Pritchard, Roberts, Storey and Wilson _________________________________________________________________________________ 398 Apologies for Absence Apologies for absence were submitted on behalf of Councillors Broadley and McCormack. 399 Substitutions Councillors Dawson and C. Pritchard acted as substitute representatives for Councillors McCormack and Broadley respectively. 400 Declaration of Interest Councillor Parkinson declared a prejudicial interest in planning application 11/06/0603 – Land at Brantfell Road, Great Harwood because the applicant was a relative. Councillor Parkinson left the Committee room during discussion of the application. Councillor Parkinson also declared a personal interest in those planning applications that Lancashire County Council had commented upon. 401 Minutes of the last Meeting The minutes of the last meeting held on 12th December 2007 were submitted for approval as a correct record. Resolved - That the minutes of the Planning Committee held on 12th December, 2007 be received and approved as a correct record (NOTE: Subsequent to approval of the minutes Councillor Parkins asked that it be noted that he had spoken in support of the Council’s policy in relation to planning application 11/07/0350 – Former Huncoat Power Station, off Lowergate Road, Accrington.) 402 Recent Appeal Decision The Chief Planning and Transportation Officer submitted a report advising members of a recent appeal decision relating to: 179 11/06/0603 - Erection of one detached dwellinghouse and detached garage – Land adjacent 23 Brantfell Road, Great Harwood Resolved - That the contents of the report be noted. 403 Recent Appeal Against Non-determination of Planning Application The Chief Planning and Transportation Officer submitted a report in relation to an appeal which had recently been lodged against the failure of the Council to determine an application within the statutory time period. Resolved - That the application be refused for the following reason: that the proposed development was considered unacceptable as the high density was out of keeping with that of surrounding development 404 Town and Country Planning Act Planning Applications for Determination The Chief Planning and Transportation Officer submitted a report setting out recommended action on planning applications together with a supplemental report dealing with additional information. Resolved (1) That the following planning applications be approved conditionally (Cat A):- 11/07/0587 62 Petre Crescent, Rishton – erection of two-storey side extension and single-storey rear extension. 11/07/0656 Premier Mill, Arthur Street, Great Harwood – erection of 24 no. houses and 16 no. apartments following demolition of mill. N.B. Ms. Smith, resident spoke at the Planning Committee in favour of the above planning application but asked that the Committee gave consideration to the inclusion of a further condition within the officer’s recommendations 11/07/0692 Cannon Street Baptist Church, Cannon Street, Accrington – Conversion of Church into 16 no. residential apartments. N.B. Mr. Flanaghan, applicant’s agent, spoke at the Planning Committee in favour of the above planning application and in support of the officer’s recommendations for approval. 11/07/0694 Cannon Street Baptist Church, Cannon Street, Accrington – Listed Building Consent: Conversion of Church into 16 no. residential apartments including internal and external alterations. 11/07/0697 Land at Back Lane, Baxenden – erection of 3 no. dwellings. N.B. The Chief Planning and Transportation Officer brought the Committee’s attention to the supplemental information relating to the above planning application in relation to Lancashire County Council’s observations and two further conditions. 180 11/07/0711 10 Paynter Close, Clayton-le-Moors – erection of conservatory to the rear. 11/07/0719 Land at Junction of Town Hall Street and Game Street, Great Harwood – Demolition of derelict building and erection of two-storey office building with accommodation in roof space. 11/07/0733 Whinney Hill Garage, Whinney Hill Road, Accrington – demolition of existing buildings and erection two new units for use as builders’ general stores with ancillary office accommodation. 11/07/0738 Former Garage Site, Pansy Street South, Accrington – Erection of 5 no. two-storey terraced housing with parking to rear. N.B. The Chief Planning and Transportation Officer brought the Committee’s attention to the supplemental information relating to the above planning application, in relation to comments from the Highway Authority, a condition and a further letter of objection from a neighbour. 11/07/0755 75 Brantwood Avenue, Knuzden – erection of extension to existing hipped roof to form gable. N.B. Mrs. Krzystolik, resident spoke at the Planning Committee in objection to the above planning application and against the officer’s recommendation for approval. (2) That powers be delegated to the Chief Planning and Transportation Officer to approve the application subject to the signing of a Section 106 agreement which included the issues and conditions as set out in the report:- 11/07/0455 Land North of Queen Street, Great Harwood – erection of retail superstore (use Class A1) and associated car parking, service yard access and landscaping. N.B. 1. The Chief Planning and Transportation Officer brought the Committee’s attention to the supplemental information relating to the above planning application in relation to the Section 106 contributions to made by the applicant, a letter from the current occupiers of the site, further representations from Co-op, comments from the Council’s retail consultant White Young and Green and inclusion of two further conditions. 2. Mr. Smith, Co-op’s representative, spoke at Planning Committee in objection to the above planning application and against the officer’s recommendation for approval. 3. Mrs. Whitehead, local shop owner, spoke at Planning Committee in objection to the above planning application and against the officer’s recommendation for approval. 4. Mr. Williams, applicant’s agent, spoke at Planning Committee in support of the above planning application and in support of the officer’s recommendation for approval. 5. Councillor Collingridge spoke at Planning Committee in objection to the above planning application and against the officer’s recommendation for approval. (Councillor Collingridge declared that he had a personal interest in this application) 6. Councillor Rahman spoke at Planning Committee in objection to the above planning application and against the officer’s recommendation for approval. It wasn’t the actual act of mapping the routes and taking the reader through So, along with my wife Victoria, we’ve enjoyed over the last several years turn by turn routes, that was the easy part. What has proved to be a really encouraging new or returning riders.     17 Calderstones Branch – During WW1 the military took over the hospital and it became Queen Mary’s Military Hospital. This short lesser known branch line served the hospital and ambulance trains arriving from as far away as Dover. A stile adjacent to the old bridge leads down onto the old track bed and continues a short distance to an adventure playground. Continue along the road passing the Aspinall Arms on our right, crossing the River and turning right immediately after the Hillcrest Restaurant you will arrive at the church entrance. 18 Mitton Hall & All Hallows Church – Mitton Hall is Grade II listed and is thought to have been constructed in 1487. Housing a timber framed Great Hall, only one of a number surviving in Lancashire today the Hall is now a restaurant and hotel. All Hallows Church was first mentioned in 1103 and probably consisted of a wooden Saxon Church. The present gothic styled building dates from 1270 and in the churchyard there are numerous monuments including a 14th Century cross head. 19 At the next junction bear right following the B6243 road to Clitheroe via Edisford Bridge. Approaching Clitheroe take a left turn into Castle View to reach the railway station. 19 Clitheroe – The town’s name is said to derive from the Anglo Saxon for Rocky Hill and is home to possibly the smallest Norman Keep in England and one of the oldest buildings in Lancashire standing atop of a 35 metre outcrop of limestone. There are magnificent views from the top of the Keep and the museum is open to the public.
