven a.m. I came to know that about four-five scooters jarringly stooped along the road in front of my house. They were of our members, I surmised from their sound. They all came rushing on the upstairs. What? What's the matter? Suddenly called us?"It was an expected question. I explained them in one stretch: "Police is coming to arrest me.... Some thing was written in the May issue 'News-Views'....That's bringing colours now!"

They were all taken aback! Began discussing. "Why don't you go under-ground?" some one asked. "No ! have thought over that matter also. No use. Police will unnecessarily harass the family people. I'll go to jail. No botherations! Take care of Federation work and just pay little attention to Unmesh, Arvind and your Bhabhi [sister-in-law]." My voice became heavy on this last sentence for the first time since morning!

While talking to her, I had enacted a pleasant disposition all the way! Shortly, the police party presented themselves in the federation office. CSP Raghuvamshi. Inspector Handa of Hujarat Thana. Upadhyaya of CID. And two-three constables. CSP said: "I am sorry ! You are under arrest!" Then showing May-1976 issue of News-Views containing that four prominent sentences of the editorial in black border, he asked me whether it was written by me alone. I said: "Yes!" He asked: "Come with us ! " I said : "Come on ! I am ready. but then, how about having a cup of tea. What's your opinion?" "Okay! But hurry up."

Engaging them in the tea, I went in the kitchen down-stairs for my grubs and talking certain routine articles with me. Now was the time to tell her real truth. But how ? I was continuously on the tours throughout the country from Kashmir to Kanyakumari for Union work. She had to be alone at home for almost ten to fifteen days at a stretch. Often, it used to so happen that I came in the morning from one tour and set out for the next in the same evening. But living outside home in that fashion is different! Hence I entered the kitchen with a mental perplexity as how to adjust every thing.

"Your bag is packed. Take the plate. Rice is ready!" The tone was not of a complaint. But it was one of suppressed emotions. "So, it's Known to you?" I said whiled sitting for lunch. I whiled away a whistle! "Every thing. From your one or two friends, who had come down to take tea, They told every thing. eat properly!" Thereafter it was all silence. Some how, I only tried to continue my soliloquy. "It would have been better, had Arvind-Unmesh been in the house. Tell Arvind to continue his College. Poor Unmesh, what he understands? Yet a young lad. It's okay, if not informed to Suhasini just now. Members of our Union meet her often. She would come to know tommorow, if not today. Don't worry about household expenses. Federation people would take care of it...." I went on speaking. She's listening, with no response.

Commotion increases in the foreyard. Police party and my local colleagues are waiting down-stairs for me in the foreyard. Neighbours also had gathered there. I got up from lunch. Cleaned my hand and mouth. Placed the bag on my shoulder and said: "I am going!" Just then., neighbouring Mrs. Apte entered the kitchen. She was especially close to her. Placing her had on the shoulder of Kusum, Mrs Apte said to me: "Don't worry about Kusumtai and children. we will take care." Finished! All her feeling kept restrained so far suddenly broke out. I just flung my moist eyelids in the air itself. Came straight to the foreyard and said: "Come on, I am ready!"

Leave Travel Concession shall be admissible to – 1) All Confirmed Development Officers & their Family members (i.e. Wife or Husband, as the case may be, Children, dependent Parents, legitimate / legally adopted Children and Step Children wholly dependent on the Development Officer). 2) Female Development Officer (Widow also) may claim either for her Parents or her Parents -in-law who reside with her and are dependent on her. 3) Once in a Block of TWO Calendar Year (Calendar Year starting with Odd Year like 2015, 2017, 2019). 4) The maximum reimbursement can be availed by a Development Officer & his / her family member for a distance of 3000 KMs each way by the entitled class in a Block.

Leave Travel Concession shall NOT be admissible to –

1) All Apprentice & Probationary Development Officers. 2) Parents having Income / Pension exceeding Rs. 9,450/- Per Month. 3) Children with Income exceeding Rs. 9,450/- Per Month. A Stipend or Scholarship, granted by a University or other Institutions shall not be deemed as Income for this purpose. However, Stipend to the M.B.B.S graduate during internship in hospital will be treated as Income. 4) Travel to Foreign destination including travel via foreign destinations. 5) If availed on Sunday / Holiday or without availing of leave(e.g. Tue-Navratri, Wed-Dussera, Thur-Moharam, Fri-Gandhi birthday, Sat-Laxmi Puja & next day is Sunday – particularly in this case, where leave is not required for holiday). 6) While on Suspension.

