GOVERNMENT OF ANDHRAPRADESH ANDHRA PRADESH INTEGRATED IRRIGATION AND AGRICULTURE TRANSFORMATION PROJECT (APIIATP) REQUEST FOR BIDS (RFB) NATIONAL OPEN COMPETITIVE PROCUREMENT Name of Project: ANDHRA PRADESH INTEGRATED IRRIGATION AND AGRICULTURE TRANSFORMATION PROJECT (APIIATP) Contract Title: (Insert name of work) Loan No./Credit No./ Grant No.:__________________________________ RFB Reference No.6/2018-19. Date: 01-06-2018. 1. The Government of India has received/has applied for/intends to apply for financing from the World Bank toward the cost of the Andhra Pradesh Integrated Irrigation and Agriculture Transformation Project (APIIATP) and intends to apply part of the proceeds toward eligible payments under the contract for construction of works as detailed below. 2. Bidding will be conducted through national open competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers, November 2017 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations. 3. Bidders from India should, however, be registered with the Government of Andhra Pradesh or other State Governments/Government of India, or State/Central Government Undertakings. Bidders from India, who are not registered as above, on the date of bidding, can also participate provided they get themselves registered by the time of contract signing, if they become successful bidders. 4. The Superintending Engineer, Irrigation Circle, Visakhapatnam now invites sealed Bids from eligible Bidders for the construction of works detailed below in the table. The bidders may submit bids for any or all of the works indicated therein. Bidders are advised to note the clauses on eligibility (Section I Clause 4) and minimum qualification criteria (Section III – Evaluation and Qualification Criteria), to qualify for the award of the contract. In addition, please refer to paragraphs 3.14 and 3.15 of the “Procurement Regulations” setting forth the World Bank’s policy on conflict of interest. 5. The bidding document (and additional copies) may be purchased by interested eligible Bidders from the office of Superintending Engineer, Irrigation Circle, Visakhapatnam of Visakhapatnam District from 08-06-2018 to 05-07-2018 up to 17-00 hours upon payment of a non-refundable fee (three sets) as indicated in the table, in the form of cash or Demand Draft on any Scheduled/Nationalized bank payable at Visakhapatnam in favour of Pay & Accounts Officer, Works & Projects, Visakhapatnam. Interested bidders may obtain further information and inspect the bidding document at the same address during office hours. Bidding document requested by mail will be dispatched by courier/speed post on payment of an extra amount of Rs.1000/-. The Superintending Engineer, Irrigation Circle, Visakhapatnam of Visakhapatnam District will not be held responsible for the postal delay if any, in the delivery of the documents or non-receipt of the same. 6. Bids must be delivered to the office of the Superintending Engineer, Irrigation Circle, Visakhapatnam of Visakhapatnam District on or before at 15-00 hours on 06-07-2018 and will be publicly opened on the same day at 15.30 hours, in the presence of the Bidders’ designated representatives. If the office happens to be closed on the date of receipt of the bids as specified, the bids will be received and opened on the next working day at the same time and venue. Late Bids will be rejected. 7. All Bids must be accompanied by a Bid Security of the amount specified for the work in the table below, drawn in favour of Pay & Accounts Officer, Works & Projects, Visakhapatnam. Bid security will have to be in any one of the forms as specified in the bidding document and shall have to be valid for 45 days beyond the validity of the bid. 8. A pre-bid meeting will be held on 22-06-2018 at 11-00 hours at the office of Superintending Engineer, Irrigation Circle, Visakhapatnam of Visakhapatnam District to clarify the issues and to answer questions on any matter that may be raised at that stage as stated in ITB Clause 7.4 of ‘Instructions to Bidders of the bidding document. 9. Konda Dora tribe is divided into a number of clans such as Korra, Killo, Swabi, Ontalu, Kimud, Pangi, Paralek, Mandelek, Bidaka, Somelunger, Surrek, Goolorigune olijukula etc., Konda Dora are very dominant in the district. Frequent field trips were conducted in Konda Dora rich areas to collect the Traditional Botanical Knowledge and Ethno- medicinal plants used by the Konda Dora. Because of modernization, all the ethno-botanical knowledge is declining day by day, so there is an urgent need to document the knowledge of ethnic people. Here 68 plant species belong to 63 genus of ethno- medicinal value were recorded from Visakhapatnam district of Andhra Pradesh, India. INTRODUCTION Tribal communities are considered to be forest dwellers living in harmony with their environment. They depend heavily on plants and plant products for making food, forage, fire, beverages and drinks, dye stuff and colouring matters, edible and non-edible oils, construction of dwellings, making household implements, in religious ceremonies, magico-religious rituals etc. a close association with nature has enabled tribal people to observe and scrutinize the rich flora and fauna around them for developing their own traditional knowledge and over the years, they have developed a great deal of knowledge on the use of plants and plant products as herbal remedies for various ailments.

