INTRODUCTION

The regional cluster members got together at READO conference hall meeting around 10:00 AM and welcomed Vice-coordinator of Bay and Bakool Food Security Cluster Mr. Abdullahi Ali and the participants were thanked and gave introductions.

REVIEW AND COMMENTS OF THE PREVIOUS MEETING MINUTES AND FOLLOW-UP ACTIONS

The sub-cluster regional members reviewed the previous meeting minutes of April 2014 and action points, no comments for that meeting.

SECURITY & ACCESS CONSTRAINTS

Due to the rainy season and the inaccessibility of the districts, members shared that Turkish food going to Hudur is still in Baidoa due to road insecurity. There are still road blockades allowing no entrance and exit for the commercial commodities or humanitarian aid in Hudur and Wajid. Additionally, there is high inflation of commodity prices. Communities from Hudur are migrating to accessible areas like Tieglow and Baidoa due to a food shortage and high prices.

The other constraints that cluster members/partners mentioned is lack off funds. Communities of Hudur and Wajid are being displaced due to a siege in their districts and have moved to accessible districts of Bay and Bakool regions.

CURRENT ACTION POINTS ON REGIONAL FS CLUSTER SUB-NATION APRIL 2014

Action Point 1: Monthly FSC Matrix Reporting to share the accurate capture information and their funding plan that related implementation and their respective locations to submit the FSC-National Level.

Action Point 2: On weekly basis conduct response reporting on FS/Livelihoods activities of active partners and other international Humanitarian Organizations including those currently implementing livelihood projects and share updates to UNOCHA Office Baidoa.

PRESENTATION OF DISTRICT LEVEL INFORMATION BY RESPONSE OBJECTIVE, ACTIVITY AND PLANNED VERSUS ACTUAL AND GAPS PER DISTRICT.

The response cluster level presentation by of the response objective and planned activities versus actual and gaps per district. Cluster members were presented the figures indicating the FS/Livelihoods response levels at district level April 2014 for improved response on Food Security/Livelihood Activities, food activity breakdown planned and actual, and the analysis shows the level of gaps and response. Improved Access and Safety Net Responses had little improved in Baidoa district. While other districts of Bay and Bakool regions are all in gaps. Livelihood Investment Assets Responses improved in the districts of Baidoa, El- Berde and Tieglow while Huddur district mentioned little improved, and the other remaining are all in gap situations. Livelihood Investment Inputs’ Responses improved only Baidoa District and others are all in gaps.

AOB  ACTED in collaboration with Kanava Youth Development Organization (KYDO) in Baidoa presented their pilot project designed for ADC areas Baidoa. The project identified as ACTED-HUB is a two way platform information sharing between services provides and services receivers as explained to cluster members by ACTED -HUB team. The project which is new to support clusters is to link National, INGOs as well as UN Programming Agencies reports and the services available at respective locations. Sites focused for piloting is Workers Mogadishu (Camp 77) and Baidoa ADC/IDPs (8 Camps). This presentation is draft and need to be finalized as ANNEX1:-

 Since the launch of the military campaign against A/S; controlled areas by SNAF and AMISOM in Bay, Bakool and regions. March 2014 SNAF has took over the districts of Bakool like Rabdhure, Wajid and Hudur in Bakool region. A/S imposed road blockades to Hudur and Wajid. There is a food shortage in the districts resulting in vulnerable communities facing shortages and high inflation of market prices in these two districts. Following signals for humanitarian need by local authorities of respective districts; National, INGOs and UN, SNFG responded by boosting some metric tons of food aid from Turkish Government. The Food aid is in Baidoa for almost a month due road insecurity and the raining season. Food commodity and the price is going up and increased above 60% in Wajid and Hudur districts, The cluster members suggested/requested UN OCHA Office to communicate the CIMIC (Civil-Military Coordination office) and advocate for the means of this food aid delivery to suffering communities in Hudur and Wajid districts in Bakool.
