1.0 INTRODUCTION

1.1 GENERAL Persimmon Homes are proposing to acquire and develop a site at the former sports ground, off Dale Road, Milford Haven, Dyfed for residential end-use.

Intégral Géotechnique (Wales) Limited have been appointed as the Geotechnical Engineers to undertake a site investigation to enable a geotechnical and geoenvironmental appraisal of the site and provide a basis for design.

This report presents the findings of the site investigation and gives recommendations for the design of foundations, floor slabs and other geotechnical and geo-environmental aspects of the project.

1.2 PROPOSED DEVELOPMENT The proposed site will comprise typical two/three story residential properties with associated gardens, car parking and access roads, the layout of which is not yet known.

1.3 SCOPE OF WORKS The work instructed included a desk study of available information, site reconnaissance and intrusive investigation. This was followed by laboratory testing.

The desk study comprised a review of:

1.3 SCOPE OF WORKS (CONTINUED) The desk study information was used to make an initial assessment of the site and to design an investigation to be carried out by Intégral Géotechnique. The site investigation was designed in accordance with BS5930:1999, the Code of Practice for Site Investigations, BS10175, the Code of Practice for Investigation of Potentially Contaminated Sites, and ‘Land Contamination: A Guide for Developers’ prepared by Welsh Local Government Association (WLGA)/Environment Agency Wales (EAW) Land Contamination Working Group, July 2006.

The site investigation included:

x An intrusive investigation carried out during 30th September 2009 comprising machine excavated trial pits, and soakaway tests. x Sampling of soil/fill for laboratory chemical testing.

1.4 LIMITATIONS This document is intended to be a working document for further development in discussion with all concerned including the Local Planning Authority, the Environment Agency Wales and the NHBC, as appropriate.

“Contamination” is taken throughout the report to mean the “presence of one or more potentially harmful substances as a result of human activity”. The use of the term in this way does not imply that harm is being or might be caused by the contamination. It should be noted that “contamination” can have different meanings under different regulatory regimes, for example, planning, building control and Part IIA of the Environmental Protection Act 1990 (see Boxes 1 and 2 in Appendix A). Naturally elevated concentrations of potentially harmful substances may also be of concern (see Box 1 in Appendix A) and the significance of any that have been found is also evaluated in this report.

It is important to recognise that there may be areas of contamination that have not been found, or that contaminants are present at concentrations above those that have been found. It is also important to recognise that contamination, for example from a small oil spill, may be very localised and that no investigation, however comprehensive, is capable of finding such occurrences other than by chance.

1.4 LIMITATIONS (CONTINUED) The Defra/Environment Agency CLEA Model 2002, including the technical background, generic conceptual models and model parameters, and the Soil Guideline Values derived from this model, were withdrawn in August 2008. The model parameters and generic conceptual models have been reviewed and the technical background updated to incorporate the results of additional research, and new documents published that have formed the basis of the new CLEA model. The new CLEA model (version 1.06) has recently been released and is being adopted by regulators and consultants.

At the time of writing, there are only limited official Soil Guideline Values available for use as Tier 1 soil screening values (arsenic, cadmium, nickel, mercury (elemental, inorganic, and methyl), selenium, phenol and BTEX compounds). Atkins have updated their ATRISKsoil screening values in line with the new CLEA guidance. Land Quality Management (LQM), in conjunction with the Chartered Institute for Environmental Health (CIEH), have revised their Generic Assessment Criteria for Human Health Risk Assessment in line with recent changes to the CLEA methodology and have published a new set of guideline values. Both Atkins ATRISKsoil and LQM/CIEH have derived screening criteria in line with current UK guidance.

We have reviewed both sets of values and intend to use the most appropriate assessment criteria as Tier 1 screening values until additional official screening criteria are published. Where a published SGV is available, and considered appropriate, this will be used in the first instance.

2.0 THE SITE

2.1 SITE LOCATION AND DESCRIPTION The site is located in Dyfed, approximately 2km north west of Milford Haven town centre, at a National Grid Reference of 188627, 206676, see Figure 1.

The site is roughly rectangular in shape and occupies an area of approximately 10 hectares. The boundaries of the site are defined by the A4076 to the west and south and open farmland to the north and east, see Figure 2.

A hedgerow containing mature trees surrounds the border of the site and in the west of the site south of the former club house location is a young wooded area.

The site is predominately occupied by a flat sports ground, which is surrounded by a number of steep embankments. To the north is an embankment approximately 4m high leading to sloping ground. To the east is an overgrown embankment which slopes down towards an existing stream and adjacent field. To the south is a further steep embankment leading down to Waterloo Road, and to the west is a smaller embankment leading to relatively flat ground which used to house the clubhouse and car park.

The clubhouse has been demolished and the rubble from the building has been stockpiled on site adjacent to the location of the former club house. The tarmac car park was not demolished with the clubhouse and is still in situ.

No Japanese Knotweed or other controlled species were observed as being present on site.

2.2 SITE OPERATIONS The site is currently disused however it is understood that the site is frequented by motorbikes and off road vehicles.

2.3 SURROUNDING LAND USE The site is located in predominantly open fields to the north and east with a golf course to the south and west. Beyond the golf course lies the residential area of . The land to the north west and south west is used for industrial purposes i.e. – oil storage/refineries.

