2020 August Primary Election Results

Overview: Despite the COVID-19 pandemic, the state witnessed

its largest ever primary election voter turnout with 2.5 million voters casting ballots, more than 1.5

million of which were cast by mail. Public Affairs Associates analyzed each of the 110 State House

district races, providing a look toward November in what is anticipated to be a tight race for the House

majority.

1ST DISTRICT Results:

General Election Outlook:

Capturing over 70% of the vote in both the 2017 special election and 2018 midterm, Rep. Tenisha Yancey will have no issue capturing the general election victory this November in the Democratic stronghold. Rep. Yancey is currently the House Tax Policy Committee’s Democratic Vice Chair, while also serving on the Judiciary and Transportation Committees.

2ND DISTRICT Results:

General Election Outlook:

After soundly defeating a formidable primary challenger, Rep. Joe Tate should cruise to reelection, capturing 73.5% of the vote in the 2018 general election. Rep. Tate is currently a member of the House Appropriations Committee.

General Election Outlook: Two years after seeking the Governor’s office, the big spending former gubernatorial candidate Shri Thanedar finally punched his ticket to Lansing as the third district representative, capitalizing on high name ID and a wide field of candidates splintering the predominantly African American district’s electorate. Another district dominated by Democratic voters, the race for the seat was essentially determined in the Democratic primary.

The August primary decided the representative for two separate terms, one to fill the remainder of Rep. Isaac Robinson’s term following his tragic passing, the other for the term beginning in January. Abraham Aiyash prevailed in both, and the Hamtramck Democrat is the favorite to represent the safe Democratic seat.

5TH DISTRICT Results:

General Election Outlook:

Handily defeating Rita Ross in a rematch of the 2018 Democratic primary’s top two finishers, a race decided by only 9 votes, Rep. Cynthia Johnson will have no trouble with the Republican nominee in this safe Democratic district. Rep. Johnson is the House Oversight Committee’s current Democratic Vice Chair while also serving on the Committees on Agriculture and Families, Children, and Seniors.

6TH DISTRICT Results:

General Election Outlook:

Without a general election opponent, Rep. Tyrone Carter secured his second term by winning the Democratic primary. Rep. Carter currently serves on the House Committees on Education, Energy, and Military, Veterans, and Homeland security.

Helena Scott, the Democratic Party Black Caucus Vice Chair and 14th Congressional District Chair, is the overwhelming favorite to succeed Rep. LaTanya Garret following the decisive Democratic primary victory. A longtime community activist, Ms. Scott has waged unsuccessful bids for the and Detroit City Council in the past.

8TH DISTRICT Results:

General Election Outlook:

In the race to replace term limited Rep. Sherry Gay-Dagnogo, Detroit Community Education Commission Executive Director Stephanie Young captured the most votes in a competitive four-way Democratic primary, all but guaranteeing her spot in Lansing.

9TH DISTRICT Results:

General Election Outlook: One of the state’s more intriguing primaries, Democratic incumbent Karen Whitsett received a strong rebuke from party officials after praising President Trump’s publicization of the controversial drug hydroxychloroquine, which she touted as instrumental in her fight against COVID-19. Accepting an invitation to meet with President Trump at the White House, Rep. Whitsett’s seat appeared to be in jeopardy. Ultimately however, Rep. Karen Whitsett prevailed against three primary challengers, likely securing her second term in the safe democratic district. Rep. Whitsett is currently a member of the House Committees on Tax Policy and Insurance.

10TH DISTRICT Results:

General Election Outlook:

Expect little drama this November, Rep. Jewell Jones should cruise to reelection in this safe Democratic district. Rep. Jones is currently the Democratic Vice Chair for the House Committee on Military, Veterans, and Homeland Security while also serving on the Regulatory Reform Committee.

12TH DISTRICT Results:

General Election Outlook:

Staving off two primary challengers, Rep. Alex Garza will have little difficulty this November in a district he won by over a 30% margin in 2018. Rep. Garza is a member of the House Committees on Agriculture, Local Government and Municipal Finance, and Regulatory Reform this session.

13TH DISTRICT Results:

General Election Outlook:

The younger brother of term limited Rep. , Tulio is a heavy favorite to represent his brother’s district, who never won by a margin ` of less than 20% in the general election. The Allen Park Democrat is a first time candidate who owns his own construction company.

