PRINCIPAL’S MESSAGE Dear Lincoln Students and Families:

It is my pleasure to welcome you to Lincoln Elementary Community School, home of the lions, where the staff are inspiring lifelong learners and leaders one person at a time. The faculty joins me in saying we’re happy to have you as a part of the Lincoln Family. We hope this year will be a successful and satisfying year for you.

We are a MTSS (Multi-Tiered System of Support) School. We screen our students three times a year, provide interventions during the school day and respond to the needs of students through core instruction. We are also a Community School where we remove all barriers to the education of the whole child by partnering with community organizations, families and individuals to address social, emotional and academic needs. We are a Professional Development School where we partner with East Stroudsburg University and host students who choose to become future educators, as well as have opportunities to receive professional development from the University faculty. Lastly, we are a Leader In Me School where we recognize students, staff and families as lifelong leaders. We teach and practice Stephen Covey’s 7 Habits of Highly Effective People.

The pages of this handbook are filled with information regarding school policies and procedures. Families and students are advised to review the contents together. If you have any questions, please call the school office. Open and clear communication between the school and home is important to the success of our educational program.

We welcome your participation and support this year and invite you to become involved with the Lincoln Parent-Teacher Organization (PTO). Working together, we will be able to reach our collective and individual goals and celebrate the achievement of our students.

LINCOLN ELEMENTARY SCHOOL STUDENT & FAMILY HANDBOOK

ARRIVAL & SCHOOL HOURS • School hours are from 8:55 AM to 3:40 PM each day. • Students should NOT arrive earlier than 8:55 AM • School doors will not open for students until 8:55 AM • These procedures are designed for the safety and well-being of your child. • Students are considered to be late at 9:05 AM

ATTENDANCE • Regular attendance is essential to your child’s education. • All students are required to attend school daily and arrive to school on time. • School begins at 8:55 AM. • Students who arrive after 9:05 AM will be recorded as arriving late. • Tardy minutes and the time students are picked up early from school will be calculated. Excessive lateness to school may and will result in disciplinary referrals and/or a referral to the Attendance Officer.

ABSENCES: • A maximum of ten (10) absences are allowed for the entire school year.

• Excused Absence: An absence is excused if a parent note is sent in within three (3) school days of a student’s return and the reason is in alignment with the school district guidelines for excused absences. These absences are cumulative. They will count towards the 10 days of absence that are allowed for the school year. All absences beyond the 10th absence will require a doctor’s note.

• Pre-Approved Educational Family Vacation: Absences for EDUCATIONAL family vacation days must be pre-approved by the building principal. An Educational Family Vacation Form must be completed, submitted and approved prior to the educational vacation. Days requested beyond 5 days will require a note to be submitted along with the Educational Family Vacation Form.

• Un-Excused or Unlawful Absences: Any day for which a written excuse is not submitted within 3 days of a student’s return to school, or if the reason of absence is not in alignment with the school district guidelines for excused absences is un-excused and will be considered and unlawful absence. Absences that occur after 10 days of absence that do not have a doctor’s note are considered to be an un-excused or unlawful absence. THREE UNLAWFUL ABSENCES WILL RESULT IN WRITTEN NOTICE OF THE COMPULSORY ATTENDANCE LAW AND MAY RESULT IN PROSECUTION PURSUANT TO THE PA SCHOOL CODE.

• Absences that DO NOT count towards the 10 days allowed for the year are: suspension from school, illness verified by a doctor’s note submitted within three (3) days of a student’s return, death in the family – from the date of the death until two (2) days after the funeral, religious holidays and school-sponsored activities.

BIRTHDAY CELEBRATIONS To align with District, State, National and Allergy Wellness Guidelines, all Bethlehem Area School District elementary schools are being directed to follow the practices outlined below: • BIRTHDAY CUPCAKES, SNACKS OR GOODIE BAGS WILL NOT BE DISTRIBUTED AND SHARED WITH THE CLASS! • Individual student birthdays will be recognized daily during morning announcements. • Parents are asked to donate a book or educational item to share with the class. • To avoid allergic reactions, cupcakes, soda, and any kind of food are prohibited.