2.3 SURROUNDING LAND USE (CONTINUED) A disused tip, reportedly for inert waste material, is located to the east of the site. However this has been un-operational for many years.

2.4 AVAILABLE SITE INVESTIGATION DATA An existing report relevant to the site has been made available and reviewed as part of this desk study.

The report is entitled Geotechnical and Geo-Environmental report, for the proposed residential development of Clay Lane, Milford Haven, produced by Terra Firma (Wales) Limited, dated February 2003. (ref. 8379)

2.5 CONSULTATIONS WITH REGULATORS No consultations have been made with the regulators at this stage.

3.0 SITE HISTORY The recent history of the site has been traced with the aid of an Envirocheck Report, a copy of which is included in Appendix B. The Envirocheck Report includes the following scaled historical maps:

The earliest map in our possession dated circa 1868-1887 records the subject site as being used for agricultural purposes, with no permanent structures and the field boundary being distinguished by a hedge or fence. A small pond was identified approximately 10m to the north east of the site a stream flowed part way down the eastern site boundary. A second stream flowed eastwards across the site, from a spring present on the western site boundary. These two streams merged at the eastern site boundary, flowing to the east.

There was little record of change on or around the site until 1953 where the development of an oil refinery and railway line some 500m to the south west of the site occurred, some 500m distant. This led to the residential expansion of Hubberston to the south.

Between 1964 and 1978 the site was developed into a sports ground. This resulted in the reworking of the westward sloping ground to produce level playing fields and the construction of a clubhouse, tennis courts and a level car park. The spring and stream were also likely to have been culverted during this period as seen in the historical maps in the Envirocheck Report Appendix B.

There was no further change to the site until the clubhouse was demolished after 2006. The site is currently disused although it is understood that motorbikes and off road vehicles frequent the area.

The historical maps show a depot to have been built between 1964 and 1970 on the south west boundary, which remained in place until at least 2006. It is presumed that this was associated with the tip, however, there is no historical evidence to support this.

4.0 SITE ENVIRONMENTAL SETTING

4.1 PHYSICAL SETTING The site is situated at an approximate elevation of 35-40m AOD, located approximately 1km from the coast. The site slopes from 40m AOD in the north to 35m AOD in the south. The surrounding area is typically between 20 – 60 metres above AOD. The ground gently slopes to the south east towards Milford Haven.

The Envirocheck Report and the Environment Agency website states, that the site is not located within an area at risk of flooding.

4.2 GEOLOGY The 1:50 000 geological map of the area (sheet no. 226/227) indicates that the site overlies the Lower Devonian Old Red Sandstones, specifically red marls.

There is a possibility superficial boulder clay could overlie the sandstones.

Due to the history of the site made and reworked ground is likely to be present, especially around the area where the former clubhouse used to be located.

A summary of the anticipated geological succession is given below in Table 1.

A BGS radon report has been obtained for the site and a copy included in Appendix C. The report indicates that full radon protective measures are required for the site.

4.3 MINING No underground mineworkings have been reported in this area, as it is outside of the coalfield.

4.4 HYDROLOGY AND HYDROGEOLOGY The 1:100,000 scale Environment Agency Groundwater Vulnerability Map (Sheet 34) classifies the formations beneath the site as a minor aquifer.

Minor Aquifers of variable permeability can be fractured or potentially fractured rocks, which do not have a high primary permeability. The aquifers would seldom produce quantities of water for abstraction, but do provide important local supplies and base flow to rivers.

No perched water body is anticipated in the made ground. The glacial materials and the underlying bedrock are considered to be in hydraulic continuity, with a groundwater body present in each. Vertical migration of groundwater is likely to be limited by the high clay content of the glacial deposits.

The historical maps in the Envirocheck Report Appendix B, prior to 1974, show a small spring and then surface stream running from west to east across the centre of the site, as well as a further spring and then stream running along the eastern boundary of the site. It is thought that these may have been culverted during the restructuring of the ground to produce the playing fields.

The Envirocheck Report states that here are no groundwater abstractions within 500m of the site. Tables 2 and 3 present a summary of the hydrological features and key hydrogeological nature of the site.

The majority of the soils have been classified as having an intermediate leachate potential. However the southern part of the site is classified as being of high leachate potential. Since the southern part of the site is classified to be in an urban area, a worst case classification has been made, based on fewer observations. Soils of intermediate leachate potential are soils which can possibly transmit a wide range of pollutants. Whereas the Urban soils to the south have little ability to attenuate diffuse source pollutants and are soils in which liquid discharges have the potential to move rapidly to the underlying strata.

4.5 LANDFILL SITES An historical landfill site, the Overmile Depot, has been identified on the Envirocheck Report to be present adjacent to the along edge of the southern half of the site boundary and slightly infringes the site in the south. The waste deposited here was identified as inert in the Envirocheck Report.

Four further historical landfill sites namely Wastenot, Overmile Yard, and Liddeston – No. 3 Tank Farm have been identified within a 500m radius of the site, these sites were mainly inert, industrial and household waste. However Liddeston – No. 3 Tank farm approximately 470m from the site also deposited commercial and special waste.