Frequency of Entitlement of Leave Travel Concession – 1) Leave Travel Concession can be availed by the Development Officer himself / herself and together with family or each member of the family independently during any block of 2 Calendar Years either for journey to Home Town or for journey to places other than Home Town but NOT both. 2) A Development Officer or any member of the family who is unable to avail of LTC during the particular block of 2 calendar years may carry forward the unavailed LTC to the Next Year Block and in that case the Development Officer will have the following options: - a) To avail of the carried forward LTC in the First Year of the Next Block OR b) To avail of the unutilised block and the current block clubbing together. The journey should be completed before last day of the Second Year of Current Block. c) Return journey must be performed within 6 months from the date of onward journey. 3) In the Clubbing TWO Blocks, the maximum reimbursement for a distance of 6000 Kms each way (i.e. 3000 KMs × 2). 4) Clubbing of TWO Blocks are not admissible for any Islands travel viz. A&N Islands and

Entitled Class of Leave Travel Concession –

• Entitled class shall mean the class shown below by which the Development Officers and the members of their family are entitled to travel while availing of LTC to any block of 2 calendar years.

• Development Officers travelling by their entitled class / mode shall be eligible for reimbursement of the cost of the actual price of the ticket/s(include all other charges levied by the issuing authority i.e. Reservation charges, Superfast charges, Service charges, Service Taxes etc will be considered to be the part of fare) for the distance travelled within the entitled block distance.

• Development Officers travelling by a class lower than their entitled class shall be eligible for reimbursement of the cost of the actual price of the ticket/s for the actual mode of travel used for the distances travelled within the entitled block distance.

• Development Officers travelling by a class / mode higher than their entitled class and / or mode, then the reimbursement would be limited to the notional fare by the entitled class for the eligible distance.

• Development Officer Journeys may involve combined travel by entitled and lower class OR entitled and higher class OR entitled andhigher mode OR lower class and higher mode OR entitled, lower and higher class / mode. In such cases, irrespective of the order of travel, the order of reimbursement for the travel within the entitled block distance shall be as follows – a) Reimbursement of all the fare/s for the distance travelled by lower class. b) Reimbursement of all the fare/s for the distance travelled by the entitled class / mode.

February 2019 NEWS BULLETIN OF N.F.I.F.W.I 11 c)Actual fare for the distance travelled by higher mode / class limited to the entitled class fare for the balance block distance. d)Reimbursement / Adjustment of Air Tickets other than Economy class are NOT allowed under LTC for any block. e)To travel by Air, when distance travelled is more than the surface distance of the entitled block, the deduction for the excess distance travelled shall be on a pro-rata basis.

• Travel by Taxi / Bus will be treated as travel by entitled mode / class. The reimbursement of expenses for travel by Taxi / Bus will be limited to the train fare in respect of eligible members by the entitled class for the distance so travelled. (See Illustration)

• Development Officers, while travelling by Own Car / self driving rental Car under LTC, shall be allowed reimbursement of Toll Tax, Petrol and Oil charges on production of receipt (subject to not exceed the train fare by the entitled class for distance travelled).

Points to be Noted for Leave Travel Concession (LTC): -

• Service Charges charged by Booking Agents will be reimbursed to the Development Officer. • LTC shall be admissible both for travel to Home Town and to a place other than Home Town and is to be performed during any sanctioned leave including Casual Leave but other than Special Leave or Quarantine Leave without any restriction as to the minimum number of days.

• Air travel for Children – as Development Officer not entitled for Air travel, travels by Air reimbursement will be determined with reference to the entitled class in train. As per railway rules fare is not charged for a child aged less than 5 yrs, so the question of reimbursement of notional train fare for child below 5 yrs does not arise (except A&N islands and Lakshadweep islands, where actual Ship fare will be reimbursed). In respect of children between 5 to 12 yrs, the reimbursement will be limited to the extent of 50% of train fare of adult for the eligible distance.

• The condition regarding Leave shall not apply to journeys performed by the members of a Development Officer’s family.

• 80% advance of the estimated expenditures can be granted on produced of Reserve Ticket/s for earlier than 16 days of the commencement of the journey OR without produced ticket/s within 16 days before the commencement of the onward journey.

NOTE – Claim must be filed within 15 days of the completed journey. However, any delay in submission of claim can be condoned by Sr. DM within 3 months from the date of completion of return journey. Beyond 3 months LTC will be rejected.

Aadhaar based authentication is ceased vide Central office Circular number 1139 dated 19.10.2018. Revised annexure showing list of Proof of Identity and proof of residence was provided in the aforesaid circular.

In view of the, Revised AML guidelines ( Revised on 19.11.2016), following documents are accepted as officially valid documents for KYC purpose.

Property or Municipal tax receipt issued in the name of the policyholder. 3. Bank account or post office savings account statement in the name of the policyholder. 4. Pension or family pension payment orders (PPO's) issued to retired employees by Govt. Department or Public Sector undertakings if they contain the address of the retired employee. 5. Letter of allotment of accommodation from employer issued by the State or Central Govt. Departments, Statutory or Regulatory bodies public sector undertakings, scheduled commercial banks, financial institutions and listed companies Similarly, leave and licence agreements with such employers allotting official accommodation 6. Documents issued by Govt. Departments of foreign jurisdiction and letter issued by Foreign Embassy or Mission in India. 7. Passport, Driving licence and Voter's Identity card can be accepted as a residence proof if they are showing current address.