BREAKFAST • Breakfast will be served in the classrooms at 8:55AM. • Breakfast is available for all students. Families will be charged according to the student’s lunch status. If a student has a “Free Lunch” status, breakfast will also be free. If a student has a “Reduced” status, breakfast will also be “Reduced”. If students have a “Full Pay” status, breakfast will also be “Full Pay”. If a student brings lunch to school, a student may also bring a light snack for breakfast.

BUS LANE • Buses and Day Care vehicles, ONLY, are permitted to enter and park in the bus lane, located in front of the school, from 8:45AM – 9:15AM and 3PM – 4PM. • All other guests are prohibited from entering during these times. It is a violation of the bus safety rules.

CHANGES IN STUDENT INFORMATION • It is important that you update changes of address, home or cell telephone numbers or emergency contact information, immediately, on REGISTRATION GATEWAY by visiting the BASD webpage - https://www.beth.k12.pa.us/ . It is located under “Parents/Students”. • Please notify the school office of these changes.

COMMUNICATING WITH STAFF • CLASSTAG is the platform we use to communicate with families. • ClassTag is an app that can be download to your cell phone and/or computer. • Text messages, notices, videos, sign-ups, reminders, trips, etc. are communicated through Class Tag. • Other ways to communicate with Lincoln staff are: email, phone call, student planners, and notes.

DISMISSAL • Students in Grades 4 & 5 will be dismissed from the front of the building (Gresham Street) at 3:40 PM. • Students in Grades K-3 will be dismissed onto the blacktop at 3:40 PM. • Students who are not picked up by 3:40 PM will report to the main office. Families must go to the main office and sign the student out. • Students are not to remain on school premises after 3:40 PM without the supervision of a parent or guardian. 5 • Children are not dismissed from school before 3:40 PM. Written notification must be sent to your child’s teacher indicating early pick up. Acceptable reasons for picking up your child early are medical or emergency reasons.

**STAFF PARKING LOT** PLEASE DO NOT PARK ALONG THE PERIMETER OF THE STAFF PARKING LOT DURING DISMISSAL. PARK IN A PARKING SPACE AND WALK TO PICK UP YOUR CHILD FROM THE MAIN ENTRANCE.**

DRESS CODE • Students are expected to attend school dressed appropriately. • Clothing with inappropriate symbols or messages, bare midriffs, halter-like tops, short shorts, hats, hoods, outerwear, SLIPPERS OR FLIP FLOPS are not permitted to be worn to school. • Please see the Bethlehem Area School District website and Framework of Citizenship for further information.

EMERGENCY SCHOOL CLOSINGS • When severe weather creates hazardous conditions, the regular school schedule may be suspended to ensure students’ safety. • It is the family’s responsibility to monitor news reports via television and radio stations. • School closing announcements are normally broadcasted between 6:00 AM and 6:15 AM. • Please tune in to the following stations: Bethlehem: WGPA 1100, Easton: WEST 1400, CAT Country 96.1 FM, WODE 99.9 FM, WEEX 1230, Allentown: WAEB 790, WHOL 1600, WTKZ 1320, MIX 100.7, WLEV, WZZO 95.1 FM, B104 FM. • Messages will also be sent via Class Tag and the district messaging system, which will send a text or email to your cell phone. The school must have your most current telephone information in order for you to receive this service.

HEALTH REQUIREMENTS • Immunizations ~ “NO SHOTS, NO SCHOOL”. • All students entering school for the first time are required to have proof of a physical and dental examination and immunization against diphteria, pertussis, tetanus, polio, mumps, measles, and rubella. Please see the school nurse for more information, questions and/or concerns.

LICE • It is important to take precautionary measures to ensure you and your family do not experience head lice. • Be proactive and do regular, in-home, screenings of your child and family’s hair. • Talk to your children about not sharing head clothing and accessories. • Seek the advice of a doctor or our school nurse if you suspect you or your child may have lice.