4.6 POTENTIAL CONTAMINATION Previous Uses The various activities in the vicinity of the site which may have resulted in ground or water resource contamination on this site are listed below in Tables 4 and 5. Reference to Department of the Environment Industry Profiles has been made and a summary of the potential contaminants can be found in the tables.

4.7 OTHER ENVIRONMENTAL ISSUES The Envirocheck Report indicates that there have been no pollution incidents to controlled waters recorded on site and there have been no enforcement or prohibition notices on site.

5.0 PRELIMINARY CONCEPTUAL SITE MODEL A preliminary conceptual site model/conceptual exposure model has been developed for the site. This is based on the findings of the desk study, historical review and site walk over and includes all potential sources, pathways and receptors that may be present on site. Those that have been identified as being potentially active require further investigation in the form of sampling and testing of soils and groundwater, followed by appropriate risk assessment.

The preliminary conceptual site model/conceptual exposure model will be reviewed and refined following the completion of the site works and laboratory testing.

6.0 THE SITE INVESTIGATION

6.1 FIELDWORKS A site investigation was generally designed in accordance with BS5930:1999, the Code of Practice for Site Investigations, BS10175, the Code of Practice for Investigation of Potentially Contaminated Sites, and ‘Land Contamination: A Guide for Developers’ prepared by Welsh Local Government Association (WLGA)/Environment Agency Wales (EAW) Land Contamination Working Group, July 2006.

The site investigation was also designed to provide information to support and refine the preliminary conceptual site model/conceptual exposure model.

An investigation comprising nine machine excavated trial pits and three soakaway tests were carried out on the 30th September 2009. To gain access to the site, the site entrance had to be widened upon arrival; however the entrance was returned to its original form upon leaving the site.

Trial pitting was chosen as the most appropriate intrusive form of investigation since this allows the best opportunity to investigate the shallow ground conditions and to take representative soil samples for laboratory chemical and geotechnical testing. The trial pits were dug using a JCB 3CX to a maximum depth of 2.7m below existing ground level.

Soakaway tests located at TP2, TP5 and TP7 generally in accordance with BRE365 consisted of adding water into a trial pit of a known size and monitoring the water level at regular intervals, assessing how long it took for the water to soakaway. This is used to assess whether a sustainable drainage solution would be possible at the site.

Representative soil samples were taken from the trial pits for laboratory chemical testing and placed in the appropriate sample containers deemed suitable for the analysis required. Strict protocols were adopted during this process to limit the cross contamination of samples.

The fieldworks were supervised by a qualified Geotechnical Engineer from Intégral Géotechnique (Wales) Limited who also logged the trial pits and soakaway test pits and prepared their detailed engineering logs in accordance with the requirements of BS5930: 1999.

The approximate locations of the trial pits and soakaway test pits are shown on Figure 2, while their logs are presented in Appendices D and E respectively.

6.2 FIELD OBSERVATIONS Visual and olfactory evidence of contamination was observed in one of the trial pits excavated across the site. Strong hydrocarbon odours were encountered from 0.8m to 2.6m in TP6 located close to the site of the former club house.

A cursory examination of the stockpile of demolition materials showed some evidence of potential asbestos in some of the tiles material.

Samples of the soils, potential asbestos materials and water from the base of the trial pit were taken respectively for laboratory chemical testing and placed in the appropriate sample containers deemed suitable for the analysis required.

The other trial pits showed little evidence of contamination with natural ground reached at fairly shallow depths at most locations, typically 0.2/1.6m.

6.3 LABORATORY CHEMICAL TESTING Representative soil samples were taken from the trial pits across the site, stored at the appropriate temperature and dispatched to the laboratories of STL for laboratory chemical testing within 24 hours.

The samples were tested for a range of contaminants that reflects the historical use of the site, the findings of the desk study and the preliminary conceptual site model/conceptual exposure model. A list of the soil testing carried out is given below:

The made ground is of varied thickness across the site, being deepest in the eastern part of the site, where the ground appears to have been reworked to create level playing fields.

This would suggest that a cut and fill exercise has been carried out in order to create the level playing field. The fact that an old stream used to flow down to the east across the middle of this level ground confirms the infilling. It should therefore be noted that there is a possibility that the above mentioned stream has been diverted through a culvert beneath the centre of the site.

Samples were taken from TP4 of the made ground material and TP7 of the natural ground. These were tested for Atterberg Limits. The results indicate that the made ground materials are of low plasticity with plasticity indices of 8%, and the natural ground materials are of intermediate plasticity with plasticity indices of 26%.

The modified plasticity index has been calculated, in accordance with Chapter 4.2 Building Near Trees (NHBC Standards 2008), using the relationship below:

7.0 GROUND CONDITIONS (CONTINUED) The results indicate modified plasticity index values for the made ground and in-situ natural ground of 3.2% and 20.8% respectively. In accordance with the NHBC, this range of modified plasticity indices indicates that the deposits are of low to intermediate volume change potential.

There is localised made ground under and surrounding the location of the former club house, as well as a small concrete hard standing in the north western corner of the lower lying sports field.

