1. Welcome: John Dall’Amico opened the formal part of the meeting at 6.39pm and welcomed all present. 2. 5. Correspondence addressed to AGM It was noted that there was no correspondence addressed to the AGM.

6. Presidents Annual Report John Dall’Amico provided an overview of Residents 3000, its aims and activities during the past year, including consultation with government, police, Neighbourhood watch and other associations and groups. He also noted that Residents 3000 have also been building relationships with council, and considering partnerships and mutual beneficial arrangements with various groups, including the Royal Historical Society of and Neighbourhood Watch. John advised that he had been invited to sit and advise on the Waste Management Program to oversee the preparation of the 2015 – 2018 Waste Management Plan, and that he also represents Residents 3000 on the CORBA and the Police Community Consultation Committee. This led to discussions and a pilot study of crime prevention, and the subsequent $20,000 community grant application lodged by Residents 3000. He noted that should the application be successful Residents 3000 will partner with Victoria Police, The department of Criminology and Neighbourhood Watch, with the aim of the research project to engage diverse groups of residents, including international students.

The President provided an overview of the events held during the year, i.e. the Street Art and Graffiti event held in May, Meet the Candidates held in October, leading up to the State election, and the monthly social event at the Kelvin Club. He also provided an overview of other projects such as Drill Hall, Laneway beautification, and involvement in planning objections and recommendations. He also mentioned some of the projects being considered for 2015.

John Dall’Amico noted the sad passing of Prof. John Price on 2nd July. John Price had been a valued member of the committee, who had contributed greatly and was passionate about the city and saving the integrity of the Queen Victoria Market. John Price had also raised the possibility of organising a Neighbourhood street party, a concept which the committee hopes to bring to life.

The President thanked the committee for their support and contribution and particularly to Sue Saunders who brought valuable change in the website upgrade, branding and communication, introduction of PayPal, whilst also being interim Treasurer. He also thanked Rauni Fertin for filling the casual vacancy as a result of John Price’s passing. He also acknowledged and named those who have recently agreed to assist the new committee in 2015, and thanked all who nominated for the 2015 committee.

7. Treasurer’s Annual Financial Report Sue Sanders, the interim Treasurer had prepared the annual accounts which were available at the meeting, and had also previously been distributed to and accepted by the committee.

Sue Saunders advised that since taking over as interim Treasurer that the accounts had been transferred to MYOB, and that invoices are being paid by EFT. She noted that a PayPal account has been set up so that members can easily renew, and new members join. It was also noted that a new FileMaker database had been set up and being developed to keep a record of all memberships and payments, with the aim to have a database able to easily manage a larger membership, with more members joining.

Sue Saunders noted that as at 23 November 2014 the balance in the account was $8,418, with a loss of $1,272, but despite the loss, that the organisation was sound. It was also noted that should the $20,000 COM grant application lodged by Residents 3000 be successful, that the funds have been earmarked to go to the Melbourne University research project.

A discussion was held with regards to funding and how the committee plans to increase membership. It was noted that should the $20,000 COM grant application be successful, that the opportunity would be taken for it to be used as a membership drive. A new flyer promoting Residents 3000 had also recently been produced for letterbox distribution, with all members encouraged to assist in distribution where possible. It was also noted that where possible the intention was to submit articles and to promote Residents 3000 in the CBD News, which is run by Shane Scanlon, also a Residents 3000 member.

8. Election of Committee: Motion: That all committee members be elected at this meeting, but that the election of the President, Vice-President, Treasurer and Committee Secretary be deferred to the first committee meeting. Moved: John Dall’Amico Seconded: Doug Reynolds MOTION CARRIED

John Dall’Amico noted that the committee had been limited to nine committee members as agreed by the previous committee and advised to members, however that additional nominations could be made and the size of the committee decided at the AGM.

Shelley Roberts nominated herself at the meeting to join the committee as a tenth committee member.

9. General Business In response to a question raised by Phillip Aitken, Robyn Bunting advised that one of the potential events being considered for next year would be regarding Owners Corporations, where the Strata Community Australia (VIC) would be invited to attend. She also provided an overview of some of the ideas being considered for 2015 regarding marketing, membership and events, including increasing membership and attendances at events, and invited input from members.

10. Introduction of Guest Speaker Andrew Wailes John Dall’Amico welcomed Andrew Wailes, the Music Director and Chief Conductor of the Royal Melbourne Philharmonic Choir and Orchestra (RMP) who had been invited as guest speaker. Andrew provided an interesting and informative overview of the history of the group which was initially founded in 1853, up to the present day, including current and upcoming concerts and performances.

Andrew Wailes also provided information about the current status of the RMP including that their tenancy is in jeopardy at the Drill Hall where they are a fellow tenant with a number of other organisations who also have long and distinguished histories of their own, including the Royal Historical Society, founded in 1909.

11. RMP Choir Andrew Wailes had brought along a small component from the RMP choir who delivered a short, well- received performance to the AGM.

12. Close formal meeting. With no other formal business the meeting was closed at 8.02pm. Guests were invited to partake in refreshments and to mingle.

