Brief Overview of the Context and Province Area: 498.39 km 2 Madalum is a 3rd class municipality in the province of Lanao Population: 23,127(PSA 2015) del Sur. According to the 2015 census, it has a population of Income: 3rd class 23,127 people. It is one of the municipalities within the vicinity Number of Barangays: 37 of majestic . Main activities: 70% farming, 30% fishing

Madalum is one of the heavily affected municipalities in Lanao del Sur by the tropical storm Vinta. The PDRRMO, quoting MDRRMO Madalum’s report, reported that continuous rains brought by tropical storm ‘Vinta’ (Tembin) triggered flooding in the villages of Kormatan, Dandamun, Bato, and Paridi Kalimodan with rocks and boulders and trees. This area is prone to landslides but this is the first time a debris flow happened.

Findings Around ten in the morning on December 22 nd severe tropical storm Vinta hit the town, ravaging houses as reported by MDRRMO.

As could be observed in the area by the Madalum’s MDRRMO, it was determined that the number of affected families, dead, missing in the below-named barangays;

A total of 596 families comprising almost 3,000 persons are affected from the above barangays. The total estimated cost of the damages to properties amounts to at least 30 million pesos.

Regional Governor of ARMM, together with Robin Padilla, visited Madalum and gave financial assistance to the families of the victims, amounting 10,000 PHP and 2,000 PHP to the affected families staying in Madalum EC. The local authority of Madalum, ARMM HEART and DSWD 12 gave relief assistance as well.

Shelter ‹ 347 houses were damaged by the flash flood. ‹ According to MDRRMO of Madalum the affected families with damaged houses are temporarily sheltered in the municipal gym, multi-purpose building in the vicinity of the municipal hall. Others already returned to their home. ‹ Affected families are now busy cleaning their houses and hoping to save some important household items such as appliances, important documents and belongings.

WASH

‹ The majority of affected families got their water for drinking and domestic use from Lake Lanao and river. Although few have hand pumps, they are unusable due to the flood making the water muddy. ‹ At least 40 affected families staying in EC are now relying on the assistance from the LGU. The LGU provides bottles of mineral water to them but it is not enough. ‹ Based on observation, some residents are cleaning their household items with the flood water.

Food Security and Livelihoods

‹ 70 % of the affected families rely on agricultural production but with tropical storm Vinta it has all been suspended and their crops have been damaged. Fishing equipment have been taken away by flood waters. ‹ Farming and fishing activities have been suspended, as the majority of the population still is in a state of shock with the incident and their efforts focused on retrieving their important belongings and cleaning their houses. ‹ Affected families dependent on food aid from government and the generosity of others.

Education ‹ No reported damages on school facilities but Deped assessment is on-going. ‹ Two Arabic schools were partially damaged.

Logistics ‹ Phone networks: only Globe is functional ‹ Roads of Barangays Bato and Kormatan are blocked by rocks, trees and boulders ‹ The power source collapsed. The LGU uses a generator at night. ‹ 4 kilometers of access road have been damaged. ‹ The municipality has not been accessible for 3 days towards City as rocks and logs are blocking the high way. During the assessment, the Department of Public Works and Highways was doing clearing operations along the highway.

Recommendations

To address the immediate needs of the affected population, relief aid is very important at the moment. Distribution of food packs, hygiene kits, kitchen utensils, and clothing are the immediate needs of affected families. Temporary shelter and drinking water were also needed.

Site visit in Bato heavily affected by landslide. Around 5 houses are buried in this site.