Superficial materials are present in some areas of the site comprising more cohesive matrix, dominated sandy clays. This horizon is common of the north end of the site, locally in the southern part of the site and was also noted in TP9.

The dominant stratigraphic horizon is a weak variably weathered rock sequence of micaceaous sandstone with siltstone interbeds. The strata are moderately jointed and well bedded. Bedding attitude was inferred in TP1 to be sub vertical. Jointing was tight. The materials were readily excavated as gravel and cobble grading.

However there is slight variation in some pits across the site. TP7 encountered a strong to very strong white grey and locally pink medium to coarse crystalline silicic igneous rock, which was interpreted as a large igneous boulder.

Observations indicated that slight to moderate seepages, were noted in TP4, TP6, TP7 and TP9 below a depth of 1.8m from the existing ground surface. The other trial pits remained dry

The groundwater conditions are based on observations made at the time of the fieldwork. It should be noted that groundwater levels may vary due to seasonal and other effects.

In TP7 ground water levels continued to rise, suggesting shallow ground water in the central and eastern areas. These may be associated with the former stream course. Generally wet, water logged ground was also observed in the upper areas adjacent to Dale Road, around the perimeter and the lower plateau. There are indications of poor drainage associated with the former stream course.

Wet ground conditions and areas of standing water were observed to the west of the site, where the former tip is located.

7.0 GROUND CONDITIONS (CONTINUED) The results of soakaway tests carried out in soakaway test pits TP2, TP5 and TP7 are presented in Appendix E.

The results indicate infiltration rates within the natural in-situ granular materials of 3.86x10-5m/sec for TP2 and 2.69x10-5m/sec for TP5.

The soakaway in TP7 failed due to no drop in the water level recorded over a period of two hours. The rising water level in TP7 indicates that the ground is saturated at this locality. The lack of infiltration suggests low permeability rates due to the fineness of the material.

8.0 CONTAMINATION

8.1 AVERAGING AREAS In order to assess the laboratory test results reliably and in context, the data have been grouped into one averaging area. An averaging area (or area of interest) is that area of soil to which a receptor is exposed or which otherwise contributes to the creation of hazardous conditions. This may be an area of historical industrial usage, a soil type, e.g. made ground, or a specific proposed end use.

In the case of this analysis, the averaging area has been determined as the whole site area.

8.2 SOIL CONTAMINATION As detailed in Section 1.4, the Defra/Environment Agency CLEA Model 2002, including the technical background, generic conceptual models and model parameters, and the Soil Guideline Values derived from this model, were withdrawn in August 2008. This included the withdrawal of R&D Publication CLR 7 which detailed the statistical approach to be adopted at the time for assessing site wide contamination.

The published Soil Guideline Values for arsenic, cadmium, mercury, nickel, selenium, phenol and BTEX compounds have been adopted as critical concentrations against which soil contaminant concentrations can be compared. In the absence of additional published SGVs, the Soil Screening Values (SSVs) derived by Atkins ATRISKsoil for a residential with home grown produce end use and the Generic Assessment Criteria (GAC’s) derived by Land Quality Management (LQM)/Chartered Institute of Environmental Health (CIEH) have been adopted. These values have been derived by using the new CLEA 1.05 Model and using the revised and updated methodology and conceptual models.

The soil test results for made ground and natural ground have been summarised and are shown in Appendix I.

8.2.1 Made Ground The results of the laboratory testing indicate that most of the analysed chemical elements or compounds are present at concentrations below the appropriate thresholds. However, the initial screening indicates that total chromium is a general contaminant of concern.

8.2.1 Made Ground (Continued) Total chromium has also been identified at concentrations exceeding the tier 1 screening criteria of 4.3mg/kg. Total chromium has been compared to the screening criteria value for hexavalent chromium (chromium (VI)), as a worst case. Total chromium typically comprises two forms, the less toxic, more stable chromium (III) and the more toxic chromium (VI). Test results for chromium (VI) do not indicate any elevated concentrations. Therefore it is likely that the total chromium concentrations identified comprise mostly of chromium (III). Total chromium is therefore not considered to be a contaminant of concern.

Visual and olfactory evidence of hydrocarbons were identified in the made ground encountered in Trial Pit TP5. A sample of the natural soil at 1.2m was taken and no elevated concentrations were detected. It is therefore considered that hydrocarbon contamination is localised to shallow depth within this location.

Chrysotile Asbestos was found in a cement tile found in the stockpiled material in the north west of the site, close to the site of the former club house.

8.2.2 In-Situ Natural Ground The results of laboratory testing of the in-situ natural soil samples again identified Total Chromium to be a contaminant of concern suggesting a natural local provenance. However as discussed above, Total chromium has been identified at concentrations exceeding the tier 1 screening criteria of 4.3mg/kg. Total chromium has been compared to the screening criteria value for hexavalent chromium (chromium (VI)), as a worst case. Total chromium typically comprises the less toxic, more stable chromium (III) and the more toxic chromium (VI). Test results for chromium (VI) do not indicate any elevated concentrations. Therefore it is likely that the total chromium concentrations identified comprise mostly of chromium (III). Total chromium is therefore not considered to be a contaminant of concern.

8.3 GROUNDWATER CONTAMINATION Groundwater was not encountered in any of the trial pit excavations. Therefore it was not possible to take samples for groundwater testing.