The aim of the present study is to enumerate the ethnomedicinal information from PTGs (Primitive tribal groups) of Koyyuru Mandal, Visakhapatnam District, North Coastal Andhra Pradesh, India. Ethnomedicinal plant information has been collected through several field trips and also by means of personal interviews from local tribal people/doctors. Based on the conference from the local tribal doctors and through discussions with them, a total number of 74 ethnomedicinal plant species with 70 genera of 43 families used to treat a total number of 59 diseases were collected. A small number of plants were used as medicine directly and remaining plants are used in mix together with other plant species. The significant use of each ethnomedicinal plant was obtained in consideration of available information from the local tribal doctors. Most frequently the plant leaves were used for preparing ethnomedicine. It is evident that the collected ethnomedicinal plants have significant medicinal value for one or more diseases. Fewer plants were noticed intended for healing two or more therapeutic values. Abstract This thesis explores the contestation over a bauxite mining project in the State of Andhra Pradesh which includes a number of factors that may be seen as producing conflicts over both the physical environment and equitable, inclusive development for very vulnerable people. A key issue at stake is an alternative use of land in the constitutionally protected Scheduled Areas for mining rather than low intensity cultivation and extraction of forest products. The strategic policy choice is either to prioritize the protection of tribals from absolute poverty or to promote economic growth through mining, reflecting alternative visions of development and justice. In the background to the current conflict is the Supreme Court ‘Samatha Judgement’ of 1997, at the time hailed as re-affirming the right to land for Scheduled Tribes in central India. But this judgement has been restricted on appeal to only the State of Andhra Pradesh. And not only has its jurisdiction been limited, since 2005 new attempts are being made to open up this land for large scale mining in joint ventures between the State government and private investors in Andhra Pradesh itself.

The proposal had been earlier placed before the FAC in its meeting held on 3rd-4th April,2013 and observations and rrecommendations of the Forest Advisory Committee held on 3rd -4th April, 2013 as below were considered: 4. Legal status of the land to be diverted is Reserved Forest. The density of the vegetation is 0.30 5. The forest land proposed for diversion contains 16,586 poles and 53318 trees . Important species available present are Acacia planiforns, Trema politoria, Glycosmis pentaphylla, Santalum album, Dodonaea viscosa, Canthium parviflorum, Pavetta tomentosa, Ziziphus xylopyrus, Manilkara hexandra, Cissus quandrangularis, Glycosmis , Ziziphus oenoplia, Desmodium gangeticum, Wrightia tinctoria, Atalantia monophylla, Carissa spinarum, Aganosma caryophyllata, Cassia siamea, Borassus flabellifer, Andrographis paniculata, Hemidesmus indicus, Aristolochia indica, Broom, Artemisia vulgaris, Phoenix sylvestris, Sapindus emarginatus, Aegle marmelos, Syzygium cumini, Cassia auriculata etc, 6. The area is plain to slightly sloping and is not vulnerable to any kind of erosion.

    Briefing May 2017 India and challenges ahead in the Indo-Pacific region Opportunities for cooperation with the EU SUMMARY Lying in the middle of the Indian Ocean, India relies heavily on the ocean for its energy and trade, but also faces both conventional and non-conventional security challenges which the ocean presents. At the same time, its operational theatre is widening to include a bigger geopolitical region: the Indo-Pacific, including the South China Sea. Alongside this broadening horizon, India needs to reckon with an emerging actor: China. Not only has Beijing's military presence in the Indian Ocean increased considerably, but it has been planning naval bases and civilian port infrastructure in a region in which India has traditionally enjoyed maritime prominence. China's 'string of pearls' strategy has left New Delhi feeling 'encircled'. Major efforts to modernise the Indian navy and to enhance cooperation and alliances in the region suggest that India is taking the challenge seriously. However, missing from this framework are a comprehensive maritime policy, a single body in charge of coordinating Indian maritime policies and interests, and a more developed shipbuilding sector. Besides, there is no effective agreement or mechanism for multilateral cooperation on maritime security in the Indian Ocean. Since 2008, the EU has been a successful net security provider in the western part of the Indo-Pacific region through its Operation Atalanta / EU NAVFOR Somalia anti- piracy deployment. Adopted in 2014, the EU's new maritime security strategy offers opportunities to further develop its cooperation with India on maritime issues and in particular on non-conventional security issues, in order to upgrade bilateral relations.

Visakhapatnam is also oftenly called as the Metropolitan City of Andhra Pradesh has developed a lot since last decade. Major Industries are setup in the district especially in the Head quarters because of the Seaport. India's First Shipping Yard - Hindustan Shipyard, Visakhapatnam Steel Plant, producing quality steel are the major industries found. Visakhapatnam Port - which is called as the Natural Harbor because of the Natural formation of the mountain peaks of the shape of Dolphin Nose emerging from the sea, making this Port an unique one.