14TH DISTRICT Results:

General Election Outlook:

Another safe Democratic district, there is no reason to expect anything other than a resounding victory for Rep. Clemente in November. Seeking her third and final term, Rep. Clemente is currently a member of the House Committees on Health Policy, Financial Services, and Transportation.

15TH DISTRICT Results:

General Election Outlook:

Seeking his third term in the legislature, Rep. Hammoud should easily defeat his Republican opponent this November. Rep. Hammoud serves on the House Appropriations Committee this session.

16TH DISTRICT Results:

General Election Outlook:

Very little suspense in this race, with the Democratic nominee winning by around a 30% margin in recent cycles. Rep. Coleman is currently the Democratic Vice Chair for the House Committee on Communications and Technology while also serving on the Insurance and Agriculture Committees.

General Election Outlook:

While the district elected a Democratic representative by a nearly 20% margin in 2014, Rep. Bellino posted double digit margins of victory in the 2016 and 2018 general elections. Although the state of the presidential race could affect this down-ballot seat, as of now Rep. Bellino remains the favorite. Rep. Bellino is the current House Energy Committee Chairman while also serving on the Financial Services, Insurance, and Transportation Committees.

18TH DISTRICT Results:

General Election Outlook:

While a razor thin margin may require additional time to determine his general election opponent, Rep. Kevin Hertel has no reason to sweat either Republican candidate in this safe Democratic district. Rep. Hertel is a member of the House Ways and Means Committee for the 2019-2020 session.

19TH DISTRICT Results:

A top Republican target this cycle, expect significant spending on both sides with Republicans nominating high school math teacher Martha Ptashnik (right).

20TH DISTRICT Results:

General Election Outlook:

Ousting a Republican incumbent by a narrow margin (less than 3%), Rep. Matt Koleszar remains the favorite to retain his seat. Rep. Koleszar is currently a member of the House Committees on Education and Health Policy.

General Election Outlook:

A district that current Rep. Kristy Pagan won by around 20% in her last two elections, expect Canton Democrat Ranjeev Puri to easily defeat his Republican opponent in the general election. Mr. Puri currently works for Fiat Chrysler and held a role in the Obama Presidential campaigns.

22ND DISTRICT Results:

General Election Outlook:

A Democratic stronghold, Roseville City Clerk Richard Steenland should have no trouble keeping this seat blue with current Rep. term limited. Mr. Steenland also served on the Roseville City Council and as Mayor Pro Tem, with a career in public service spanning back to 1993.

23RD DISTRICT Results:

General Election Outlook:

Capturing the district by less than a single percentage point in 2016, Rep. Darrin Camilleri went on to win by 13% in 2018 and remains the favorite against first time candidate and law enforcement officer John Poe. Rep. Camilleri currently serves as the Democratic Vice Chair for the House Committees on Education and is also a member of the Oversight and Commerce and Tourism Committees.

24TH DISTRICT Results:

General Election Outlook:

After fending off a primary challenge, Rep. Steve Marino is unlikely to be defeated in a district he carried by double digits in the 2016 and 2018 general elections. Rep. Marino currently serves as the Chairman of the House Commerce and Tourism Committee, Republican Vice Chair of the Local Government and Municipal Finance Committee, and is also a member of the Committees on Elections and Ethics, and Military, Veterans and Homeland Security.

25TH DISTRICT Results:

General Election Outlook:

29TH DISTRICT Results:

30TH DISTRICT Results:

With neither candidate facing primary opponents, both have had their sights set towards November. Although, despite the favorable environment for Democrats in 2018, Republican candidates won up and down the ballot in this district, meaning Rep. Diana Farrington remains the favorite heading into the general. Rep. Farrington serves as the current Chairwoman of the House Financial Services Committee and is also a member of the Judiciary, Regulatory Reform, Tax Policy and Families, Children & Seniors Committees.

31ST DISTRICT Results:

After soundly defeating her primary opponent, Rep. Pamela Hornberger will have no trouble defending her seat in a district she has won by margins of over 20% in the last two general elections. Rep. Hornberger serves as Chairwoman of the House Education Committee, Republican Vice Chair for the Appropriations Subcommittee on School Aid and Department of Education while also sitting on the Elections and Ethics and Health Policy Committees for the 2019-2020 session.

