Vol. III. No. 22 U. S. Naval Operating Base, Guantanamo Bay, Cuba Saturday, 12 June 1948 REAR ADMIRAL W. K. PHILLIPS, U.S.N. CAPTAIN BATTLE DEPARTS GTMO. ON THE ASSUMES COMMAND OF GUANTANAMO PRESIDENT ADAMS Rear Admiral W. K. Phillips, USN, Commander Naval Operating Base, Guantanamo Bay, Cuba, as of 1100, 1 June, was appointed to the U. S. Naval Academy from Georgia in 1913. He graduated with the commission of Ensign in June of 1917, with the Class of 1918.

RAINFALL NOT A RECORD Contrary to popular belief on the Base, the heavy rains of 1 - 4 June did not set a record for rain- fall in an equivalent period of time. However, it now occupies. second place for that rather dubious honor. The total amount of rain for the recent period was 16.63 inches, an average of 4.16 inches a day, with the highest day reaching 4.32 in- ches on 1 June and the highest six hour period totaling 3.13 inches during the afternoon of that day. Meteorological observations have been taken only since 1931 so no records exist for any previous peri- od. However, June 1933, shows a startling resemblance to June, 1948, in that for the first six days a total 'Commodore' Battle and family rainfall of 19.98 inches fell, departed Guntanamo on the Presi- followed by an extended period of dent Adams good weather.