9.0 REVISED CONCEPTUAL SITE MODEL The preliminary conceptual site model/conceptual exposure model has been reviewed and revised to reflect the findings of the site investigation and the results of the laboratory testing of soils, soil leachate, groundwater and gas monitoring. Any previously identified in-active pathways have been removed. Pathways identified as still active require appropriate risk assessment or mitigation measures (see Section 10).

10.0 RISK ASSESSMENT

10.1 METHODOLOGY The risk of pollution, health effects or environmental harm occurring as a result of ground contamination is dependent upon three principal factors:

x The scale of the contamination sources; x The presence of sensitive “receptors”, eg Humans: health of the general public, site occupiers, redevelopment workers. Environment: flora, fauna, etc; x The existence of migration pathways by which contaminants can reach the sensitive receptors.

This section assesses each of these factors in order to evaluate the overall level of risk and potential harm to receptors. The receptor may be human, a water resource, an eco- system or construction materials. Pathways connecting a perceived hazard to a receptor are referred to as exposure pathways.

The sources of contamination and the links connecting the hazards to the sensitive receptors will represent the basis for the risk assessment.

10.2 SOURCE-PATHWAY-RECEPTOR MODEL The preliminary conceptual site model was based on the findings of the desk study. This was later reviewed and refined according to the findings of the site investigation, allowing for the ground conditions encountered and the results of laboratory testing of soil and groundwater. Any pathways considered to be inactive were removed from the model and all remaining potentially active pathways require risk assessment.

The pathways shown as potentially active in the Revised Conceptual Site Model in Section 9.0 above have been assessed below.

10.3 HUMAN HEALTH RISK ASSESSMENT

10.3.1 Site in its Present Condition The site is considered to pose a potential risk to casual visitors or trespassers. There is evidence of some demolition rubble in the north west of the site, which contains cement bound Chrysotile asbestos. Arrangements should be made to fence off the stockpiled material to prevent this material being disturbed or used until future assessment is undertaken.

10.3 Site in its Present Condition (Continued) The remainder of the site is not considered to pose a significant risk to trespassers and casual site users, however as the site is frequented by off road vehicles, signs indicating that the land is private property are advised.

10.3.2 Future Site Users The contamination test results and investigation observations do not show any elevated concentrations within the made ground/re-engineered ground or the underlying in situ natural deposits. However a localised pocket of hydrocarbon contamination was identified in TP5 at shallow depth, beneath the location of the former club house. It is inferred this represents seepage or residual contamination after use or removal of possibly a heating oil tank.

The results of testing of the in-situ natural ground in TP5 at 1.2m showed no evidence of any elevated concentrations of hydrocarbons, suggesting that the pocket of hydrocarbons is localised to the shallow ground.

It is therefore considered that site wide remedial works are not required. However localised remediation/removal of the shallow hydrocarbon affected material at TP5 may be necessary.

It may be necessary to carry out further site investigation works in the area of TP5 to delineate the potential area of contamination.

Additional laboratory testing and assessment will also be required.

With future site development works involving the excavation and removal of the made ground, there would be a risk to workers from contaminants in the soils and also the groundwater if it is encountered. Appropriate measures are therefore recommended for works involving the made ground materials which are known to be present beneath the site.

All excavations should be regularly checked for safe atmospheres.

Normal good hygiene practices should be adequate to protect the health and safety of redevelopment workers, and should include:

x Minimum handling of materials; x Washing of hands prior to all meal breaks, which should be taken in a designated clean area;

10.3.2 Future Site Users (Continued) x The use of standard protective clothing such as boots and overalls and gloves, where considered relevant.

In dry weather, inhalation of dust and gases should be avoided preferably by the use of dust suppression techniques to minimize fugitive emissions and minimization of exposed materials at any particular time.

Additionally, a system should be established by which any ‘unusual’ materials that may be encountered are reported rapidly to the site management, so that the appropriate action may be taken, following specialist advice if necessary. An unusual material may be identified on site by colour, odour or physical nature.

Reference should be made to the Health and Safety Executive document “Protection of Workers and the General Public during the development of contaminated land” for detailed guidance on these matters.

10.4 RISKS TO VEGETATION The concentrations identified in the shallow made ground/reworked materials, do not indicate the potential for adverse effects to vegetation. To ensure viable landscape areas and provide a suitable growing medium for vegetation all gardens and landscaped areas will require the provision of a minimum 300mm thick capping layer of clean, inert subsoil and topsoil materials.

10.5 GROUNDWATER RISK ASSESSMENT The results of the laboratory testing of made ground/ re-worked materials and in-situ natural deposits did not indicate any significant elevated concentrations.

Since the proposed development will comprise buildings with considerable areas of hard standing (access roads and car parking), all with formed drainage, the potential for infiltration into the ground is reduced. It is therefore concluded that the potential risk to groundwater is low.

However due to the proximity of the historical tip to the east of the site, and the presence of made ground across the site, it is recommended that groundwater testing is undertaken. It is recommended that boreholes are drilled in the east of the site and groundwater installations constructed. Three rounds of groundwater sampling testing should be carried out.

