51 Chapter 4 The Report of Children Overboard: Dissemination and Early Doubts Introduction 4.1 As discussed in the previous chapter, the report that a child or children had been thrown overboard from SIEV 4 originated in the telephone conversation between Commander Banks and Brigadier Silverstone on the morning of Sunday 7 October 2001. 4.2 At about 11.15am (AEST) on the same day, that report was made public by Mr Philip Ruddock, Minister for Immigration and Multicultural Affairs, during the course of a press conference.1 As Ms Jennifer Bryant remarked in her report: In total, only around four hours elapsed between the commencement of boarding [of SIEV 04 by HMAS Adelaide] and reports [of children thrown overboard] being made public in the media.2 4.3 In this chapter, the Committee first discusses how an oral and uncorroborated report made in the midst of a complex tactical operation came to be disseminated so quickly and so widely. The Committee then outlines how doubts concerning the veracity of the report arose in the Defence chain of command, and the point at which different elements in that chain reached the conclusion that the incident had not occurred. Finally, the Committee discusses how photographs taken of the sinking of SIEV 4 on 8 October came to be publicly misrepresented as being photographs of the ‘children overboard’ event. 4.4 In the following chapter, the Committee will consider the role played by a range of agencies and individuals in relation to attempts to correct the original and mistaken report that children had been thrown overboard. -

“No Mere Child’s Play”: The Canadian Cadet Movement and the Boy Scouts of Canada in the Twentieth Century by Kevin Woodger A thesis submitted in conformity with the requirements for the degree of Doctor of Philosophy Department of History University of Toronto © Copyright by Kevin Woodger 2020 “No Mere Child’s Play”: The Canadian Cadet Movement and the Boy Scouts of Canada in the Twentieth Century Kevin Woodger Doctor of Philosophy Department of History University of Toronto Abstract This dissertation examines the Canadian Cadet Movement and Boy Scouts Association of Canada, seeking to put Canada’s two largest uniformed youth movements for boys into sustained conversation. It does this in order to analyse the ways in which both movements sought to form masculine national and imperial subjects from their adolescent members. Between the end of the First World War and the late 1960s, the Cadets and Scouts shared a number of ideals that formed the basis of their similar, yet distinct, youth training programs. These ideals included loyalty and service, including military service, to the nation and Empire. The men that scouts and cadets were to grow up to become, as far as their adult leaders envisioned, would be disciplined and law-abiding citizens and workers, who would willingly and happily accept their place in Canadian society. However, these adult-led movements were not always successful in their shared mission of turning boys into their ideal-type of men. The active participation and complicity of their teenaged members, as peer leaders, disciplinary subjects, and as recipients of youth training, was central to their success. -

MILITARY Ultimate test of leadership under stress The Navy’s Perisher submarine command course is celebrating its centenary Ali Kefford April 15 2017 The Times Lieutenant-Commander Dan Simmonds on a Perisher exercise aboard HMS Talent BRAD WAKEFIELD Standing between Russia’s increasingly assertive Northern Fleet submarines and British shores are the Royal Navy submarine captains, deemed the most “feared” in the world by Tom Clancy, the author of The Hunt for Red October. Their reputation is based on the officers’ ability to push a boat and her crew confidently to the very edge of what each is capable of, acting aggressively but without becoming rash or endangering the lives of those on board. These skills are honed on an infamously brutal command course, a century old this year, known within the service as “Perisher”, because the 35 per cent who fail can never serve underwater again, making a decade’s sea preparation redundant. Perisher is knowingly unforgiving; the submarine service’s responsibilities are too complex, perilous and crucial to British defence for it not to be. In addition to keeping the nuclear deterrent on permanent patrol, its other key tasks include the launching of cruise-missile attacks, the planting of boats off enemy shores to soak up intelligence, and covertly deploying the Special Boat Service. Those running the operations must be devoid of fear — and they are. “The underwater world is still very largely impenetrable. And, as long as that remains so, it will dominate the surface of the sea, and the sky above, and the space above that,” says Admiral Sir George Zambellas, the former First Sea Lord. -

HMCS Haida, Canada’s most famous warship, saw distinguished service with the Royal Canadian Navy in World War II, the Korean conflict and the Cold War. Decommissioned in 1963, she was designated as a national historic site in 1984 because of her role in naval combat and because she is the last of the Tribal class destroyers once used by three navies. THE ROYAL CANADIAN NAVY 1087 each is responsible for anti-submarine operations involving RCN and RCAF forces in his Command. The 20 Naval Divisions of the Royal Canadian Naval Reserve are under the over-all command of the Commanding Officer Naval Divisions, with headquarters at Hamilton, Ont. There are naval staffs in London, England, and Washington, D.C., U.S.A., to maintain liaison with the Royal Navy and the United States Navy. As a result of Canada's NATO commitments, officers of the Royal Canadian Navy serve on the staffs of: the Supreme Allied Commander, Atlantic, at Norfolk, Va., in the United States; the Commander-in-Chief, Eastern Atlantic Area, at Northwood in Britain; and the Com mander-in-Chief, Western Atlantic Area, at Norfolk, Va. The Flag Officer Atlantic Coast holds the NATO appointment of Commander, Canadian Atlantic Sub-Area. The strength of the RCN on Aug. 31, 1964, was 20,276 officers, men and women in the regular force and 2,875 in the reserve force. Operations at Sea, 1963-64.—During 1963, ships of the RCN spent more than 5,700 days at sea and steamed over 1,000,000 nautical miles on exercises, training exercises, patrols and on passage; naval aviators flew over 5,370,000 nautical miles in 35,600 hours flying and made 3,836 day and night deck landings on board HMCS Bonaventure. HMCS Provider, a 22,000-ton replenishment ship, joined the fleet in September 1963 and, by Sept. 1, 1964, four new Mackenzie class destroyer escorts and one Annapolis class had also joined and one was under construction. -
