He has a degree in Electronics Engineering (1974) from the Aeronautics Technological Institute (Electronics) - São José dos Campos, Brazil; a PhD in Meteorology (1983), from the Massachusetts Institute of Technology (Meteorology); and was a visiting scientist at the University of Maryland, USA, 1988.

He is the National Secretary for R&D Policy in the Ministry of Science, Technology & Innovation of Brazil, since February of 2011; He was Chair of the International Geosphere - Biosphere Programme (IGBP) (2006-2011), Director of the Center for Earth System Science (2008-2010) and of the Center for Weather and Climate Forecasting (CPTEC-INPE) (1991-2003).

His scientific carrier was dedicated to the Amazon region, where he developed pioneer research on the climate impacts of deforestation. He is Member of the Brazilian Academy of Sciences and Member of The World Academy of Sciences - TWAS. He has co-authored over 140 scientific articles, books and book chapters Jacob Palis President, Brazilian Academy of Sciences

Jacob Palis obtained his Ph.D. in Mathematics from the Univ. of California, Berkeley, in 1967, under the guidance of S. Smale, a Fields Medalist in 1966. Since then he has been working at the National Institute for Pure and Applied Mathematics (IMPA). He is the author of 85 research papers, published in renowned journals and the adviser to 41 Ph.D. dissertations. He was awarded national and international prizes such as the Prêmio Moinho Santista in 1976, TWAS Prize in Mathematics in 1988, Brazilian National Prize in S&T in 1990, Inter American Prize for Science in 1995, Mexico Prize for S&T in 2001, Trieste Science Prize in 2006, International Prize Accademia Nazionale dei Lincei in 2008, and the Balzan Prize in Mathematics in 2010.

Among the distinctions he has received, there are the Grand-Croix Brazilian Order of Scientific Merit in 1994 and the French Chevalier de la Legion d Honneur in 2005, as well as being awarded honorary doctorates from several Brazilian and foreign universities. Recently he has been honoured with two Chinese distinctions: Honorary Einstein Professor, from the Chinese Academy of Sciences (CAS) and Honorary Professor from the Peking University. He is a member of fifteen Academies of Sciences: Brazilian (1970), TWAS (1991), Latin America (1992), Indian (1996), Chilean (1997), Mexican (2000), US National (2001), French (2002), European (2004), Norwegian (2005), Russian (2006), Indian National (2008), Leopoldina (2010), Nazionale dei Lincei (2010), and Lisbon (2011). He is currently the president of

the Brazilian Academy of Science, and was former president of TWAS and of the International Mathematical Union. Palis works in the global theory of dynamical systems and recently formulated a research programme aiming at the description of a typical trajectory of a typical system. If proved to be correct, it may have important implications concerning uncertainty of future predictions of dynamical models for natural phenomena and otherwise. The programme has spurred much research worldwide and relevant partial results are already available.

José A. Marengo Chief, Earth System Science Center (INPE), Full Member, Brazilian Academy of Sciences

Jose A. Marengo holds a B.S. degree in Meteorology from the Universidad Nacional Agraria (1981) in Lima, Peru, a M.S. degree in Water Resources from the Post Graduate School of the Universidad Nacional Agraria (1987), and a Ph.D. degree in Meteorology from the University of Wisconsin - Madison (1991) in the US. He did post- doctorate research at the NASA GISS and Columbia University in New York, and at the Florida State University in Florida, USA, on climate modeling. He is currently a senior researcher at the National Institute for Space Research (INPE) in São Paulo, Brazil. He was coordinator of the Climate Forecast at CPTEC INPE and currently he is the Chief of the Earth System Science Center (CCST) at INPE, where he works on climate and global change. He is a professor at INPE’s Post Graduate School in Meteorology and Earth System Science. He is a member of several international panels of the United Nations on climate change (IPCC, WMO) and a member of working groups in Brazil and abroad about climate change and global change. He is a consultant in the area of environmental studies of global change, climate modeling, impacts, vulnerability and adaptation to climate change and a reviewer of several scientific journals and national

and international funding agencies. He has authored more than 200 articles, book chapters, books, technical reports and conference papers. He is currently involved in several research projects with Brazilian, British, French, Japanese and American institutions, and actively participates in teaching activities and research orientation, in addition to being an active member on several boards on climate & hydrology, and climate & global change. He is the coordinator of research projects nationally and internationally, and has held administrative positions at INPE and at the Brazilian Ministry of Science Technology and Innovation; he is a member of the Scientific Committee of the Brazilian Panel on Climate Change, main author of the IPCC AR4 and AR5 WG1 and 2, and is a member of the Brazilian Academy of Sciences. Agostinho Tadashi Ogura, Researcher at the Environmental Risks Laboratory of the Institute of Technological Research of the State of São Paulo S/A – IPT

He is a Geologist with a degree from the Institute of Geosciences of the University of São Paulo (1981); a Researcher Geologist of the Institute of Technological Research of the State of São Paulo S/A – IPT, since 1982, on Disaster Risk Management, Environmental Geology and Engineering Geology; Coordinator of the Natural Disaster Prevention Research Group of the Institute of Advanced Studies – IEA of the University of São Paulo, from 1995 to 2003; and Director of the Center for Natural Disaster Monitoring and Alert – Cemaden, from November 2012 until August 2013.