33RD DISTRICT Results:

37TH DISTRICT Results:

A district that may decide the House majority, expect to see a considerable amount of resources dedicated to this contest.

39TH DISTRICT Results:

Perceived as one of House Democrats’ best pickup opportunities, Rep. Ryan Berman (right) faces a stiff challenge from registered nurse Julia Pulver in a district carried by virtually all Democratic candidates on the ballot in 2018, including , , and Debbie Stabenow. Rep. Berman currently serves as the Republican Vice Chair for the House Regulatory Reform Committee and is also a member of the Financial Services, Insurance, and Judiciary Committees.

40TH DISTRICT Results:

44TH DISTRICT Results:

Defeating his 2018 general election opponent by around 15% in a district President Trump won by almost 30% in 2016, Rep. Matt Maddock is very likely to retain his seat in November. Rep. Maddock is currently a member of the House Appropriations Committee.

45TH DISTRICT Results:

The seat of term limited House Regulatory Reform Committee Chairman Michael Webber is likely to be on the Democrat’s wish list. Supporting President Trump by a 7% margin before narrowly supporting Gretchen Whitmer, this is another important race to watch in the battle for the House majority. Both parties boast impressive candidates, with Rochester Hills City Council President Mark Tisdel (right) representing the Republicans while Rochester Community Schools Board Member Barb Anness (left) captured the Democratic nomination.

46TH DISTRICT Results:

General Election Outlook:

A district dominated by Republican candidates in even the most unfavorable environments, Jody LaMacchia poses little threat to Rep. John Reilly’s bid for a third term. Rep. Reilly is the Republican Vice Chair for the House Oversight Committee and is also a member of the Committees on Commerce and Tourism, Education, and Natural Resources and Outdoor Recreation this session.

47TH DISTRICT Results:

General Election Outlook:

Robert Bezotte, a retired Livingston County Sherriff and current Livingston County Commissioner, bested Livingston County Republican Chairwoman Meghan Reckling in what was essentially a two horse race. The district of term limited House Health Policy Chairman Hank Vaupel, expect Bezotte to defeat his general election opponent by a wide margin, as Vaupel won each of his three general elections by a 30-40% margin.

48TH DISTRICT Results:

General Election Outlook:

While President Trump carried the district by about 9% in 2016, Democrats have had a lot of success in the district, with recent State House, U.S. Senate, and U.S. House candidates all capturing the majority of votes, including Rep. Sheryl Kennedy’s 9% margin of victory in the 2018 general election. With Democratic primary turnout nearly doubling that of Republicans, it’s hard to imagine Genesee County Commissioner David Martin pulling the upset. Rep. Kennedy currently serves on the House Appropriations Committee.

49TH DISTRICT Results:

General Election Outlook:

A Democratic stronghold in the Flint area, Rep. John Cherry will have no issue easily defeating his general election opponent, winning by a margin of almost 45% in 2018. Rep. Cherry is a member of the House Appropriations Committee.

General Election Outlook:

Another area where President Trump overperformed relative to the district’s partisan composition, this district is unlikely to flip given the incumbency advantage, even assuming a strong performance from President Trump. Despite President Trump’s narrow victory in the district, Rep. Tim Sneller prevailed by about 5% in 2016, then expanding the margin of victory to about 15% in 2018. Rep. Sneller serves as the Democratic Vice Chair for the Transportation Committee and is also a member of the Energy and Insurance Committees for the 2019-2020 session.

51ST DISTRICT Results:

Although Democrats boast an impressive candidate in Harvard educated professor Renee Richer, this district is simply too red for her to give Rep. Beau LaFave any issues, especially with President Trump on the ticket. Rep. LaFave serves as Chairman of the House Committee on Military, Veterans & Homeland Security, Republican Vice Chairman of the Judiciary Committee, and is also a member of the Committees on Insurance, Oversight, and Agriculture.

General Election Outlook:

Despite President Trump’s success here in 2016, Rep. Sara Cambensy defeated her general election opponent by nearly 18% in 2018. A moderate Democrat, Rep. Cambensy has been able to win over the same blue collar constituency that supported the president in 2016, and there is no reason to believe she will struggle in November. Rep. Cambensy serves as the Democratic Vice Chair for the House Committee on Commerce and Tourism and is also a member of the Committees on Regulatory Reform and Natural Resources and Outdoor Recreation.
