OFFICIAL SUMMARY PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS, TETON COUNTY,

The Teton County Board of Commissioners met in regular session on December 21, 2020 in the Commissioners Chambers located at 200 S. Willow in Jackson. The meeting was called to order at 8:32 a.m.

Commission present via Zoom: Natalia Macker Chairwoman, Greg Epstein Vice-Chairman, Mark Barron and Luther Propst. Mark Newcomb joined after the roll call.

EXECUTIVE SESSION A motion was made by Commissioner Epstein and seconded by Commissioner Barron to enter executive session pursuant to Wyoming Statute §16-4-405(a) (iii), in which the County is a party to proposed litigation. Chairwoman Macker called for a vote. The vote showed four in favor and the motion carried 4-0.

The meeting entered executive session at 8:33 a.m.

Commission present via Zoom: Natalia Macker, Chairwoman, Greg Epstein, Vice-Chairman, Mark Barron and Luther Propst were present.

Staff present via Zoom: Erin Weisman, County Attorney, Keith Gingery, Deputy County Attorney and Alyssa Watkins, Board of County Commissioners Administrator. In-person: Maureen Murphy, County Clerk, and Chalice Weichman, Deputy County Administrative Clerk.

Mark Newcomb joined the meeting at 8:40 a.m.

A motion was made by Commissioner Barron and seconded by Commissioner Epstein to exit executive session. Chairwoman Macker called for a vote and the motion carried. The meeting exited executive session at 9:03 a.m. and reconvened in the public Zoom meeting at 9:06 a.m.

ADOPT AGENDA A motion was made by Commissioner Epstein and seconded by Commissioner Barron to adopt the agenda as presented. Chairwoman Macker called for a vote. The vote showed all in favor and the motion carried. PUBLIC COMMENT Public comment was given by Inanna Reistad regarding Hoback RV Park. Public comment was given by Cindy Zamora regarding Hoback RV Park. Public comment was given by Mary Talisman regarding Hoback RV Park. Public comment was given by Hunter Weber regarding Hoback RV Park. Public comment was given by Tim Young regarding pathways and Snake River Bridge Project. Public comment was given by Steve Duerr regarding Hoback RV Park. Public comment was given by Suanne Morlock regarding the Library Board. Public comment was given by Mat Kim-Miller regarding Hoback RV Park.

ACTION ITEMS 1. Consideration of Payment of County Vouchers A motion was made by Commissioner Propst and seconded by Commissioner Epstein to approve the December 21, 2020 county voucher run in the amount of $764,070.62. Chairwoman Macker called for a vote. The vote showed all in favor and the motion carried.

The Board moved to agenda item 4 before continuing with administrative items. 4. Consideration of One-Half day or Four-Hour Closure on New Year’s Eve Julianne Fries, Director of Human Services, presented to the Board for consideration of approval a closure for most County offices/departments at noon on New Year’s Eve and granting 4 hours off in recognition of a challenging work year. The estimated fiscal impact would be $34,600. There was no public comment. A motion was made by Commissioner Epstein and seconded by Commissioner Newcomb to approve the closing of public offices/departments at noon on New Year’s Eve granting additional time off in the amount of four hours to all benefit eligible employees. Chairwoman Macker called for a vote. The vote showed four in favor and the motion carried 4-1 with Commissioner Barron opposed.

2. Consideration of Administrative Items a. 24-Hour Liquor Permits b. SLIB Drawdowns a. Tax Corrections i. Shadow Mountain Designs -OJ-008431 ii. C-H Ranch Corporation -04-001995 Melissa Shinkle, Teton County Assessor, presented to the Board for consideration of approval Tax Roll Corrections for Shadow Mountain Designs in the amount of $47.13, and C-H Ranch Corporation in the amount of $122.51.

There was no public comment.

1 December 21, 2020 BCC Voucher Meeting Minutes A motion was made by Commissioner Propst and seconded by Commissioner Epstein to approve the tax roll corrections as presented by the assessor for Shadow Mountain Designs and C-H Ranch Corporation totaling $169.64. Chairwoman Macker called for a vote. The vote showed all in favor and the motion carried.

b. Human Service/Community Development Contracts for Service c. Special Events Permits – Applications Pending (for informational purposes, no action taken) iii. Fire in the Mountains - July 23 - July 25th, 2021 – A music, art, recreational, and educational festival with locally grown food and drinks. Number of attendees 1,400 iv. Grand Targhee NYE Fireworks – December 31st, 2020 – A fireworks display and torchlight parade. Number of attendees 250. 3. Consideration of Proposed Outgoing Commissioner Correspondence There was none. 5. Consideration of MOU With the Wyoming Department of Health for COVID-19 Surveillance and Testing Activities Jodie Pond, Teton County Health Director, presented to the Board for consideration of approval a Memorandum of Understanding between Wyoming Department of Health, Public Health Division and Teton County. The purpose of this agreement is to set forth the terms and conditions by which the County shall utilize grant funds for COVID-19 disease surveillance and testing activities. There was no public comment.

A motion was made by Commissioner Epstein and seconded by Commissioner Barron to approve the MOU with the Wyoming Department of Health, Public Health Division and Teton County for COVID-19 disease surveillance and testing activities for the period December 31, 2020 – June 30, 2021. Chairwoman Macker called for a vote. The vote showed all in favor and the motion carried.

DISCUSSION ITEMS 1. Known Matters for Discussion A. Final Areas of Focus Report Out a) Water Quality – Heather Overholser, Public Works Director, reported on water quality priorities and updates. Chris Neubecker, Planning and Building Services Director, answered questions from the Board.

b) Housing – April Norton, Housing Director, reported on housing projects.

c) Transportation – Heather Overholser, Public Works Director, reported on transportation objectives and projects.

d) Culture of Leadership – Alyssa Watkins, Board of County Commissioners Administrator provided updates.

e) LDRs – Chris Neubecker, Director of Planning and Building Services reported on Land Development Regulations and provided updates.

B. Mid-Year Budget Review Maureen Murphy, County Clerk, and Katie Smits, Treasurer, presented to the Board a Mid-Year Budget Review, then answered questions from the Board.

The Board discussed Merit Increases.

2. Other Matters for Discussion A. Request for Comments Regarding WY Game & Fish Feed Lot Management: The Board discussed writing a letter.

B. Hoback RV Park: The Board discussed the Hoback RV Park situation. Heather Overholser, Public Works Director, answered questions from the board regarding DEQ Violations.

C. START: Board discussed next steps regarding START and scheduled a special meeting for December 22, 2020.

MATTERS FROM COMMISSIONERS 1. Calendar review - The Board reviewed their weekly calendar. 2. BCC Administrator – Alyssa Watkins, Board of County Commissioners Administrator, gave updates via email on Water Quality, Housing, Transportation, Culture of Leadership, LDRs, and Areas of Focus. 3. Liaison reports / Commission updates A. Commissioner Macker had no updates. B. Commissioner Epstein had no updates. C. Commissioner Barron had no updates. D. Commissioner Newcomb had no updates. E. Commissioner Propst had no updates.

Commissioners Barron and Newcomb left the meeting at 11:56 a.m.