10.6 GROUND GAS RISK ASSESSMENT The findings of the site investigation indicate that the eastern part of the site is underlain by typically 1.6m of made ground. There were no significant occurrences of deleterious or potentially degradable materials and hence no significant gas hazards are envisaged. However the proximity of the historical landfill site to the east could create a potential ground gas risk, from migrating gas.

It is therefore recommended that ground gas monitoring standpipes are also constructed within the proposed boreholes and a programme of gas monitoring completed to determine the gas regime and assess the likelihood of gas migration and whether precautions are needed.

10.7 RISKS TO BUILDINGS AND MATERIALS DURABILITY

10.7.1 Concrete Classification A summary of the laboratory chemical test results for the chemicals monohydric phenol, sulphur, total sulphate, water soluble sulphate, sulphide and pH, which may adversely affect the durability of building materials is presented in Appendices I

Evidence to date does not indicate any specifically aggressive conditions, but it would be reasonable to expect a degree of sulphate and acidic aggressiveness from the made ground.

In accordance with BRE Digest SD1:2005 and adopting the assessment procedure specified therein for brownfield sites, the laboratory chemical test results indicate a characteristic value (taking the mean of the two highest results) for water soluble sulphate of 64mg/l.

Using Table C2 of BRE Digest SD1:2005, this characteristic value corresponds to Design Sulphate Class DS-1.

The groundwater regime of the site has been assessed as ‘mobile’ and a characteristic pH value of 5.8 has been determined (adopting the lowest test result). The Design Sulphate Class has been modified to give a site ACEC class of AC-2z

10.7.2 Water Services Water pipes will need to be protected from contamination within the ground. In particular the presence of TPH should be addressed when selecting pipe materials. Measures to protect the pipes will include clean backfill to trenches and possibly alternative material selection. Reference should be made to WRAS document 9-04-03. The final design and selection of the pipe and associated backfill should be agreed with the appropriate Regulator prior to installation.

However it is considered that once the TPH hotspot is remediated there will not be any residual concerns and hence it is likely no precautionary measures are to be required for clean inert backfill.

10.8 SPOIL DISPOSAL Under the Landfill Regulations (2002) all spoil materials should be classified if they require disposal to a landfill facility. To determine the appropriate type of landfill site, there will need to be a characterisation of the materials in relation to the Waste regulations.

The made ground materials are tentatively classified as stable non reactive hazardous waste but specialised testing will be required once earthworks design and volumes are known.

The waste contractor may undertake all or part of the process of basic characterisation – including the WAC analysis. It will still be the responsibility of the waste producer to ensure that the information is correct.

In the absence of any detailed assessment of the likely areas and types of soils that may be generated for disposal (based on the ground conditions, remediation proposals and soil materials encountered at the site) the following tentative classification is proposed, based on the made ground materials.

This preliminary classification will require more definitive assessment and confirmation when detailed designs are produced detailing the likely areas of waste disposal if required. Alternatively, at construction stage any materials identified by the developer as waste will require Waste Acceptance Criteria (WAC) testing and characterisation prior to pre-approval from the landfill operator and ahead of export to tip.

It is recommended that a sustainable development strategy is adopted which reduces to a practicable minimum the need for export of waste to a licensed tip.

In order to minimise disposal, the materials generated should be segregated and examined, with appropriate testing as necessary, to enable the materials to be sorted or treated into lower classifications, with the resultant benefit of potentially generating re-use rather than disposal.

10.9 UNCERTAINTIES It is important to recognise that there may be areas of contamination within the site that have not been found or that contaminants may be present at concentrations above those that have been found. It is also important to recognise that contamination may be localised and that no investigation, however comprehensive, is capable of finding such occurrences, other than by chance.

The near-surface drainage patterns have not been fully established.

The potential risk to groundwater quality has not been investigated as part of the phase 1 investigation scope of works. Due to the proximity of the adjacent landfill site, presence and thickness of the made ground, and contamination risk under the former clubhouse, it is considered that groundwater monitoring and testing will be required to satisfy the requirements of the regulators. It is therefore recommended that groundwater monitoring is undertaken as part of phase 2 investigation works.

The potential risk from ground gas has not been investigated as part of the phase 1 investigation scope of works. Due to the proximity of the adjacent landfill site and presence of made ground/re-worked ground across the site, it is considered that a programme of ground gas monitoring and risk assessment will be required to satisfy the requirements of the regulators. Therefore, it is recommended that a programme of ground gas monitoring is undertaken as part of phase 2 investigation works.

11.0 ENGINEERING CONSIDERATIONS AND RECOMMENDATIONS

11.1 DETAILS OF PROPOSED DEVELOPMENT The proposed development is likely to comprise of typical two/three story residential properties with associated gardens, car parking and access roads, the layout of which is still unknown at this stage.

11.2 SITE PREPARATION Prior to commencement of any site works, all existing buried services should be located and either protected or diverted. This needs to include the former stream course and any associated culverts.

All grass, scrub vegetation including all roots should be stripped and removed from areas where proposed buildings, access roads and car parks will be located and stockpiled in shallow height mounds for re-use.

