Rainford I & II Conservation Area Appraisal July 2008 Rainford I & II Conservation Area Appraisal— Rainford I & II Conservation Area Appraisal Located immediately north of St Helens town, Rainford is well known for its indus- trial past. It was the location of sand mining for the glass factories of St Helens and was a major manufacturer of clay smoking pipes, firebricks and earthenware cruci- bles. Natural resources brought fame and prosperity to the village during the late eight- eenth and early nineteenth centuries. The resulting shops, light industries and sub- sequent dwelling houses contribute to Rainford’s distinct character. In recognition of its historical significance and architectural character, a section of Rainford was originally designated as a conservation area in 1976. Rainford re- mains a ‘typical’ English country village and this review is intended to help preserve and enhance it. ST HELENS BOROUGH LOCAL PLAN 2020-2035 EXAMINATION HEARING STATEMENT IN RELATION TO MATTER 4 on behalf of Cass Associates Studio 204B The Tea Factory 82 Wood Street Liverpool L1 4DQ Tel: 0151 707 0110 E-mail: [email protected] May 2021 1 Introduction to the Statement 1.1 Redrow Homes Ltd made representations at the St Helens Local Plan Preferred Options Consultation and the Submission Draft Consultation . These related in particular to land at Junction Road / Stanley Road in Rainford (the site) and argued that the release of this land from the Green Belt to meet housing needs through the plan period was justified and sustainable. To support the release of this land from the Green Belt two advocacy documents were prepared and submitted.: 1) Site selection and Development Statement (attached as Appendix 1) 2) Transportation Assessment (attached as Appendix 2) 1.2 The Submission Draft of the Local Plan proposes a lower housing requirement and fewer sites for release from the Green Belt than shown at the Preferred Options Consultation Stage. At Rainford there is only a single proposed allocation for housing (on land to be removed from the Green Belt) and no provision for safeguarded land. 1.3 Redrow Homes Ltd believes that, whilst the Local Planning Authority is not supporting the allocation of the site for housing in the plan period, it is an appropriate and sustainable location to meet longer term development needs. There is a strong planning case for the removal of the site from the Green Belt and its identification as safeguarded land.

WINDLE HALL, ABBEY ROAD, CRANK WA11 7RG £1,250,000 www.jbbleach.com [email protected] 01744:22816 JB&B Leach are pleased to be appointed the sale of the iconic Windle Hall, known throughout the Borough of St Helens as the former home of the Pilkington family. Windle Hall is a magnificent Georgian Manor House comprising 7 Bedrooms, 5 Bathrooms, 6 Reception Rooms, 2 Kitchens, 4 Car Carport, 2 large integral Garages and various Outbuildings, all set in approximately 6 acres of formal Gardens and mature Woodland. Situated within the Green Belt, on the outskirts of Rainford with easy access to the East Lancashire Road A580 and the motorway network (Junction 23 of the M6 just 7 miles away) and easy access to Liverpool (13 miles) and Manchester (25 miles). Historical documents reference the Manor of 'W indle' as early as 1200, and there is evidence of a residence on this site since this date prior to the construction of 'Windle Hall'. The current Windle Hall was built in 1782 , developed by Dr William Pilkington in 1860 and it remained occupied by the famous Pilkington family (the heirs to the Pilkington Glass Foundry fortune) up until it was bought by the present owners in 2000. Windle Hall is a Georgian Manor House at heart with additions made over the decades. Most recently this property has undergone extensive restoration and refurbishment (full details available on request) by the current owners to provide well thought-out elegantly proportioned family accommodation totalling 7746 sq ft plus the cellar and outbuildings. After passing through the remote control Electric Gates with Intercom/Video entry, access is taken through imposing double doors below a pillared portico which lead through into the Vestibule and Dining Hallway beyond.