6 MEDICATION • In order for the school nurse or designee to administer medication during the school hours, a written statement by a doctor is required which includes the name and reason for the medication, the time it is to be given, the dose and possible reaction. • Forms may be obtained from the school nurse. • Medication must be in the original pharmacy container.

MORNING LINE-UP ~ MONDAYS ONLY!! • ON MONDAYS, Lincoln will conduct morning exercises and announcements on the playground at 8:55 AM. • Students will gather on the playground at 8:50 AM and line up in their assigned spaces. • During inclement weather, or when the temperatures fall below 37 degrees, the school doors will open at 8:55 AM and students will report directly to their classrooms. • Tuesdays – Friday, the doors will open at 8:55 AM. Students will enter the building and report directly to their classrooms.

Office Referral Challenge: Bicycle Give-Away • Students who do not receive an office referral for the school year will have their name placed in a drawing, and at the end of the school year they will have a chance to win a bicycle. • A bicycle will be awarded to one boy and one girl at each grade level. • Students must be present at the time of the drawing in order to win.

Lincoln Elementary School’s Parent-Student Compact was jointly developed with parents and family members. It outlines how parents, the entire Lincoln faculty/staff, and students will share in the responsibility for improved student academic achievement and the means by which Lincoln Elementary School and the parents will build and develop partnerships to help children achieve the State’s high standards (ESSA, Section 1116(d)).

School Lincoln Elementary School’s faculty, staff, and administration understand the importance of the school experience to every student and their role as educators and models. Therefore, we agree to carry out the following responsibilities to the best of our ability: ● Provide high-quality curriculum and instruction in a supportive and effective learning environment that enables the children served under this part to meet the challenging State academic standards (required) ● Address the importance of communication between teachers and parents on an ongoing basis through, at a minimum— o parent-teacher conferences in elementary schools, at least annually, during which the compact shall be discussed as the compact relates to the individual child’s achievement o frequent reports to parents on their children’s progress; o reasonable access to staff, opportunities to volunteer and participate in their child’s class, and observation of classroom activities; and o ensuring regular two-way, meaningful communication between family members and Lincoln faculty/staff, and, to the extent practicable, in a language that family members can understand. 2019-2020 Parent and Family Engagement Plan

The Title I Parent and Family Engagement section of the “Every Student Succeeds Act” (ESSA), Section 1116(b) requires each Title I school to develop a written parent and family engagement policy that describes the means for carrying out the requirements of Section 1116. Lincoln Elementary School must ensure that information related to school and parent programs, meetings and other activities are sent to the parents of Title I children in a format and in a language the parents can understand. The policy must be: ❑ developed jointly with and agreed upon by parents and family members of Title I children; ❑ written in an understandable format and provided in a language parents can understand; ❑ distributed to all parents and family members; ❑ made available to the local community; and ❑ updated annually to meet the changing needs of parents, family members and the school.

Parents and family members will be involved in the planning, review and improvement of the Lincoln Elementary School’s Parent and Family Engagement Policy. This policy will be reviewed at the beginning of each school year at a PTA/PTO/Parent Committee meeting. (ESSA, Section 1116(b)(1))

Ms. Draper will hold the Annual Title I Meeting as a part of Lincoln’s PTO Welcome Night at the beginning of the school year. All parents and family members are invited and encouraged to attend. At this meeting, parents and family members will be informed of the school’s participation in Title I, requirement will be explained, and involvement will be encouraged. (ESSA, Section 1116(c)(1))

Lincoln will offer a flexible number of meetings, in the morning and/or the evening. (ESSA, Section 1116(c)(2))

Parent Meetings

Ms. Draper will involve parents, in an organized, ongoing, and timely way, in the planning, review, and improvement of the Title I program, including the planning, review, and improvement of Lincoln’s parent and family engagement program. (ESSA, Section 1116(c)(3))

At the annual Welcome Back to School Night, at the beginning of the school year, Ms. Draper will provide parents and family members of participating children with timely information about the Title I program. In addition, parents and family members are always welcome to ask Ms. Draper and teachers questions. (ESSA, Section 1116(c)(4)(A)).