Across the entire club house area it is recommended that the area is excavated to a depth of 1.5m and all buried obstructions removed. Any hotspots of hydrocarbon contamination can then be systematically dealt with and further checks across the area undertaken to ensure there are no further residual contamination risks.

The reduced levels should be brought up to the required levels with well, compacted imported granular materials. Department of Transport (DTp) Type 2 sub-base or similar may be used and should be compacted in layers, in accordance with the Specification for Highway Works. Alternatively, appropriate selected inert imported fill could be used.

The existing stockpiled material of demolition material will require fencing off and should be quarantined pending further assessment. The occurrence of asbestos containing materials such as tiles suggests the stockpile of demolition material will also be contaminated with asbestos fibre. The stockpile will require systematic sampling and laboratory testing and subject to such evaluation either the materials will require disposal to a suitably licensed facility or careful after screening processing for re-use.

Concrete floor slabs, and tar macadam should be broken out, screened for asbestos and processed, and stockpiled for re-use. Alternatively if this is not practical of cost effective then the stockpile should be removed from site.

The hotspot of hydrocarbon contamination area of the southern edge of the club house which has tentatively been assigned to the effects of spillage or residual remnants post tank removed. This area will need to be defined by further contamination investigation and supplementary remedied and validated to the satisfaction of the regulators.

Cut and fill operations are likely to be necessary to create level plateaux. Generally the materials are suitable for reuse as earthworks materials but they are considered susceptible to disturbance and other effects of adverse weather. Conditioning or improvement measures may be necessary.

Steepening of the existing slope in the north is not recommended and therefore, the construction of retaining walls is likely to become necessary.

It should be also noted that during the construction of any retaining wall, maintaining the current stability of the embankment is paramount, and therefore, any wall should be constructed in small sections and completed prior to continuing with the adjacent section.

Depending on the extent of any new slopes, it may be prudent to allow for the use of ‘herring bone’ slope drainage to maintain stability.

11.3 FOUNDATIONS AND FLOOR SLABS Taking due account of the ground conditions encountered and especially due to the variable nature of the made ground, the site has been split into zones where different foundations will be required, Figure 4. In Zone A made ground typically of shallow thickness compared with Zone B where up to 4m is present.

For the purposes of this assessment no significant alteration to the levels are assumed but if levels are likely to be changed then these general recommendations will need to be reviewed

Deeper foundation depths than those quoted below may be required in close proximity to mature trees or vegetation to allow for soils with low to medium volume change potential, in accordance with NHBC guidance.

Within Zone A three sub-zones are defined.

Zone A1 Within zone A1 generally anticipated bearing strata are in relatively close proximity to the current ground level. For the purposes of this assessment no significant alteration to the levels are assumed but if levels are likely to be changed then these general recommendations will need to be reviewed

Weathered siltstone and sandstone was generally reached at relatively shallow depths, of between 0.2/1.0m.

It was considered that conventional shallow strip trench/fill foundations are the most appropriate foundation solution for this area. Foundations should be founded on the same bearing strata across each building to minimise the risk of differential settlement.

An allowable bearing pressure of 100kN/m2 could be assumed for design purposes, at which pressures should not exceed 25mm.

Floors could be of ground bearing design providing topsoil and made ground materials are removed and that made ground or engineered fill does not exceed 600mm otherwise a suspended floor will be required.

Zone A2 In this area, centred around the club house area, there is likely to be a significant amount of disturbance associated with its former uses and removing old foundations etc.

In this area it is recommended that the area be fully re-engineered to a minimum depth of 1.5m and the area reinstated with well compacted engineered granular fill material. Structures can be constructed on raft foundations of typically 50 - 75kN/m2 pressure, subject to verification testing.

Zone A3 Firm to stiff clays and moderately compact gravels were encountered in this area at depths ranging from 0.5-1.7m. A combination of conventional strip and trench fill type foundations are considered feasible in this area. Bearing pressure should be 75kN/m2 to ensure settlement is kept below 25mm. Some allowance for localised mesh reinforcement is recommended to cater for varying sub grade conditions.

11.3 FOUNDATIONS AND FLOOR SLABS (CONTINUED) Floors could be of ground bearing design providing topsoil and made ground materials are removed and that made ground or engineered fill does not exceed 600mm otherwise a suspended floor will be required.

In addition, it should be noted that deeper foundation depths than those quoted above may be required close to the tree root system of the trees located primarily along the site boundaries. The National House Building Council (NHBC) Chapter 4.2 gives guidelines as to the appropriate depth of foundation based on the type of tree, distance of the foundation from the tree and the plasticity index of the in-situ materials.

The plasticity of the in-situ clays formed by the weathering process of the underlying bedrock may be classed as clay of intermediate plasticity.

It should also be noted that if any trees are removed then allowances should be made in the proposed foundations and floor slabs for the effects of swelling. The above publication also gives guidance on swelling.

Allowances should also be made for the removal of ‘soft spots/areas’ and there replacement with well compacted imported granular materials as previously described.

A suitably qualified Engineer should inspect all foundation formations before being concreted.

Zone B Significant and variable depths of made/reworked ground of up to 4.0m or so were generally found in Zone B.

It was considered that pile foundations are the most appropriate foundation solution for the proposed area. Vibro ground treatment systems are not considered suitable. Piles would be typically 8 to 12m long socketed into or bearing on the weathered rock strata.