Residents 3000 Presidents annual report 2014

It gives me great pleasure to present my first annual report as President. We commenced the year with a small constitutional dilemma. However by the first committee meeting the position of President was locked in and it was all systems go. Residents 3000 is a community association representing diverse groups of residents living in the Melbourne CBD. The committee’s aim throughout the year was to engage with the residents and promote the wellbeing, amenity and create a sense of community for the Melbourne CBD. In order to explore those possibilities we consulted with all levels of government, including Federal, State and local, including Police, Neighbourhood watch and other likeminded associations and groups. Throughout the year we continued to build relationships and making ourselves known to the relevant council staff members particularly in the areas of recycling, laneway beautification, graffiti, waste management , urban landscapes, Neighbourhood and planning. We have continued to discuss partnerships and mutually beneficial arrangements with the Royal Historical Society of Victoria and Neighbourhood watch. I have accepted an invitation to sit and advise on the Waste Management Program established to oversee the preparation of 2015-2018 Waste Management Plan. We are represented on CoRBA and the Police Community Consultation Committee. Discussions with police initially lead to a pilot study of crime prevention in high and medium rise residential buildings. The responses to the proposed project proved overwhelmingly positive with residents from three buildings reinforcing the capacity of the survey to reduce risk-generating behaviours.

The positive outcome has seen us apply for a $20,000 community grant. Titled Engaging CBD residents in “Crime prevention” Self-Assessment. The aim of the project is to engage diverse groups of residents. Including international students. Studies have found that ethnic-minority communities are at a disproportionate risk of social exclusion and crime victimisation.

If the application is successful we will partner with Victoria Police, The University of Melbourne department of criminology and Neighbourhood watch.

Functions and Events

Street Art and Graffiti – 22nd May Following the release of the City Of Melbourne Graffiti Policy 2014 we conducted a forum to find out how this would affect our city and our residents. The panel consisted of Council staff, Graffiti artists, tour guides, police and residents. It was a well attended event and gave the attendees the opportunity to determine for themselves the value of graffiti/street art in our streets.

Meet The Candidates - 20th October Jennifer Kanis Labour, Greens and Joel Murray Sex party formed the panel. I moderated. Each candidate gave a 15 minute campaign speech followed by questions. It was an interesting evening. A lot of work went into the organising of the event. Unfortunately it was a poorly supported event. Perhaps we could blame a short lead time or perhaps politics is the last thing we need to be hearing at 7pm at night.

Monthly social event at the Kelvin Club The monthly social gathering at the Kelvin club Co-hosted by the East Enders and Residents 3000 provides an opportunity to meet neighbours and create the sense of community.

Projects Drill Hall Home to The Royal Melbourne Philharmonic Choir and Orchestra and the Royal Historical Society of Victoria appears under threat. We have had discussions with some key people in order to get a sense of what possibilities may exist. Our current focus is on seed funding so that we can at least start to put a framework to the project. Next step is to identify the skills and the people required for the working group and set about recruiting them. Once this is in place we can get down to the job of putting a plan together.

Laneway beautification In cooperation with Gerard Kelly President of City Precinct Traders Association and Julie Francis, Councils Green Infrastructure Coordinator we are exploring ways in which our two associations can work together to improve the appearance of our laneways. Our long term aim is to create a sense of community. Provide a sense of wellbeing and a degree of safety and improve the quality of life for our residents and traders. We would love to see more laneways becoming places for residents to enjoy rather than places to avoid.

Objections and Recommendations: We are always keen to hear from concerned residents or groups regarding either planning issues or matters relating to gambling and Liquor regulations. We submitted a number of objections and recommendation throughout the year to both the City of Melbourne and The Victorian Commission of Gambling and Liquor Regulation with mixed results

Projects worthy of consideration in the coming year: A structured approach to Planning concerns. A Cigarette butt “clean-up” campaign. Neighbourhood street parties.

Which brings me to the sad part of my report. On Wednesday 2nd July 2014 we had the unforseen passing of a valued member of our committee who made some major contributions during the first part of the year. John Price was passionate about the city. Was committed to saving the integrity of the Queen Victoria market and was committed to keeping the developers honest. He was very neighbourhood focused and raised the possibility of organising a neighbourhood street party. We hope to be able to bring his concept to life.

I would like to thank the committee for their support and contribution. To Rauni Fertin for filling the casual vacancy as a result of John Price’s passing Particularly to Sue Saunders who brought about valuable change and upgrades to the website and took charge of our new branding. Sue introduced PayPal as a payment tool and took control of all our communication matters. And without much prompting took on the role of Interim Treasurer.

I would also like to acknowledge people who have recently put up their hand to assist the new committee in 2015 Rafael Camilo – Events, Crowd Control. John Eltham – Project Management, specifically related to the $20,000 community grant Gaye Patterson – Graphic Design and publishing Steven Myrtrza - membership database, invites and bookkeeping.- Duncan Lester - software engineer data base management.

Our committee meetings this year have moved from the library to the kelvin Club, which I believe has proved a success.

I ask that you be proactive and promote Residents 3000 to your neighbours. We will in return comment and if necessary act on issues impacting on our members. A strong membership base equals a strong voice.
