Administrative History: The Treasury Act 1985 came into force on 2 December 1985. Under the Act, a new 'Treasury' department was formed to take over the responsibilities of the former Finance Board, Government Treasurer and Assessment Board. Prior to December 1985, the role of Government Treasurer existed within the Government Office and sources suggest that during the late 1960s and 1970s the number of staff dedicated solely to finance within the Government was increasing. From 1968, sources such as the 'Manx Year Book' and 'Isle of Man Examiner Annual' refer to a 'Finance department' within the Government Office. From 1970, the Finance department is listed in the 'Isle of Man Examiner Annual' as a separate department from the Government Office and from 1973, the name of the department has changed to the 'Treasury'.

From the mid-1970s onwards, the Treasury began to employ an Economist/Statistician (the post is first listed in the 'Isle of Man Examiner Annual' in 1975) and later expanded to include an 'Economic Affairs' division. The 'Economic Affairs' division seperated from the Treasury and became part of the newly created Cabinet Office in April 2014.

Isle of Man Public Record Office

In February 2015, the role of the Treasury (as stated on its website) included coordinatation of the Isle of Man Government budget, implementation of taxation strategy and the assessment and collection of income tax, internal audit, administration of social security benefits and the collection of customs revenue.

Custodial History: Records in S34 were stored in Illiam Dhone House, Douglas by the Treasury. When the Economic Affairs division of the Treasury moved to the Policy and Strategy division of the Cabinet Office it also moved premises to the Government Office. At this point the records were appraised and selected for permanent preservation. Records in S34 were transferred over to the Isle of Man Public Record Office under section 3(4) of the Public Records Act on 23 September 2014 as part of a larger accession of records (A20).

Appraisal: Selected for permanent preservation in 2014. During cataloguing, some duplicates were removed.

Arrangement of series: No evident original order or clear filing system could be determined within the files at the time of cataloguing. Files have subsequently been arranged in 33 sub-series by topic within the catalogue: Page S34/1 Agriculture and Fisheries 8 S34/2 Aircraft registration 19 S34/3 Capital projects 22 S34/4 Census 22 S34/5 Crime 23 S34/6 Currency 24 S34/7 Customs and Excise 24 S34/8 Development projects 28 S34/9 E-commerce 32 S34/10 Economic multipliers 33 S34/11 Education 34 S34/12 Employment and training 35 S34/13 Energy 38 S34/14 Europe 44 S34/15 Fuel 47 S34/16 Health services 48 S34/17 Household income and expenditure 49

Records of the Economic Affairs division: Economic Quarterly (publication)

1990-1995

Accession number: A20

Extent: 45 sheets

Creator: Isle of Man; Treasury; 1985-Present

Description of series: Issues 1-22 of a quarterly publication by the Isle of Man Treasury providing information on the Isle of Man economy.

In February 2015, the role of the Treasury (as stated on its website) included coordinatation of the Isle of Man Government budget, implementation of taxation strategy and the assessment and collection of income tax, internal audit, administration of social security benefits and the collection of customs revenue.

Records of the Economic Affairs division: records relating to the Manx National Economic Development Council

1986-2009

Accession number: A20

Extent: 8 folders

Creator: Isle of Man; Treasury; 1985-Present

Description of series: Papers maintained by the Economic Adviser, Isle of Man Treasury relating to meetings of the Manx National Economic Development Council. The records includes minutes, agendas and discussion papers circulated prior to meetings. Chaired by the Chief Minister, membership of the Manx National Economic Development Council consisted of representatives of the Isle of Man Chamber of Commerce, Isle of Man Trades Council and Isle of Man Government.

88

In February 2015, the role of the Treasury (as stated on its website) included coordinatation of the Isle of Man Government budget, implementation of taxation strategy and the assessment and collection of income tax, internal audit, administration of social security benefits and the collection of customs revenue.

Custodial History: Records in S36 were stored in Illiam Dhone House, Douglas by the Treasury. When the Economic Affairs division of the Treasury moved to the Policy and Strategy division of the Cabinet Office it also moved premises to the Government Office. At this point the records were appraised and selected for permanent preservation. Records in S36 were transferred over to the Isle of Man Public Record Office under section 3(4) of the Public Records Act on 23 September 2014 as part of a larger accession of records (A20).

Appraisal: Selected for permanent preservation in 2014 by IOMPRO.

Records of the Economic Affairs division: records relating to the Constitutional and External Relations Committee of the Council of Ministers

1989-[circa 1998]

Accession number: A20

Extent: 1 folder

Creator: Isle of Man; Treasury; 1985-Present

Description of series: Agendas, minutes and related papers of the Constitutional and External Relations Committee of the Council of Ministers. These papers were kept by the Economic Adviser in the Isle of Man Treasury, Stephen Carse.

In February 2015, the role of the Treasury (as stated on its website) included coordinatation of the Isle of Man Government budget, implementation of taxation

113

Isle of Man Public Record Office strategy and the assessment and collection of income tax, internal audit, administration of social security benefits and the collection of customs revenue.

Custodial History: Records in S40 were stored in Illiam Dhone House, Douglas by the Treasury. When the Economic Affairs division of the Treasury moved to the Policy and Strategy division of the Cabinet Office it also moved premises to the Government Office. At this point the records were appraised and selected for permanent preservation. Records in S40 were transferred over to the Isle of Man Public Record Office under section 3(4) of the Public Records Act on 23 September 2014 as part of a larger accession of records (A20).

Appraisal: Selected for permanent preservation by IOMPRO in 2014.