Further investigation comprising shell and augur boreholes with CPT tests are necessary to determine deeper conditions and provide a basis for pile design in situe.

Further investigations are recommended to be necessary to define the zone, especially in the western areas of the site. This is best undertaken once development layout and levels are determined.

11.4 EXCAVATIONS AND FORMATIONS Most excavations should be possible with normal soil excavating machinery. However, allowances should be made for the use of pneumatic breaker attachments, or similar tools, when excavating existing floor slabs and if any buried obstructions are encountered, or natural boulder type inclusions in the ground.

The sides of excavations deeper than 1m should be supported by planking and strutting, or temporarily battered at gradients of typically 30˚.

Shallow excavations within the made ground should not encounter significant groundwater inflows. However, any groundwater seepages/inflows or rainfall infiltrations should be dealt with by conventional pumping techniques.

Exposed formations within the in-situ materials will be susceptible to damage, softening and deterioration by wet weather and site traffic. They should therefore be protected by blinding concrete or a 200mm thick layer of hardcore immediately after exposure.

11.5 ACCESS ROADS AND CAR PARKING AREAS For access roads and car parking formations within the existing firm to stiff made ground materials, a California Bearing Ratio (CBR) value of 2% to 5% should be assumed for design purposes.

In order to ensure this performance, in-situ CBR testing should be carried out across the prepared formation.

The exposed formation should be checked and any soft spots/areas removed and replaced with well compacted imported granular fill materials. Any obstructions that may form hard spots should also be removed.

CONTAMINATED LAND DEFINITIONS Box 1: Contamination and contaminated land in a planning context Annex 2 of Planning Policy Statement 23 (3) states that: To avoid confusion with the statutory term “contaminated land” and its definition [i.e. in Part IIA of the Environmental Protection Act 1990] and to reflect the different context of planning control, this Annex uses the wider term “land affected by contamination”. This is intended to cover all cases where the actual or suspected presence of substances in, on or under the land may cause risks to people, property human activities, or the environment, regardless of whether or not the land meets the statutory definition in Part IIA. Annex 2 also states: Potentially hazardous substances, such as radon, methane or elevated concentrations of metallic elements may also be present in the ground due to the underlying geology. Since these may pose a risk to human health or to the environment, their presence is a material consideration.

Box 2: The Building Regulations – Approved Document C(4) Contamination is dealt with in requirement C1 which concerns `Preparation of site and resistance to moisture'.

C1(1) requires that: The ground to be covered by the building shall be reasonably free from any material that might damage the building or affect its stability, including vegetable matter, top-soil and pre-existing foundations. C1(2) requires that: Reasonable precautions shall be taken to avoid danger to health and safety caused by contaminants on or in the ground covered, or to be covered by the building and any land associated with the building. C1(3) requires that: Adequate sub-soil drainage shall be provided if it is needed to avoid – (a) the passage of ground moisture to the interior of the building; (b) damage to be building, including damage through the transport of water-borne contamination to the foundations of the building.

Contaminant is defined as (C1(4)): Any substance which is or may become harmful to persons or buildings, including substances which corrosive, explosive, flammable or radioactive or toxic.

The “building and land associated with the building” means: The building and all land forming the site subject to building operations which includes land under the building and the land around it which may have an effect on the building or its users.

Requirement C1(2) applies to new construction and under Regulation 6, whenever there is a “material change of use” of the whole building. “Material change of use” is defined in Regulation 5. APPENDIX B

The Environment Act 1995 has made site sensitivity a key issue, as the legislation pays as much attention to the pathways by which contamination could spread, and to the vulnerable targets of contamination, as it does the potential sources of contamination. For this reason, Landmark's Site Sensitivity maps and Datasheet(s) place great emphasis on statutory data provided by the Environment Agency and the Scottish Environment Protection Agency; it also incorporates data from Natural England (and the Scottish and Welsh equivalents) and Local Authorities; and highlights hydrogeological features required by environmental and geotechnical consultants. It does not include any information concerning past uses of land. The datasheet is produced by querying the Landmark database to a distance defined by the client from a site boundary provided by the client.

In the attached datasheet the National Grid References (NGRs) are rounded to the nearest 10m in accordance with Landmark's agreements with a number of Data Suppliers.

For ease of identification, your site and buffer have been split into Slices, Segments and Quadrants. These are illustrated on the Index Map opposite and explained further below.

Slice Each slice represents a 1:10,000 plot area (2.7km x 2.7km) for your site and buffer. A large site and buffer may be made up of several slices (represented by a red outline), that are referenced by letters of the alphabet, starting from the bottom left corner of the slice "grid". This grid does not relate to National Grid lines but is designed to give best fit over the site and buffer.

Segment A segment represents a 1:2,500 plot area. Segments that have plot files associated with them are shown in dark green, others in light blue. These are numbered from the bottom left hand corner within each slice.

Quadrant A quadrant is a quarter of a segment. These are labelled as NW, NE, SW, SE and are referenced in the datasheet to allow features to be quickly located on plots. Therefore a feature that has a quadrant reference of A7NW will be in Slice A, Segment 7 and the NW Quadrant.