At the annual Welcome Back to School Night at the beginning of the school year, Ms. Draper will provide parents and family members of participating children with a description and explanation of the curriculum in use at Lincoln, the forms of academic assessments used to measure student progress, and the achievement levels of the challenging State academic standards. (ESSA, Section 1116(c)4)(B))

17 Ms. Draper will provide, if requested by parents, opportunities for regular meetings to formulate suggestions and to participate, as appropriate, in decisions relating to the education of their children, and respond to any such suggestions as soon as practicably possible. (ESSA, Section 1116(c)(4)(C))

Ms. Draper will involve parents and family members in the joint development of the Schoolwide Program Plan. This will occur at the beginning of the school year at a PTO meeting. (ESSA, Section 1116(5))

A school-parent compact will be jointly developed with parents and family members and the compact outlines how parents, the entire Lincoln staff, and students will share in the responsibility for improved student academic achievement and the means by which Lincoln and the parents will build and develop partnerships to help children achieve the State’s high standards. The compact shall – ● describe Lincoln’s responsibility to provide high-quality curriculum and instruction in a supportive and effective learning environment that enables the children served under this part to meet the challenging State academic standards, and the ways in which each parent will be responsible for supporting their children’s learning; volunteering in their child’s classroom; and participating, as appropriate, in decisions relating to the education of their children and positive use of extracurricular time (ESSA, Section (d)(1)); and ● address the importance of communication between teachers and parents on an ongoing basis through, at a minimum— o parent-teacher conferences in elementary schools, at least annually, during which the compact shall be discussed as the compact relates to the individual child’s achievement; o frequent reports to parents on their children’s progress; o reasonable access to staff, opportunities to volunteer and participate in their child’s class, and observation of classroom activities; and o ensuring regular two-way, meaningful communication between family members and Lincoln staff, and, to the extent practicable, in a language that family members can understand (ESSA, Section 1116(d)(2)(A-D))

At the annual PTO Welcome Night at the beginning of the school year, Ms. Draper will provide assistance to parents and family members in understanding the challenging State academic standards, State and local academic assessments, and how to monitor a child's progress and work with teachers to improve the achievement of their children. In addition, teachers and Ms. Draper will be able to address additional questions as the school year progresses. (ESSA, Section 1116(6)(e)(1))

The school will provide materials and training to help parents to work with their children to improve their children's achievement, such as literacy training and using technology including education about the harms of copyright piracy, as appropriate, to foster parent involvement. (ESSA, Section 1116(6)(e)(1))

At a faculty meeting at the beginning of the school year, Ms. Draper will educate teachers, specialized instructional support personnel, and other staff, with the assistance of parents, in the value and utility of contributions of parents and family members, and in how to reach out to, communicate with, and work with parents and family members as equal partners, implement and coordinate parent programs, and build ties between parents and family members and Lincoln Elementary School. (ESSA, Section 1116(6)(e)(3))

Lincoln Elementary School will, to the extent feasible and appropriate, coordinate, and integrate parent and family engagement programs and activities with other Federal, State, and local programs including public preschool programs and conduct other activities, that encourage and support parents and family members in more fully participating in the education of their children. (ESSA, Section 1116(6)(e)(4))

18 Lincoln Elementary School will utilize translation services provided by the Bethlehem Area School District’s Center for Language Assessment (CLA) office to ensure that information related to school and parent programs, meetings, and other activities is sent to the parents and family members of participating children in a format and to the extent practicable, in a language the parents and family members can understand. (ESSA, Section 1116(6)(e)(5))

Lincoln Elementary School, to the extent practicable, will provide opportunities for the informed participation of parents and family members (including parents and family members who have limited English proficiency, parents and family members with disabilities, and parents and family members of migratory children). (ESSA, Section 1116(7)(f))
