1992 – 2002 : A team of aerodrome inspectors performed inspection at airports and produce inspection report.

1.4.1 States shall certify aerodromes used for international operations in accordance with the specifications contained in this Annex as well as other relevant ICAO specifications through an appropriate regulatory framework. Annex 14 Volume I 6th Edition July 2013 (Amend. 11B) :

Civil Aviation (Aerodrome Operations) Regulations 2016 – CA(AO)R 2016
Applicable 14 April 2016
Regulations cover aerodrome operations matters only Certificate of aerodrome
“ 6. (1) No person shall maintain or operate an aerodrome unless the person holds a certificate of aerodrome issued by the Director General ”.
Malaysia has approximately 500 aerodromes.
The challenge – requires a huge number of competent staff to cover certification and surveillance requirement on the whole aerodromes.
1) SMS [current Chief Inspector]
2) CIVIL
3) ELECTRICAL
4) MECHANICAL
5) RFF
6) AERODROME
0PERATIONS
Need to record all the findings and closure record
As time goes by, the records keep on increasing
Analysis should be conducted to see the trend
Need to have a good documentation system CAINS – Civil Aviation Information Network System
Total no of 130 modules
4 Modules related to Aerodrome Standards
1 AGA module goes live in 15 June 2016

DCA may, after assessing and approve aeronautical study, decide to grant aerodrome Lahad Datu Airport certificate
Guidance material - Appendix 3 Doc 9774. AERONAUTICAL
DCA’s ASD 505 – Aeronautical STUDY Study for guidance to aerodrome operator. SAFETY IMPACT ON NON Regulatory staff need training COMPLIANCE WIDTH OF TAXIWAY on aeronautical study.
The power of exemption – Minister of Transport
To delegate to Director General
Issue – Which Non- conformance can be exempted ? Current ICAO Standards – length at least 90 m
Recommendation – 240 m
If ICAO decide to make 240 m a standard, it will have masive impact operationally and financially
Hoping for cheaper solution of arresting system Difficult to retain expertise within organization
QTP must receive sufficent technical training & must have enough experience to face a more mature industry
Give attractive renumeration to retain the QTP
Organization must have sufficient number of QTP
Multi-tasking QTP should be well trained, experienced and competent
The aerodrome operator shall employ an adequate number of qualified and skilled personnel to perform all critical activities
Need to have programme to upgrade the competency of the personnel
Cost cutting makes thing difficult for personnel to attend training
Aerodrome operator should properly maintain aerodrome facilities
Regulator need to go on- site to check
Regulator requires adequate number of qualified technical personnel to ensure this
Aerodrome operator shall arrange for an audit of SMS & aerodrome facilities
They need to conduct external audit for evaluating other airside users
Some find it difficult to control other aerodrome stakeholders
Very important to avoid falling below the minimum friction level
Corrective maintenance must be done without delay if reading below required value
Aerodrome operator outsourcing the test to solve equipment problem Aerodrome operator shall have a system to monitor lighting system reliability
Shall be automatically relayed to ATS Unit
Quite costly to install Aerodrome operator shall provide for the visual monitoring of aircraft stands.
This is to ensure necessary clearance distances
Does it mean 100 % monitoring ? Some requirements are not clearly mentioned in Annex 14 or other docs.
For e.g Apron markings
Caused inconsistency in the markings which may create confusion
State must produce their own guidance