Richard H. Murray Special Advisor and Head of Liability Regimes Project, The Geneva Association

Mr. Murray has pursued his interest in legal liability as a broadly influential social, political and economic force throughout a career of unique responsibilities. His appointments have included 15 years as General Counsel for Touche Ross, the one of the Big 8 audit firms, 5 years as Chairman and CEO of the London based Minet Group (now part of Aon), 8 years as Global Head of Legal and Regulatory Affairs at Deloitte and Touche and 8 years as Chief Claims Strategist at Swiss Re. In these positions mr. murray held global responsibilities, traveling frequently to Asia. He served as Advisor in the formation of the Hong Kong based Asia Business Council from 1998-2002.

Following retirement from Swiss Re, Mr. Murray formed Liability Dynamics Consulting LLC in New York, has worked with the Geneva Association as head of the Liability Project and of the Liability Sub Committee of the Climate Risk and Insurance initiative, and has been the Chairman of the Center for Capital Markets at the US Chamber of commerce in Washington DC.

Mr. Murray serves on the Boards of the Center for Strategic Financial innovation in London, Oxford Analytica in the UK and was a Member Of the US Treasury Committee on the Audit Profession. He was educated at Harvard, practiced as a trial lawyer in the US and served for 10 years on the Board of IMD in Lausanne.

Ina Ebert Leading Expert Liability/Insurance Law, Munich Re

Prof. Dr. Ina Ebert is an expert on liability law and emerging risks. Before joining Munich Re in 2005 she taught civil law and legal history at several German law schools. She publishes widely on liability law, especially in regard to mass litigation, punitive damages, climate liability and liability risks resulting from new technologies.

Jorge Claude General Manager, Insurance Association of Chile

Jorge Claude holds a Bachelor's Degree on Civil Engineer with specialization in structure, from Universidad de Chile. He also earned a MS in Economics and Business Management from the Instituto de Estudios Superiores de la Empresa (IESE), Barcelona, Spain. He started his career at Universidad del Norte, Chile, where he held positions as Academic Vice President, Economic Vice President, Dean of Faculty of Economics, and professor of Finances. Afterwards, as the Finance Manager of Banmédica S.A, he started activities of an insurance company oriented to annuities (1991), and an AFP (Pension Fund Administrators), in 1993. Next, he was CFO of Banrenta, a life insurance company. He worked as the Head of Studies of the Business Administration program at Universidad de los Andes, and later, as Head of Studies of the Center of Executive Programs, at ESE, Universidad de los Andes. To the date, he holds a position as professor on the Business School of said university.

He has served as member of the Risk Classification Commission of the AFP (on behalf of the Pension Fund Administrators), and as member of the Board of Directors of different companies. As CEO of the Asociación de Aseguradores de Chile A.G. (Chilean Insurance Association) he has assumed international positions, becoming Secretary General of FIDES during two periods. In September 2012, he was appointed Executive Vice President of the Asociación de Aseguradores de Chile A.G.

Álvaro Sílvio Feijó de Souza, Civil Defence of Campinas (SP)

Municipal Public Servant, for 26 years, stationed in the Chief Cabinet Secretary, he has served in the Departments of Social Promotion, Sports, Culture and Tourism. Later, he received an invitation from Mr. Sidnei Furtado Fernandes to support the implementation and structuring of the Civil Defense of Campinas, the first Brazilian city to be certified by the United Nations (UN) as a city, model of good practice in building resilience to reduce risks and natural disasters, where he has now been for 22 years. He has served as a Civil Defense agent, Operations Coordinator, Disaster Management Coordinator, Director of Civil Defense of Campinas and is now currently serving as the Assistant Coordinator of Civil Defense in the Region of Campinas, supporting Mr. Sidnei Furtado, Coordinator of the Administrative Region of Campinas (REDEC I/5). He concluded an Intensive Business Administration course from the School of Business Administration, and a degree in Physical Education from the Pontifical Catholic University of Campinas (PUCC). He was acknowledged for his professional dedication, being awarded a diploma and a medal for his services rendered to the Civil Defense of Campinas for over 10 years. He is the Chairman of the Technical Chamber of Sustainable Development of the City of ; was the former president of the Technical Chamber of Metropolitan Governance and Sustainable Development in Rio de Janeiro, president of Pereira Passos Institute, president of the Brazilian Institute of Geography and Statistics (IBGE), Executive Secretary of the Supreme Council of State Owned Enterprises (CONSEST) of the state of Rio de Janeiro, among other positions he has held. The Carioca Sergio Besserman is an economist with a master’s degree in Public Sector Economics from the Pontifical Catholic University of Rio de Janeiro (PUC – Rio). With regards to academics, he is a professor of Economics at PUC-Rio, was previously a member of the Municipal Council of Education - SME / RJ, professor of the latu-senso postgraduate course on Environmental Analysis and Assessment of the Department of Geography and Environment at PUC- Rio, having been a tenured professor of the Department of History of the Universidade Federal Fluminense and deputy coordinator of the graduate course of the Department of Economics, of the Pontifical Catholic University of Rio de Janeiro - PUC / RJ. Sérgio Besserman is also the Executive Secretary of the Strategic Information Council of the city of Rio de Janeiro – CIDE Foundation, member of the Board of the World Wildlife Foundation – WWF – Brazil, member of the Advisory Board of the Teotônio Vilela Institute, member of the Interministerial Commission on Climate Change (from 1999 to 2003), leader of the Thematic Chamber of Dissemination of the Brazilian Forum on Climate Change, member of the Brazilian Diplomatic Missions to the Conferences on items 4 and 7 of the UN Convention on Climate Change, member of the Business Council for the Development of Rio de Janeiro of the Commercial Association of Rio de Janeiro, among others. He is also a speaker on sustainability and urban economy on several media groups, possessing diverse commendations and awards, with over 30 published works.
